What is Mukhyamantri Udyam Kranti Yojana?

Mukhyamantri Udyam Kranti Yojana is a Madhya Pradesh Micro, Small and Medium Enterprises Department scheme that helps young residents of the state set up a new business by arranging a collateral-free bank loan and then subsidising its interest. The scheme was launched in 2022 and is run through the Directorate of Industries and the District Trade and Industry Centres (DTICs) in every district.

The state's role is deliberately limited and worth understanding before applying. Madhya Pradesh does not lend money under this scheme. A bank sanctions the loan on ordinary commercial terms after assessing your project report. What the state does is (a) put the case in front of participating banks through a common portal, (b) pay 3 per cent of the interest every year for up to 7 years, and (c) reimburse the credit guarantee fee so the bank does not need collateral. In practice that turns a hard-to-get unsecured loan into a realistic one and cuts the effective interest rate by three percentage points.

Loan limits under the scheme:

  • Manufacturing enterprises, Rs 50,000 to Rs 50 lakh.
  • Service enterprises and retail trade; Rs 50,000 to Rs 25 lakh.

Both bands include eligible startups. Primary agricultural activity is excluded: Madhya Pradesh runs separate lines for farm and farm-linked enterprise, including the Mukhyamantri Krishak Udyami Yojana.

The scheme sits alongside the earlier Mukhya Mantri Yuva Swarozgar Yojana and Mukhyamantri Arthik Kalyan Yojana in the state's self-employment stack. The key difference is that Udyam Kranti pays a running interest subsidy rather than a one-time margin money grant.

Who is eligible for Mukhyamantri Udyam Kranti Yojana?

You qualify if:

  • You are a permanent resident of Madhya Pradesh and can produce a domicile or residence proof.
  • You are aged 18 to 45 years on the date of application.
  • You have passed at least Class 8.
  • Your family's annual income does not exceed Rs 12 lakh.
  • You are setting up a new manufacturing, service or retail trade enterprise, or an eligible startup.
  • You have a workable project report for the proposed activity.
  • You are not a defaulter of any bank or financial institution.

You cannot apply if:

  • You are below 18 or above 45 years of age.
  • You are not a permanent resident of Madhya Pradesh.
  • Your family income exceeds Rs 12 lakh a year.
  • You have not passed Class 8.
  • You are already receiving benefit under another state or central self-employment or subsidy scheme for the same enterprise. Double-dipping is the most common disqualification.
  • You are a defaulter of a bank, or your name appears in a bank's defaulter list.
  • Your proposed activity is primary agriculture: crop cultivation and similar farm activity is outside this scheme.
  • You are seeking finance for an existing running unit rather than a new one.

There is no caste restriction built into eligibility, and the scheme is open to men and women alike. A caste certificate is only relevant if you are claiming a relaxation or a parallel benefit that carries one.

What documents are required for Mukhyamantri Udyam Kranti Yojana?

Document Mandatory Notes
Aadhaar card Yes Portal registration and bank KYC
PAN card Yes Required for the loan account
MP domicile or residence proof Yes Restricted to state residents
Class 8 or higher certificate Yes Minimum qualification proof
Family income certificate Yes Must show income under Rs 12 lakh a year
Project report Yes Activity, machinery, working capital, projections
Bank account details Yes Interest subsidy is credited by DBT
Passport-size photograph Yes Uploaded with the application
Income tax return No Only if you or your family file returns
Caste certificate No Only where a relaxation or parallel benefit is claimed

The project report is the document that decides your case. Banks reject far more applications for a weak or copied project report than for missing identity papers. It should state the specific product or service, the machinery and its quoted cost, the premises, the working capital cycle, expected monthly sales and how the loan will be repaid.

How to apply for Mukhyamantri Udyam Kranti Yojana online

  1. Open the Madhya Pradesh MSME department portal at msme.mponline.gov.in and select Mukhyamantri Udyam Kranti Yojana from the scheme list.
  2. Register as a new applicant using your Aadhaar number and mobile number, and verify the OTP sent to that mobile.
  3. Fill the application form with personal details, education, family income, the proposed enterprise activity, the location of the unit and the loan amount sought.
  4. Upload the documents; Aadhaar, PAN, domicile, education certificate, income certificate, project report and photograph, in the sizes and formats the portal specifies.
  5. Choose your preferred bank branch from the list of participating lenders. Picking a branch where you already hold an account usually speeds up verification.
  6. Submit the application and save the application number. The portal forwards the case to the District Trade and Industry Centre and then to the selected bank.
  7. Attend the bank interview when called. Carry originals of every uploaded document and be ready to explain the project report in your own words.
  8. Complete the 12-day online Entrepreneurship Development Programme required under the scheme.
  9. Accept the sanction and complete disbursement formalities, including the CGTMSE guarantee cover. The 3 per cent interest subsidy is then credited to your loan account by Direct Benefit Transfer.

How to apply offline through the DTIC

  1. Visit the District Trade and Industry Centre (DTIC) at your district headquarters. The General Manager's office handles MSME schemes.
  2. Ask the scheme desk for assisted registration on the MSME portal. DTIC staff will complete the online form for applicants who cannot do it themselves, since the scheme is online-only at the back end.
  3. Submit your document set and project report at the counter and take an inward receipt with the application number.
  4. Follow up with the DTIC on the bank forwarding, which is the stage where most cases stall. The DTIC can push the branch and, if a branch refuses without reason, route the case to another lender.

How much benefit does the scheme actually give?

Two things are worth separating.

The loan is not a grant. It is a commercial bank loan of Rs 50,000 to Rs 50 lakh (manufacturing) or Rs 50,000 to Rs 25 lakh (service and retail) that you must repay with interest on the bank's schedule.

The subsidy is what the state pays:

  • 3 per cent per year interest subsidy on the outstanding loan, for a maximum of 7 years, credited to the loan account by DBT.
  • Reimbursement of the credit guarantee fee under CGTMSE for the same period, which is the mechanism that removes the need for collateral.

On a Rs 10 lakh loan, a 3 per cent subsidy is worth roughly Rs 30,000 in the first year and tapers as the principal reduces. Over seven years the cumulative saving on a well-repaid loan is substantial, but it only accrues while the account remains standard, a loan that slips into default loses the subsidy.

How to check your application status

  1. Log in to msme.mponline.gov.in with your registered mobile number and application number, and open the application tracking screen.
  2. Read the current stage: application submitted, DTIC verified, forwarded to bank, sanctioned, or disbursed.
  3. Contact the branch directly once the status shows "forwarded to bank", because from that point the delay is at the branch, not the portal.
  4. Call the Directorate of Industries on 0755-2677988 or 0755-2677966 if the case sits at one stage for weeks without movement.
  5. Check your loan account statement for the interest subsidy credit after disbursement.

Why applications get rejected

  • Weak or generic project report, the most common reason banks decline. A report that does not name the specific machinery, supplier and market is treated as non-serious.
  • Age outside 18 to 45, checked against Aadhaar or the Class 8 certificate.
  • Family income above Rs 12 lakh, or an income certificate the bank does not accept.
  • Existing default or an adverse credit record in the applicant's name.
  • Benefit already drawn under Mukhya Mantri Yuva Swarozgar Yojana, Mukhyamantri Arthik Kalyan Yojana, PMEGP or a similar scheme.
  • Activity not covered, particularly primary agriculture.
  • Document mismatch; name spelled differently on Aadhaar, PAN and the education certificate.
  • Bank branch declines on commercial grounds. This is a real outcome. The scheme does not compel a bank to lend; if a branch refuses, ask the DTIC to route the case to another participating lender.

Where to get help and raise a grievance

  • District Trade and Industry Centre (DTIC), the first and most effective point of contact in every district.
  • Directorate of Industries, Bhopal to 0755-2677988, 0755-2677966.
  • MP Online portal helpdesk at msme.mponline.gov.in for technical problems with registration or document upload.
  • CM Helpline 181, for a written, tracked grievance where the district does not respond.
  • Bank's own grievance channel and the RBI Banking Ombudsman, for a branch that demands collateral on a CGTMSE-covered loan or asks for any payment.

Applying under Mukhyamantri Udyam Kranti Yojana is free. No consultant, agent or bank official may charge a fee for sanctioning your loan or "getting the file cleared", and preparing your own project report rather than buying a template is also the surest way to get through the bank interview.

What is the interest subsidy under this scheme?

Do I need to give collateral security for the loan?

No. Loans under Mukhyamantri Udyam Kranti Yojana are collateral-free. They are covered by the Credit Guarantee Fund Trust for Micro and Small Enterprises, and the state reimburses the guarantee fee. No. The scheme is meant for new enterprises. An applicant who is already running the unit being financed, or who is already drawing benefit under another state or central self-employment scheme, is not eligible.
