Sabji Kshetra Vistar Yojana (Vegetable Area Expansion Scheme, Madhya Pradesh)
Madhya Pradesh state government scheme
Sabji Kshetra Vistar Yojana is the Madhya Pradesh vegetable area expansion scheme, under which the Horticulture and Food Processing Department pays 50 per cent of the unit cost of planting improved vegetables; up to Rs 10,000 per hectare for seed vegetables and Rs 30,000 per hectare for potato and arbi: on 0.25 to 2 hectares. Apply free on mpfsts.mp.gov.in.
What is Sabji Kshetra Vistar Yojana?
Sabji Kshetra Vistar Yojana, the Vegetable Area Expansion Scheme, is a state scheme of the Horticulture and Food Processing Department, Government of Madhya Pradesh. The scheme pays half the notified unit cost of planting improved or hybrid vegetables, and it applies across the whole state rather than to selected districts.
The logic behind the scheme is that vegetables give a farmer several harvests and a cash income within a season, but the entry cost; good hybrid seed, or seed potato at market rates — is high enough to keep small growers on cheaper, lower-yielding local material. Sabji Kshetra Vistar Yojana closes that gap by funding 50 per cent of the unit cost of the planting operation, subject to a per-hectare ceiling that depends on whether the crop is grown from seed or from tubers.
Key features
- State-funded component of the Horticulture and Food Processing Department, operational across all districts of Madhya Pradesh.
- Subsidy is 50 per cent of the notified unit cost.
- Ceiling of Rs 10,000 per hectare for seed vegetables and Rs 30,000 per hectare for tuber vegetables such as potato and arbi.
- Eligible area from 0.25 hectare to 2.00 hectares per farmer.
- All farmers are eligible and the rate does not vary by category.
- Applications, sanction, verification and payment run on MPFSTS.
How much subsidy does Sabji Kshetra Vistar Yojana pay?
| Crop group | Examples | Subsidy | Ceiling |
|---|---|---|---|
| Seed vegetables | Tomato, brinjal, chilli, okra, gourds, cabbage, cauliflower | 50% of unit cost | Rs 10,000 per hectare |
| Tuber vegetables | Potato, arbi (taro) | 50% of unit cost | Rs 30,000 per hectare |
The three-times-higher ceiling for the tuber group reflects planting material cost. A hectare of tomato needs a few hundred grams of hybrid seed; a hectare of potato needs upwards of 20 quintals of seed tuber, and that single input can run to Rs 60,000 or more.
In practice: a farmer planting 1 hectare of potato with seed tuber costing Rs 70,000 gets 50 per cent, but the payment stops at the Rs 30,000 ceiling. A farmer planting 0.5 hectare of hybrid tomato with seed and nursery costs of Rs 8,000 gets Rs 4,000, comfortably inside the proportionate ceiling. Because the ceiling is per hectare, a farmer taking the full 2 hectares of potato can draw up to Rs 60,000 in total, which is the largest sanction the component allows.
Who is eligible for the vegetable area expansion subsidy?
You can be considered if:
- You are a farmer resident in Madhya Pradesh with the plot recorded in your name in the khasra or B-1, or you hold a forest rights certificate for it.
- You are bringing 0.25 to 2.00 hectares under an improved or hybrid vegetable crop.
- You belong to any category. The published position is that all farmers are eligible and the same subsidy amount is given to general, SC, ST, BPL and senior-citizen beneficiaries alike.
- You have irrigation for the crop. Vegetables are irrigated crops in almost every part of Madhya Pradesh and a rainfed proposal will not stand up at inspection.
- You are registered on MPFSTS.
You cannot apply, or your application will not be sanctioned, if:
- The land is not in your name and you have no forest lease covering it, a share-cropper working someone else's khasra cannot claim on that plot.
- Your area is less than 0.25 hectare, or you expect payment on area beyond 2.00 hectares.
- You have already drawn the vegetable area expansion subsidy under this component.
- You use farm-saved or uncertified planting material and have no purchase bill to establish the unit cost.
- The district or block target for the financial year is already exhausted.
- You plant before the application is sanctioned and expect reimbursement afterwards.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Registration and DBT payment |
| Khasra nakal / B-1 | Yes | Ownership and area; forest lease accepted instead |
| Bank passbook | Yes | Must be Aadhaar-seeded |
| Passport photograph | Yes | Uploaded at MPFSTS registration |
| Seed or seed-tuber bill | Yes | Establishes unit cost at verification |
| Caste certificate | No | Only for category-wise target reporting |
How to apply for Sabji Kshetra Vistar Yojana
- Complete the free MPFSTS registration. Go to mpfsts.mp.gov.in/mphd/ and select new registration, which the portal marks as free of cost. You may instead take your Aadhaar, khasra nakal, bank passbook and photograph to any MP Online kiosk or Common Service Centre, where the operator will register you.
- Select the Sabji Kshetra Vistar component from the department's scheme list for the current financial year. The portal accepts the application only while district target remains.
- Fill in the plot and crop details; khasra number, village, the exact area between 0.25 and 2.00 hectares, and the vegetable crop. Upload the land record, bank passbook, Aadhaar and photograph.
- Submit and note the application number shown on screen; every later status check needs it.
- Wait for sanction from the district horticulture office, then buy the certified improved or hybrid seed or seed tuber and plant the sanctioned area. Keep the bill.
- Allow field verification. The block horticulture staff inspect the standing crop, measure the planted area and record a verification report.
- Receive the subsidy by Direct Benefit Transfer into your Aadhaar-seeded bank account after the report is approved.
How to apply offline in your district
- Meet the Senior Horticulture Development Officer at your block headquarters, or the Assistant Director of Horticulture at the district collectorate.
- Ask to see the current-year guideline for the vegetable component, including the unit cost table and the district target position.
- Submit a written application with copies of Aadhaar, khasra nakal and bank passbook. The office enters it into MPFSTS, since the portal is the record of sanction.
- Collect the acknowledgement carrying the application number.
How do I check my status and find the beneficiary list?
MPFSTS carries an application status lookup, which takes your application number or registered mobile number, and separately publishes beneficiary lists scheme by scheme and district by district. Check both. A file can show as "submitted" for weeks and still not have been taken against the district target; appearing in the beneficiary list is what confirms selection.
If nothing moves for a month, the file is usually waiting on block-level field verification, and a visit to the block horticulture office clears it faster than any online follow-up.
Why vegetable subsidy applications get rejected
- Area below the 0.25 hectare floor, or a claim entered above 2.00 hectares.
- Land record mismatch. The khasra on the application is not the plot that was planted.
- Repeat claim by a farmer who has already taken this component once.
- No certified seed bill, leaving the unit cost unverifiable.
- Crop not standing at inspection because sowing failed or the farmer changed crop after sanction.
- Bank account not Aadhaar-seeded, so the DBT payment does not land.
- District target exhausted for that financial year, requiring a fresh application in the next year.
Where do I complain?
Take grievances up the horticulture chain: the Senior Horticulture Development Officer at the block, the Assistant Director of Horticulture in the district, the divisional Deputy Director or Joint Director of Horticulture, and finally the Directorate of Horticulture and Food Processing in Bhopal. Portal and payment issues can be sent to the MPFSTS helpdesk email published on the portal, mpfsts.helpdesk@mp.gov.in, quoting your application number.
Registration on MPFSTS is free. A kiosk may charge only the notified data-entry fee. No agent has the power to "get your file passed", and no departmental officer will ever ask you for an Aadhaar OTP.
