What is the Junior Hostel Scheme (Scheduled Tribes) in Madhya Pradesh?

Junior Hostel Scheme (Scheduled Tribes), known locally as the junior chhatravas or kanishth chhatravas, is a residential education scheme run by the Tribal Affairs Department of the Government of Madhya Pradesh. The scheme gives Scheduled Tribe children a free bed, free meals and a supervised place to study during the three middle school years, Classes 6, 7 and 8.

According to the Tribal Affairs Department's hostel scheme page, the department operates 199 junior hostels with 10,031 approved seats across Madhya Pradesh. Junior hostels are one of five categories the department runs. The others are ashram schools for Classes 1 to 5 and 6 to 8, senior hostels for Classes 9 to 12, college hostels for students above Class 12, and regional excellence hostels used for coaching high-performing students. Taken together the department shows 2,633 hostels and 82,604 approved seats.

The reason a junior hostel exists at all is geography. Large parts of Jhabua, Alirajpur, Dindori, Mandla, Anuppur, Sheopur and the other tribal-majority districts have a primary school in the village but the nearest middle school at the panchayat or block headquarters. A child who finishes Class 5 either walks several kilometres each way, or stops studying. The junior hostel moves the child to where the middle school is.

What the scheme provides

  • Free lodging in a departmental hostel building, with electricity and water paid for by the department.
  • Free meals through a hostel mess, so no mess fee is charged to the family.
  • Furniture and bedding. A cot, mattress, bedsheets and a blanket.
  • Library and reading room with curriculum and general reading books.
  • Coaching support arranged by the department for hostel residents.
  • Separate buildings for boys and girls; junior hostels are never mixed.

Junior Hostel Scheme is a state-sponsored scheme, not a cash benefit scheme. The Madhya Pradesh CM Helpline scheme dashboard records the junior hostel scheme as operating since January 1966, making it one of the oldest continuously running welfare schemes in the state.

Who is eligible for a junior hostel seat?

Your child can get a seat if:

  • The child belongs to a Scheduled Tribe notified for Madhya Pradesh and holds a caste certificate from the competent revenue authority.
  • The child is a native of Madhya Pradesh, evidenced by a domicile certificate.
  • The child is studying in Class 6, 7 or 8 in a government school or a school recognised by the state.
  • The child has passed the previous class. This is an explicit condition on the CM Helpline scheme record.
  • The family has a Samagra ID and the child's MPTAAS profile has completed e-KYC.
  • Daily travel from the home village to the middle school is not practical. District officers use distance from home as the main tie-breaker when a hostel has more applicants than beds.

You cannot apply if:

  • The child does not hold a Madhya Pradesh Scheduled Tribe certificate. Scheduled Caste children are covered by the parallel Scheduled Caste hostel scheme and OBC children by the Backward Classes hostel scheme, not by this one.
  • The child is domiciled outside Madhya Pradesh.
  • The child is in Classes 1 to 5 or Classes 9 and above. Those age groups belong to ashram schools and senior hostels respectively.
  • The child failed or is not promoted from the previous class, or is not on the rolls of a recognised school.
  • The child was expelled from a departmental hostel for indiscipline in an earlier year.

Junior Hostel Scheme has no published family income ceiling. Caste, domicile, current class and distance from school are the operative conditions.

How to apply for the Junior Hostel Scheme (Scheduled Tribes)

  1. Collect the documents first, Scheduled Tribe certificate, Samagra ID, Aadhaar, MP domicile certificate, the Class 5 or previous class marksheet, the school bonafide certificate and photographs. Every one of these is checked again at physical verification.
  2. Open the MPTAAS portal at tribal.mp.gov.in and choose New Beneficiary Profile Registration. Enter the Samagra member ID so the system pulls the child's name, date of birth and family details from the Samagra database.
  3. Complete Aadhaar e-KYC on the profile. A profile without e-KYC stays in draft and cannot be used to submit any hostel or scholarship application. Any MP Online kiosk, Samagra kiosk or Common Service Centre can do this.
  4. Select the hostel application for the current session, then choose the district, the hostel category Junior, and the specific junior hostel you want the seat in.
  5. Upload scans of the caste certificate, domicile certificate, previous marksheet, bonafide certificate and photograph, then submit and note the application number.
  6. Meet the hostel superintendent in person with the originals and the parent's signed consent. Admission is confirmed only after the originals are verified and the child's name is entered in the hostel register.

How to apply offline through the hostel superintendent

  1. Ask the superintendent of the junior hostel for the printed application form before the teaching session begins. Forms are also available at the office of the Assistant Commissioner, Tribal Welfare, in the district.
  2. Fill the form and attach self-attested copies of the caste certificate, domicile certificate, previous marksheet, transfer certificate and photographs.
  3. Submit it to the superintendent and take a dated acknowledgement. Without an acknowledgement you have no proof of having applied.
  4. Attend the verification or counselling date the hostel announces, carrying all originals and the parent or guardian.

Offline applications are common in remote blocks and are treated on par with online ones. The superintendent enters them into MPTAAS afterwards, so the child's record still ends up on the same system.

When should you apply and how are seats allotted?

Junior hostel admissions follow the school calendar rather than a single statewide deadline. Applications open before the teaching session starts, usually alongside middle school admissions, and continue until the sanctioned seats at that hostel are filled. There is no application fee.

Where applications exceed beds, a district-level selection committee ranks applicants. The factors used are the distance from the child's village to the school, previous class marks, and family circumstances such as an orphan or single-parent household. Girls' junior hostels at block headquarters are usually the first to fill.

A child does not carry the seat forward automatically after Class 8. Moving into Class 9 means a fresh application to a senior hostel, which the same department runs at a much larger scale β€” 1,195 senior hostels with 63,138 approved seats.

Why junior hostel applications get rejected, and how to fix it

  • Caste certificate in the wrong format or from the wrong authority. Get a fresh Scheduled Tribe certificate from the tehsildar or SDM in the MP format.
  • Samagra e-KYC pending, which leaves the MPTAAS profile incomplete. Finish it at any Samagra, MP Online or CSC kiosk.
  • Name or date-of-birth mismatch between Aadhaar, Samagra and the school record. Correct the Samagra entry first, because MPTAAS reads from Samagra.
  • No bonafide certificate because school admission is not yet confirmed. Submit the admission slip or fee receipt in the meantime.
  • Wrong hostel category. A Class 9 student applying to a junior hostel. Reapply to a senior hostel.
  • Applied after the hostel filled. Ask for the waiting list position rather than treating the rejection as final.

Where to get help

  • Hostel superintendent, the designated officer for junior hostel applications, admission, mess and facility issues.
  • District Coordinator or Assistant Commissioner, Tribal Welfare, the appeal authority if the superintendent refuses admission.
  • MPTAAS portal at tribal.mp.gov.in for profile, e-KYC and application status.
  • Madhya Pradesh CM Helpline: dial 181 to register a written grievance with a tracking number if the district office does not act.

Admission to a junior hostel in Madhya Pradesh is free and carries no application fee. No superintendent, clerk, agent or middleman may charge money for a seat, a bed allotment or for adding a child's name to the hostel register, and any such demand should be reported on the CM Helpline.

Documents required

Scheduled Tribe caste certificate
Issued by the competent revenue authority of Madhya Pradesh in the prescribed state format. This is the defining condition of the scheme.

Frequently asked questions

Which classes does the Junior Hostel Scheme (Scheduled Tribes) cover?

Junior hostels of the Madhya Pradesh Tribal Affairs Department admit Scheduled Tribe students of Classes 6, 7 and 8. Students of Classes 9 to 12 are admitted to senior hostels instead, and students in higher education go to college hostels, so a child moving up from Class 8 must apply afresh to a senior hostel.

How many junior hostels does Madhya Pradesh run for tribal students?

The Tribal Affairs Department portal lists 199 junior hostels with 10,031 approved seats. These sit inside a wider network of 2,633 departmental hostels with 82,604 approved seats, which also includes 1,195 senior hostels, 152 college hostels and 4 regional excellence hostels.

Does a junior hostel seat cost anything?

No, a junior hostel seat is completely free. The Tribal Affairs Department pays for the building, electricity and water, food, furniture, bedding, library books and coaching. The application itself carries no fee, and no superintendent or agent may charge for a bed allotment.

Who cannot get a junior hostel seat?

Children who do not hold a Madhya Pradesh Scheduled Tribe certificate are not eligible, and neither are children domiciled outside the state. Students in Classes 1 to 5 or Classes 9 and above cannot apply to a junior hostel, nor can a child who has not passed the previous class or is not enrolled in a government or recognised school.

How do I apply for a junior hostel in Madhya Pradesh?

Register a beneficiary profile on the MPTAAS portal at tribal.mp.gov.in, complete Aadhaar and Samagra e-KYC, then submit the hostel application for your district and the specific junior hostel. A signed paper application handed to the hostel superintendent before the session starts is accepted on equal terms and is the normal route in remote blocks.

What if no junior hostel seat is available near my child's school?

Ask the district Assistant Commissioner for your waiting-list position before assuming rejection. Ashram schools run by the same department cover Classes 1 to 5 and 6 to 8 and may have room, and older students who miss a seat can look at the department's Awas Sahayata (housing assistance) scheme, which pays rent support at post-matric level rather than to middle school children.

Who do I complain to if the hostel food or facilities are poor?

Raise the complaint in writing with the hostel superintendent first, then with the District Coordinator or Assistant Commissioner, Tribal Welfare, who is also the appeal authority for admission decisions. An unresolved complaint can be lodged on the Madhya Pradesh CM Helpline by dialling 181, which issues a tracking number and routes the case back to the district.

Can my child keep a scholarship along with the junior hostel seat?

Yes, the junior hostel seat does not cancel the state pre-matric scholarship for Scheduled Tribe students in Classes 1 to 8, which is a separate scheme on the same MPTAAS portal. Hostellers are, however, paid the hosteller rate of any maintenance allowance only once for a given period.
