What was Mukhyamantri Krishak Samriddhi Yojana?

Mukhyamantri Krishak Samriddhi Yojana was a Madhya Pradesh crop-incentive scheme that paid farmers a flat bonus per quintal on top of the minimum support price they had already received for crops sold at government procurement centres. In Hindi it is written मुख्यमंत्री कृषक समृद्धि योजना, and farmers usually described the payment simply as the "protsahan rashi". The incentive amount.

Mukhyamantri Krishak Samriddhi Yojana belongs to a cluster of price-support experiments Madhya Pradesh ran from 2017 onward, alongside Bhavantar Bhugtan Yojana, the price-deficiency payment scheme under which Madhya Pradesh became the first state in India to pay farmers the gap between MSP and the actual market price. The two schemes worked differently and it is worth keeping them apart: Bhavantar covered open-market sales in the mandi and paid a variable difference, while Krishak Samriddhi covered sales at registered government procurement centres and paid a fixed per-quintal amount over the MSP.

Administration ran through the Farmer Welfare and Agriculture Development Department together with the Cooperation Department, which controls the primary agricultural cooperative societies that operate most wheat procurement centres in the state. The Cooperation Department's own site lists Mukhyamantri Krishak Samriddhi Yojana among its schemes.

The notified incentive rates

  • Wheat: Rs 265 per quintal for wheat sold between 15 March and 26 May 2018 at or below the minimum support price.
  • Gram (chana), lentil (masoor) and mustard (sarson): Rs 100 per quintal for produce sold between 10 April and 9 June 2018.

Who was eligible for Mukhyamantri Krishak Samriddhi Yojana?

You were covered if:

  • You were a farmer in Madhya Pradesh with land recorded in your name.
  • You had registered on the state e-Uparjan procurement portal before the season opened, with your bank account and Aadhaar recorded.
  • Your girdawari crop entry showed the notified crop sown on the registered khasra.
  • You sold the notified crop at a registered government procurement centre within the notified window and held the sale receipt.

You were not eligible if:

  • You sold to a private trader, an unregistered buyer or outside the notified procurement system. This was the single biggest exclusion.
  • You never registered on e-Uparjan for that season, so no sale record existed against your name.
  • Your land record did not show the notified crop, so the sown-area check failed.
  • You sold outside the notified date window.
  • You attempted to route purchased produce through your registration, a practice the state screened for by comparing declared sown area with the quantity sold.
  • You were not a Madhya Pradesh farmer.

Farmers cannot apply for the 2018 incentive now. What remains relevant is the mechanism, because Madhya Pradesh continues to announce per-quintal bonuses over the wheat MSP through the same procurement system, and the eligibility logic is identical each year.

How was the amount worked out?

The incentive was quantity based, not area based. The state took the quantity actually sold at the procurement centre, capped it against the permissible yield for the registered sown area, and multiplied the eligible quantity by the notified rate.

A farmer who sold 100 quintals of wheat in the 2018 window and whose sown area supported that quantity would therefore receive 100 × Rs 265 = Rs 26,500 as incentive, in addition to the MSP already received for the wheat itself.

The area cap matters. Madhya Pradesh applies a per-hectare yield ceiling to stop traders from routing bought produce through a farmer's registration, and quantity sold above the ceiling is trimmed out of the incentive calculation even though the produce itself was purchased at MSP.

What documents were needed?

Document Mandatory Notes
e-Uparjan registration Yes Done before the season, at a cooperative society or online
Aadhaar card Yes Identity and account seeding
Land record (khasra, khatauni, B-1) Yes Fixes the eligible sown area
Girdawari crop entry Yes Must show the notified crop
Bank passbook Yes Payment goes to the registered account
Procurement-centre sale receipt Yes The proof of quantity sold
Samagra ID No Used for household record matching

How to apply for the crop incentive

Mukhyamantri Krishak Samriddhi Yojana had no separate application form. The entitlement was created by registering and selling correctly. These are the steps, and they remain the steps for the state's current MSP bonus notifications.

  1. Register on the e-Uparjan portal at mpeuparjan.nic.in before the procurement season opens, or register through your primary agricultural cooperative society, kisan seva kendra or an MP Online kiosk.
  2. Verify your land and crop entry. Check that the khasra, sown area and crop shown in the registration match the revenue girdawari. Get errors fixed by the patwari before the season, not after.
  3. Seed your bank account with Aadhaar and confirm the account number and IFSC recorded in the registration are current.
  4. Wait for the SMS slot allotting you a date and procurement centre, then take the produce on that date.
  5. Sell at the notified procurement centre within the announced window and collect the weighment and sale receipt.
  6. Keep the receipt until both the MSP payment and the incentive are credited, and check your passbook for two separate credits.

How to check payment status

  1. Open mpeuparjan.nic.in and use the farmer login or the payment enquiry option for the relevant season.
  2. Enter your registration or farmer code from the e-Uparjan slip.
  3. Read the payment table, which shows quantity procured, MSP paid and any incentive credited.
  4. If the screen shows payment made but the bank shows nothing, take the sale receipt and passbook to the procurement centre that issued the receipt.

Why incentive payments failed

  • Sale made outside the registered procurement system, so no eligible record existed.
  • Bank account not Aadhaar-seeded, or an IFSC changed after a bank merger.
  • Mismatch between registered land and quantity sold, trimming or blocking the incentive.
  • Girdawari showing a different crop from the one sold.
  • Registration made in one family member's name and sale in another's.
  • Joint holdings where the co-sharer structure was not reflected in the registration.

Corrections to land and crop entries go through the patwari and tehsil office; bank corrections go through the procurement centre, which forwards revised account details to the district office.

Is a bonus over MSP still available?

Yes, though under fresh annual notifications rather than the Krishak Samriddhi label. Madhya Pradesh has continued to add a per-quintal bonus to the central wheat MSP in recent rabi marketing seasons, announced ahead of each procurement season. Rates and windows change every year and are notified by the state before procurement opens, so the only reliable figure is the one on the current season's notification at mpeuparjan.nic.in.

Madhya Pradesh has also extended the Bhavantar model to further crops in recent announcements, including paddy, which means a farmer may have a choice of support routes in a given season. Check which scheme is notified for your crop before deciding whether to sell at a procurement centre or in the open mandi.

Where to complain

  • Primary agricultural cooperative society or the procurement centre that issued your receipt, the first stop for any payment failure.
  • District Cooperative Central Bank branch for account and credit issues.
  • District Food, Civil Supplies and Consumer Protection office for procurement disputes.
  • Deputy Director of Agriculture at the district headquarters.
  • CM Helpline 181 for a tracked state grievance.
  • SAARA portal helpline 0755-2525804 for land-record and revenue-side problems that block the crop entry.

Registration and procurement are free. No agent can charge you to register on e-Uparjan or to release an incentive payment, and any demand for such a fee should go straight to the CM Helpline.

Frequently asked questions

How much did Mukhyamantri Krishak Samriddhi Yojana pay?

Mukhyamantri Krishak Samriddhi Yojana paid Rs 265 per quintal on wheat sold between 15 March and 26 May 2018, and Rs 100 per quintal on gram, lentil and mustard sold between 10 April and 9 June 2018. The incentive was over and above the minimum support price received at the procurement centre.

Did farmers have to fill a separate form?

No. The incentive was calculated automatically from the registered sale at a government procurement centre, so the essential step was registering on the state e-Uparjan procurement portal before the season and selling at a notified centre.

Who was not eligible for the incentive?

Farmers who sold outside the registered procurement system, to traders, private buyers or unregistered mandis, were not eligible, and neither were farmers who never registered on e-Uparjan or whose land record did not show the notified crop.

How is this different from Bhavantar Bhugtan Yojana?

Bhavantar Bhugtan Yojana paid the gap between the MSP and the actual average market price for crops sold in the open mandi, while Krishak Samriddhi Yojana paid a flat per-quintal bonus on top of the MSP already received at a procurement centre. Madhya Pradesh ran both models in the same period.

Is a bonus over MSP still paid in Madhya Pradesh?

Yes, but under fresh annual notifications rather than under the Krishak Samriddhi name. Madhya Pradesh has continued to announce per-quintal bonuses over the wheat MSP in recent rabi seasons; check the current season's procurement notification on mpeuparjan.nic.in.

How was the money paid?

By Direct Benefit Transfer to the Aadhaar-seeded bank account recorded at the time of e-Uparjan registration, usually in a batch after the procurement season closed and quantities were reconciled.

What if the incentive was not credited?

Take the procurement-centre sale receipt to the cooperative society or procurement centre that issued it, and then to the district Food and Civil Supplies or Cooperation office. Most failures are bank-seeding errors or a mismatch between the sale record and the registered account.
