Integrated Scholarship Scheme
Madhya Pradesh state government scheme
Integrated Scholarship Scheme is a Madhya Pradesh Higher Education Department scheme running since 1 April 1977 for talented government-college students who get no other scholarship, with a family income ceiling of Rs 54,000 a year. Applications are made in the prescribed format through the head of the institution and selection is on merit.
What is the Integrated Scholarship Scheme?
Integrated Scholarship Scheme, listed in Hindi as Ekikrit Chhatravrittiyan and sometimes rendered as Samekit Chhatravritti, is a scholarship programme of the Higher Education Department, Government of Madhya Pradesh. According to the Madhya Pradesh CM Helpline entitlement record, the scheme commenced on 1 April 1977, which makes it one of the oldest continuously running scholarship schemes in the state.
The scheme's design idea is in its name. Madhya Pradesh runs a long list of separate scholarships for Scheduled Caste, Scheduled Tribe, Other Backward Class and minority students, for meritorious students, for sportspersons and for specific professional streams. Integrated Scholarship Scheme is the residual, integrated scheme for talented students who are deprived of any other scholarship, the student who is academically strong and financially poor but who falls through every categorical net. The entitlement record puts the qualifying condition plainly: the applicant must be a permanent resident of Madhya Pradesh, enrolled in a government college, with family annual income of not more than Rs 54,000 from all sources.
The scheme spans a wide academic range. It reaches graduation and postgraduation students, research students including MPhil and PhD scholars, and students of sports and cultural institutes. Professional education is excluded, and there is a specific carve-out for Sanskrit scholarships, which are available only from Sanskrit colleges.
The state's Mera Yuva Madhya Pradesh youth portal describes the benefit as a monthly scholarship paid across the academic year, but the exact monthly rate applicable to a given course and year is fixed departmentally and was not confirmable on a Higher Education Department page at the time of this check. Ask your college's scholarship section for the current sanctioned rate rather than relying on a figure quoted on a private website.

Who is eligible for the Integrated Scholarship Scheme?
A student qualifies if all of the following hold:
- The student is a permanent resident of Madhya Pradesh.
- The student is enrolled in a government college or a recognised government institution covered by the scheme.
- Family annual income from all sources is not more than Rs 54,000.
- The student is not drawing any other scholarship for the same course and year.
- The student's academic record supports a merit-based selection, since sanctions are made against merit and merit-cum-means criteria.
- Both male and female students are covered, and the scheme applies in urban and rural Madhya Pradesh alike.
A student is not eligible if:
- The student is already receiving another scholarship; central, state or institutional. This is the defining exclusion of the scheme.
- The course is a professional education course, which the entitlement record excludes.
- Family income exceeds Rs 54,000 a year. This is a low ceiling by present-day standards and it is the criterion most applicants fail.
- The student is not a permanent resident of Madhya Pradesh, or is studying outside a government institution covered by the scheme.
- A Sanskrit scholarship is claimed from a non-Sanskrit college — that route is limited to Sanskrit colleges.
- The income certificate, character certificate or enrolment proof is missing, in which case the head of the institution cannot forward a complete case.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Parental income certificate | Yes | Family income not more than Rs 54,000 a year from all sources |
| Character or conduct certificate | Yes | From the institution, as specified in the entitlement record |
| Proof of enrolment in the institution | Yes | Current-year admission record of the government college |
| Previous examination marksheets | Yes | Selection is merit-based |
| Madhya Pradesh permanent resident proof | Yes | Domicile or equivalent |
| Declaration of no other scholarship | Yes | The scheme's core condition |
| Bank passbook, student's own account | Yes | Sanctioned amount is deposited to the student's account |
Unlike the School Education Department's scholarships for Classes 6 to 12, which accept a self-certified income declaration, this scheme expects a formal parental income certificate. Obtain it from the tehsil early, because it is the document that most often delays a case.
How to apply for the Integrated Scholarship Scheme
Integrated Scholarship Scheme is applied for offline, through the college, not through a citizen portal login.
- Confirm eligibility before you start, permanent residence in Madhya Pradesh, enrolment in a government institution, family income not more than Rs 54,000 a year, and no other scholarship in payment.
- Get the parental income certificate from the tehsildar or the competent revenue authority, and a character or conduct certificate from the institution.
- Collect the prescribed application format from the scholarship section or the office of the head of your institution. There is no fee.
- Fill the form and attach the income certificate, character certificate, enrolment proof, previous examination marksheets, domicile proof, the no-other-scholarship declaration and a copy of your bank passbook.
- Submit the complete application to the head of the institution, who forwards it onward. Keep a receipt or a dated acknowledgement, because your case number lives with the college.
- Wait for the merit-based selection. New applicants are selected through a merit procedure, and the case then goes up for sanction.
- Check the credit in your bank account after approval by the Commissioner of Higher Education, and follow up with the college scholarship section if the amount does not appear.
How to follow up on a submitted application
- Start with the college scholarship section, which holds the register of cases forwarded and can tell you whether yours went up and when.
- Escalate to the principal or head of the institution, who is the forwarding authority and the person accountable for a case that was never sent.
- Take it to the Commissioner, Higher Education, Madhya Pradesh, whose office approves sanctions, through the college or in writing.
- Use the Higher Education Department portal at highereducation.mp.gov.in for departmental circulars and contact details.
- Register a grievance on CM Helpline 181, which carries this scheme in the state's entitlement grid.
Why applications fail, and how to avoid it
- Income above Rs 54,000. The ceiling has not been revised in line with incomes, and most working households now exceed it. Check the certificate figure before applying.
- Another scholarship already sanctioned. A student drawing an SC, ST, OBC, minority or central scholarship cannot claim this one as well. Decide which is larger and claim that.
- Professional course enrolment. Engineering, medicine and similar professional streams are outside the scheme and are served by the Technical Education and other departments' schemes.
- Incomplete file. A missing character certificate or an unattested marksheet copy stalls a case at the college, often without the student being told.
- Merit list cut-off. Selection is competitive, so a complete application is not the same as a sanction.
- Wrong or dormant bank account. The sanctioned amount is deposited into the applicant's own account; a closed account returns the credit.
Key dates
The scheme carries no published statewide last date. Applications are called by colleges during the academic session, and the practical deadline is whatever date your institution's scholarship section sets for forwarding cases. Apply in the first weeks after admission rather than waiting, because a case that misses the college's forwarding batch waits for the next one.
Where to complain
- CM Helpline 181, Madhya Pradesh government grievance line, which lists Integrated Scholarships under the Higher Education Department.
- Head of the institution, the forwarding authority for every application.
- Commissioner, Higher Education, Madhya Pradesh, the sanctioning authority.
- Higher Education Department portal, highereducation.mp.gov.in.
There is no application fee. No agent or intermediary can secure a sanction under this scheme, because selection is by merit from cases forwarded by institutions.

What is the income limit for the Integrated Scholarship Scheme?

Which courses does the scheme cover?

Who cannot apply for the Integrated Scholarship Scheme?
Students already drawing another scholarship are not eligible, since the scheme exists for students deprived of other scholarships. Students in professional courses, students whose family income exceeds Rs 54,000 a year, and students who are not permanent residents of Madhya Pradesh are also not eligible.
Is the application online or offline?
The application is offline. A student submits it in the prescribed format through the head of the institution, which forwards the case, and selection of new applicants is made through a merit-based procedure.
How is the scholarship money paid?
On approval by the Commissioner of Higher Education, the sanctioned amount is deposited into the selected applicant's own bank account. Keep the account active and correctly linked, as a wrong or dormant account is the usual cause of a failed credit.
How old is the Integrated Scholarship Scheme?
The scheme has been running since 1 April 1977, making it one of the oldest continuously operating scholarship schemes of the Madhya Pradesh Higher Education Department.
