Chhatra Griha Yojana — Hostel Scheme for Disabled Students, Madhya Pradesh
Madhya Pradesh state government scheme
Chhatra Griha Yojana is the Madhya Pradesh Social Justice Department's hostel scheme for students with disabilities studying in Class 11 and above. Students with a disability certificate of 40 percent or more get a hostel place, and where no departmental hostel is available, rent and utility assistance to stay near the institution. Applications go to the district Social Justice office.
What is the hostel scheme for disabled students in Madhya Pradesh?
Chhatra Griha Yojana, listed by the department as Divyang Vidyarthiyon Hetu Chhatra Griha Yojana, is a scheme of the Directorate of Social Justice and Divyangjan Empowerment, Government of Madhya Pradesh. The scheme exists to solve one narrow but serious problem: a student with a disability who clears Class 10 in a village or small town usually has to move to a district headquarters for Class 11, ITI, polytechnic or college, and ordinary rented accommodation is often neither affordable nor accessible.
The scheme's answer is a place to live near the institution. Where the department or the institution can provide a hostel place, the student is given one. Where no suitable hostel place is available, the department supports the student to stay in private accommodation close to the institution instead of travelling long distances daily.
Chhatra Griha Yojana appears on the department's Divyang Empowerment page alongside its other disability schemes, scholarships for disabled students, the narrator or reader allowance for blind students, higher education fee, sustenance and transport allowances, the Chief Minister's education incentive scheme, marriage incentive, overseas study scholarship, assistive equipment supply, surgical treatment assistance and computer training for the visually impaired.
One honest caveat. The Social Justice Department publishes the scheme by name on its own website, but does not currently publish the monthly rent and utility rates in a machine-readable page. Secondary scheme compilations quote figures in the range of a few hundred to about a thousand rupees a month for rent and for utilities, and give a launch date of 8 September 2008. This guide does not repeat those figures as fact. Confirm the current sanctioned rate in writing with the Deputy Director, Social Justice, in your district before you sign a rent agreement.
Who is eligible for the hostel scheme for disabled students?
You can apply if:
- You hold a disability certificate showing 40 percent or more disability, issued by the competent medical authority. This 40 percent threshold is the one the Madhya Pradesh Social Justice Department applies across its education schemes for students with disabilities.
- You are a domicile of Madhya Pradesh.
- You are studying in Class 11 or above; higher secondary school, ITI, polytechnic, graduation or post-graduation.
- You are enrolled in a government or accredited educational institution. Institutions outside that list are not covered.
- Your name is registered on the Sparsh portal, the department's disability registry. The department's higher education schemes state this condition explicitly, and district offices apply it to hostel and accommodation claims as well.
- Your home is far enough from the institution that daily travel is not practical.
You cannot apply if:
- Your disability certificate shows less than 40 percent disability.
- You are domiciled outside Madhya Pradesh.
- You are in Class 10 or below. The department's state disability scholarship covers those classes instead.
- You are studying at an institution that is neither government nor accredited.
- You are not registered on Sparsh, or your UDID and Samagra records do not match.
- You are already drawing an equivalent benefit under another scheme. The department's higher education assistance scheme carries an explicit "not availing benefits under any other scheme" condition, and district offices apply the same logic to accommodation support.
How to apply for the hostel scheme for disabled students
- Get the disability certificate and UDID in order first. The certificate must state the percentage of disability and be issued by the competent medical authority. Without a certificate showing 40 percent or more, no Social Justice Department education scheme can be sanctioned.
- Register on the Sparsh portal if your name is not already there. Sparsh registration is the department's gateway record for disability benefits, and an unregistered applicant is rejected at the district stage.
- Take admission in the government or accredited institution and collect a bonafide certificate naming your course and current class.
- Submit the application through the head of your institution. The principal or the scholarship head — who forwards it with a recommendation. The department's disability schemes run on a single application form submitted at the institution and updated by the institution online.
- Follow it to the district office of the Deputy Director or Joint Director, Social Justice. That office sanctions the hostel place or the accommodation assistance, and it is the office that can tell you the current sanctioned rate.
- Attach the rent agreement or landlord's consent only if you are claiming accommodation assistance rather than a hostel place, and keep a copy of the dated acknowledgement.
There is no separate self-service online portal for this scheme. The department's scholarship-side entries are updated by the institution on the state education portal, and the accommodation sanction is a district-office decision.
What other support is available alongside it?
Students with disabilities in Madhya Pradesh should check these adjacent schemes, all run by the same Social Justice Department, because they are frequently more valuable than the accommodation support alone:
| Scheme | Benefit | Level |
|---|---|---|
| State disability scholarship | Rs 50 a month, 10 months | Primary and middle school |
| State disability scholarship | Rs 100 a month, 10 months | High school, higher secondary, ITI |
| State disability scholarship | Rs 200 a month, 10 months | Graduate, post-graduate, polytechnic |
| Narrator allowance for blind students | Rs 100 a month graduate and polytechnic, Rs 125 post-graduate, Rs 150 technical course | Higher education |
| Merit incentive | Rs 2,500 on entering Class 9 and Class 11; Rs 3,000 on graduation | 60 percent or more in the previous exam |
| Higher education assistance | Tuition fee waiver, sustenance allowance Rs 1,500 a month for 10 months | Medicine, engineering, computer and management courses in government colleges |
| Higher education travel allowance | Rs 500 a month in municipal corporation areas, Rs 300 a month in municipality areas, for 10 months | Post-graduate study |
| CM education incentive | Laptop, or a motorised tricycle where both legs are non-functional | On Class 10 admission and again on graduation or polytechnic admission |
The merit and equipment schemes carry their own marks conditions, a minimum of 60 percent for students with locomotor disability of both hands or legs and 50 percent for others, in the previous examination.
Common reasons an application is rejected
- Disability certificate below 40 percent, or a certificate that does not state a percentage at all.
- Not registered on the Sparsh portal, which is checked before sanction.
- Institution not government or accredited, so the claim falls outside the scheme.
- Name mismatch between the disability certificate, Aadhaar, Samagra and the institution record. Fix the Samagra record first, since the state systems read from it.
- Already drawing an equivalent benefit under another scheme.
- Application not routed through the institution head, so the district office has no verified recommendation on file.

Frequently asked questions
Who runs the hostel scheme for disabled students in Madhya Pradesh?
The Directorate of Social Justice and Divyangjan Empowerment, under the Social Justice and Disabled Welfare Department of the Government of Madhya Pradesh, runs it. The department lists it on its Divyang Empowerment page as "Divyang Vidyarthiyon Hetu Chhatra Griha Yojana", alongside its scholarship, equipment, surgery and higher education allowance schemes.
What level of disability is needed for the scheme?
A disability certificate showing 40 percent or more disability is the threshold used across the Madhya Pradesh Social Justice Department's education schemes for students with disabilities, including its state disability scholarship and its higher education allowance scheme.
Which classes does the hostel scheme for disabled students cover?
The scheme is aimed at students studying in Class 11 and above, which includes higher secondary school, ITI, polytechnic, graduation and post-graduation. Students in Classes 1 to 10 are supported instead through the department's state disability scholarship, which pays Rs 50 a month at primary and middle level and Rs 100 a month at high school level.
Who cannot apply for the hostel scheme for disabled students?
Students without a disability certificate of 40 percent or more are not eligible, and neither are students domiciled outside Madhya Pradesh. Students below Class 11, students not enrolled in a government or accredited institution, and students not registered on the Sparsh portal cannot apply.
Can a student claim this alongside a disability scholarship?
The Social Justice Department's higher education assistance scheme carries an explicit condition that the student must not be availing benefits under any other scheme, so overlapping claims are usually disallowed. Ask the district Social Justice office in writing which combination applies to your course before submitting two applications.
What else does the Social Justice Department give students with disabilities?
For higher study in medicine, engineering, computer and management courses in government colleges, the department gives a tuition fee waiver, a sustenance allowance of Rs 1,500 a month for 10 months, and a travel allowance of Rs 500 a month in municipal corporation areas or Rs 300 a month in municipality areas for post-graduate study. Blind students also receive a narrator allowance.
Where do I apply and complain?
Apply through the head of your institution to the Deputy Director or Joint Director, Social Justice, in your district. The Directorate in Bhopal can be reached on 0755-2556916, and an unresolved grievance can be filed on the Madhya Pradesh CM Helpline by dialling 181.
