What is Mukhyamantri Yuva Udyami Yojana?

Mukhyamantri Yuva Udyami Yojana is the larger of the two entrepreneurship loan schemes run by the MSME Department of the Government of Madhya Pradesh. Where Mukhyamantri Swarojgar Yojana funds a repair shop or a photocopy counter, this scheme funds a unit, a small manufacturing plant, a food processing line, a service enterprise with real machinery behind it. District industry centre pages record the scheme as active since 1 August 2014, with the stated purpose of establishing self-employment for the educated unemployed.

The financial structure is straightforward. The entrepreneur brings a project costing between Rs 10 lakh and Rs 2 crore. A bank lends against it. The state puts in margin money so the entrepreneur does not have to find the whole promoter contribution in cash, pays an interest subsidy for the first years while the unit is finding its feet, and covers the guarantee fee so the loan can be taken without a mortgage. Training support is also part of the package on district pages.

Two administrative facts matter as much as the numbers. First, the scheme is fully online; applications are made on msme.mponline.gov.in and travel electronically to the District Trade and Industry Centre and then to the bank. Second, Madhya Pradesh has since consolidated its MSME self-employment schemes into Mukhyamantri Udyam Kranti Yojana (MMUKY), which the CM Helpline scheme directory lists under the Micro, Small and Medium Enterprises department, and secondary reporting places Mukhyamantri Yuva Udyami Yojana, Mukhyamantri Swarojgar Yojana and Mukhyamantri Krishak Udyami Yojana inside that merger. District pages for this scheme are still published. Verify with your District Trade and Industry Centre which scheme is currently taking applications before you spend money on a project report.

Who is eligible for Mukhyamantri Yuva Udyami Yojana?

You can apply if:

  • You are a native or permanent resident of Madhya Pradesh.
  • You are between 18 and 40 years of age on the date of the application.
  • You have passed at least class 10.
  • Your proposed project costs between Rs 10 lakh and Rs 2 crore.
  • You are not a defaulter to any nationalised, scheduled or cooperative bank.
  • You are setting up a new industrial or service enterprise.

You cannot apply, or are not eligible, if:

  • You are already receiving assistance under any other government entrepreneur or self-employment scheme. This is stated explicitly on district scheme pages and is checked at scrutiny.
  • You are a bank defaulter, including on a loan taken by a firm in which you are a partner.
  • Your project cost is below Rs 10 lakh, that size belongs under Mukhyamantri Swarojgar Yojana or the successor scheme, not here.
  • You are over 40 on the date of application, or have not passed class 10.
  • You are not domiciled in Madhya Pradesh.
  • You are buying into an existing running unit rather than establishing a new one.

How much benefit does Mukhyamantri Yuva Udyami Yojana give?

Component Provision
Project cost covered Rs 10 lakh to Rs 2 crore
Margin money, general applicant 15 per cent of project cost, maximum Rs 12 lakh
Margin money: applicant below poverty line 20 per cent of project cost, maximum Rs 18 lakh
Interest subsidy 5 per cent per annum for a maximum of 7 years on the project cost
Guarantee fee Borne by the state, so the loan is intended to be collateral-free
Additional support Entrepreneurship training arranged through the district industry centre

Margin money under this scheme is calculated by district pages as a percentage of the capital investment in plant and machinery, so the eligible amount depends on how much of your project cost is machinery rather than working capital. Get that split right in the project report, because it decides the margin money figure.

The interest subsidy is an adjustment in the loan account, not cash in hand. Some sources report a higher rate: around 6 per cent per annum, for women entrepreneurs; that figure is not confirmed on a Madhya Pradesh government page, so treat the sanction letter from your bank as the authority on the rate that applies to you.

How to apply for Mukhyamantri Yuva Udyami Yojana

  1. Prepare the detailed project report first. For a project of Rs 10 lakh and above, get a chartered accountant to certify the DPR, machinery list and quotations, civil work, working capital, projected turnover, break-even and a repayment schedule that matches the loan tenure.
  2. Register on msme.mponline.gov.in using your Aadhaar number and a mobile number that can receive the OTP.
  3. Select the scheme. If Mukhyamantri Yuva Udyami Yojana is not open, the portal will show the current MSME self-employment scheme: normally Mukhyamantri Udyam Kranti Yojana β€” and the application should be filed there.
  4. Complete the online application form, entering your qualification, age, domicile details, the proposed activity, the project cost, the plant and machinery component and the bank branch you want the case sent to.
  5. Upload the documents; class 10 mark sheet, Aadhaar, voter card, domicile certificate, ration or BPL card where the higher margin money is claimed, caste and income certificates where relevant, the CA-certified project report, the bank passbook and a passport photograph.
  6. Submit and note the application number. The file moves electronically to the District Trade and Industry Centre and is then forwarded to the bank.
  7. Attend the bank appraisal with all originals. Reserve Bank of India norms expect a decision within about 6 weeks, with disbursement within about a month of sanction.
  8. Complete post-sanction formalities; Udyam registration for the enterprise, the pollution or trade clearances your activity needs, and the machinery purchase bills the bank requires before releasing the term loan.

How to check your application status

  1. Sign in to msme.mponline.gov.in with the registered mobile number.
  2. Open the application status screen and enter the application number.
  3. Read the stage carefully: "pending at DTIC", "forwarded to bank", "sanctioned", "disbursed" or "rejected" each need a different follow-up.
  4. Once the case shows as forwarded to the bank, chase the branch, not the portal. Sanction happens at the branch, and the portal only mirrors it.

Why applications get rejected, and what to do about it

  • Project report that does not stand up. The most common bank-level rejection. A DPR without machinery quotations, a market assessment or a realistic repayment schedule will not clear appraisal at Rs 10 lakh and above.
  • Default record. Any default with a nationalised or cooperative bank, in your own name or in a firm you are a partner in, ends the case.
  • Already a beneficiary elsewhere. Assistance under another entrepreneurship scheme disqualifies the applicant.
  • Age or qualification mismatch. A date of birth on the class 10 mark sheet that does not agree with Aadhaar.
  • Project cost outside the band. Cases below Rs 10 lakh are returned to be filed under the small-enterprise scheme.
  • Wrong or merged scheme selected, which is why confirming the live scheme with the district centre before filing saves the most time.
  • Plant and machinery understated, which cuts the margin money you can claim even after sanction.

Key dates and processing times

Mukhyamantri Yuva Udyami Yojana carries no annual last date; the portal takes applications through the year against district targets. The clocks that matter are internal: banks are expected to decide such cases within about 6 weeks under Reserve Bank of India guidelines, and funds are expected to be released within about a month of approval, as recorded in the CM Helpline entry for the state's MSME self-employment credit scheme. Escalate to the District Trade and Industry Centre once those periods pass without a decision.

Help and grievance redressal

  • District Trade and Industry Centre (Jila Vyapar evam Udyog Kendra). The designated office for applications, scrutiny, bank follow-up and training.
  • MPOnline citizen helpline: 0755-6720200, for portal registration, upload and payment problems on msme.mponline.gov.in.
  • CM Helpline, for a formal state grievance where the district centre or the bank does not act within the notified periods.
  • MSME Department, Government of Madhya Pradesh, Bhopal, for confirmation of which scheme is currently in force after the consolidation into Mukhyamantri Udyam Kranti Yojana.

Applying is free. No consultant is required to file the online form, and while a chartered accountant will legitimately charge for preparing and certifying the project report, nobody can charge a fee for "getting the loan sanctioned".

Frequently asked questions

What is Mukhyamantri Yuva Udyami Yojana?

Mukhyamantri Yuva Udyami Yojana is a Madhya Pradesh MSME Department scheme, operating since 1 August 2014, that helps educated unemployed youth set up a manufacturing or service enterprise with a project cost between Rs 10 lakh and Rs 2 crore, supported by margin money, an interest subsidy and a loan guarantee.

How much loan and subsidy does the scheme give?

The scheme covers a project cost of Rs 10 lakh to Rs 2 crore, with margin money of 15 per cent of the project cost up to a maximum of Rs 12 lakh for general applicants and 20 per cent up to Rs 18 lakh for applicants below the poverty line, plus an interest subsidy of 5 per cent a year for up to 7 years.

What are the age and education requirements?

The applicant must be between 18 and 40 years of age on the date of application and must have passed at least class 10, in addition to being a native of Madhya Pradesh.

Is Mukhyamantri Yuva Udyami Yojana still accepting applications?

Check before you apply. Madhya Pradesh consolidated its MSME self-employment schemes into Mukhyamantri Udyam Kranti Yojana, and new applicants are generally routed there, while district pages for the older scheme remain published. Your District Trade and Industry Centre will confirm which scheme is live for your project size.

What is the difference between this scheme and Mukhyamantri Swarojgar Yojana?

Project size is the difference. Mukhyamantri Swarojgar Yojana covers small ventures costing Rs 50,000 to Rs 10 lakh with a class 5 education bar and an age range of 18 to 45, while Mukhyamantri Yuva Udyami Yojana covers projects of Rs 10 lakh to Rs 2 crore with a class 10 bar and an age range of 18 to 40.

Do I need collateral security?

The scheme is built around a credit guarantee with the state reimbursing the guarantee fee, so a separate mortgage is not the intention. Where a bank cannot place a large loan under guarantee cover it may still seek security under its own credit policy.

Can I apply if I already receive help under another government scheme?

No. An applicant already assisted under any other government entrepreneurship or self-employment scheme is not eligible, and neither is anyone who is a defaulter to a nationalised or cooperative bank.

Where is the application made?

Applications are made online at msme.mponline.gov.in and are forwarded electronically to the District Trade and Industry Centre and then to the bank chosen by the applicant; there is no paper submission route.
