Character Certificate (Police) in Lakshadweep
Lakshadweep state government scheme
Character Certificate in Lakshadweep is a police document issued by Lakshadweep Police, which runs a CCTNS Citizen Portal at citizen.lakshadweeppolice.gov.in linked from its Citizen Corner. The Union Territory has 9 police stations, 7 coastal police stations and a Police Headquarters at Kavaratti, and the Superintendent of Police's office there is the escalation point.
What is a police character certificate in Lakshadweep?
A character certificate in Lakshadweep is Lakshadweep Police's written statement that its records disclose nothing adverse against a named person at the address that person has declared in the Union Territory. Lakshadweep Police is the issuing authority; no revenue officer or island administration counter can issue it, because only the police hold the criminal records the certificate speaks to.
Lakshadweep Police is small and geographically scattered in a way no mainland force is. In the force's own description of its CCTNS coverage, the Union Territory has 9 police stations, 7 coastal police stations and a Police Headquarters at Kavaratti, with all police locations connected through the State Wide Area Network, and FIR registration running through the central CAS 4.5 system in every station since 23 December 2015. That last date matters: it means the electronic record the certificate draws on has been maintained island-wide for a decade.
Lakshadweep Police's website carries a Citizen Corner listing a Citizen Portal at citizen.lakshadweeppolice.gov.in and an Online FIR facility, alongside pages for arrested persons and wanted criminals, missing and kidnapped persons, and stolen or recovered property. The Citizen Portal is the online door for citizen service requests under CCTNS.
The Administration's own listing of police department services on lakshadweep.gov.in mentions only police complaint registration and points to the same Citizen Portal. So the honest position is this: the police Citizen Portal is the online route, and the police station on your island is the reliable one.
Who can and who cannot apply?
You can apply for a Lakshadweep police character certificate if you live in the Union Territory, on Kavaratti, Agatti, Amini, Andrott, Kadmat, Kalpeni, Kiltan, Chetlat, Minicoy or another inhabited island, and can name the police station covering your island. There is no income limit, no caste criterion and no age bar. This is a records check, not a welfare benefit, so none of the eligibility tests that apply to a Scheduled Tribe or income certificate in the islands apply here.
You cannot apply to Lakshadweep Police for a mainland address. The force verifies only the period and area within its own jurisdiction, so a Kochi, Kozhikode or Beypore address has to be verified by Kerala Police. Lakshadweep Police does keep a Special Branch unit at Kochi, on 0484-2668722, which is the point of contact for islanders based on the mainland, but that unit does not turn a Kerala address into a Lakshadweep one.
You are also not eligible to receive a clean certificate while a criminal case or an FIR is pending against you. Lakshadweep Police records what the register shows rather than suppressing it, so a pending case appears on the certificate.
Applicants who have lived on more than one island are eligible, but should expect a longer enquiry, because more than one station then has to report, and in this Union Territory that means a file crossing open sea.
What documents are required?
Whether you file online or at the station, the enquiry turns on identity and island residence:
- Government photo identity proof: Aadhaar, passport, voter ID or driving licence in the applicant's name.
- Proof of the island address to be verified — ration card, electricity bill, rent agreement or a residence document naming the island and ward.
- A passport-size photograph, uploaded to the Citizen Portal profile or handed over with the paper application.
- A mobile number you monitor, used to create the portal account and to reach you during the enquiry.
Carry the originals when you go to the station. In an island community the verifying officer is often able to confirm residence locally in a single visit, and having the papers in hand is what allows that to happen at the first attempt rather than the second.
How to apply for a character certificate in Lakshadweep
- Open lakshadweeppolice.gov.in and go to the Citizen Corner. The Citizen Portal link there points to citizen.lakshadweeppolice.gov.in, which is the CCTNS citizen services door for the Union Territory.
- Create a citizen account and log in. Registration is a one-time activity on a CCTNS citizen portal; complete your profile with your photo, identity proof and address proof immediately afterwards, so the same documents attach to every service request.
- Raise the character certificate request, filling every mandatory field: personal details, the complete island address with the police station covering it, your contact number and the purpose of the request, whether employment, passport, visa, licence or tender. List every island address you have lived at, not only the current one.
- Verify before submitting and keep the printed acknowledgement. A submitted CCTNS request is generally not editable, so check the spelling of your name, your father's name and your date of birth against the identity document first. Save or print the acknowledgement with the request number.
- If the online route does not accept the request, apply at your island's police station instead. Take the same identity proof, address proof and photograph to the station covering your island, ask for the character certificate application, pay the fee stated at the counter and insist on a receipt.
- Stay available for the enquiry at the declared address, and follow up with that station rather than with the Police Headquarters in the first instance.
Where do you go in person on each island?
Lakshadweep Police publishes direct numbers for its stations and offices, which is unusually helpful for a Union Territory this dispersed. The officers in charge of police stations are contactable at Kavaratti on 04896-262232, Agatti on 04894-242260, Amini on 04891-273244, Andrott on 04893-234222, Kadmat on 04897-274227, Kalpeni on 04895-252292, Kiltan on 04898-272245, Chetlat on 04899-276244 and Minicoy on 04892-222232. The Police Control Room at Kavaratti is on 04896-263100, and there is an Officer in Charge of Airport Security at Agatti on 04894-242571.
Ring the station before travelling, particularly if you live on an island whose office keeps limited hours. A phone call costs nothing and can save a boat journey.
Why do Lakshadweep character certificate applications get delayed?
- The applicant was not found at the declared address when the officer visited.
- The address given is on a different island from the station approached, so the file has to be transferred.
- Name, father's name or date of birth does not match the identity document produced.
- A previous island address, or a previous mainland address, was omitted and surfaced during the enquiry.
- Monsoon weather or inter-island transport suspends the movement of files and officers.
- A pending FIR or criminal case exists, which the certificate then has to record.
How long is a Lakshadweep character certificate valid?
Lakshadweep Police does not print an open-ended validity on this document, and the body asking for it sets the limit in practice. Most employers, passport offices and licensing authorities in India accept a police character certificate issued within the previous six months, and many recruitment processes insist on one issued after the date of the offer letter. Ask the requesting authority how recent a certificate it wants before you apply: in an island Union Territory where a repeat application can wait on a boat, applying at the wrong moment is expensive in time.
What does it cost, and what about agents?
Pay only the fee the Citizen Portal displays or the police station's counter states, and ask for a receipt every time. Lakshadweep Police does not publish a rate card for this service on its website, so the amount on your own receipt is the authoritative one and it is the entire legitimate cost. Nobody at any of the Union Territory's police stations is entitled to a rupee beyond it.
Because Lakshadweep's population is small and its stations are close-knit, the middleman problem is less severe here than on the mainland, but the rule is the same. Anyone offering to "arrange" a certificate for a fee is selling a queue position that does not exist, since the same officer at the same station does the enquiry either way. Keep the receipt and the acknowledgement; they are your proof of what the government actually charged.
Where do you complain if something goes wrong?
Lakshadweep Police invites reports of non-compliance with its Citizen Charter, which it publishes on its website with a downloadable PDF and describes as a plain-language outline of what citizens can expect from the police and what is expected of them in turn. That is the framework to cite if a service request is ignored.
The escalation ladder is short and published. The Superintendent of Police, Kavaratti, is on 04896-262258; the Deputy Superintendent of Police (Headquarters) on 04896-262367; the DySP handling Crime, Law and Order, Special Branch, CCTNS and Coastal Security on 04896-262263; and the Circle Inspector of Police (Headquarters) on 04896-263446. For a cyber-related matter, Lakshadweep Police publishes the national helpline 1930 on its home page.
Start with the station handling your file, then go to the Circle Inspector, then to the Superintendent of Police. For a demand for money outside the counter receipt, go straight to the Superintendent of Police and take your paperwork with you.
How to check your application status
- Log back into the Citizen Portal. Go to citizen.lakshadweeppolice.gov.in with the same account you used to file the request, open your service request history, and check the status against the request number printed on your acknowledgement. CCTNS marks a request as received, under enquiry, or disposed as the station updates it, so the portal is the first place to look rather than a phone call.
- Keep the acknowledgement slip or printout handy. If the portal history does not show a clear update, or you applied on paper at the station, you need the request number or the paper receipt date to ask about the file at all; a verifier on an island station cannot search by name alone with any confidence.
- Call the police station covering your island, not the Police Headquarters, for a status update. The officer in charge of that station is running the enquiry and can tell you whether the visit to your declared address has happened yet. Use the same officer-in-charge numbers listed above for Kavaratti, Agatti, Amini, Andrott, Kadmat, Kalpeni, Kiltan, Chetlat or Minicoy, according to where you applied.
- Expect the enquiry to take longer if you have lived on more than one island, or on the mainland before moving to Lakshadweep, because the station has to wait on a report from the other station or force before it can close the file. Ask specifically whether that cross-reference has come back yet.
- If a call to the station gets no answer over several days, go up the same ladder used for complaints: the Circle Inspector of Police (Headquarters) on 04896-263446, then the Deputy Superintendent of Police (Headquarters) on 04896-262367, and only then the Superintendent of Police on 04896-262258.
- If you moved during the enquiry period, tell the station your current address and mobile number yourself rather than waiting for the portal to reflect it; CCTNS requests are generally not editable once submitted, so a change of address has to be flagged directly to the officer handling your file.
Common reasons for rejection
- The declared address falls outside Lakshadweep Police's jurisdiction. A mainland Kerala address, or an island address given without naming the correct police station, cannot be verified by this force and the request gets returned. Fix: file with the police force that actually covers the address, and use Lakshadweep Police only for a genuine island address.
- Identity details on the application do not match the identity document. A mismatched spelling of the name, father's name, or date of birth between the Citizen Portal form and the Aadhaar, passport, voter ID or driving licence produced is one of the most common reasons a request is sent back rather than processed. Fix: copy these fields exactly from the identity document before submitting, and check them again before you confirm.
- The application is incomplete: no photo, no address proof, or a mobile number that does not receive calls or messages. CCTNS needs all three to open a service request properly. Fix: complete your citizen portal profile with photo, identity proof and address proof before raising the request, and use a number you actually monitor during the enquiry period.
- A previous island address, or a previous address outside Lakshadweep, was left out of the application. When the enquiry later turns up an address you did not declare, the station treats the application as incomplete rather than verifying only the part you gave. Fix: list every address you have lived at, not only your current one.
- The stated purpose does not match the document you actually need. A certificate raised for "employment" but produced for a passport application, or vice versa, can be questioned by the authority receiving it even after Lakshadweep Police issues it correctly. Fix: state the real end use, whether employment, passport, visa, licence or tender, at the time of application.
- A pending FIR or criminal case exists against the applicant. This does not always mean an outright rejection of the request, but it does mean the certificate that is issued will record the pending matter rather than come back clean, which some requesting authorities then treat as a failed application. There is no procedural fix for this beyond the case itself being resolved; Lakshadweep Police records what its register shows.

Frequently asked questions
Who issues a character certificate in Lakshadweep?
Lakshadweep Police issues it, and the force runs a Citizen Portal at citizen.lakshadweeppolice.gov.in linked from the Citizen Corner of lakshadweeppolice.gov.in. No revenue officer in the Union Territory issues a character certificate, because only the police hold the criminal records the certificate speaks to.
How many police stations can verify my Lakshadweep application?
Lakshadweep has 9 police stations, 7 coastal police stations and a Police Headquarters at Kavaratti, all connected through the State Wide Area Network under the CCTNS project. The station covering your island does the verification, which is why the address on the application must be the one you actually live at.
Can I apply for a Lakshadweep character certificate online?
Lakshadweep Police lists a Citizen Portal at citizen.lakshadweeppolice.gov.in under its Citizen Corner, alongside Online FIR, and that portal is the online route. The Administration's own police services page lists only police complaint registration, so if the portal will not accept a character certificate request, apply at the police station covering your island instead.
Which police station should I approach in person?
Approach the station on your own island — Kavaratti (04896-262232), Agatti (04894-242260), Amini (04891-273244), Andrott (04893-234222), Kadmat (04897-274227), Kalpeni (04895-252292), Kiltan (04898-272245), Chetlat (04899-276244) or Minicoy (04892-222232). These numbers are published on the Lakshadweep Police contact page.
What does a Lakshadweep character certificate cost?
Pay only the fee the Citizen Portal or the police station's counter states, and ask for a receipt. Lakshadweep Police does not publish a rate card for this service on its website, so treat the amount stated on your own receipt as the authoritative one and nothing beyond it.
How long does the police enquiry take in Lakshadweep?
Lakshadweep Police does not publish a service-level timeline for this certificate, so ask the station handling your file rather than relying on a figure quoted for another state. Inter-island travel and the monsoon genuinely lengthen enquiries that involve more than one island.
Can I apply if I moved to Lakshadweep from Kerala recently?
You can apply, but Lakshadweep Police verifies only the address and period inside the Union Territory. A previous Kerala address must be verified by Kerala Police, and leaving it off the form causes trouble later rather than avoiding it. Lakshadweep Police does maintain a Special Branch unit at Kochi, reachable on 0484-2668722.
Whom do I escalate to if my application stalls?
Approach the Superintendent of Police, Kavaratti, on 04896-262258, the contact Lakshadweep Police publishes for the head of the force. The Deputy Superintendent of Police (Headquarters) on 04896-262367 and the Police Control Room on 04896-263100 are the other published contacts.
