Madhya Pradesh state government scheme
Samagra Samajik Suraksha Pension Yojana is the Madhya Pradesh umbrella programme that delivers 12 social security pension and financial assistance schemes on one platform, with most pensions paid at Rs 600 per month by direct bank transfer. Elderly, widowed, abandoned and disabled residents apply free at the Panchayat or urban body, or online with a 9-digit Samagra ID.
What is Samagra Samajik Suraksha Pension Yojana?
Samagra Samajik Suraksha Pension Yojana is the umbrella social security pension programme of Madhya Pradesh, run by the Department of Social Justice and Empowerment of Persons with Disabilities. According to the state pension portal at socialsecurity.mp.gov.in, the programme exists for the "effective implementation of 12 pension schemes run by the Social Justice Department through a single platform in a simplified and transparent manner".
Samagra Samajik Suraksha Pension Yojana is therefore best understood not as one benefit but as one pipeline. Application, verification, sanction, e-payment and grievance handling for every social security pension in the state run through the same portal, the same 9-digit Samagra ID, and the same local sanctioning officers in the Panchayat and urban body offices.
The portal describes itself as an "online system for online implementation of 12 social security pension and financial assistance schemes, e-payment / DBT and ensuring benefit of the schemes to the beneficiary by following simplified procedure based on eligibility." The state think tank AIGGPA summarises the programme's purpose as providing social security to "destitute old age, Kalyani, Abandoned, Divyang and poor people", with cash of Rs 600 per month.
Which schemes are covered under the programme?
The pension portal's scheme menu lists these components:
| Component | Who it covers |
|---|---|
| Indira Gandhi National Old Age Pension Scheme | BPL persons aged 60 and above |
| Indira Gandhi National Widow Pension Scheme | BPL widows |
| Indira Gandhi National Disabled Pension Scheme | BPL persons with disability aged 18 to 79 |
| Social Security Old Age Pension Scheme | Destitute persons aged 60 and above |
| Social Security Deserted (Parityakta) Pension Scheme | Abandoned women aged 18 to 59, BPL |
| Social Security PwD's Pension Scheme | Persons with disability above 18 with 40 percent or more disability |
| Kanya Abhibhavak Pension Scheme | Parents of daughters, as defined by the department |
| Financial assistance for persons with mental or multiple disability | Persons with mental disability or multiple disability |
| Disability education incentive assistance | Students with disability |
| Pension for residents of old age homes | Inmates aged 60 and above of recognised old age homes |
| Chief Minister's Social Security Kalyani Pension Scheme | Kalyani (widowed) women |
| Chief Minister's Unmarried Women Pension Scheme | Unmarried women, as defined by the department |
Alongside these, the department runs the National Family Assistance Scheme on a linked portal, which provides assistance on the death of the main earning member of a family aged between 18 and 59 years.
Who is eligible under the social security pension programme?
You can be covered if:
- You are a native of Madhya Pradesh. Domicile is the first qualification listed for every single component.
- Your name and family are recorded in the Samagra database with a valid 9-digit member ID.
- You meet the age band of one of the components to 60 and above for the old-age pensions, 18 to 59 for the abandoned-women pension, 18 to 79 for the Indira Gandhi disability pension, 18 and above for the state disability pension.
- You satisfy the component's poverty test. A BPL card for the centrally-linked components and the abandoned-women pension, or a certificate of destitution for the state old-age pension.
- Where relevant, you hold a disability certificate of 40 percent or more, or a certificate of abandonment or widowhood.
You cannot apply if:
- You are not domiciled in Madhya Pradesh.
- You do not fit any of the twelve components. The programme has no residual or discretionary category; the case must map to a defined component.
- You are already sanctioned a pension on this platform. One pension per Samagra member ID is the operating rule, and a second application is treated as duplication.
- Your household is above the poverty line and you are seeking one of the BPL-linked components. There is no income-certificate substitute.
- Your Samagra record does not exist. Without a Samagra member ID nothing on the portal can be processed.
How to apply under Samagra Samajik Suraksha Pension Yojana
- Get a Samagra ID first. Have your family and your own name registered in the Samagra database at the Gram Panchayat or ward office and note the 9-digit member ID.
- Identify the right component from the twelve listed above. The Panchayat Secretary or ward officer will normally do this for you based on your age, status and documents.
- Collect the documents the component asks for: always three passport-size photographs and an age proof certificate, plus a BPL card or certificate of destitution, and a disability, widowhood or abandonment certificate where the component requires one.
- Choose your route. Online, open socialsecurity.mp.gov.in and use the pension application service with your 9-digit Samagra ID. Offline, submit the prescribed form at the Gram Panchayat or Janpad Panchayat office in rural areas, or the Municipal Corporation, Nagar Palika or Nagar Parishad office in urban areas.
- Take an acknowledgement. The 15-working-day statutory clock under the Public Service Guarantee Act runs from the date of submission.
- Allow local verification of age, poverty status, disability and residence.
- Sanction is issued by the Chief Executive Officer of the District Panchayat in rural areas, or by the Commissioner of the Municipal Corporation or the Chief Municipal Officer of the Nagar Palika or Nagar Parishad in urban areas.
How much is paid and how does the money reach you?
Most pension components on the platform pay Rs 600 per month. The portal lists Rs 600 as the assistance for the old-age, disability, abandoned-women and old-age-home components alike. The education and one-time assistance components carry their own separate rates.
Payment is entirely electronic. The department's e-payment order module generates monthly payment orders against sanctioned beneficiaries, and the money is transferred by DBT into bank or post office accounts held in the beneficiary's own name. There is no counter payment anywhere in the system.
The cycle is monthly and proposal-driven. Each Gram Panchayat and urban body locks its pension proposal for the month, after which payment orders are released. This is why beneficiaries in different local bodies sometimes see the credit on different dates within the same month.
How do I check pension status under the programme?
- Open socialsecurity.mp.gov.in and use the beneficiary search or pension status service.
- Enter your 9-digit Samagra ID.
- Read the sanction status, the component you have been sanctioned under, and the month-by-month payment record.
- Use the m-Pension Mitra app for the same records on a phone, including digital copies of pension documents for social audit purposes.
- Where nothing shows against the Samagra ID, return to the office where you applied and confirm the application was forwarded.
Why do applications fail, and what fixes them?
- No Samagra ID, or a Samagra record not linked to the family. This blocks everything else. Fix it at the Panchayat or ward office before reapplying.
- Wrong component chosen. An applicant above 60 without a BPL card is rejected under the Indira Gandhi old-age pension but may qualify under the state destitute old-age pension. Ask for the case to be re-examined rather than filing the same form again.
- Poverty status not established. For BPL-linked components the household must be recorded as below the poverty line.
- Disability certificate from a non-competent authority, or one that does not state the percentage.
- Bank account wrong, dormant or in another person's name. The sanction survives but payment orders fail, so nothing is credited.
- Duplicate pension. A second sanction against the same Samagra member ID is rejected automatically.
- Verification marking the beneficiary deceased in error. The family must approach the sanctioning office with proof to restore the record.
What timelines and legal protections apply?
- 15 working days: the maximum time for a sanction decision, because the pension services are notified under the Madhya Pradesh Public Service Guarantee Act, 2010. Delay beyond this is appealable.
- Monthly, the payment cycle, driven by each local body locking its proposal for the month.
- No renewal, once sanctioned, a pension continues without annual re-application, subject to the department's periodic verification drives.
Where do I raise a grievance?
- CM Helpline 181 is the Madhya Pradesh government's grievance helpline and the fastest route for a sanctioned pension that is not being credited.
- Directorate of Social Justice and Divyangjan Empowerment; telephone 0755-2556916, email dir.socialjustice@mp.gov.in, Link Road No. 3, Patrakar Colony, Bhopal 462016.
- Public Service Guarantee Act appeal where the 15-working-day limit lapses without a decision.
- Feedback form on socialsecurity.mp.gov.in for written complaints about the portal, a sanction or a payment record.
Every stage of Samagra Samajik Suraksha Pension Yojana is free. No Panchayat official, ward officer or private agent may charge a fee to register a name or release a pension, and any such demand should be reported on CM Helpline 181.

Frequently asked questions
What is Samagra Samajik Suraksha Pension Yojana?
Samagra Samajik Suraksha Pension Yojana is the umbrella system through which Madhya Pradesh delivers 12 social security pension and financial assistance schemes on a single online platform at socialsecurity.mp.gov.in. It is not one benefit but a common application, sanction and payment pipeline shared by all the component schemes.
How much pension is paid under the social security pension scheme in Madhya Pradesh?
Most pension components on the platform pay Rs 600 per month. The state pension portal lists Rs 600 as the assistance under the old-age, disability, abandoned-women and old-age-home components alike, credited monthly by direct transfer.
Which schemes are covered under the Madhya Pradesh pension portal?
The portal covers 12 schemes, including the Indira Gandhi national old age, widow and disability pensions, the state's own social security old age, abandoned women and disability pensions, the Kanya Abhibhavak Pension Scheme, financial assistance for persons with mental or multiple disability, disability education incentive assistance, pension for residents of old age homes, the Chief Minister's Social Security Kalyani Pension Scheme and the Chief Minister's Unmarried Women Pension Scheme.
Do I need a Samagra ID to get a pension in Madhya Pradesh?
Yes. The 9-digit Samagra member ID is mandatory. Online application on the pension portal is only possible with it, and offline sanctions are also recorded against the Samagra record, so a missing or wrong Samagra entry blocks the pension.
Who cannot apply under the social security pension programme?
A person who is not a native of Madhya Pradesh is not eligible for any component. Beyond that, each component has its own bar. An above-poverty-line household is not eligible for the BPL-linked components, and someone already drawing one pension on the platform cannot be sanctioned a second.
How long does it take to get a social security pension sanctioned?
Fifteen working days. The pension sanction services are notified under the Madhya Pradesh Public Service Guarantee Act, 2010, which gives applicants a statutory right of appeal if the deadline passes without a decision.
Is there an app for Madhya Pradesh pension beneficiaries?
Yes, the department offers the m-Pension Mitra mobile app, through which beneficiaries can view digital copies of their pension records at home at any time and take part in social audit of the programme.
Is there a fee to apply for a social security pension in Madhya Pradesh?
No. Application is free both at the Gram Panchayat, Janpad Panchayat or urban body office and online on the pension portal. No official or agent may charge money to add a name to the pension list.
