What is Mukhyamantri Asangathit Mazdoor Yojana?

Mukhyamantri Asangathit Mazdoor Yojana is the name Madhya Pradesh workers commonly use for the state's welfare package for unorganised labourers; asangathit mazdoor meaning a worker outside the formal, socially insured workforce. In its current official form the scheme runs as the Mukhyamantri Jan Kalyan (Sambal) Yojana, started on 1 April 2018 and relaunched as Sambal 2.0 with a new portal and a simplified process. It is administered by the Unorganised Workers Welfare Board (Asangathit Karmkar Mandal) under the Madhya Pradesh Labour Department.

According to the Madhya Pradesh entitlement record for the scheme, the purpose is to give financial security to families of registered unorganised-sector workers who receive no other social security benefit. The two statutes named on the Sambal portal are the Unorganised Workers Welfare Act, 2003 and the Unorganised Workers Social Security Act, 2008.

As shown on sambal.mp.gov.in, the state has issued more than 1.88 crore Sambal registrations, and has settled over 2.57 lakh funeral assistance cases and over 2.89 lakh ex-gratia cases.

Who is eligible for Mukhyamantri Asangathit Mazdoor Yojana?

The Madhya Pradesh entitlement record sets a single, testable definition. A person qualifies if they do not receive provident fund, Employees State Insurance or gratuity benefits, and if the worker or the spouse:

  • holds not more than 1 hectare of agricultural land;
  • is not in government service; and
  • is not an income tax payer.

The beneficiary class is recorded as open to all categories, and specifically to holders of an Unorganised Workers Welfare Board card. The scheme runs in both urban and rural areas of Madhya Pradesh.

Who cannot apply

  • A worker already covered by EPF, ESIC or gratuity is not eligible, the scheme is meant only for those outside formal social security.
  • A family holding more than 1 hectare of agricultural land is not eligible.
  • Government servants, and families where the spouse is in government service, cannot apply.
  • Income tax payers, and workers whose spouse pays income tax, are not eligible.
  • A person without a valid Sambal registration cannot claim any benefit, because the entitlement record lists valid registration as the one document the scheme requires.

How much does Mukhyamantri Asangathit Mazdoor Yojana pay?

Benefit Amount
Funeral assistance (antyeshti sahayata) Rs 5,000
Ex-gratia on accidental death Rs 4,00,000
Ex-gratia on normal death Rs 2,00,000
Permanent disability Rs 2,00,000
Partial permanent disability Rs 1,00,000

All payments are made through DBT directly into the beneficiary's bank account, so an Aadhaar-seeded, live account is essential. Funeral assistance is released immediately on death, and the case is entered on the Sambal portal within 7 working days for adjustment of the amount.

The Sambal portal also lists two schemes run by other departments for the same registered workers: Prasuti Sahayata Yojana (maternity assistance) and a college education incentive scheme. These are not claimed on the Sambal ex-gratia form.

What documents are required?

Document Mandatory Notes
Valid Sambal registration Yes The only document the entitlement record names
Samagra member ID Yes Used to start registration and to look up the beneficiary
Aadhaar card Yes For e-KYC and DBT seeding
Bank account passbook Yes All payments are by DBT
Death certificate For death claims Establishes the event
Post-mortem report or FIR For accident claims Needed to get the Rs 4 lakh accidental-death rate rather than Rs 2 lakh
Disability certificate For disability claims Issued by a medical board

How to apply for Mukhyamantri Asangathit Mazdoor Yojana registration

  1. Open sambal.mp.gov.in and choose "Apply for registration" (panjiyan hetu aavedan karein). You can also do this at an MPOnline kiosk, a Lok Seva Kendra or a Common Service Centre — the entitlement record names all three routes.
  2. Enter your Samagra or Sambal member ID and pull up your family record. The portal has a separate "beneficiary details" box where you can check what is already recorded against your ID.
  3. Complete e-KYC using Aadhaar, and fill in your work details, bank account number and mobile number. Registration is free. The entitlement record records the application fee as nil.
  4. Wait for approval by the designated officer. In rural areas this is the Chief Executive Officer of the Janpad Panchayat; in urban areas it is the Municipal Commissioner for a municipal corporation, or the Chief Municipal Officer for a municipality, nagar parishad or nagar panchayat.
  5. Download your Sambal card from the portal once the application is approved, using the "applicant card download" option.

How to claim funeral or ex-gratia assistance

  1. Report the death or accident to the ward or gram panchayat office immediately so that funeral assistance of Rs 5,000 is released without delay.
  2. Open sambal.mp.gov.in and use the correct service: apply for ex-gratia assistance (death), ex-gratia (partial disability) or ex-gratia (permanent disability).
  3. Attach proof of the event; death certificate, and post-mortem report or FIR for an accidental death, or a medical board disability certificate.
  4. File within 180 days of the incident. The entitlement record sets 180 days as the outer limit for an ex-gratia claim, while allowing the designated officer to relax it.
  5. Track the case using "ex-gratia application status" (anugrah aavedan ki sthiti) on the portal.

How to check your Sambal application status

  • Use "Sambal application status" on sambal.mp.gov.in for a registration.
  • Use "ex-gratia application status" for a death or disability claim.
  • Enter your Sambal or Samagra member ID in the beneficiary details box on the home page to see what the department holds against your name.
  • The portal also publishes ward-wise and village-wise lists of Sambal cards, of workers pending e-KYC and of applications pending verification, which is the fastest way to find out whether your file is stuck at the verifier.

Common reasons a Sambal claim is rejected

  • e-KYC not completed. The portal publishes a village-wise list of registered workers whose e-KYC is pending; an incomplete e-KYC stops payment.
  • Verification pending with the ward or panchayat. Check the ward-wise pending-verification list and follow up with the Janpad CEO or Chief Municipal Officer.
  • Exclusion triggered. More than 1 hectare of land, government service, income tax payment or existing EPF/ESIC cover in the worker's or spouse's name all disqualify the family.
  • Claim filed after 180 days for ex-gratia, without the designated officer relaxing the limit.
  • Accidental death claimed without an FIR or post-mortem report, which results in the case being settled at the normal-death rate of Rs 2 lakh instead of Rs 4 lakh.
  • Bank account inactive or not Aadhaar-seeded, so the DBT transfer fails.

Sambal 2.0 specifically opened re-registration for workers who were earlier marked ineligible, so a rejected worker from the Sambal 1.0 period should apply again rather than assume permanent exclusion.

How to raise a grievance

  • Appeal against rejected registration: in rural areas, the Sub-Divisional Officer (Revenue) of the area; in a municipal corporation, the Additional or Deputy Collector nominated by the Collector; in a municipality or nagar panchayat, again the Sub-Divisional Officer (Revenue). The portal has an online "apply for appeal" service and an appeal search page.
  • Ex-gratia appeal: a separate anugrah appeal service on the portal.
  • Sambal helpline: 0755-2700800.
  • State grievance route: the Madhya Pradesh CM Helpline on 181.

Registration under Mukhyamantri Asangathit Mazdoor Yojana carries no fee. No agent can charge for adding a name to the Sambal list, and every payment reaches the worker's own bank account by DBT.

Frequently asked questions

How much does Mukhyamantri Asangathit Mazdoor Yojana pay?

The scheme pays Rs 5,000 funeral assistance, Rs 2,00,000 ex-gratia on normal death, Rs 4,00,000 on accidental death, Rs 2,00,000 on permanent disability and Rs 1,00,000 on partial permanent disability, according to the Madhya Pradesh entitlement record for Sambal 2.0.

Who is an unorganised worker for this scheme?

A person who does not get provident fund, Employees State Insurance or gratuity cover, whose family holds not more than 1 hectare of agricultural land, who is not in government service and who is not an income tax payer. The condition applies to the worker and to the spouse.

Is Mukhyamantri Asangathit Mazdoor Yojana the same as Sambal?

Yes in practice. Madhya Pradesh delivers its unorganised workers' welfare benefits through the Mukhyamantri Jan Kalyan (Sambal) Yojana, started on 1 April 2018 and relaunched as Sambal 2.0 with a new portal and simplified process. The Unorganised Workers Welfare Board (Asangathit Karmkar Mandal) administers it.

How do I register for a Sambal card?

Apply free at sambal.mp.gov.in, or through an MPOnline kiosk, Lok Seva Kendra or Common Service Centre using your Samagra member ID. In rural areas the Chief Executive Officer of the Janpad Panchayat approves the registration; in urban areas it is the Municipal Commissioner or Chief Municipal Officer.

By when must a death or disability claim be filed?

An ex-gratia claim must be filed within 180 days of the incident, though the entitlement record allows the designated officer to relax that limit. Funeral assistance is paid immediately, with the case entered on the portal within 7 working days.

What can I do if my Sambal registration is rejected?

File an appeal through the "apply for appeal" service on sambal.mp.gov.in. In rural areas the appeal lies with the Sub-Divisional Officer (Revenue); in a municipal corporation it goes to the Additional or Deputy Collector nominated by the Collector.

Does Sambal pay any maternity benefit?

Sambal itself pays funeral and ex-gratia assistance. The Sambal portal separately lists Prasuti Sahayata Yojana and a college education incentive as schemes run by other departments for the same registered workers, so a registered woman worker should ask about maternity assistance at the health facility, not on the Sambal claim form.

Is there any fee to register under Sambal?

No. The Madhya Pradesh entitlement record records the application fee as nil. Registration through the portal, a Lok Seva Kendra or a Common Service Centre is free.
