What is the Horticulture Mechanization Development Scheme?

Horticulture Mechanization Development Scheme is a machinery subsidy programme of the Horticulture and Food Processing Department, Government of Madhya Pradesh. According to the Khargone district Horticulture Department page for the scheme, the state provides a 50 per cent grant on the cost of approved horticulture equipment, with the farmer meeting the remaining half.

The reasoning behind the component is straightforward. Madhya Pradesh has a large and expanding area under vegetables, potato, garlic, onion, chilli and fruit orchards, and those crops are far more operation-intensive than wheat or soyabean. Planting, spraying, pruning and transplanting on a vegetable or orchard block absorb labour at exactly the points in the calendar when labour is scarcest and dearest. Horticulture Mechanization Development Scheme lowers the capital barrier to the machines that replace those operations, halving the price a farmer actually pays.

The scheme also sits within the department's wider push to raise productivity per hectare rather than merely expand area. A power-operated pruning machine changes what an orchard block can be maintained at; a hand-held vegetable transplanter changes how many plants a family can set in a morning; a mist blower changes both the spray coverage and the water carried.

What machinery is covered?

The district Horticulture Department page lists the following equipment under the component:

Equipment Typical horticulture use
Potato planter and potato digger Mechanised potato planting and lifting
Garlic equipment Garlic clove planting and harvesting operations
Tractor-mounted sprayer Plant protection across larger blocks
Power-operated pruning machine Orchard and hedge pruning
Fogging machine Fine-droplet plant protection, greenhouse and orchard
Power tiller Land preparation on small and awkward plots
Power seeder Mechanised seeding
Tractor with rotavator, up to 20 PTO HP Seedbed preparation in horticulture blocks
Hedge trimmer Trimming hedges and orchard borders
Mist blower High-volume spray coverage
Power spray pump Plant protection on small holdings
Hand-held vegetable transplanter Setting vegetable seedlings

Note the horsepower cap. The tractor-with-rotavator line is limited to a 20 PTO HP machine, which is a small tractor, not the 45 to 55 HP class used for field crops. Farmers applying for a full-size tractor are in the wrong scheme and should look at the Farmer Welfare and Agriculture Development Department's machinery route on dbt.mpdage.org instead.

Who is eligible for the Horticulture Mechanization Development Scheme?

You can apply if:

  • You are a farmer resident in Madhya Pradesh with cultivable land recorded in your own name in the khasra.
  • You are registered on MPFSTS, the Horticulture Department's farmer subsidy tracking system.
  • You hold a bank account seeded with Aadhaar, since the grant is transferred directly.
  • You can fund the full purchase price first, because the 50 per cent grant is a reimbursement paid after verification.
  • Your district still has an unfilled target for that machine in the current financial year.

The district page is explicit that "equal amount of grant is provided to all types of beneficiaries of general, Scheduled Castes, Scheduled Tribes and below poverty line living and senior citizens." Category decides which target pool the application competes in, not the rate.

You cannot apply if:

  • You are landless, or cultivate as a tenant with no land in your own name.
  • You have already bought the machine before sanction. A pre-dated bill is not eligible, and this is the single commonest cause of refusal.
  • Your bank account is not linked to Aadhaar, which stops the credit.
  • You want a machine outside the approved list, or a tractor above the 20 PTO HP cap.
  • The district target for the machine is exhausted for the year, in which case the application carries over rather than being sanctioned.
  • You have drawn the same machine under this component recently; repeat claims on the same equipment are checked against the beneficiary database.

What documents are required?

How to apply for the Horticulture Mechanization Development Scheme

  1. Register on MPFSTS. Open mpfsts.mp.gov.in/mphd and select नवीन पंजीयन (निःशुल्क); New Registration, which is free. Aadhaar-linked and biometric registration are both offered on the portal.
  2. Or file through an online centre. The district page notes that farmers register "through any online centre"; MPOnline kiosks and Common Service Centres file the same application with the same four documents.
  3. Pick the machine and the financial year. Under the Horticulture Department's scheme list, choose the mechanisation component and the exact machine, because targets are held machine by machine, not as one pool.
  4. Enter land details and upload documents — Aadhaar, khasra, bank passbook and photograph.
  5. Submit and print the acknowledgement with आवेदन प्रिंट (Application Print), and keep the application number.
  6. Watch the lottery list. Where applications exceed the target, the department draws beneficiaries by lottery and publishes the लाटरी द्वारा चयनित कृषक की सूची for each district and machine on the portal.
  7. Collect the sanction order from the District Horticulture Office. Do not buy anything before this document exists.
  8. Buy the machine from a registered dealer, on a GST bill in your own name, and record the machine's serial or chassis number.
  9. Get the machine physically verified and geotagged by Horticulture Department staff. The MPFSTS downloads section carries the department's geotagging process flow and user manuals.
  10. Receive the 50 per cent grant by bank transfer into your Aadhaar-seeded account.

How do I check my application status?

  1. Open mpfsts.mp.gov.in/mphd and use the Farmers menu.
  2. Select आवेदन स्थिति (Application Status) and enter your application number, or search by Aadhaar number if you have lost it.
  3. Open the lottery selected farmers list for your district and machine to see whether you were drawn against this year's target.
  4. Check the vendor and dealer lists on the same portal before buying, so that your bill comes from a dealer the department recognises.
  5. After purchase, confirm with the Senior Horticulture Development Officer that the geotagged verification has been uploaded.

Why do machinery subsidy applications fail?

  • Machine bought before the sanction order was issued.
  • Bill in a family member's name rather than the applicant's.
  • Serial number on the machine not matching the bill, which stops verification outright.
  • Land not recorded in the applicant's name.
  • Bank account not Aadhaar-seeded.
  • Not drawn in the lottery for a heavily oversubscribed machine such as a power tiller.
  • Machine not found on the farm at inspection, for instance where it was resold or was never bought.

Most of these are recoverable before purchase and almost none after. Read the sanction order carefully, buy exactly the machine named in it, and keep the bill and serial number together.

Key dates

Horticulture Mechanization Development Scheme has no fixed statewide last date. Targets are released for the financial year, April to March, and each machine's window closes when its district target is filled. Applying early in the year, as soon as MPFSTS opens registration for the new targets, gives a much better chance in the lottery than applying in the closing months.

Where to complain

  • District Horticulture Officer, for sanction, verification and payment delays.
  • MPFSTS helpdesk, mpfsts.helpdesk@mp.gov.in, for portal and application status problems.
  • Horticulture and Food Processing Department, Vindhyachal Bhawan, 6th Floor, Arera Hills, Bhopal.
  • CM Helpline 181, which issues a trackable complaint number.

MPFSTS registration is free and the grant is credited to the farmer's own account. A dealer who offers to "arrange" a sanction, or an official who asks for a share of it, should be reported on 181.

Frequently asked questions

How much subsidy does the Horticulture Mechanization Development Scheme give?

The scheme gives a 50 per cent grant on the cost of approved horticulture machinery, according to the Khargone district Horticulture Department page, with the farmer contributing the remaining 50 per cent. The rupee ceiling follows the unit cost the department approves for each machine.

Which machines are covered?

The district page lists potato planters and diggers, garlic equipment, tractor-mounted sprayers, power-operated pruning machines, fogging machines, power tillers, power seeders, tractors with rotavators up to 20 PTO HP, hedge trimmers, mist blowers, power spray pumps and hand-held vegetable transplanters.

Who is eligible?

Madhya Pradesh farmers with cultivable land in their own name are eligible, and all categories get the same rate — general, Scheduled Caste, Scheduled Tribe, below poverty line and senior citizen beneficiaries receive an equal grant amount.

How do I apply for horticulture machinery subsidy in MP?

Register free at mpfsts.mp.gov.in/mphd, the Horticulture Department's MPFSTS portal, and file the machinery application there, or have it filed at an MPOnline kiosk or Common Service Centre using Aadhaar, khasra, bank passbook and a photograph.

Can I buy the machine before applying?

No. Buy only after the sanction order is issued. A machine bought before sanction, or billed in someone else's name, is the commonest reason a mechanisation grant is refused at the verification stage.

How is the grant paid?

The grant is paid by bank transfer into the farmer's Aadhaar-seeded account after departmental staff physically verify and geotag the machine against its serial number and the GST purchase bill.

What is the lottery on MPFSTS?

Where applications for a machine exceed the district's target, the Horticulture Department selects beneficiaries by lottery and publishes the selected list on mpfsts.mp.gov.in. Not being drawn is a target constraint, not a rejection, and you can reapply in the next cycle.

Where do I complain about a delayed machinery grant?

Take it to the District Horticulture Officer first, then use the Madhya Pradesh CM Helpline on 181 for a trackable grievance, or email the MPFSTS helpdesk at mpfsts.helpdesk@mp.gov.in for portal and status problems.
