What is the Chief Minister's Career Advancement in Biotechnology?

Chief Minister's Career Advancement in Biotechnology, generally written as CM-CAB, is a fellowship of the Kerala Biotechnology Commission (KBC) under the Kerala State Council for Science, Technology and Environment (KSCSTE). CM-CAB exists for one narrow purpose: to send young faculty members and scientists already working in Kerala to a stronger laboratory, in India or abroad, for a spell of collaborative research training, and then bring that expertise back to the Kerala institution that released them.

The KSCSTE guidelines describe the objective as giving young faculty and scientists in biotechnology "national and/or international collaborative research training and exposure to advanced techniques and technologies in emerging fields of biotechnology". The council adds that the fellowship is meant to help the candidate further their research capability, contribute to higher education with a global perspective, and build long-term working relationships with distinguished experts in those fields.

CM-CAB is therefore a mobility grant, not a project grant. No laboratory equipment, no staff salaries and no consumables budget are sanctioned under it. What KSCSTE funds is the person: a monthly fellowship while the candidate is away, and a small contingency to get there.

KSCSTE is the state's apex science agency, functioning under the Department of Science and Technology, Government of Kerala, from Sasthra Bhavan, Pattom, Thiruvananthapuram. The Kerala Biotechnology Commission is the arm inside KSCSTE that handles every biotechnology scheme, from the Young Investigator's Programme in Biotechnology to the Biotechnology Post-Doctoral Fellowship.

One caution before you invest effort. The Kerala Biotechnology Commission page on the current KSCSTE website lists eight schemes; YIPB, K-BiREF, IBRS, the BYE Award, BIRD, BPDF, Biotechnology Training and Workshop, and the Biotechnology Education Programme, and CM-CAB is not one of them. The CM-CAB guideline page survives on the department's older site. Anyone planning a CM-CAB application should therefore telephone the commission first, on 0471-2548406 or 0471-2548254, and ask whether the scheme is being advertised in the current cycle.

Who is eligible for CM-CAB?

CM-CAB eligibility is defined by employment status first and academic record second. According to the KSCSTE guidelines, a candidate must satisfy all of the following:

  • Be a permanent employee of an academic or research institute located in Kerala State. The fellowship is for scientists and faculty already on the rolls.
  • Hold a PhD in biotechnology or a related subject.
  • Show a record of independent research, evidenced by peer-reviewed publications and, where applicable, patents.
  • Be below 37 years of age, with a relaxation of up to five years, that is, up to 42 years โ€” for SC, ST and women candidates.
  • Be formally sponsored by the employer, which must also undertake to pay the candidate's salary and allowances throughout the fellowship.

Who cannot apply is equally clear. PhD scholars, post-doctoral fellows on temporary engagements, project staff, guest and contract faculty, and anybody employed outside Kerala are not eligible, because the permanent-employment condition fails. A candidate who has crossed 37 years and does not belong to the SC, ST or women categories is not eligible. A candidate without a confirmed host laboratory has nothing to fund, since the entire fellowship is built around a specific placement.

Members of the public; students, entrepreneurs, job seekers, cannot apply for CM-CAB as a personal benefit. It is an institutional research-mobility fellowship, and the applicant's employer is a party to the application.

What does CM-CAB pay?

CM-CAB pays a consolidated monthly fellowship at two rates, decided by where the host laboratory sits:

  • Rs 50,000 per month when the host institution is within India.
  • USD 1,500 per month, released in equivalent Indian currency, when the host institution is outside India.

In addition, KSCSTE sanctions a contingency grant of up to Rs 50,000, paid as per actuals, to meet travel, visa and insurance costs. Because it is settled against bills, keep every ticket, visa receipt and insurance policy document.

The fellowship sits on top of the candidate's normal pay. The parent institution in Kerala continues to disburse salary and allowances for the fellowship period, which is why the employer's sponsorship letter carries so much weight in the file. A candidate whose institution refuses to continue salary effectively cannot use the fellowship.

How to apply for CM-CAB

CM-CAB has no citizen-facing online form. The route is an institutional proposal submitted to the Kerala Biotechnology Commission at KSCSTE.

  1. Watch for the call. KSCSTE invites biotechnology proposals twice a year, in January and June. Check the "What's New" page on kscste.kerala.gov.in, or call the commission on 0471-2548406 / 0471-2548254 to confirm the current cycle and the closing date.
  2. Secure the host laboratory. Write to the scientist you wish to work with and obtain a written acceptance letter naming the techniques, the supervisor and the proposed dates. Without it the application is incomplete.
  3. Get the employer's sponsorship. Route the request through the head of your institution and obtain a sponsorship and no-objection letter that also confirms continued salary and allowances during the fellowship.
  4. Download the CM-CAB application format and guidelines from the KSCSTE website, and fill in personal details, qualifications, employment particulars, the training plan and the contingency budget.
  5. Assemble the enclosures: PhD certificate, service certificate, age proof, caste certificate if a relaxation is claimed, the publication and patent list, host acceptance letter and employer sponsorship.
  6. Submit the complete set to the Scientist-in-Charge, Kerala Biotechnology Commission, KSCSTE, Sasthra Bhavan, Pattom, Thiruvananthapuram โ€“ 695 004, and email a scanned copy to kbc.kscste@kerala.gov.in for record.

What happens after you apply

KSCSTE screens applications for completeness first, then places the eligible ones before an expert committee. The committee weighs the candidate's publication and patent record, the reputation and facilities of the proposed host laboratory, and how relevant the technique being learnt is to Kerala's biotechnology priorities, which the commission lists as marine, agriculture, health and environment. Shortlisted candidates may be called for a presentation or interview.

Sanctioned candidates receive an order from KSCSTE fixing the rate, the duration and the contingency ceiling. Fellowship instalments are released to the candidate or routed through the parent institution as specified in that order. On return, the fellow is expected to submit a report on the training and its application at the home institution.

Why CM-CAB applications fail

  • No sponsorship letter, or one that is silent on salary. The guidelines require the employer both to release the candidate and to continue paying. A vague letter is treated as incomplete.
  • A host acceptance that is only an email of interest. The committee expects a signed letter naming the supervisor and the period.
  • Age crossed on the closing date. The 37-year limit is applied on the last date of the cycle, not the date of the training.
  • Thin publication record. CM-CAB is competitive; applicants without peer-reviewed output score poorly against those with it.
  • Weak justification. Proposals that describe a laboratory visit rather than a specific technique to be mastered and brought back are set aside.

Key dates

KSCSTE invites biotechnology proposals in January and June each year. No standing last date applies; each advertisement carries its own closing date, which is why the department's notification page is the only reliable source for a deadline. Because CM-CAB is not currently listed among the active KBC schemes, confirm by phone before you build a file.

Frequently asked questions

How much does CM-CAB pay?

CM-CAB pays Rs 50,000 per month when the host institution is inside India and USD 1,500 per month, in equivalent Indian rupees, when the host institution is abroad. A contingency grant of up to Rs 50,000 as per actuals covers travel, visa and insurance.

What is the age limit for CM-CAB?

The age limit for CM-CAB is 37 years, relaxed by five years to 42 years for SC, ST and women candidates, as stated in the KSCSTE guidelines.

Can a research scholar or a contract employee apply for CM-CAB?

No. CM-CAB is restricted to permanent employees of academic or research institutions in Kerala. PhD students, project staff, contract faculty and candidates working outside Kerala are not eligible.

Does the fellowship replace the applicant's salary?

No, it is paid in addition. The parent institution must continue paying the candidate's salary and allowances for the fellowship period, and the sponsorship letter has to say so explicitly.

When can applications be submitted?

KSCSTE invites biotechnology proposals twice a year, in January and June. Exact opening and closing dates are announced on the "What's New" section of kscste.kerala.gov.in.

Is CM-CAB still open for new applications?

Treat this as uncertain and confirm with the Kerala Biotechnology Commission before preparing a file. The current KSCSTE website lists eight KBC schemes and CM-CAB is not among them, although the scheme guidelines remain published on the department's older site.

Who takes the final selection decision?

An expert committee constituted by KSCSTE screens the applications and recommends candidates. Selection is based on the applicant's publication record, the standing of the host laboratory and the relevance of the proposed training.
