Madhya Pradesh state government scheme
Mukhyamantri Krishak Jeevan Kalyan Yojana is the Madhya Pradesh Mandi Board accident relief scheme for farmers and farm workers, running since 27 September 2008. It pays Rs 4 lakh to the family on accidental death during agricultural work, Rs 1 lakh for permanent disability and Rs 50,000 for partial disability, with funeral assistance on top. Claims are filed free at the local mandi office.
What is Mukhyamantri Krishak Jeevan Kalyan Yojana?
Mukhyamantri Krishak Jeevan Kalyan Yojana is an accident relief scheme of the Madhya Pradesh State Agricultural Marketing Board, the body most people call the Mandi Board, that pays a lump sum to a farmer or farm worker who is disabled in an accident during agricultural work, and to the family of one who is killed.
According to the Mandi Board's own scheme page, the scheme was announced on 25 September 2008 and implemented from 27 September 2008, with the stated objective of providing social security for the livelihood of the farmers and agriculture-based workers of the state. The Board has amended the scheme several times since, with published amendment orders dated 24 September 2013, 1 April 2015, 25 April 2015, 16 December 2015 and 24 January 2017. The benefit table has been revised upward over that period, which is why older district pages and newspaper reports quote different figures from the ones in force today.
The scheme is often written in Hindi as मुख्यमंत्री कृषक जीवन कल्याण योजना and transliterated as Mukhyamantri Krishak Jeevan Kalyan Yojana or, on some district collectorate websites, as the Chief Minister Farmer Life Welfare Scheme. All three names refer to the same Mandi Board scheme.
Two features set it apart from an ordinary insurance product:
- No premium and no prior enrolment. The state funds the relief from mandi board resources. A farmer does not buy a policy, does not pay anything, and does not have to register before the accident.
- The trigger is the activity, not the person's category. The accident must have happened in the course of agricultural work. Land-holding farmers and landless agricultural labourers are both within scope.
How much relief does Mukhyamantri Krishak Jeevan Kalyan Yojana pay?
The current benefit table published by the Madhya Pradesh State Agricultural Marketing Board is:
| Event | Relief amount |
|---|---|
| Accidental death | Rs 4,00,000 |
| Permanent disability | Rs 1,00,000 |
| Partial disability | Rs 50,000 |
| Funeral assistance | Paid in addition to the death relief |
The amount is a single lump sum, not a monthly payment, and it is credited to a bank account of the claimant in Madhya Pradesh. Note that the district collectorate page for Ujjain still lists an older structure with Rs 25,000 for temporary disability and Rs 10,000 as funeral assistance. Where the two differ, the figures on the Mandi Board's own page are the later ones. Because the funeral-assistance figure is stated differently across official pages, confirm the exact amount with your mandi samiti at the time of filing rather than assuming a number.
Relief under this scheme is separate from crop insurance, from the Pradhan Mantri Suraksha Bima Yojana and from any compensation payable under the Motor Vehicles Act. Receiving one does not bar the other, although the mandi samiti will record what else has been claimed for the same incident.
Who is eligible for Mukhyamantri Krishak Jeevan Kalyan Yojana?
You can claim if:
- The victim was a resident of Madhya Pradesh at the time of the accident.
- The victim was a farmer or an agriculture-based worker, cultivating own land, working on someone else's land, or doing farm-linked work.
- The cause of death or injury was an accident that occurred during agricultural work. This is the central test the mandi samiti applies.
- The claim is filed by the injured person, or in a death case by the legal heir or dependant identified in a legal heir certificate.
- The claim is filed within the permitted window after the accident.
You are not eligible and cannot apply if:
- The death or injury had no connection with agricultural work, an illness, a natural death, or an accident in an unrelated occupation.
- The event was suicide or self-inflicted injury, which accident relief schemes of this type do not cover.
- The accident happened outside Madhya Pradesh to a person who is not a resident of the state.
- The claim is submitted after the permitted period has expired. The scheme circular fixes a 90-day window from the date of the event, and district guidance is explicit that applications made after that period are treated as invalid.
- The claim cannot be documented; no post-mortem report, no FIR or panchnama, and nothing to show the person did farm work.
What documents are required for a Krishak Jeevan Kalyan claim?
| Document | Mandatory | Notes |
|---|---|---|
| Claim form in the Mandi Board format | Yes | Free from the mandi samiti or mpmandiboard.in |
| Death certificate | Yes (death claims) | From the registrar of births and deaths |
| Post-mortem report | Yes (death claims) | Establishes accidental cause |
| FIR / merg intimation / panchnama | Yes | Describes how the accident occurred |
| Disability certificate | Yes (disability claims) | From a government medical board, stating permanent or partial |
| Aadhaar card of the victim | Yes | Identity record |
| MP residence proof | Yes | Domicile or residence certificate |
| Khasra / B-1 or proof of farm work | Yes | Shows the person was a farmer or farm worker |
| Legal heir certificate | Yes (death claims) | Identifies who receives the money |
| Bank passbook of the claimant | Yes | Account in a bank in Madhya Pradesh, for the transfer |
| Passport-size photographs | Yes | Of the claimant |
Keep the original hospital papers as well. Where an injured farmer was treated before dying, the treatment record helps link the injury to the accident.
How to apply for Mukhyamantri Krishak Jeevan Kalyan Yojana
- Report the accident to the police immediately. Get an FIR, a merg intimation or a panchnama recorded. Without a police record describing an accident during agricultural work, the claim has no foundation.
- Obtain the medical papers. In a death case get the post-mortem report and then the death certificate; in a disability case get a disability certificate from a government medical board that states clearly whether the disability is permanent or partial.
- Collect the claim form from the Krishi Upaj Mandi Samiti office for your area, or download it from the schemes section of mpmandiboard.in.
- Fill the form and attach every document listed above; identity, residence, land record or proof of farm work, legal heir certificate and the claimant's bank passbook copy.
- Submit the file at the mandi samiti office within the permitted window and ask for a dated receipt or acknowledgement with a file number written on it. This receipt is your only proof that you filed in time.
- Answer the verification queries. The mandi samiti verifies the papers and forwards the case to the sanctioning authority. Respond quickly to any query, because the file is held until the missing paper arrives.
- Track the file by quoting the acknowledgement number at the same mandi office. On sanction, the amount is credited to the claimant's bank account.
There is no online citizen application for this scheme. Any website that offers to "register" you for Krishak Jeevan Kalyan Yojana online for a fee is not an official channel.
How do I check the status of a Krishak Jeevan Kalyan claim?
Take your dated acknowledgement to the mandi samiti office where you filed and ask for the current stage of the file: verification, forwarded for sanction, sanctioned, or payment released. If the office cannot tell you, escalate to the Regional Office of the Mandi Board for your division, and then to the Madhya Pradesh State Agricultural Marketing Board headquarters at 26, Kisan Bhawan, Arera Hills, Jail Road, Bhopal 462001.
A complaint can also be lodged on CM Helpline 181, which is the state's common grievance line for all Madhya Pradesh government schemes and generates a complaint number you can quote later.
Why do Krishak Jeevan Kalyan claims get rejected?
- Late filing. The most common single reason. The 90-day window runs from the date of the event, not from the date the death certificate is issued.
- No proof the accident was work-related. A panchnama that simply records a death, with nothing about farming activity, leaves the mandi samiti unable to apply the scheme.
- No post-mortem. Families sometimes complete the cremation without a post-mortem. Reconstructing the cause of death afterwards is very difficult.
- Disability certificate from an unauthorised doctor. Only a government medical board's certificate is accepted, and it must state permanent or partial in terms.
- Heirship disputes. Where more than one person claims to be the dependant, the file waits for a legal heir certificate or a succession finding.
- Bank details that do not match. A wrong IFSC, a closed account or a name mismatch stops the transfer even after sanction.
Most rejections are curable. If the file was rejected for a missing document rather than on merits, supply the document and ask the mandi samiti to reopen the case, in writing, keeping a copy.
What are the key dates for this scheme?
- 25 September 2008: scheme announced by the Chief Minister.
- 27 September 2008: scheme brought into implementation.
- 24 September 2013, 1 April 2015, 25 April 2015, 16 December 2015 and 24 January 2017: dates of the published amendment orders on the Mandi Board website that changed scheme parameters and benefit amounts.
- 90 days from the accident, the working outer limit for filing a claim.
The scheme has no annual application window. It is a standing facility and a claim arises only when an accident happens.
Where do I complain if the claim is stuck?
- Krishi Upaj Mandi Samiti office where you filed; first point of contact.
- Mandi Board Regional Office for your division, for delay at samiti level.
- Madhya Pradesh State Agricultural Marketing Board, 26 Kisan Bhawan, Arera Hills, Jail Road, Bhopal 462001. The headquarters that administers the scheme.
- CM Helpline 181, state grievance line, works in Hindi, gives a complaint number.
- District Collector's Jansunwai, held weekly, where a stuck relief file can be raised directly with the district administration.
Filing a Krishak Jeevan Kalyan claim costs nothing at any stage. No official is entitled to a share of the relief amount, and no one should be paid to "get the file passed".

Frequently asked questions
How much money does Mukhyamantri Krishak Jeevan Kalyan Yojana pay?
Mukhyamantri Krishak Jeevan Kalyan Yojana pays Rs 4 lakh for accidental death, Rs 1 lakh for permanent disability and Rs 50,000 for partial disability, according to the current benefit table published by the Madhya Pradesh State Agricultural Marketing Board. Funeral assistance is paid in addition to the death relief.
Who runs Mukhyamantri Krishak Jeevan Kalyan Yojana?
The Madhya Pradesh State Agricultural Marketing Board, commonly called the Mandi Board, runs the scheme from Kisan Bhawan, Arera Hills, Bhopal, under the Farmer Welfare and Agriculture Development Department. Claims are handled at the Krishi Upaj Mandi Samiti covering the applicant's area.
Is Mukhyamantri Krishak Jeevan Kalyan Yojana an insurance policy with a premium?
No. Mukhyamantri Krishak Jeevan Kalyan Yojana is state-funded ex-gratia relief, not a contributory insurance policy, so a farmer pays no premium and does not have to enrol in advance. The claim is raised only after the accident happens.
Which accidents are covered under the scheme?
Accidents that occur while doing agricultural work are covered. This is the core condition set by the Mandi Board. A death or injury unconnected to farming activity does not qualify, and the claim file must therefore carry a panchnama or FIR describing how the accident happened.
How soon must the claim be filed?
File the claim at the mandi office as soon as possible after the accident, because the scheme circular fixes a limited window of 90 days and late applications are treated as invalid. Collecting the post-mortem report and the death certificate early is the practical way to meet the deadline.
Can a landless farm labourer claim under this scheme?
Yes, agriculture-linked workers are covered along with land-holding farmers, because the scheme was announced to give social security to farmers and agriculture-based workers of the state. Proof of the person's farm work has to be supplied in place of a land record.
Where do I apply for Mukhyamantri Krishak Jeevan Kalyan Yojana?
Apply offline at the Krishi Upaj Mandi Samiti office for your area with the completed claim form and supporting documents. There is no citizen-facing online application form for this scheme.
Is there any fee to file the claim?
No. The claim form and its processing are free. No mandi employee, agent or middleman is authorised to charge for filing a Krishak Jeevan Kalyan Yojana claim, and any demand for money should be reported on CM Helpline 181.
