Madhya Pradesh state government scheme
Dr Bhimrao Ambedkar Kamdhenu Yojana of the Madhya Pradesh Animal Husbandry Department funds a 25-animal dairy unit with a bank loan of up to Rs 42 lakh and a government grant of 25 per cent for General applicants and 33 per cent for Scheduled Caste and Scheduled Tribe applicants. Apply online at mpdah.gov.in.
What is the Dr Bhimrao Ambedkar Kamdhenu Yojana?
Dr Bhimrao Ambedkar Kamdhenu Yojana is a Madhya Pradesh state scheme launched on 14 April 2025, the 135th birth anniversary of Dr Bhimrao Ambedkar, by the Animal Husbandry and Dairying Department. The scheme finances commercial dairy units of 25 milch animals through a bank loan backed by a government grant, and it is positioned as a component within the state's Mukhyamantri Udyami Krishak Yojana framework.
Kamdhenu Yojana sits at the top of Madhya Pradesh's dairy subsidy ladder. Where the Mukhyamantri Dairy Plus Programme funds a two-buffalo household unit and the Acharya Vidyasagar Gau Samvardhan Yojana funds a five-animal unit up to Rs 10 lakh, Kamdhenu Yojana is built for a genuinely commercial operation: a project of up to about Rs 42 lakh, 25 cows or buffaloes, a proper shed, and a business that is expected to sell milk in volume.
The financial package, as described in the scheme announcement:
- Bank loan of up to about Rs 42 lakh for one 25-animal unit, covering the animals, shed construction, equipment and working capital.
- Government grant of 25 per cent of project cost for General category beneficiaries.
- Government grant of 33 per cent for Scheduled Caste and Scheduled Tribe beneficiaries.
- A training grant of about Rs 1 lakh, because the scheme requires the beneficiary to be trained in dairy farming rather than learning on the job with 25 animals.
- Repayment period of up to seven years, with the grant applied against the loan so the EMI comes down.
- Scale-up allowed to eight units, that is 200 animals, with a gap of two years between successive loans.
The grant is back-ended. It does not arrive as cash; it is adjusted into the loan account, which is how bank-linked subsidy schemes prevent diversion of money away from the asset.
Who is eligible for the Kamdhenu Yojana?
You can apply if:
- You are a permanent resident of Madhya Pradesh.
- You are at least 21 years old.
- You own agricultural land; the guidelines as reported require around 3.5 acres of cultivable land, mainly for green fodder cultivation and the shed site.
- You hold or are willing to obtain a dairy farming training certificate. The scheme funds this training.
- You are willing to run the unit for seven years or until the loan is repaid.
- You are creditworthy enough for a bank to sanction the loan. The scheme is bank-linked, so bank appraisal is a real gate, not a formality.
You are not eligible and cannot apply if:
- You are under 21 years of age.
- You are not a permanent resident of Madhya Pradesh.
- You do not have the required agricultural land in your own name. A landless applicant cannot run a 25-animal fodder-dependent unit and is not covered by this component.
- You want a unit of fewer than 25 animals. This scheme's unit is fixed at 25 milch animals; smaller units belong to Dairy Plus or Acharya Vidyasagar Gau Samvardhan Yojana.
- You want to keep animals other than cows or buffaloes. Goat, sheep, pig and poultry units run under separate departmental components.
- Your bank declines the loan on credit grounds, or you are a defaulter on an existing agricultural or dairy loan.
The 33 per cent grant rate is specifically for Scheduled Caste and Scheduled Tribe beneficiaries; General category applicants receive 25 per cent. A caste certificate is required to claim the higher rate.

How to apply for the Dr Bhimrao Ambedkar Kamdhenu Yojana
- Open the Madhya Pradesh Animal Husbandry and Dairying Department website at mpdah.gov.in and find the Dr Bhimrao Ambedkar Kamdhenu Yojana application link on the schemes page.
- Register and fill the online application, entering your Samagra ID, Aadhaar number, category, date of birth, district and block, land details and the bank branch you want the loan routed through.
- Upload the documents, domicile, age proof, land records, caste certificate if applicable, Aadhaar, Samagra ID, bank passbook and your project report.
- Submit and save the application number. Applications are processed on a first-come, first-served basis against the annual target, so submitting early in the financial year matters.
- Attend the district-level scrutiny. The district Deputy Director of Veterinary Services and the district committee examine the case, verify the land and site, and forward eligible applications to the selected bank.
- Complete the bank formalities. The bank appraises the project, sanctions the loan and disburses it in stages against shed construction and animal purchase.
- Complete the dairy farming training if you have not already done so; the training grant is paid under the scheme.
- Set up the unit and get it verified, after which the departmental grant is adjusted against your loan account.
How do I check my Kamdhenu Yojana application status?
Log back into mpdah.gov.in with your application number to see the stage your case has reached: departmental scrutiny, forwarded to bank, sanctioned, or disbursed. Because the second half of the process sits with the bank, a case that shows "forwarded to bank" for a long time has to be chased at the branch, not at the veterinary office. For departmental delays, contact the district Deputy Director (Veterinary Services) or call 0755-2772262.
Why do Kamdhenu Yojana applications fail?
- Land shortfall. The most common reason. An applicant with one or two acres cannot support a 25-animal unit's fodder requirement and the case fails at scrutiny.
- No training certificate, or unwillingness to undergo training.
- Bank rejection on credit grounds, an existing default, a poor CIBIL record, or a project report the bank does not find viable. The departmental recommendation does not bind the bank.
- Weak project report. A 25-animal dairy needs a realistic fodder plan, milk marketing tie-up and cash-flow projection. Vague proposals get returned.
- Caste certificate not attached while claiming the 33 per cent rate.
- Annual target exhausted, since the scheme runs first-come, first-served.
- Site not suitable on physical inspection; insufficient space, no water source, or a location that cannot take a 25-animal shed.
Where do I complain?
- District Deputy Director, Veterinary Services, for scrutiny and sanction problems.
- Directorate of Animal Husbandry and Dairying, Bhopal; helpline
0755-2772262, email
dirveterinary[at]mp[dot]gov[dot]in. - The financing bank's branch manager and then the regional office, for loan sanction or disbursement delays after the department has forwarded your case.
- CM Helpline 181: Madhya Pradesh's general grievance line with a tracked complaint number.
What should I think about before applying?
Dr Bhimrao Ambedkar Kamdhenu Yojana is a business loan with a subsidy attached, not a welfare grant. A 25-animal dairy consumes serious quantities of green fodder and concentrate every single day, needs hired labour, needs a milk buyer who will take 150 to 250 litres daily, and carries a seven-year repayment obligation. The 25 to 33 per cent grant reduces the loan burden but does not remove it. Prospective applicants should visit an existing dairy of comparable size in their district before submitting a project report, and should treat the funded dairy training as the most valuable part of the package rather than a formality.
Note on figures: the loan ceiling of about Rs 42 lakh, the 3.5-acre land requirement and the Rs 1 lakh training grant come from the scheme announcement as reported in agricultural press coverage of the April 2025 launch. Because Madhya Pradesh revises unit costs and targets each financial year, confirm the current year's figures with your district veterinary office before you commit.

Frequently asked questions
How much loan and subsidy does Dr Bhimrao Ambedkar Kamdhenu Yojana give?
The scheme supports a bank loan of up to about Rs 42 lakh for a 25-animal dairy unit, with a government grant of 25 per cent of project cost for General category applicants and 33 per cent for Scheduled Caste and Scheduled Tribe applicants. A grant of about Rs 1 lakh towards dairy training is also part of the package.
When was the Dr Bhimrao Ambedkar Kamdhenu Yojana launched?
The Government of Madhya Pradesh launched the scheme on 14 April 2025, the birth anniversary of Dr Bhimrao Ambedkar, as a component under the state's Mukhyamantri Udyami Krishak Yojana framework.
What is the size of a dairy unit under this scheme?
One unit under the scheme is 25 milch animals, either cows or buffaloes. A beneficiary can scale up to eight units, meaning 200 animals in total, with a gap of two years between successive loans.
Who cannot apply for Kamdhenu Yojana in Madhya Pradesh?
Applicants below 21 years of age, people who are not permanent residents of Madhya Pradesh, and those without the required agricultural land cannot apply. Anyone unwilling to run the unit for the stipulated period or unable to secure bank finance also cannot proceed.
How much land do I need for the Kamdhenu Yojana?
Reports of the scheme guidelines state a requirement of at least 3.5 acres of cultivable land for a 25-animal unit, mainly so the beneficiary can grow green fodder and site the shed. Confirm the exact current requirement with your district veterinary office before applying.
Is the application for Kamdhenu Yojana online or offline?
The application is online, through the Madhya Pradesh Animal Husbandry and Dairying Department website at mpdah.gov.in. Cases are then scrutinised at the district level and forwarded to a bank for loan sanction.
How long do I have to run the dairy unit?
Scheme conditions require the beneficiary to operate the unit for seven years, or until the bank loan is repaid. Selling off the animals early can make the grant recoverable.
Is the grant paid to me in cash?
No. The grant is a back-ended subsidy adjusted against the bank loan account, which reduces the outstanding principal and the EMI burden rather than arriving as cash in hand.
How do I check my Kamdhenu Yojana application status online?
Log back into mpdah.gov.in with your application number to see the stage your case has reached: departmental scrutiny, forwarded to bank, sanctioned, or disbursed. A case stuck at "forwarded to bank" has to be chased at the branch, while departmental delays can be raised with the district Deputy Director (Veterinary Services) or the helpline 0755-2772262.
Is there a last date to apply for Kamdhenu Yojana?
No fixed deadline is announced. Applications are taken online at mpdah.gov.in on a first-come, first-served basis against the annual target, so submitting early in the financial year improves the chance of being processed before the target is exhausted.
