Caste Certificate in Lakshadweep (Scheduled Tribe Certificate)
Lakshadweep state government scheme
Caste Certificate in Lakshadweep is issued as a Scheduled Tribe Certificate by the Revenue Department through the e-District Lakshadweep portal at edistrict.utl.gov.in. The certificate takes about one week, needs the applicant's birth certificate plus proof of ST status of both father and mother, and the application is forwarded to the applicant's native island for decision.
Caste Certificate in Lakshadweep is, in practice, the Scheduled Tribe Certificate, the Revenue Department document confirming that a person belongs to one of the Scheduled Tribes notified for the Union Territory. Lakshadweep's population is overwhelmingly Scheduled Tribe, and the ST certificate is consequently one of the most-used documents in the territory, needed for reservation in jobs and education and tied closely to residence and land rights in the islands.
Which department issues the ST certificate in Lakshadweep?
The Department of Revenue, Union Territory of Lakshadweep, issues it. The department is headquartered at Kavaratti and is headed by the Additional District Magistrate, with Deputy Collectors and Block Development Officers staffing revenue sub-divisions on each island.
The Revenue Department lists the Scheduled Tribe Certificate first among the services it delivers online, alongside the Nativity Certificate, One and Same Certificate, Domicile or Residence Certificate, Income Certificate for individuals and families, Resident ID card, Marriage Certificate, Diversion Certificate, Trade Licence, Encumbrance Certificate and Dependency Certificate. A separate, shorter list of certificates, Possession, Land Evaluation, Solvency and Heirship: is still issued manually.
Online delivery runs on e-District Lakshadweep at edistrict.utl.gov.in, which is the portal you will actually use.
Who can and cannot apply for a Lakshadweep ST certificate?
You can apply if you are a resident of Lakshadweep and belong to a community notified as a Scheduled Tribe for the Union Territory, and. This is the operative test on the form: if both your father and your mother can be shown to hold ST status. Lakshadweep marks proof of ST status of the father and proof of ST status of the mother as separate mandatory items, which is stricter than the single paternal-line proof most states ask for.
You cannot obtain a Lakshadweep ST certificate if neither parent's ST status can be evidenced, or if your family's tribal status belongs to a mainland state rather than to the Lakshadweep notification. Nor can you file an application against an island you are not connected to: the form asks for your native island as well as your resident island, and the file is routed to the native island's office, where the family records sit.
A practical exclusion also follows from the document list. If you cannot produce your own birth certificate, the application cannot proceed, because e-District Lakshadweep marks it mandatory rather than optional.
What documents does the Lakshadweep ST certificate need?
The e-District Lakshadweep FAQ sets out the requirement precisely. Three items are mandatory: the birth certificate of the applicant, proof of ST status of the father, and proof of ST status of the mother.
Proof of a parent's ST status is flexible about form but not about substance. e-District accepts that parent's own ST certificate, or that parent's birth certificate, or an affidavit from the parent. A family in which one parent already holds an ST certificate will find the application straightforward; a family in which neither does will need to work back through birth records or swear affidavits.
There is a technical requirement that trips people up more often than any substantive one. Scanned documents must be in PDF format and under 500 KB each. A phone photograph saved as a JPEG, or a 3 MB scan, simply will not attach.
How to apply for a Scheduled Tribe certificate in Lakshadweep
- Scan your birth certificate and both parents' ST proof, saving each as a PDF smaller than 500 KB. Do this before you open the portal, it is the step that stalls most applications.
- Open e-District Lakshadweep at edistrict.utl.gov.in and go to the Scheduled Tribe Certificate service under the Revenue Department. Registration is not required to apply for this service, so you can proceed directly to the form.
- Fill the application with your name, your parents' names, and your community as notified for Lakshadweep. Select your resident island — the island where you currently live, and your native island separately, because the application is forwarded to the native island for decision.
- Upload the three mandatory PDFs: your birth certificate, the father's ST proof and the mother's ST proof.
- Submit the application and keep the acknowledgement slip. The application reference number printed on it is the only key to the file, and Lakshadweep sends no automatic notification when the certificate is ready.
- Check the status after about a week, then download the certificate: open view status, select the submitted application, click "delivered" and click "ST Certificate".
How to apply offline through the island revenue office
- Visit the revenue sub-division office on your island, staffed by the Deputy Collector or the Block Development Officer; or the Collectorate at Revenue Bhavan, Kavaratti, and ask for the Scheduled Tribe certificate application.
- Complete the application with your name, parentage, community, resident island and native island.
- Attach your birth certificate and the ST proof of both parents, in physical copies.
- Submit it at the counter and take the receipt with the reference number.
- Follow up on the native island office, since that is where the file is decided, and collect the signed certificate there or download it from e-District once released.
How long does it take and how do I track it?
Lakshadweep's own FAQ puts the ST certificate at about one week. That is a genuinely fast service standard, and it is realistic for a territory of about ten inhabited islands with a compact revenue administration.
Tracking is manual and it is your responsibility. e-District Lakshadweep states plainly that you will not receive automatic notifications. You check by entering the application reference number from the acknowledgement slip and the submission date in the status-tracking section. Once the file shows as delivered, the certificate is downloaded from within the submitted application.
Is there a fee for the Lakshadweep ST certificate?
Neither the Revenue Department's page nor the e-District Lakshadweep FAQ publishes a fee for the Scheduled Tribe Certificate, so this guide does not quote one. Confirm the current charge with the Collectorate at Revenue Bhavan, Kavaratti on 04896-262384 or 04896-263440 before paying anything.
What is worth saying firmly is that there is no work here for a middleman. Lakshadweep does not even require you to register on the portal to file this application, the document list is three items long, and the decision takes about a week. Anyone charging a commission to "process" a Lakshadweep ST certificate is charging for a fifteen-minute form you can fill yourself.
Why do Lakshadweep ST applications get held up?
The upload rules cause more delay than anything else, documents that are not PDFs, or PDFs above 500 KB, will not attach, and applicants abandon half-filled forms because of it.
The second recurring problem is the native island field. Selecting your resident island in both places sends the file to an office that does not hold your family's records, and it will have to be redirected. If your family is originally from Kavaratti but you now live on Agatti, the native island is Kavaratti.
The third is incomplete parental proof. Lakshadweep asks for both parents' ST status, and an application carrying only the father's certificate is short of a mandatory item. Where a parent has no ST certificate of their own, use that parent's birth certificate or an affidavit from them rather than leaving the field empty.
Finally, keep the acknowledgement slip. Without the reference number there is no way to check status, and the department does not chase you.

Frequently asked questions
How long does a Scheduled Tribe certificate take in Lakshadweep?
About one week — the e-District Lakshadweep FAQ states that the ST certificate typically takes one week to issue. That is a short service standard by Indian standards and reflects the small population and compact administration of the UT.
What documents are mandatory for the Lakshadweep ST certificate?
Three documents are marked mandatory on e-District Lakshadweep — the applicant's birth certificate, proof of ST status of the father, and proof of ST status of the mother. Proof of a parent's ST status may be that parent's ST certificate, that parent's birth certificate, or an affidavit from the parent.
Do I need to register on e-District Lakshadweep before applying?
No — applicants need not register to apply for the ST certificate from the Revenue Department, which is stated on the service listing. You can go straight to the application form on edistrict.utl.gov.in.
What format must my scanned documents be in?
Scanned documents must be in PDF format and under 500 KB each, according to the e-District Lakshadweep FAQ. A large scan is the single most common reason an otherwise complete Lakshadweep application will not upload.
Why does the form ask for both my resident island and my native island?
Because the application is forwarded to your native island for processing, not to the island you currently live on. Lakshadweep's revenue administration is island-based, with Deputy Collectors and Block Development Officers staffing sub-divisions on each island, and the native island office holds the family records that verify an ST claim.
Who heads the department that issues the certificate?
The Revenue Department of Lakshadweep is headquartered at Kavaratti and is headed by the Additional District Magistrate, with Deputy Collectors and Block Development Officers staffing the revenue sub-divisions on each island. The Collectorate at Revenue Bhavan, Kavaratti is the point of contact.
How do I download my certificate once it is approved?
Go to view status, open the submitted application, click "delivered" and then click "ST Certificate" to download it. Lakshadweep does not send an automatic notification when the certificate is ready, so check the status yourself using the reference number on your acknowledgement slip.
Is there a fee, and should I pay anyone to help me apply?
Lakshadweep's Revenue Department pages and the e-District FAQ do not publish a fee for the ST certificate, so ask the Collectorate before paying anything to anyone. The application is filed directly by the citizen on edistrict.utl.gov.in without registration, which means there is nothing for a private agent to do that you cannot do yourself in a few minutes.
