What is the Mukhyamantri Dairy Plus Programme?

Mukhyamantri Dairy Plus Programme is a Madhya Pradesh state scheme run by the Animal Husbandry and Dairying Department that pays a large grant towards a small dairy unit of two pregnant Murrah breed buffaloes. The Government of Madhya Pradesh launched the programme on 29 September 2022 with the twin objectives of raising the state's milk production and creating a dependable dairy-based income for rural households.

The scheme is deliberately small in scale. Most dairy subsidy schemes in India target units of five, ten or twenty-five animals, which puts them out of reach of a household with no capital. Dairy Plus goes the other way: it funds a two-animal unit, which a landless or near-landless family can realistically maintain, and it funds it generously.

According to the departmental scheme description, the unit is costed at roughly Rs 2,95,000 for two Murrah buffaloes with the associated cost of transport and initial feed. On that cost:

  • Scheduled Caste and Scheduled Tribe beneficiaries receive 75 per cent as grant, roughly Rs 2,21,250, and contribute about Rs 73,700.
  • General and Other Backward Class beneficiaries receive 50 per cent as grant, roughly Rs 1,47,500, and contribute about Rs 1,47,500.

Murrah is the reason the scheme specifies a breed rather than leaving the choice open. Murrah buffaloes are the highest-yielding buffalo breed in India, and the animals supplied under Dairy Plus are expected to give around 10 litres of milk a day, several times what an average non-descript buffalo in rural Madhya Pradesh produces. The animals are supplied in a pregnant state so that the beneficiary starts earning from milk sales quickly rather than waiting through a dry period.

Who is eligible for Mukhyamantri Dairy Plus?

You can apply if:

  • You are a permanent resident of Madhya Pradesh.
  • You belong to any category. General, OBC, SC and ST applicants are all covered, with the grant rate varying by category as above.
  • You have adequate space or a shed to keep two buffaloes. The veterinary officer records this during verification.
  • You have a bank account in your own name for the grant transfer.
  • You can arrange your share of the cost, either from your own funds or through a bank loan.
  • You have a Samagra ID, the family and member identifier Madhya Pradesh uses for its state schemes.

You cannot apply if:

  • You are not a permanent resident of Madhya Pradesh.
  • You have no shelter or space for two large milch animals. A dairy unit cannot be sanctioned to a household that cannot house it.
  • You have already received a subsidised dairy unit from the Animal Husbandry Department under this or a comparable component. Repeat units to the same household are normally not sanctioned.
  • You are unable to deposit or finance your share of the unit cost.
  • You want a unit of cows, or of a buffalo breed other than Murrah. Dairy Plus funds two Murrah buffaloes specifically; other components such as the Acharya Vidyasagar Gau Samvardhan Yojana handle larger mixed dairy units.

There is no published income ceiling, no minimum landholding and no age bar in the Dairy Plus guidelines. Where applications exceed the district's annual target, priority is given by the sanctioning committee on the basis of category, existing livestock experience and shed readiness.

How to apply for Mukhyamantri Dairy Plus

  1. Go to the veterinary office, veterinary hospital or veterinary dispensary nearest to you and ask for the Mukhyamantri Dairy Plus application form. The scheme runs offline; there is no citizen self-registration portal for it.
  2. Fill in the form with your name, Samagra ID, Aadhaar number, category, village and Gram Panchayat, bank account details and a description of the shed or space you have for the animals.
  3. Attach your documents; residence proof, Samagra ID, Aadhaar, caste certificate if you are claiming the SC or ST rate, bank passbook copy and a photograph, and submit the form. Collect a dated acknowledgement.
  4. Let the case pass through the Gram Panchayat. Your application is placed before the Gram Panchayat, which records its recommendation.
  5. Janpad Panchayat scrutiny follows, after which the case goes to the district-level committee for final approval.
  6. Arrange your contribution once approval is communicated. Many beneficiaries take a bank loan for their share; the sanction letter helps with the bank.
  7. Purchase the two Murrah buffaloes as directed by the department, and have them physically verified and tagged by the veterinary officer.
  8. Receive the grant in your bank account after verification is complete.

How do I check the status of my Dairy Plus application?

Dairy Plus status is tracked in person, since the file moves through panchayat bodies rather than through an online workflow. Take your acknowledgement slip back to the veterinary institution where you applied and ask whether the case is still at the Gram Panchayat, at the Janpad Panchayat, or with the district committee. The block veterinary office maintains the register. For a case stuck for months, call the Directorate helpline on 0755-2772262 or raise it on the Madhya Pradesh CM Helpline 181, which issues a complaint number you can follow.

Why do Dairy Plus applications get rejected?

  • No shed or inadequate space recorded during verification.
  • Caste certificate not produced while claiming the 75 per cent SC or ST rate, which pushes the applicant down to 50 per cent or stalls the file.
  • Samagra ID missing or mismatched with the Aadhaar name. Madhya Pradesh scheme software rejects mismatched Samagra records, so get the Samagra entry corrected at the Gram Panchayat or nagar nigam ward office first.
  • Bank account not in the applicant's own name, or not Aadhaar-seeded, which blocks the direct transfer of the grant.
  • Beneficiary share not arranged, so the purchase never happens and the sanction lapses.
  • District annual target exhausted, in which case the case is carried to the next financial year rather than rejected on merit.
  • Animals purchased before sanction. Buying buffaloes on your own and then asking for reimbursement does not work; the purchase must follow the sanction and be verified.

Where do I complain about a Dairy Plus problem?

  • Veterinary Assistant Surgeon or block veterinary office; first point of contact for anything about your own file.
  • District Deputy Director, Veterinary Services — for sanction delays and disputes about verification.
  • Directorate of Animal Husbandry and Dairying, Bhopal, helpline 0755-2772262.
  • CM Helpline 181, statewide grievance line with a tracked complaint number.

No application fee is charged under Mukhyamantri Dairy Plus. If anyone asks for money to "get your name into the list", that is not part of the scheme.

Is a two-buffalo Dairy Plus unit worth taking?

Two Murrah buffaloes yielding around 10 litres a day between them, sold through a dairy cooperative or a local milk route, produce a steady daily cash flow that few other rural assets match. What decides whether the unit succeeds is not the grant but the running cost: green fodder, concentrate feed, veterinary care and timely re-breeding after calving. Before applying, work out with your veterinary officer how you will feed two high-yielding animals through the dry months of April and May, when fodder in most Madhya Pradesh districts is scarce and expensive. A Dairy Plus unit that is underfed drops yield sharply and the economics stop working.
