Union Territory of Lakshadweep Pension Scheme for Specially Abled Persons
Lakshadweep state government scheme
Union Territory of Lakshadweep Pension Scheme for Specially Abled Persons pays Rs 1,500 a month by direct benefit transfer to island residents certified with 40 per cent or more disability who have no stable source of income. The Department of Social Welfare and Tribal Affairs runs it, and applications are made offline at the island Social Welfare office.
What is the Lakshadweep pension for specially abled persons?
Union Territory of Lakshadweep Pension Scheme for Specially Abled Persons is a monthly disability pension paid by the Department of Social Welfare and Tribal Affairs of the Lakshadweep Administration. It pays Rs 1,500 per month by direct benefit transfer to island residents who hold a disability certificate of 40 per cent or more and who have no stable source of income of their own.
The scheme is an income-support measure rather than a medical or rehabilitation scheme. It does not pay for surgery, aids or appliances, and it does not replace central schemes such as ADIP for assistive devices. What it does is put a predictable Rs 1,500 into the beneficiary's account every month, which in an island economy; where a hospital visit can mean a boat trip to Kavaratti or a flight to Kochi: is money that mostly goes on travel, medicines and daily maintenance.
Lakshadweep runs three Administration-funded social security pensions through the same department: this one, the old-age pension, and the pension for abandoned or destitute women. They share a common application route and a common design principle, the applicant must be a native of the islands, must have no stable income, and must hold a bank account in their own name.
Who is eligible for the Lakshadweep disability pension?
You can receive this pension if:
- You hold a disability certificate showing 40 per cent or more disability, issued by a competent medical authority.
- You are a native of the Union Territory of Lakshadweep with a nativity or residence certificate from the Sub-Divisional Officer or Deputy Collector.
- You have no stable source of income: no salary, no service pension, no regular business or rental earning; supported by an income certificate.
- You live on one of the 10 inhabited islands and continue to live there while drawing the pension.
- You hold an active bank account in your own name, seeded with Aadhaar, so that direct benefit transfer works.
You are not eligible if:
- Your certified disability is below 40 per cent. The threshold is a hard cut-off, not a guideline.
- You are not a native of Lakshadweep, even if you have lived on an island for years as the dependant of someone posted there.
- You have a stable income. A salaried job, a service pension, or steady earnings from a shop, boat or rented property take you outside the scheme.
- You are already drawing another Administration social security pension for the same months. The pensions are not stacked.
- Your disability certificate has lapsed. A certificate issued for a fixed term that has expired is treated as no certificate at all.
The 40 per cent benchmark follows the standard used under the Rights of Persons with Disabilities Act 2016, and it covers the full list of recognised disabilities — locomotor, visual, hearing and speech, intellectual, mental illness, and the multiple and chronic neurological conditions added by that Act. Whether a specific condition crosses 40 per cent is a medical determination, not an office one, so the place to resolve doubt is the certifying medical authority.
How much does the scheme pay, and how?
- Rs 1,500 per month, which is Rs 18,000 over twelve months.
- Paid by direct benefit transfer into the beneficiary's own bank account.
- Monthly, not as a lump sum, and not in cash.
- Payment runs from the month of sanction, so an application filed in one month and sanctioned three months later does not usually carry arrears for the intervening months.
Because payment is entirely account-based, the account is worth setting up properly before you apply rather than after. It must be in the beneficiary's own name, KYC-complete, not dormant, and Aadhaar-seeded. Where the beneficiary cannot operate an account independently, ask the bank about the options available for account operation by a legal guardian, but do not simply put the pension into a relative's account, because a name mismatch will stop the credit.

How to apply for the Lakshadweep disability pension
- Get the disability certificate first. Attend the medical board or the competent certifying authority indicated by the island hospital, and obtain a certificate stating the percentage of disability. Nothing else in this application matters if the percentage is not on paper.
- Apply for a UDID card at swavlambancard.gov.in if you do not have one. It is free, it records the same percentage in a nationally verifiable form, and it removes most later disputes about the certificate.
- Obtain the nativity and income certificates from the Sub-Divisional Officer or Deputy Collector of your island.
- Open or verify the bank account in the beneficiary's own name, and get it Aadhaar-seeded at the branch.
- Collect and fill the application form at the Social Welfare office on your island, attach self-attested copies of every document, and submit it there.
- Collect a dated acknowledgement with a reference number, and keep it. It is the only way to trace the file later.
- Cooperate with the local verification of residence and income that follows, and follow up after four to six weeks at the island office. Once sanctioned, record the sanction number.
How do you check the status of the pension?
Status is checked at the island Social Welfare office by quoting the acknowledgement number, there is no online tracker for this scheme. Three questions cover it: has local verification been completed, has the file gone to the Directorate at Kavaratti, and has sanction been issued. After sanction, the bank passbook is the practical status check; a Rs 1,500 credit landing at roughly the same time each month means the seeding is working correctly.
Why disability pension payments stop, and what to do
- The disability certificate has expired. Renew it with the certifying authority and submit the renewed copy at the island office.
- The bank account has gone dormant because it saw no transaction for a long period. Reactivate it at the branch with fresh KYC.
- Aadhaar seeding has broken, often after an Aadhaar update or a change of branch. Re-seed at the bank.
- Name mismatch between the passbook, Aadhaar and the sanction order. Get the spellings aligned; the bank record is usually the easiest one to correct.
- Periodic verification was missed because the beneficiary was off-island or unreachable. Report at the island office and ask for the verification to be redone.
- Another pension was sanctioned to the same person for the same period. Only one is payable; choose the more favourable one.
Common reasons applications are rejected
Rejections at the application stage almost always come down to one of four things: a certificate showing less than 40 per cent, nativity that is not documented, an income certificate that shows a regular earning, or an account that is not in the applicant's own name. Ask for the reason in writing. Each of these is fixable, and once fixed the application can be filed again at the same office without starting from zero.
Where to raise a grievance
- Social Welfare office on your island. The first and usually the fastest route, in writing, quoting your reference number.
- Directorate of Social Welfare and Tribal Affairs, Secretariat, Kavaratti, for a file stuck at sanction.
- Office of the District Collector, Kavaratti, for escalation.
- CPGRAMS at pgportal.gov.in, for a trackable online complaint against the Lakshadweep Administration.
There is no fee for applying, and no agent has any role in the sanction. Anyone asking for money to "arrange" the pension or the disability certificate should be reported to the island office and to the Collector.

Frequently asked questions
How much is the Lakshadweep disability pension?
The pension is Rs 1,500 per month, paid by direct benefit transfer into the beneficiary's own bank account. That works out to Rs 18,000 over a full year, credited monthly rather than as a lump sum, and there is no cash payment under the scheme.
What level of disability is needed?
A certified disability of 40 per cent or more is needed, assessed and certified by a competent medical authority. The 40 per cent threshold is the same benchmark used under the Rights of Persons with Disabilities Act 2016, and it covers the full range of recognised disabilities, not only physical ones.
Who is not eligible for the Lakshadweep disability pension?
Applicants with a certified disability below 40 per cent are not eligible, and neither are applicants who have a stable source of income such as a salary, a service pension or steady business income. People who are not natives of Lakshadweep, and people already drawing another Administration social security pension for the same period, are also not eligible.
Can a person with disability who works get this pension?
Not if the work provides a stable income, because the scheme is targeted at those without one. A person holding a regular salaried job — including the 89-day contract Helper posts under the Special Job Scheme for Persons with Disabilities — should ask the island Social Welfare office how that earning is treated before assuming both can run together.
Is the pension paid in cash or to a bank account?
The pension is paid strictly by direct benefit transfer to the beneficiary's own bank account. An account in a parent's or guardian's name, a dormant account, or an account whose name does not match Aadhaar will stop the credit even after sanction.
Do I need a UDID card to apply?
A UDID card is not a substitute for the eligibility itself, but it makes the application considerably smoother because the disability percentage is recorded on a nationally verifiable card. Apply for one free at swavlambancard.gov.in if you hold only a paper certificate.
Does the disability certificate expire?
A permanent disability certificate does not expire, but a certificate issued for a fixed period does, and a lapsed certificate is a standard reason for pension payment being held. Renew it with the medical authority before the expiry date printed on it.
Where do I complain if the pension is not sanctioned or stops?
Complain in writing to the Social Welfare office on your island quoting the acknowledgement or sanction number, then escalate to the Directorate of Social Welfare and Tribal Affairs at the Secretariat, Kavaratti, and then to the District Collector, Kavaratti. CPGRAMS at pgportal.gov.in takes online complaints against the Lakshadweep Administration.
