What is Mukhyamantri Baal Aasheervaad Yojana?

Mukhyamantri Baal Aasheervaad Yojana: commonly written as Mukhyamantri Bal Ashirwad Yojana, is a Madhya Pradesh scheme for two groups of children that the welfare system has historically dropped: young people who age out of a child care institution at 18, and orphaned children being raised by relatives outside any institution. The Women and Child Development Department is the nodal department, and the scheme is administered through the state's child protection machinery.

The scheme has two distinct components, and confusing them is the single most common mistake families make.

Aftercare applies to young people above 18 who are leaving a child care institution. Turning 18 legally ends institutional care, and until this scheme a care leaver walked out with almost nothing. Aftercare provides money and education support so the young person can finish training or a degree and stand on their own.

Sponsorship applies to orphaned children under 18 who live with relatives or guardians. Here the aim is the opposite: to keep the child out of an institution altogether by making it financially possible for the extended family to raise them.

How much does Mukhyamantri Baal Aasheervaad Yojana pay?

Aftercare component

Route Monthly amount Maximum duration
Industrial internship Rs 5,000 Up to 1 year
Vocational training Rs 5,000 Up to 2 years
Technical, medical or law education Rs 5,000 to Rs 8,000 Duration of the course

Alongside the monthly amount, the state pays the full tuition fee for technical, medical and law courses at the rate determined by the regulatory commission, and provides free enrolment at government polytechnics, ITIs, nursing courses and skill development programmes.

Aftercare support runs through the internship, training or fixed education period or until the beneficiary turns 24, whichever is earlier. That age cap is the outer boundary of the scheme.

Sponsorship component

  • Rs 4,000 per month, deposited into a joint account held by the child and the guardian.
  • Minimum tenure of one year, extendable until the child turns 18.
  • An Ayushman health card for the child.

The joint-account rule matters. It means the guardian cannot draw the money without the child's account being in place, and it builds a financial record in the child's own name before they turn 18.

Who is eligible for Mukhyamantri Baal Aasheervaad Yojana?

Aftercare. You can apply if:

  • You lived continuously in a child care institution for 5 years, counting the year in which you are released.
  • You have crossed 18 and are being released from the institution.
  • You are joining an industrial internship, vocational training, or higher education in a technical, medical or law stream, or another approved course.
  • You are under 24.

Sponsorship, a child can be covered if:

  • The child is under 18 and a resident of Madhya Pradesh.
  • The child's parents are deceased.
  • The child is living with relatives or guardians, not in an institution.
  • The Child Welfare Committee accepts the case after the home study and social investigation reports.

You cannot apply, or you are not eligible, if:

  • You spent less than 5 continuous years in a child care institution and are seeking aftercare. This residence rule is the hard filter on the aftercare side.
  • You are 24 or older. Aftercare stops at 24 regardless of whether the course is finished.
  • The child is in an institution and you are seeking sponsorship: sponsorship exists precisely to support children living outside institutions.
  • Both parents are alive. Sponsorship under this scheme is framed around orphaned children; other categories of vulnerable children are handled under separate sponsorship and foster care provisions of the Juvenile Justice framework.
  • The Child Welfare Committee has not approved the case. No amount of paperwork substitutes for the Committee's order.
  • You are not a Madhya Pradesh resident.

How to apply for Mukhyamantri Baal Aasheervaad Yojana

The application is filed online at balashirwadyojna.mp.gov.in, but the case is built by officials rather than by the applicant alone.

  1. For aftercare, start with the institution superintendent. Superintendents are required to identify children turning 17 and prepare an Individual Care Plan for each one, well before the release date. If you are approaching 18 in an institution and no plan has been made, ask for it.
  2. Choose your route: industrial internship, vocational training, or higher education. The superintendent prepares separate lists for each of these three categories.
  3. File the application on the portal with the superintendent's help, attaching the care plan, residence record, Aadhaar, Samagra ID, bank details and the admission or internship letter.
  4. For sponsorship, wait for or approach the District Programme Officer. District Programme Officers identify eligible families and collect applications; a relative raising an orphaned child can also approach the office directly rather than wait to be found.
  5. Cooperate with the home study. The District Child Protection Unit prepares a home study report and a family social investigation report in the format specified by the MP Sponsorship Guidelines, 2020. This visit is not optional and the case cannot move without it.
  6. Attend the Child Welfare Committee. The Committee reviews the papers and, where applicable, declares the child as requiring care and protection under the Juvenile Justice Act procedure.
  7. Collect the approval order from the portal. The scheme committee issues approval orders through the portal, and the payment follows the order.
  8. Renew every year. The Committee decides annually whether benefits continue or stop and issues a fresh order, so an approved case still needs the yearly review done on time.

How to check the status of an application

  1. Log in to balashirwadyojna.mp.gov.in with the credentials created when the application was filed.
  2. Check whether the case shows as applied, under CWC consideration, approved or discontinued. Approval orders are issued through the portal, so the portal is the authoritative record.
  3. For aftercare, the institution superintendent can see and follow up on the case; for sponsorship, the District Child Protection Unit is the office to ask.
  4. Check the bank account. The beneficiary's own for aftercare, the joint account for sponsorship, once approval shows on the portal.

Why cases get held up or rejected

  • Individual Care Plan not prepared in time by the institution, so the aftercare case has no base document when the child turns 18.
  • Residence in the institution short of 5 continuous years, which is a disqualification rather than a paperwork gap.
  • Home study report pending with the District Child Protection Unit. The most common delay on the sponsorship side.
  • No joint account opened, so the sponsorship transfer has nowhere to land.
  • Annual review missed. Approvals are yearly. A case that is not reviewed stops paying even though it was never rejected.
  • Admission or internship proof not uploaded, leaving the department unable to fix which aftercare slab applies.
  • Beneficiary crosses 24 during a long course, at which point aftercare ends.

Key dates and timing

Mukhyamantri Baal Aasheervaad Yojana has no single annual last date. The department's stated practice is to run the identification, care planning and categorisation process well in advance each year, and to issue approval orders annually through the portal. In practical terms this means an aftercare case should be built in the year the child is 17, not in the month they turn 18, and a sponsorship case should be filed as soon as the guardianship situation is stable enough to be documented.

Where to complain or get help

  • Superintendent of the child care institution: first point for any aftercare case.
  • District Child Protection Unit (DCPU) and the District Programme Officer, Women and Child Development, for sponsorship cases.
  • Child Welfare Committee of the district, the approving authority.
  • Scheme portal: scps.mp.gov.in and balashirwadyojna.mp.gov.in.
  • Childline 1098 for a child in immediate danger, and CM Helpline 181 for delays in a sanctioned case.

The entire process is free. No fee is payable to an institution, an official or any intermediary for an aftercare or sponsorship approval.

Aftercare pays Rs 5,000 a month during an internship for up to 1 year and Rs 5,000 a month during vocational training for up to 2 years, and Rs 5,000 to Rs 8,000 a month for technical, medical or law studies. Sponsorship pays Rs 4,000 a month for an orphaned child under 18.

Who is eligible for the aftercare part of the scheme?

Young people who lived continuously in a child care institution for 5 years, counting the year of release, and have crossed 18 are eligible for aftercare. Support runs through the internship, training or education period, or until the age of 24, whichever comes first.

Who is eligible for the sponsorship part?

Children under 18 who are residents of Madhya Pradesh, whose parents have died, and who are living with relatives or guardians rather than in an institution are eligible for sponsorship. Sponsorship runs for a minimum of one year and can continue until the child turns 18.

Are college fees paid as well?

Yes, for aftercare beneficiaries in higher education. The state pays the full tuition fee as determined by the regulatory commission for technical, medical and law courses, in addition to the monthly amount. Enrolment at government polytechnics, ITIs, nursing courses and skill development programmes is also free.

Where do I apply for Mukhyamantri Baal Aasheervaad Yojana?

The District Child Welfare Committee is the approving authority. It reviews the home study and social investigation reports, declares a child as requiring care and protection under the Juvenile Justice Act procedure where applicable, and issues approval orders through the portal each year.

Does a family get an Ayushman card under sponsorship?

Yes. Children covered under the sponsorship component are provided an Ayushman health card alongside the Rs 4,000 monthly assistance, so that medical costs do not fall on the relative or guardian caring for the child.

Is there any fee for applying?

No. The process is free at every stage. Applications are filed through the child care institution or the District Child Protection Unit, and no agent or intermediary has any role in approval.
