Quick answer

What is a trade licence in Lakshadweep?

A trade licence in Lakshadweep is official permission to carry on a stated trade at a stated premises on one of the islands. Lakshadweep handles it differently from every mainland state, and the difference is worth understanding before you start.

Lakshadweep has no municipal corporation and no municipality. Its local self-government structure, as the UT Administration publishes it, consists of ten Village (Dweep) Panchayats, one for each inhabited island, with a District Panchayat above them, all under the Directorate of Panchayats at Kavaratti. There is therefore no urban local body to walk into, and no municipal licence section of the kind Kochi or Chennai has.

Instead, the Lakshadweep Administration lists Trade License under Revenue Service on its own citizen services pages, naming the Revenue Department of the UT Administration as the issuing authority and serviceonline.gov.in as the access point. Trade License appears there in the same list as the ST Certificate, Domicile/Residential Certificate, Income Certificate, Marriage Certificate, Nativity Certificate, Dependency Certificate, Resident ID Card, Entry Permit to Lakshadweep and Land Diversion Certificate.

That grouping tells you something practical: in Lakshadweep the trade licence is a revenue-administration document, processed by the same offices and the same platform that handle your domicile and nativity papers, and answerable to the Collector at Kavaratti rather than to a mayor.

A trade licence is not a business registration. It sits alongside GST registration, shop and establishment registration under the labour rules, FSSAI registration for a food business, and Udyam registration for MSME identity. The trade licence is the one that certifies your premises may lawfully host that trade.

Who can and cannot apply for a Lakshadweep trade licence?

Any adult carrying on a trade, business or profession from a fixed premises on a Lakshadweep island can apply. Sole proprietors, partnership firms and companies are all capable of holding a licence, provided they lawfully occupy the premises named in the application.

Lakshadweep adds one layer that mainland applicants routinely underestimate: entry and residence are regulated. The Administration runs an Entry Permit to Lakshadweep as a formal service, and issues Resident ID Cards, Nativity Certificates and Domicile/Residential Certificates as separate revenue services. Anyone who is not an islander should settle their entry and residence position before committing money to a business plan on an island.

You cannot apply, or your application will not be granted, where:

  • You have no lawful right over the premises: no ownership document, no valid rent or lease agreement, and no owner's consent.
  • Your entry or residence status on the island does not permit you to carry on the activity you propose.
  • The trade is regulated and you lack the prior statutory approval, a restaurant without FSSAI registration, a pharmacy without a drug licence, or a fisheries-linked activity without the Fisheries Department's registration.
  • The activity is one the islands' fragile environment and land regulations do not permit at that location.
  • The activity is a shipping, port or vessel operation, which the Port Department and Fisheries Department license separately rather than as a trade licence.

How to apply for a trade licence in Lakshadweep

  1. Open the Lakshadweep Revenue Service page. Go to lakshadweep.gov.in/service/revenue-servicen/, the Administration's own page, and find Trade License in the list of revenue services. That page names serviceonline.gov.in as the access point, and confirms the UT Administration's Revenue Department as the issuing authority.
  2. Register on serviceonline.gov.in. Create a citizen account with your mobile number and email and complete the OTP verification. Use a mobile number you will keep, since every status update travels through it.
  3. Select Lakshadweep and your island. Choose the UT and the island where the premises stands, so the file reaches the office with jurisdiction over it. Selecting the wrong island sends the application to an office that cannot act on it.
  4. Fill the application form. Enter the trade name, the nature of the trade, the constitution of the business, the full premises address, the area used, the number of persons employed, and the proprietor or partner details.
  5. Upload the documents. Identity proof, premises proof, residence or nativity proof, owner's NOC where the premises are rented, constitution documents for a firm or company, and any sector approval the trade needs. Keep each scan legible and inside the size limit the portal states.
  6. Pay only the fee the portal displays. The Lakshadweep Administration does not publish a trade licence fee amount on its Revenue Service page, so the figure the service page shows you at the payment step is the figure to pay, and nothing beyond it.
  7. Save the acknowledgement. The portal issues an application reference number. Use it to track the file, answer any query raised, and finally download the issued licence.

How to apply offline in Lakshadweep

Island distances and connectivity make the offline route real in Lakshadweep, and it runs through the revenue chain rather than a municipal counter.

  1. Approach the Deputy Collector or Sub-Divisional Officer of your island. The Administration publishes its Deputy Collectors' offices at lakshadweep.gov.in/divisions/deputy-collectors/.
  2. Ask for the trade licence application form used on that island and fill it in full.
  3. Attach self-attested copies of identity proof, premises proof, residence or nativity proof, the owner's NOC for rented premises, and any trade-specific approval.
  4. Submit at the counter and collect a dated acknowledgement.
  5. Pay the fee at the counter and keep the printed receipt.
  6. Be present at the premises for any inspection, and collect the licence from the same office.

The island's Village (Dweep) Panchayat office is also the right place to ask about local requirements for a shop premises. The Directorate of Panchayats at Kavaratti can be reached on 04896262293.

How do I check my Lakshadweep trade licence status?

Log in to serviceonline.gov.in with the credentials you applied under and use the application reference number from the acknowledgement to track the file. Answer any query the Revenue Department raises promptly — an unanswered query is the single commonest reason an application stops moving. Offline applicants take the acknowledgement back to the Deputy Collector's office that received it.

Validity and renewal

The Lakshadweep Administration does not publish a validity period or renewal cycle for the trade licence on its Revenue Service page, so no fixed term can be stated here with confidence. Read the licence itself when it is issued. The period will be printed on it, and ask the issuing office for the renewal window well before that date. Where the trade, the premises area or the constitution of the firm changes, get the licence amended rather than waiting for renewal.

Why Lakshadweep trade licence applications get rejected

  • Weak premises proof: no ownership document, or a rent agreement that has expired or does not permit commercial use.
  • Residence or entry status that does not support the proposed activity.
  • Wrong island selected on the portal, so the file lands with an office that has no jurisdiction.
  • Missing sector approval for a food, drug, fishing or shipping-linked trade.
  • Illegible uploads, particularly premises documents.
  • Unanswered portal query, which eventually closes the application.

Grievance route and a warning about middlemen

Use the grievance or tracking facility inside your serviceonline.gov.in login first, quoting the application reference number. If the file still does not move, take the same reference number to the Deputy Collector or Sub-Divisional Officer of your island, and then to the Collectorate at Kavaratti, which heads revenue administration for the Union Territory.

Pay only the fee the official portal computes and displays, through the portal's own payment gateway, or the fee the government office receipts at its counter. Because Lakshadweep publishes no trade licence fee figure openly, the portal's displayed amount is your only reference; treat any demand above it as a red flag. No agent or "licence consultant" can move a revenue file faster, and no one is entitled to cash on the side for issuing a licence. Apply yourself, keep every receipt, and raise a grievance the moment someone asks for a payment the portal or the counter never showed you.

Constitution documents of the businessoptional

Frequently asked questions

Who issues a trade licence in Lakshadweep?

The Revenue Department of the UT Administration of Lakshadweep issues the trade licence — the Administration's own citizen services pages list Trade License under Revenue Service, not under any municipal body. Lakshadweep has no municipal corporation or municipality, so there is no urban local body route as there is in mainland states.

Can I apply for a Lakshadweep trade licence online?

Yes — the Lakshadweep Administration's Revenue Service page names serviceonline.gov.in as the access point for Trade License. The same platform delivers the islands' other revenue services including domicile, income, nativity and dependency certificates and the Resident ID Card.

How much does a trade licence cost in Lakshadweep?

The Lakshadweep Administration does not publish a fee amount for the trade licence on its Revenue Service page, so there is no verified statewide figure to quote. Check the fee the service page on serviceonline.gov.in displays before you pay, and pay only that amount.

Does Lakshadweep have a municipal trade licence?

No — Lakshadweep has no municipal corporation or municipality, and its local self-government is built on ten Village (Dweep) Panchayats plus the District Panchayat. The Administration therefore places Trade License under the Revenue Department rather than under an urban local body.

Do I need to be a Lakshadweep resident to get a trade licence?

Lakshadweep controls entry and land holding tightly, and the Administration lists Entry Permit to Lakshadweep, Resident ID Card, Nativity Certificate and Domicile/Residential Certificate as its own separate Revenue Services on the same page as Trade License. A non-islander should confirm the entry and residence position before planning a business on an island.

Is a trade licence the same as a shop and establishment registration?

No — a trade licence is administrative permission to carry on a trade at a premises, while a shop and establishment registration is a labour registration about working hours and employment conditions. GST registration, FSSAI registration for a food business, and Udyam registration for MSME identity are further separate registrations.

Whom do I contact about a Lakshadweep trade licence file?

Contact the Deputy Collector or Sub-Divisional Officer of your island, since the Lakshadweep Administration runs revenue administration through island offices under the Collector at Kavaratti. The Administration publishes its Deputy Collectors' offices at lakshadweep.gov.in/divisions/deputy-collectors/.

Who runs local government on a Lakshadweep island?

Each of the ten inhabited islands has a Village (Dweep) Panchayat, with a District Panchayat above them, under the Directorate of Panchayats at Kavaratti (phone 04896262293). Under the Lakshadweep Panchayat Regulation 2022 the Administrator has appointed Special Officers for each Panchayat while general elections remain pending in litigation before the Kerala High Court.
