What is an Encumbrance Certificate in Lakshadweep?

An Encumbrance Certificate in Lakshadweep is a record issued by the Department of Revenue, Union Territory of Lakshadweep Administration, showing what registered claims stand against a piece of land for a period you specify. An encumbrance is a registered charge that limits the owner's freedom to deal with the land, a mortgage, an attachment, a lease, a gift, a partition or an earlier transfer.

According to the Lakshadweep Administration's own departmental page, the Revenue Department was formally established in 1964, following Lakshadweep's reorganisation as a Union Territory. It is headquartered at Revenue Bhavan, Kavaratti, operates under the Additional District Magistrate (ADM), and works through Deputy Collectors and Block Development Officers (BDOs) posted across the island revenue sub-divisions.

The department's stated job is land administration, revenue management and the delivery of essential public services, which is why land records, statutory certificates, land-related permissions and enforcement of land law all sit with the same office.

Which portal issues the Encumbrance Certificate in Lakshadweep?

The Lakshadweep Department of Revenue lists the Encumbrance Certificate among the certificates it delivers online through the National Government Services Portal, serviceonline.gov.in. On the same online list the department places:

  • Scheduled Tribe Certificate
  • Nativity Certificate
  • Encumbrance Certificate
  • Income Certificate (individual and family)
  • Marriage Certificate
  • Trade Licence
  • Domicile / Residence Certificate

Separately, the department issues four certificates manually, not online: Possession Certificate, Heirship Certificate, Solvency Certificate and Land Evaluation Certificate. If you are settling an inheritance, note that the Heirship Certificate is a counter service while the Encumbrance Certificate is an online one. They are two different applications.

The department also runs the ePermit portal at epermit.utl.gov.in for entry permits, which is the other service islanders and visitors most often confuse with the certificate services.

Who can apply for an Encumbrance Certificate in Lakshadweep?

You can apply if:

  • You are the owner or recorded holder of the land.
  • You are a legal heir working out what a deceased relative held and what charges sit on it.
  • You are a loan applicant whose bank has asked for a record of charges against the land offered as security.
  • You are a co-owner or sharer in a family holding being divided.
  • You are acting under an authority letter or power of attorney for any of the above.

You cannot apply if. The limits here are practical and legal, not about income or caste:

  • You cannot search without a survey number and island. A house name or a postal address alone will not identify land in the Lakshadweep records.
  • You cannot expect unregistered dealings to appear. An oral family arrangement or an unregistered agreement leaves no trace in the register.
  • You cannot use the certificate as proof of ownership. It records transactions and charges, not title. Possession and heirship are separate certificates from the same department.
  • Land in Lakshadweep is subject to Scheduled Tribe land protections, and transfer of land to non-tribals is restricted. A clean Encumbrance Certificate does not by itself make a purchase by an outsider lawful, that is a separate question for the Revenue Department.

What documents and details are required?

Requirement Mandatory Notes
Survey number and sub-division Yes The search runs on this, not on an address
Island and revenue sub-division Yes Records are held island-wise
Search period (from year, to year) Yes 13 years for lenders, 30 years for buyers
Applicant photo ID Yes Aadhaar, voter ID or equivalent
Title deed / pattah copy Helpful Carries the exact survey number
Mobile number and email Yes For the serviceonline.gov.in login and status

How to apply for an Encumbrance Certificate in Lakshadweep

  1. Open the Department of Revenue page on lakshadweep.gov.in and follow the online services link to serviceonline.gov.in, the National Government Services Portal on which the department delivers the certificate.
  2. Register or log in with your mobile number and email. Keep the mobile number live. The application number and status messages come to it.
  3. Select the Lakshadweep Revenue Department services and choose Encumbrance Certificate from the certificate list.
  4. Fill in the property details: island, revenue sub-division, village, survey number and sub-division — and the exact period the certificate must cover.
  5. Upload your photo ID and, where the form asks for it, a copy of the title deed or pattah for the land.
  6. Pay the fee shown on the portal payment screen, if a fee is charged, and save the receipt. Do not pay any amount that the portal does not display.
  7. Note the application number the portal generates. Everything after this point, status checks, phone calls, escalation: depends on this number.
  8. Download the certificate from your portal login once the Revenue Department approves it, or collect it from the island revenue office if the portal directs you to.

How to apply offline at the island revenue office

  1. Go to the revenue office of your island, the Deputy Collector or Block Development Officer's office for that sub-division: or to the Collectorate at Revenue Bhavan, Kavaratti.
  2. Submit a written application describing the land by island, village, survey number and sub-division, and stating the exact period to be searched.
  3. Pay the counter fee against a printed receipt, and keep the receipt. It carries the file number you will need for follow-up.
  4. Collect the certificate on the date the office gives you. For older years held only in physical registers, the search is done by hand and takes longer.

The offline route matters in Lakshadweep because inter-island connectivity is weather-dependent and a file may sit at Kavaratti while you are on Minicoy or Chetlat. Applying online avoids that entirely.

How do I check the status of my application?

  • Online: log in to serviceonline.gov.in and open the application using the application number.
  • By phone: call the Collectorate on 04896-262384 or 04896-263440.
  • By email: write to addl.dm-lk@nic.in or collectorate2@gmail.com with the application number and the survey number.
  • In person: at your island revenue office, or at Revenue Bhavan, Kavaratti 682 555.

How long is a Lakshadweep Encumbrance Certificate valid?

An Encumbrance Certificate has no expiry date anywhere in India, and Lakshadweep is no exception, but it is only accurate up to the last date it covers. A mortgage created a week after the search period ends will not be in it.

Banks and buyers therefore ask for a freshly issued certificate, normally dated within a few weeks of the transaction. There is no renewal. You apply again for the new period. Because the incremental period is short, a top-up search is a much smaller job than the original 30-year one.

Why do applications get rejected or come back blank?

  • Wrong survey number, which returns a different plot or nothing at all.
  • Wrong island or sub-division selected, producing an empty result that proves nothing about your land.
  • Search period too short to catch a live older mortgage.
  • Assuming a nil certificate settles the tribal land question. Restrictions on transfer of land in Lakshadweep are separate from encumbrances and are not answered by this certificate.
  • Confusing the Encumbrance Certificate with the Possession, Heirship, Solvency or Land Evaluation Certificates, which the department issues manually and for different purposes.
  • Incomplete identity documents uploaded on the portal.
  • A dead mobile number, so the application number and the approval message never arrive.

What should you pay, and what should you refuse?

Apply directly on serviceonline.gov.in through the link on the Lakshadweep Revenue Department page, or at the island revenue office counter, and pay only the amount the portal displays or the counter receipts. The Lakshadweep Administration does not publish a separate EC fee schedule on its departmental page, which makes it all the more important that you pay only against a printed or on-screen government receipt and nothing in cash to an intermediary.

No agent can move a Revenue Department file faster. There is no paid priority queue, and no officer can add or remove an entry from the register on request. Never share your serviceonline.gov.in password or your Aadhaar OTP with anyone offering to "handle" the application.

Whom do I contact about a Lakshadweep Encumbrance Certificate?

Contact the Collectorate at Revenue Bhavan, Kavaratti 682 555, on 04896-262384 or 04896-263440, or email addl.dm-lk@nic.in. Quote your serviceonline.gov.in application number so the office can trace the file.
