What is the Encouragement Scheme for Admission in Science and Contemporary Subjects?

Encouragement Scheme for Admission in Science and Contemporary Subjects; in Hindi, Vigyan evam Samayik Vishayon mein Pravesh Hetu Protsahan Yojana, is a one-time cash incentive paid by the Tribal Affairs Department (Janjatiya Karya Vibhag) of the Government of Madhya Pradesh to Scheduled Tribe students who choose the science stream at two decisive points in their education.

According to the department's own entitlement entry on the Madhya Pradesh CM Helpline portal, the scheme pays:

  • Rs 2,000 to a Scheduled Tribe student who has passed Class 10 and takes admission in Class 11 with the science stream.
  • Rs 3,000 to a Scheduled Tribe student who has passed Class 12 and takes admission in B.Sc. with Physics, Chemistry, Mathematics or Biology.

District administrations in Madhya Pradesh list the same scheme under the plainer name Science Promotion Scheme, and record that it commenced in 2011-12 and that the incentive is awarded once per eligible student at each stage.

The scheme is state-sponsored, applies in both urban and rural areas, and covers male and female students equally. Applications, approval, sanction and payment all run on MPTAAS, the department's Tribal Affairs and Scheduled Caste Welfare Automation System, reached from tribal.mp.gov.in.

Why does Madhya Pradesh pay students to take science?

The choice of stream after Class 10 is where the science pipeline for tribal students narrows sharply. Science costs more than arts; practical fees, laboratory charges, thicker textbooks, and very often a change of school, because many rural higher secondary schools offer arts but not a science section with a functioning laboratory. Families weighing a cheaper local arts seat against a costlier science seat in a larger town make the predictable choice.

The incentive attacks that decision at the moment it is made, and it does so twice: once at Class 11, and again at the B.Sc. stage, which is the second point where students who did science in school quietly move into general degrees. Rs 2,000 and Rs 3,000 will not fund a science education on their own, but they are paid at the point of admission, when the immediate cash requirement is at its sharpest.

Madhya Pradesh has the largest Scheduled Tribe population of any Indian state, so the pool this scheme addresses is very large. The Tribal Affairs Department runs it alongside the post-matric scholarship, Kanya Saksharta Protsahan Yojana for girls entering Class 11, hostels, Aawasiya Vidyalayas and civil services coaching; all administered through MPTAAS.

Who is eligible for the science admission incentive?

A student qualifies when:

  • The student belongs to a Scheduled Tribe notified for Madhya Pradesh and holds a valid ST caste certificate from the competent authority.
  • The student is a native of Madhya Pradesh.
  • For the Rs 2,000 incentive: the student has passed Class 10 and taken admission in Class 11 science.
  • For the Rs 3,000 incentive: the student has passed Class 12 and taken admission in B.Sc. with Physics, Chemistry, Mathematics or Biology.
  • The student has a Samagra ID and a bank account in their own name that can receive direct benefit transfer.

The following are not eligible:

  • Students outside the Scheduled Tribe category. Scheduled Caste, OBC and general-category students are not covered by this particular incentive.
  • Students who are not natives of Madhya Pradesh, even if they are studying in the state.
  • Students taking arts, commerce or vocational streams in Class 11.
  • Students taking a B.Sc. in a subject outside Physics, Chemistry, Mathematics and Biology, as those four are what the department's entitlement entry records.
  • Students repeating the same class or year, since the incentive is awarded once per stage on admission.

How much is paid and at what stage?

Stage Qualifying step Amount
Class 11 Passed Class 10, admitted to Class 11 science Rs 2,000, once
B.Sc. Passed Class 12, admitted to B.Sc. in Physics, Chemistry, Mathematics or Biology Rs 3,000, once

The two amounts are separate incentives at separate stages, not alternatives. A student who takes science in Class 11 and then goes on to a qualifying B.Sc. can receive Rs 2,000 and later Rs 3,000, each once.

Payment is by direct benefit transfer to the student's own Aadhaar-seeded bank account. The department's entitlement entry records a time limit of one week for the scheme once a case is properly submitted, and an application fee of nil.

What documents are required?

Document Mandatory Notes
ST caste certificate Yes Digital certificate from the MP revenue authority is preferred on MPTAAS
Samagra ID Yes Used to create or update the MPTAAS beneficiary profile
Qualifying marksheet Yes Class 10 for the Class 11 claim, Class 12 for the B.Sc. claim
Admission proof Yes Must show science stream, or the qualifying B.Sc. subject
Aadhaar card Yes For e-KYC and account seeding
Bank passbook in the student's name Yes Account must be Aadhaar-seeded for DBT
Madhya Pradesh residence proof Yes Native of the state

How to apply for the science encouragement incentive

  1. Take the qualifying admission first, Class 11 with the science stream, or a B.Sc. in Physics, Chemistry, Mathematics or Biology, and obtain a bonafide certificate or admission receipt that names the stream or subject. A document that says only "Class 11" without naming science will hold the case up.
  2. Open a bank account in the student's own name and seed it with Aadhaar. Payment fails at the final step if the account is in a parent's name or is not Aadhaar-seeded.
  3. Register or update the profile on MPTAAS. Go to tribal.mp.gov.in, open the MPTAAS section, and register using the Samagra ID and the ST caste certificate number. MPTAAS validates the certificate against the revenue department's database, so use the digital certificate number rather than an old paper one.
  4. Log in and select the scheme for encouragement on admission to science and contemporary subjects, for the current academic session.
  5. Fill the application with the qualifying examination details, the institution code, the stream or subject, and the bank account details, then upload the documents and submit. Save the application number shown on screen.
  6. Get the institution to verify. The Principal of the higher secondary school or college verifies the admission and forwards the case to the Assistant Commissioner or District Coordinator, Tribal Welfare, for sanction.
  7. Track the case on MPTAAS with the application number until the status shows sanctioned and paid.

How to apply if you cannot use MPTAAS yourself

  1. Visit the institution where the admission has been taken and ask the Principal's office to enter the case on MPTAAS on the student's behalf.
  2. Submit copies of the ST certificate, the qualifying marksheet, the Samagra ID, Aadhaar and the student's bank passbook.
  3. Alternatively approach the district Tribal Welfare office β€” the Assistant Commissioner or District Coordinator is the officer recorded as responsible for this scheme: or an MPOnline kiosk, which can fill the MPTAAS form for its notified service charge.
  4. Collect an acknowledgement carrying the application number.

How to check the status

  1. Log in to MPTAAS on tribal.mp.gov.in with the registered profile.
  2. Open the application or payment status option and enter the application number or the Samagra ID.
  3. Read the stage shown, pending at institute, pending at district, sanctioned, or paid. "Pending at institute" means the college or school has not verified the case, and that is fixed at the institution, not at the district office.
  4. If the status shows paid but no money has arrived, check the account's Aadhaar seeding through the NPCI mapper at your bank branch.

Common reasons the incentive is rejected or stuck

  • Caste certificate not validated on MPTAAS, usually because an old paper certificate number was entered instead of the digital certificate.
  • Admission proof does not name the stream or subject, so the science condition cannot be verified.
  • B.Sc. subject outside Physics, Chemistry, Mathematics and Biology.
  • Samagra ID mismatch; name or date of birth differs from the marksheet.
  • Bank account in a parent's name, which the system will not accept.
  • Account not Aadhaar-seeded, so the DBT bounces.
  • Institution has not verified the case, leaving it pending indefinitely.
  • Duplicate application for the same student at the same stage.

Grievance route

The escalation path is the institution's Principal, then the Assistant Commissioner or District Coordinator, Tribal Welfare Department, at the district office, who is both the responsible officer and the appeal authority recorded for this scheme, and finally the Commissioner, Tribal Affairs Department, Bhopal. Complaints can also be filed on the CM Helpline, 181, which assigns a tracking number and routes the case to the department.

One point of clarification worth stating. Some secondary websites list this scheme under the Higher Education Department because it touches B.Sc. admissions. The department's own entitlement record places it under the Tribal Affairs Department, and MPTAAS: not the higher education scholarship portal: is where the application is made.

Frequently asked questions

How much does the science encouragement scheme pay in Madhya Pradesh?

The scheme pays Rs 2,000 to a Scheduled Tribe student taking admission in Class 11 with the science stream, and Rs 3,000 to a Scheduled Tribe student taking admission in B.Sc. with Physics, Chemistry, Mathematics or Biology. Each amount is paid once at that stage.

Can a student get both the Rs 2,000 and the Rs 3,000?

Yes, at different stages. The Rs 2,000 is paid on entering Class 11 science and the Rs 3,000 on entering B.Sc., so a student who continues in science through both transitions can receive each incentive once, at its own stage.

Which department runs this scheme?

The Tribal Affairs Department (Janjatiya Karya Vibhag), Government of Madhya Pradesh runs it as a state-sponsored scheme. The responsible officer recorded on the CM Helpline entitlement portal is the Assistant Commissioner or District Coordinator, Tribal Welfare, at the district office.

Who is not eligible for this incentive?

Students outside the Scheduled Tribe category are not eligible, students who are not natives of Madhya Pradesh cannot apply, and students taking arts, commerce or non-science streams in Class 11 are outside the scheme. A B.Sc. in a subject other than Physics, Chemistry, Mathematics or Biology is also outside it.

Which B.Sc. subjects qualify?

Physics, Chemistry, Mathematics and Biology are the subjects recorded on the department's own entitlement entry. A B.Sc. built on those subjects qualifies for the Rs 3,000 incentive.

How long does sanction take?

The CM Helpline entitlement entry records a time limit of one week for the scheme once the case is properly submitted. In practice the delay is usually at institution verification rather than at the district office.

Is there any application fee?

No. The application fee recorded by the department is nil. Approval, sanction and disbursement all happen online through MPTAAS, and no agent is authorised to charge for getting the incentive sanctioned.

Are both boys and girls covered?

Yes. The department's entitlement entry records both male and female Scheduled Tribe students as beneficiaries, in urban and rural areas alike. The amount is the same for both.
