Madhya Pradesh state government scheme
Mukhyamantri Janakalyan (Sambal 2.0) Yojana is a Madhya Pradesh Labour Department social security scheme for unorganised workers aged 18 to 60. It pays Rs 4,00,000 on accidental death, Rs 2,00,000 on natural death, Rs 2,00,000 for permanent disability, Rs 1,00,000 for partial disability and Rs 5,000 funeral assistance. What is Mukhyamantri Janakalyan (Sambal 2.0) Yojana?
Mukhyamantri Janakalyan (Sambal) Yojana is the flagship social security programme of the Labour Department, Government of Madhya Pradesh, delivered through the Madhya Pradesh Asangathit Karmakar Mandal, the state's unorganised workers' board. The scheme started in 2018 and was relaunched as Sambal 2.0 in 2022 with a rebuilt portal, cleaner verification and a re-registration route for workers whose earlier applications had been rejected.
Sambal exists because unorganised workers; daily wage labourers, hawkers, domestic workers, rickshaw pullers, hamals, rag pickers, small artisans and similar occupations; fall outside EPF and ESIC. According to the Sambal portal run by the Labour Department, the scheme's purpose is to extend social security to the state's crores of unorganised workers through a single registration that also acts as the identity used for allied welfare schemes.
The identity document generated on successful registration is the Sambal card, which carries the worker's Sambal registration number.
Key features
- Registration is free and online at sambal.mp.gov.in.
- Registration is built on the Samagra ID database, not on fresh paperwork.
- Aadhaar e-KYC by OTP is used at registration; the portal notes that Aadhaar is not demanded again at the benefit stage once the Sambal or Samagra number exists.
- Cash assistance is paid by DBT into the worker's or nominee's bank account.
- Verification is done by the gram panchayat secretary in rural areas and the ward office in urban areas.
How much does Sambal 2.0 pay?
The Sambal portal publishes the following cash assistance amounts:
| Situation | Assistance |
|---|---|
| Accidental death of the registered worker | Rs 4,00,000 |
| General or natural death of the registered worker | Rs 2,00,000 |
| Permanent disability | Rs 2,00,000 |
| Partial disability | Rs 1,00,000 |
| Funeral (antyeshti) assistance | Rs 5,000 |
Funeral assistance of Rs 5,000 is designed to reach the family immediately after a death, ahead of the larger death assistance which follows verification of the claim. The two are separate payments, and receiving one does not cancel the other.
Beyond cash assistance, Sambal registration is the gateway the Labour Department uses to route other unorganised-worker benefits: maternity assistance, education support for workers' children, electricity bill relief for registered worker households, and access to state health facilities. The exact terms of those allied benefits are set by the departments that run them, so a registered worker should confirm current terms for a specific allied benefit with the district labour office rather than assume it from the Sambal card alone.
Who is eligible for Sambal 2.0?
You can register if:
- You are a resident of Madhya Pradesh working in the unorganised sector.
- Your age is between 18 and 60 years.
- You hold a Samagra ID and a family Samagra ID.
- You have an Aadhaar number linked to a working mobile number for OTP e-KYC.
- You have a bank account in your own name for DBT.
You cannot apply, or are not eligible, if:
- You are an income tax payer.
- You are in government service, whether central, state or in a public sector undertaking.
- You already have other social security cover such as Employees' Provident Fund, the Employees' State Insurance Scheme or statutory gratuity.
- Your household holds more than the land ceiling set for the scheme, Sambal is aimed at landless and marginal households, and large agricultural landholders are outside it.
- You are below 18 or above 60 years of age at the time of registration.
Family income is also a filter under Sambal 2.0, with the scheme aimed at households well below the state's income threshold rather than at all self-employed persons. Because the income and land ceilings are set by departmental order and have been revised since 2018, confirm the figure applying in your district with the labour office before assuming disqualification.

How to claim death, disability or funeral assistance
Claims are filed by the family or nominee of a registered worker, not by the worker's employer. The claim is submitted through the local body; gram panchayat in rural areas, ward office in urban areas, which forwards it with its verification to the Labour Department for sanction.
- For funeral assistance of Rs 5,000, the family reports the death to the gram panchayat or ward office with the death certificate. This is intended to be paid quickly.
- For general death assistance of Rs 2,00,000, the death certificate and the nominee's bank details are the core documents.
- For accidental death assistance of Rs 4,00,000, an FIR or post-mortem report establishing that the death was accidental is required in addition to the death certificate.
- For permanent disability of Rs 2,00,000 or partial disability of Rs 1,00,000, a disability certificate from the competent medical board is the deciding document.
In every case, the worker must have been a registered Sambal beneficiary at the time of the event. Registration filed after a death is the single most common reason a family's claim fails.
How to check your Sambal status
- Open sambal.mp.gov.in.
- Choose the application status or Sambal card status option.
- Enter your Samagra ID or Sambal registration number and submit.
- Read the status line, it shows whether the local body has verified, returned or rejected the application.
If the status shows the application pending with the gram panchayat or ward office for a long time, follow up in person with that office. The Labour Department cannot approve a registration that the local body has not yet verified.
Why Sambal applications get rejected, and what to do
- Samagra data mismatch, where the name, age or family composition on the Samagra record does not match Aadhaar. Correct the Samagra record first.
- Age outside 18 to 60 years as recorded on Samagra, sometimes due to a wrong date of birth in the database rather than the applicant's real age.
- Existing social security cover picked up from EPF or ESIC records.
- Income tax filing or government service detected during verification.
- Bank account not Aadhaar-seeded, which blocks DBT even after approval.
- Local body verification not completed, technically pending, not rejected, but it has the same effect on the applicant.
Sambal 2.0 provides two remedies. The re-registration option lets a worker whose earlier application was rejected apply afresh once the underlying defect is corrected. The appeal option handles cases where the worker believes the rejection itself was wrong. Both are available from the applicant section of the portal.
