Nandi Shala Yojana
Madhya Pradesh state government scheme
Nandi Shala Yojana is a Madhya Pradesh Animal Husbandry Department scheme that supplies a breedable indigenous-breed bull for natural service on a 75 per cent grant, with the livestock keeper paying only 25 per cent. Unit cost is Rs 18,260 for an in-state bull. Applications go to the Gram Panchayat and are cleared by the block veterinary officer.
What is Nandi Shala Yojana?
Nandi Shala Yojana is a state-funded cattle breed improvement scheme of the Directorate of Animal Husbandry and Dairying, Government of Madhya Pradesh. Nandi Shala Yojana places a breedable bull of a described indigenous breed in a village on a grant basis, so that local non-descript and graded cows can be bred by natural service rather than being left unbred.
The scheme is listed on district portals of the Madhya Pradesh government under its Hindi name, Nandishala Yojana, and is often described there as the "breedable cow bull supply scheme". Betul district's official page records the purpose plainly: to improve the breed of local unclassified and graded cattle of rural areas by supplying bulls of native described breeds on a grant basis.
What the scheme is trying to fix
- Artificial insemination coverage does not reach every village in Madhya Pradesh, especially in forested and tribal blocks, so cows in those villages miss breeding cycles.
- Local non-descript cattle give low milk yields, which keeps household income from cattle rearing low.
- Indigenous breeds native to Madhya Pradesh and neighbouring states; particularly Malvi, Nimari and Gaolao; need active conservation and use.
Nandi Shala Yojana addresses all three by subsidising the single most expensive input a village needs for natural service: a good bull.
Who is eligible for Nandi Shala Yojana?
You can be selected if:
- You are a resident of Madhya Pradesh and keep cattle in a rural area of the state.
- You own at least 5 cows and hold sufficient agricultural land, or
- You own 20 or more animals even though you hold no agricultural land.
- You belong to any category. The 75 per cent grant is available to all categories of livestock keepers, not only to SC or ST applicants.
- You are willing to sign the mandatory undertaking with the Veterinary Department covering upkeep of the bull.
You cannot apply, or are not eligible, if:
- Your herd is below the minimum threshold, fewer than 5 cows with land, or fewer than 20 animals if landless.
- You live outside Madhya Pradesh, or the animals are maintained outside the state.
- You are unwilling or unable to deposit the 25 per cent beneficiary share.
- You intend to sell, slaughter or trade the bull rather than keep it for breeding service in the village.
- You have already received a bull under the scheme and it is still in service, districts do not sanction a second unit to the same household while the first is on record.
Selection is not automatic even when you meet the criteria. District Panchayats sanction cases only up to the annual budget provision, so eligible applicants in a district with a small allocation may be carried into the next financial year.
How much benefit does Nandi Shala Yojana provide?
Nandi Shala Yojana funds 75 per cent of the unit cost of the bull. The beneficiary pays the remaining 25 per cent.
| Type of bull | Unit cost | Government grant (75%) | Beneficiary share (25%) |
|---|---|---|---|
| Indigenous breed sourced within Madhya Pradesh | Rs 18,260 | Rs 13,695 | Rs 4,565 |
| Indigenous breed brought from outside the state | Rs 25,720 | Rs 19,290 | Rs 6,430 |
According to the Betul district portal of the Government of Madhya Pradesh, the higher out-of-state unit cost of Rs 25,720 is built to cover the animal's price plus transport, insurance, feed and beneficiary training — the extra costs of moving a breeding bull across state lines.
The breeds covered are described indigenous breeds, listed on district portals as Sahiwal, Tharparkar, Hariana, Gir, Gaolao, Malvi, Nimari and Kenkatha. Malvi and Nimari are Madhya Pradesh's own recognised cattle breeds, from the Malwa and Nimar regions respectively.

How to apply for Nandi Shala Yojana
- Visit your Gram Panchayat or the nearest government veterinary hospital, dispensary or artificial insemination sub-centre and ask for the Nandi Shala Yojana application form.
- Fill the form with your name, village, Samagra and Aadhaar details, the number and type of animals you keep, and your land holding if you have one.
- Attach the documents, Aadhaar, residence proof, bank passbook, and land record where applicable, and submit the set at the Gram Panchayat.
- Get your herd verified. The block-level veterinary extension officer inspects your animals and confirms that you meet the 5-cow or 20-animal threshold, then endorses the application.
- Wait for District Panchayat approval. The application is placed before the District Panchayat's agriculture standing committee, which sanctions cases against the district's budget allocation for the year.
- Deposit the 25 per cent beneficiary share once your case is sanctioned, through the route the veterinary officer specifies.
- Sign the undertaking with the Veterinary Department and take delivery of the bull. Keep the delivery receipt, the animal's health and vaccination record, and the insurance paper safely.
There is no online application portal for Nandi Shala Yojana. Any website claiming to register you online for a fee is not an official route.
How do I check the status of my Nandi Shala application?
Nandi Shala Yojana has no online status tracker. Follow up in this order:
- Ask the Gram Panchayat secretary whether your form was forwarded and on what date.
- Ask the block veterinary extension officer whether the herd verification is recorded and the case endorsed.
- Ask the District Veterinary Officer or the District Panchayat office whether your case has come before the agriculture standing committee and whether budget is available this financial year.
Keep a photocopy of the submitted form with the Gram Panchayat's receiving stamp. Without a dated acknowledgement, tracing a delayed application is much harder.
Why do Nandi Shala applications get rejected?
- Herd size below the threshold, the most common single reason. Verification finds fewer than 5 cows, or fewer than 20 animals for a landless applicant.
- No agricultural land shown while applying on the 5-cow route, and the herd is under 20 animals.
- Beneficiary share not deposited after sanction, which causes the case to lapse and the unit to move to the next applicant.
- Budget exhausted for the financial year, this is a deferral rather than a rejection, and the case is usually reconsidered in the next year.
- Refusal to sign the Veterinary Department undertaking, which is mandatory.
- Incomplete documents, especially missing residence proof or an unreadable bank passbook copy.
If a rejection looks wrong to you, ask the block veterinary officer for the reason in writing and take it to the District Veterinary Officer.
What are your responsibilities after receiving the bull?
Nandi Shala Yojana is a conditional grant, not a gift. After delivery the beneficiary must:
- Keep the bull in the village and make it available for the natural service of local cows.
- Feed and house the animal properly, and follow the deworming and vaccination schedule set by the veterinary institution.
- Allow inspection by the Veterinary Department at any time, as provided in the undertaking.
- Not sell, exchange, slaughter or permanently move the animal out of the area during the agreed period.
Breaching the undertaking can lead to recovery of the grant amount from the beneficiary.

Frequently asked questions
How much subsidy does Nandi Shala Yojana give?
Nandi Shala Yojana gives a 75 per cent grant on the unit cost of the bull for beneficiaries of all categories, and the beneficiary contributes the remaining 25 per cent. According to district portals of the Madhya Pradesh government, the unit cost is Rs 18,260 for a bull of an indigenous breed sourced within the state and Rs 25,720 for a bull brought from outside the state, the higher figure covering transport, insurance, feed and training.
Who can get a bull under Nandi Shala Yojana?
Livestock keepers of all categories who own at least 5 cows along with sufficient agricultural land, or who own 20 or more animals without holding agricultural land, are eligible. The scheme runs in rural Madhya Pradesh and selection is confirmed by the block-level veterinary extension officer.
Which cattle breeds are supplied under Nandi Shala Yojana?
Nandi Shala Yojana supplies bulls of indigenous described breeds, including Sahiwal, Tharparkar, Hariana, Gir, Gaolao, Malvi, Nimari and Kenkatha. The breed offered depends on the region and on availability from state cattle breeding farms and approved suppliers.
Where do I submit the Nandi Shala Yojana application?
Submit the application form at your Gram Panchayat. The Gram Panchayat forwards it to the block-level veterinary extension officer, who verifies the herd and the applicant, after which the District Panchayat's standing committee approves cases against the available budget.
Is Nandi Shala Yojana an online scheme?
No, Nandi Shala Yojana is an offline scheme. There is no self-registration portal — the application goes to the Gram Panchayat and moves up through the block veterinary officer to the District Panchayat committee.
Why does Madhya Pradesh promote natural service instead of artificial insemination?
Nandi Shala Yojana exists because artificial insemination coverage is thin in remote and forested blocks, where cows often go unbred for a full cycle. Placing a described indigenous bull in the village gives an on-the-spot breeding option, protects indigenous germplasm, and improves the milk potential of the next generation of local non-descript cattle.
What happens after the bull is handed over?
The beneficiary must keep the bull for breeding service in the village and sign an undertaking with the Veterinary Department, which retains the right to inspect the animal. Selling or slaughtering the animal, or moving it out of the area, breaches the agreement and can lead to recovery of the grant.
