What is the Protected Farming Scheme in Madhya Pradesh?

Protected Farming Scheme is a protected cultivation programme of the Horticulture and Food Processing Department, Government of Madhya Pradesh, Udyanikee evam Kshetra Vaniki Vibhag in its Hindi name. According to the Khargone district Horticulture Department page for the component, the state provides a 50 per cent grant on the cost, and the farmer contributes the remaining half. The page adds an important clarification that farmers often miss: all profit from the sale of the crop grown inside belongs to the farmer.

Protected cultivation means growing a crop inside a controlled structure rather than in the open field. In Madhya Pradesh the department supports three components under this head:

  • Shadenet house, a steel or bamboo frame covered with a woven shade net, usually 35 to 75 per cent shade, that cuts light intensity, drops the internal temperature by several degrees and keeps out large insects, hail and heavy rain. It is the workhorse structure for nursery raising, capsicum, cucumber and leafy vegetables through a Madhya Pradesh summer.
  • Poly house, a frame covered with UV-stabilised polythene film, which encloses the crop far more completely than a shadenet, keeps rain off entirely and allows off-season production of high-value crops such as coloured capsicum, cucumber, exotic vegetables and cut flowers like gerbera and rose.
  • Plastic mulching: sheets of plastic film laid along the crop bed. It costs a fraction of the two structures, cuts irrigation demand by reducing evaporation, suppresses weeds and warms or cools the root zone. For most farmers it is the sensible first step into the scheme.

The economic logic of the scheme is off-season production. Madhya Pradesh's open field vegetable supply collapses in the hot months and again in heavy monsoon weeks; a farmer with a poly house can supply exactly when the market is thin and prices are at their strongest. The 50 per cent capital grant exists because the capital cost of these structures is otherwise beyond the reach of a small or medium grower.

Who is eligible for the Protected Farming Scheme?

You can apply if:

  • You are a farmer resident in Madhya Pradesh with cultivable land recorded in your own name in the khasra.
  • You have an assured irrigation source, a well, tube well or canal connection, because a poly house or shadenet crop cannot survive on rain.
  • You are registered on MPFSTS, the Horticulture Department's subsidy tracking system.
  • You hold a bank account seeded with Aadhaar.
  • You can fund the full construction cost first, since the grant is a reimbursement.
  • Your district has an unfilled target for the component that year.

The district page states that all farmer categories qualify equally: general, Scheduled Caste, Scheduled Tribe, below poverty line and senior citizen beneficiaries receive the same rate.

You cannot apply if:

  • You are landless, or cultivate as a tenant without land in your own name.
  • You have no reliable irrigation at the site; a rainfed plot is not eligible for a protected structure sanction.
  • You have already built the structure before sanction. Construction that precedes the sanction order cannot be paid for.
  • Your bank account is not Aadhaar-seeded, which blocks the credit.
  • You intend to build outside the department's approved specification — a self-designed structure of different dimensions or materials will fail measurement even if it works agronomically.
  • The district target is exhausted for the financial year.

How to apply for the Protected Farming Scheme

  1. Register on MPFSTS. Open mpfsts.mp.gov.in/mphd, the Madhya Pradesh Farmers Subsidy Tracking System of the Horticulture Department, and choose नवीन पंजीयन (निःशुल्क), New Registration, free of cost.
  2. Or file at an authorised online centre. The district page states that farmers register online "at any authorised online centre"; MPOnline kiosks and Common Service Centres file the same application with the same documents.
  3. Choose the component and the area. Select shadenet house, poly house or plastic mulching for the financial year, and enter the area you propose. Each component has its own district target.
  4. Enter land and irrigation details and upload documents; Aadhaar, khasra, bank passbook and photograph.
  5. Submit and print the acknowledgement using आवेदन प्रिंट (Application Print), and keep the application number.
  6. Watch for the lottery result. Where applications exceed the district target, the Horticulture Department draws beneficiaries by lottery and publishes the लाटरी द्वारा चयनित कृषक की सूची on the portal.
  7. Get the site inspected and collect the sanction order from the District Horticulture Office before any work starts.
  8. Build through a vendor on the department's approved list. The MPFSTS portal carries vendor and dealer lists; a structure built by an unlisted vendor is where most poly house cases come apart.
  9. Get the completed structure measured and geotagged by Horticulture Department staff against the approved specification.
  10. Receive the 50 per cent grant by transfer into your Aadhaar-seeded bank account.

What can you actually grow under it?

The department does not restrict the crop, and the choice usually decides whether the investment pays. In Madhya Pradesh conditions:

  • Shadenet houses are used for nursery seedling raising, leafy vegetables, capsicum, cucumber and summer vegetables that scorch in the open.
  • Poly houses are used for coloured capsicum, seedless cucumber, tomato and cut flowers, where the premium for out-of-season supply is largest.
  • Plastic mulching is used across open-field vegetable blocks; chilli, tomato, watermelon, brinjal, usually paired with a drip line laid under the film.

The pairing with drip irrigation matters. A structure without drip wastes both water and the department's grant, and farmers who already hold a working drip set are in a much stronger position at inspection.

How do I check my application status?

  1. Open mpfsts.mp.gov.in/mphd and go to the Farmers menu.
  2. Select आवेदन स्थिति (Application Status) and enter your application number, or search by Aadhaar number.
  3. Check the district lottery selected farmers list for the component.
  4. After construction, confirm with the Senior Horticulture Development Officer that the measurement and geotagged verification report has been uploaded.

Why do protected farming applications fail?

  • Construction started before the sanction order was issued.
  • Structure built to non-approved dimensions or materials, so it fails measurement.
  • Vendor not on the department's approved list, which invalidates the bills.
  • No assured irrigation at the site, found at inspection.
  • Land not recorded in the applicant's name.
  • Bank account not Aadhaar-seeded.
  • Not drawn in the lottery, a target constraint rather than a rejection.

Key dates and planning

Protected Farming Scheme has no fixed statewide last date. Targets run on the financial year, April to March, and each component's window closes when the district target is filled. Because construction of a poly house takes weeks and the grant only follows completion and measurement, an application filed early in the financial year is far more likely to be paid within the same year than one sanctioned in January.

Where to complain

  • District Horticulture Officer, for sanction, measurement and payment delays, and for the current approved specification and unit cost.
  • MPFSTS helpdesk, mpfsts.helpdesk@mp.gov.in, for portal and status issues.
  • Horticulture and Food Processing Department, Vindhyachal Bhawan, 6th Floor, Arera Hills, Bhopal.
  • CM Helpline 181, which registers a trackable grievance and pushes it to the district.

MPFSTS registration is free. The grant reaches the farmer's own bank account, and a vendor who offers to "handle the subsidy" in exchange for a share of it should be reported on 181.

Documents required

Aadhaar card
MPFSTS registration and Aadhaar seeding of the bank account for the transfer.
Khasra copy (land record)
The structure must stand on land recorded in the applicant's own name.
Bank passbook
First page with account number and IFSC.
Passport-size photograph
Uploaded with the online application.
Caste certificateoptional
Only if applying against a Scheduled Caste or Scheduled Tribe target.
Bills and completion documents from the approved vendor
Produced at verification; the structure is measured and geotagged before payment.
Proof of assured irrigationoptional
A well, tube well or drip connection is checked at site inspection, since protected cultivation needs year-round water.

Frequently asked questions

How much subsidy does the Protected Farming Scheme give?

The scheme gives a 50 per cent grant, according to the Khargone district Horticulture Department page, with the farmer paying the remaining half. The rupee amount depends on the unit cost the department approves per square metre of structure or per hectare of mulch.

What does protected farming cover in Madhya Pradesh?

The component covers three things — shadenet houses, poly houses and plastic mulching. A farmer can apply for one or more depending on the crop and the district targets available that year.

Who keeps the profit from the crop?

The farmer does. The district page states plainly that all profit from the sale of the crop belongs to the farmer; the department's role ends with the capital grant on the structure.

Who is eligible?

Madhya Pradesh farmers with land recorded in their own name and an assured irrigation source are eligible, and all categories receive the same rate — general, Scheduled Caste, Scheduled Tribe, below poverty line and senior citizen beneficiaries alike.

How do I apply for a poly house or shadenet subsidy in MP?

Register free on the MPFSTS portal at mpfsts.mp.gov.in/mphd and file the protected cultivation application there, or have it filed at an MPOnline kiosk or Common Service Centre with Aadhaar, khasra, bank passbook and a photograph.

Is the grant paid before construction?

No. Protected farming grants are reimbursements — the farmer builds through an approved vendor, the department measures and geotags the completed structure, and only then is the 50 per cent released to the bank account.

How much land do I need for a shadenet house?

Structure sizes are fixed by the department's approved unit specification for the year rather than by the farmer, so ask the District Horticulture Office for the current sanctioned dimensions before you plan the block.

Where do I complain if my protected farming grant is stuck?

Approach the District Horticulture Officer first, then register a grievance on the Madhya Pradesh CM Helpline, 181, or write to the MPFSTS helpdesk at mpfsts.helpdesk@mp.gov.in for portal and status issues.
