What is the Scheduled Caste Boys/Girls Housing Assistance Scheme?

Scheduled Caste Boys/Girls Housing Assistance Scheme, known across Madhya Pradesh simply as Awas Sahayata Yojana, pays a monthly rent allowance to Scheduled Caste students who move to a town for higher studies and cannot get a place in a government hostel. The Scheduled Caste Development wing of the Social Justice and Empowerment set-up runs the Scheduled Caste version; the Tribal Affairs Department runs an identical scheme for Scheduled Tribe students, at the same rates and on the same conditions.

The problem it solves is specific and real. Madhya Pradesh runs post-matric hostels in every district, but hostel seats are far fewer than the number of Scheduled Caste students admitted to colleges each year. A student who misses a hostel seat has to rent a room, and room rent in Bhopal or Indore can swallow the entire post-matric scholarship. Awas Sahayata Yojana closes that gap with a cash allowance instead of a bed.

The department order that fixed the current rate structure dates from 23 December 2016, and the same three-tier rate table has been carried in departmental and district scheme listings since.

How much money does the scheme pay?

The allowance depends on where the college town sits in the state's administrative hierarchy:

Place of study Monthly allowance For 12 months
Divisional headquarters; Bhopal, Indore, Gwalior, Jabalpur, Ujjain Rs 2,000 Rs 24,000
Other district headquarters Rs 1,250 Rs 15,000
Tehsil or development block headquarters Rs 1,000 Rs 12,000

Payment runs for 12 months in an academic year and is released by Direct Benefit Transfer into the student's own bank account. The money is not routed to the landlord and not paid to a parent, an Aadhaar-seeded account in the student's name is a hard requirement.

The allowance is over and above the Post Matric Scholarship. A student who qualifies for both draws both, since one covers fees and maintenance and the other covers rent.

Who is eligible for housing assistance?

You can apply if:

  • You belong to a Scheduled Caste notified in Madhya Pradesh and hold a Madhya Pradesh caste certificate.
  • You have been admitted after Class 12 to a recognised government or private college or university, in a graduate, postgraduate or higher course.
  • You are not living in any government or government-aided hostel.
  • You live in rented accommodation, and your rented residence and your institution fall in different local body jurisdictions.
  • Your family income is within the ceiling applied to the Post Matric Scholarship Scheme.
  • You passed the previous year, you did not fail and your result is not withheld or suspended.

You cannot apply, or you are not eligible, if:

  • You already hold a government hostel seat. The scheme exists only for students left out of hostels, and the affidavit you sign is a declaration on this point.
  • You are a school student. The scheme starts after Class 12; school hostels and school scholarships are separate heads.
  • You failed the previous academic year, or your result was withheld or cancelled.
  • Your family income exceeds the Post Matric Scholarship limit.
  • You live at home in the same local body area as your college. Students who commute from the family house are not paying rent and are outside the scheme.
  • You are not a Madhya Pradesh Scheduled Caste, Scheduled Tribe students use the parallel MPTAAS scheme, and other categories are not covered at all.

What documents are required?

Document Mandatory Notes
SC caste certificate (digital) Yes Madhya Pradesh certificate; paper copies often fail validation
Samagra ID Yes Portal profile is built on family and member Samagra IDs
Family income certificate Yes Must be inside the Post Matric ceiling
Previous class marksheet Yes Proves you passed the last year
Rent agreement or landlord's consent letter Yes The document unique to this scheme
Affidavit Yes Declares you are not in a government hostel
Aadhaar-seeded bank passbook Yes Account must be in the student's own name
Bonafide / admission proof Yes Course, institution and year

Scan documents cleanly before uploading. A blurred rent agreement or an income certificate with an unreadable issue date is the most common cause of a return at the college verification stage.

How to apply for Awas Sahayata Yojana online

  1. Open the Madhya Pradesh State Scholarship Portal at scholarshipportal.mp.nic.in and register, or log in if you already have a profile from a previous year.
  2. Enter your Samagra ID and let the portal pull your name, caste and family details. Correct anything that is wrong in the Samagra record first. The portal will not let you overwrite Samagra data inside the application.
  3. Select the academic year and your institution, then choose the Awas Sahayata / Housing Assistance scheme from the list of schemes you are shown as eligible for.
  4. Fill the accommodation details — the address of the rented room, the landlord's name, the monthly rent, and the local body in which the room falls. This is what decides which of the three rate slabs applies.
  5. Upload the documents, previous class marksheet, the affidavit, and the landlord's consent letter or rent agreement, along with your income and caste certificates.
  6. Verify every field and submit. Applications are locked after submission, and the department's own guidance warns that incorrect details lead to rejection rather than correction.
  7. Get the application verified by your institution. The college checks the admission, the hostel declaration and the documents, then forwards the case to the district office.
  8. Note the application number shown on the acknowledgement and keep a printed copy for the college file.

How to apply offline or with help

  1. Visit the scholarship or SC/ST cell of your college, which handles portal entry for students without their own internet access.
  2. Alternatively, approach the district office of the Assistant Commissioner / District Organiser, Scheduled Caste Development, or the Collectorate, with your document set.
  3. Submit the physical document set to the college even after applying online, because the institution's verification is done against the originals.

There is no fully paper-only route to sanction. Every case ends up on the scholarship portal, so the offline step is really assisted online filing.

How to check your application and payment status

  1. Log in to scholarshipportal.mp.nic.in with your registered credentials.
  2. Open the application status or track application option for the current academic year.
  3. Read which stage the case is at: Applied, Verified by institute, Sanctioned or Paid. A case stuck at "pending at institute" means the college has not yet verified it, and that is fixed by visiting the college cell, not by refiling.
  4. Once the status reads sanctioned, check the bank account passbook for the DBT credit. Payment reference details are shown against the sanction on the portal.

Why housing assistance applications get rejected

  • Hostel seat already held, or an affidavit that contradicts the hostel records.
  • No rent agreement or landlord consent letter uploaded.
  • Same local body for the rented room and the institution.
  • Income certificate above the ceiling, or expired.
  • Failed or withheld result in the previous academic year.
  • Bank account not in the student's own name, or not Aadhaar-seeded, so DBT fails.
  • Samagra and Aadhaar name mismatch, which stops portal validation before the application is even complete.
  • Application not verified by the institution before the portal window closed.

Most of these are correctable for the next cycle. A student whose case failed on a document should fix the underlying record: Samagra, bank seeding or the income certificate, rather than simply reapplying with the same file.

Key dates to watch

Awas Sahayata Yojana does not have a single statewide last date fixed in law. The department opens the portal window after college admission closes for the academic session, and each year's window is announced on the scholarship portal. Students should treat the college's internal deadline as the real one, because an application the institution has not verified in time will not be sanctioned no matter when it was filed.

Where to complain or get help

  • First stop: the scholarship cell of your own college; most delays are institution-level verification pending.
  • District: the Assistant Commissioner or District Organiser, Scheduled Caste Development, in your district headquarters.
  • Portal: the grievance and helpdesk links on scholarshipportal.mp.nic.in.
  • CM Helpline 181 for delays that the college and district office do not resolve.

Applying is free. No agent can add a name to a scholarship list, and no fee is payable to anyone for a sanction under this scheme.

Frequently asked questions

How much rent allowance does the Scheduled Caste housing assistance scheme give?

The allowance is Rs 2,000 a month at the five divisional headquarters — Bhopal, Indore, Gwalior, Jabalpur and Ujjain — Rs 1,250 a month at other district headquarters and Rs 1,000 a month at tehsil or development block headquarters. It is paid for 12 months in the academic year, so the maximum is Rs 24,000.

Who is eligible for the Awas Sahayata Yojana in Madhya Pradesh?

Scheduled Caste students of Madhya Pradesh admitted to a recognised government or private college for a course after Class 12 are eligible, if they did not get a government hostel seat and live in rented accommodation. Family income must fall inside the Post Matric Scholarship ceiling and the student must not have failed the previous year.

Can a student staying in a government hostel also claim housing assistance?

No. The whole point of the scheme is to cover students who could not get a hostel seat. A student already living in a government or government-aided hostel is not eligible, and the affidavit filed with the application is a declaration on exactly this point.

Is a rent agreement compulsory?

Yes, in practice. The application requires either a rent agreement or a written consent letter from the landlord confirming that the student stays there on rent. Applications uploaded without this document are the ones most often returned by the college verifier.

Where do I apply for the housing assistance scheme?

Applications are filed online on the Madhya Pradesh State Scholarship Portal at scholarshipportal.mp.nic.in, using the student's Samagra ID. The college forwards the verified application to the district Scheduled Caste welfare office, which sanctions payment.

Does the room have to be far from the college?

There is no minimum distance rule. The condition published by the department is that the rented residence and the educational institution must fall in different local body jurisdictions, not that they must be a certain number of kilometres apart.

How is the money paid?

Payment is made by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account. Money is not paid to the landlord and not paid to a parent's account, which is why an account in the student's own name is a mandatory document.

Do Scheduled Tribe students get the same benefit?

Yes, through a parallel scheme run by the Tribal Affairs Department with identical rates of Rs 2,000, Rs 1,250 and Rs 1,000 a month. Scheduled Tribe students apply through the MPTAAS system on tribal.mp.gov.in instead of the Scheduled Caste route.
