Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana
Madhya Pradesh state government scheme
Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana pays the tuition fees of children of registered unorganised workers in Madhya Pradesh, covering graduation, postgraduation, polytechnic diploma, ITI and professional courses such as engineering, medicine and law. A valid Sambal card and admission to a recognised institution are the 2 core conditions, and applications are filed on the state scholarship portal.
What is Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana?
Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana is the higher-education component of Madhya Pradesh's Sambal programme, run by the state Labour Department. Sambal: formally the Mukhyamantri Jan Kalyan Yojana: is the state's social security umbrella for unorganised workers: construction labour, street vendors, domestic workers, rickshaw pullers, agricultural labourers and other workers who have no employer-provided benefits. Shiksha Protsahan is the part of that umbrella that deals with their children's college fees.
The scheme's basic promise is unusual and worth stating plainly: if a parent is a registered unorganised worker under Sambal, the state pays the child's tuition fee for higher education, and there is no separate family income test. For a household where a daily-wage earner supports a child through an engineering or medical degree, that is the difference between the child continuing and dropping out.
What the scheme covers
- Graduation and postgraduation in government, aided and private institutions.
- Polytechnic diploma and ITI courses.
- Engineering where admission is through JEE Main.
- Medical and dental courses where admission is through NEET.
- Law where admission is through CLAT.
- Paramedical science courses.
What the scheme does not cover
- Mess charges and food costs.
- Hostel rent and caution money.
- Security deposits and refundable fees.
- Private coaching or entrance-exam preparation costs.
The fee paid is the tuition fee as fixed by the state government for that course, so where a private college charges more than the notified rate, the difference remains with the family.
Who is eligible for Shiksha Protsahan Yojana?
A student can claim when all of these are true:
- The mother or father holds a valid Sambal card, that is, is registered as an unorganised worker under Mukhyamantri Jan Kalyan Yojana with the Madhya Pradesh Labour Department.
- The student is a domicile of Madhya Pradesh.
- The student has secured admission to a recognised college, polytechnic, ITI or professional institution.
- The student meets the minimum academic condition for the course, the reported floor is 33 per cent in the qualifying examination, that is, a pass.
- For engineering, medicine, dentistry and law, admission is through the relevant entrance examination (JEE Main, NEET or CLAT) within the rank conditions notified for the year.
- The student has a Samagra ID and has completed Aadhaar e-KYC.
A student cannot apply when:
- The parent has no valid Sambal registration, or the registration has lapsed or been cancelled during verification. This is the single decisive condition.
- The student is not a Madhya Pradesh domicile.
- The institution is not recognised by the relevant regulator or university.
- The claim is for hostel, mess, caution money or security deposit rather than tuition fee.
- The student has not actually taken admission. An offer letter alone is not enough.
- The student has already received the same year's tuition fee under another state scheme, since the same fee cannot be paid twice.
Note that eligibility does not turn on caste, on board rank, or on a family income certificate. This trips up many applicants who assemble an income certificate and no Sambal card, when only the Sambal card matters.
How to apply for Mukhyamantri Jan Kalyan Shiksha Protsahan Yojana
- Confirm the parent's Sambal registration is live. Check the Sambal portal
at
sambal.mponline.gov.inusing the Samagra ID or the Sambal card number. If the registration was cancelled during a verification drive, get it restored before anything else — nothing downstream will work otherwise. - Take admission to the recognised college, polytechnic or ITI and collect the admission letter and the tuition fee receipt for the current academic year.
- Open the Madhya Pradesh State Scholarship Portal and register or log in with the student's Samagra ID.
- Complete Aadhaar e-KYC by OTP or biometric authentication.
- Select Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana from the list of schemes for the current academic year.
- Enter the Sambal card number of the parent, the institution and course details, and the fee particulars, then upload the documents, mark sheets, admission proof, fee receipt, domicile certificate and Aadhaar.
- Lock and submit the application, then print it.
- Submit the printout to the institution for verification. The college or ITI verifies the enrolment and fee record and forwards the case to the department.
- Keep the 7-digit applicant ID generated by the portal. It is what you will use to track the case.
How to apply without your own computer
- Use the scholarship cell of your own institution. Every government polytechnic, ITI and college has staff who file these applications routinely and can enter the Sambal details correctly.
- Use an MPOnline kiosk or Common Service Centre with the Samagra ID, Sambal card, Aadhaar, mark sheets, admission letter and fee receipt.
- For problems with the Sambal registration itself, go to the Gram Panchayat or urban body ward office, which handles Sambal enrolment and re-enrolment.
How do I check my application status?
Open the state scholarship portal's application status page and enter your 7-digit applicant ID together with the academic year. The status shows the stage; submitted, pending with the institution, verified, sanctioned or paid.
If the status has been "pending with institution" for weeks, the file is sitting with your own college and the scholarship clerk there is the person to chase. If it is sanctioned but not paid, the delay is at the department's disbursal stage and should be raised through the institution's nodal officer.
Why do Shiksha Protsahan applications get rejected?
- Sambal card not valid on the date of application. Madhya Pradesh has run large verification drives on Sambal registrations, and a lapsed card is the most common single cause of rejection.
- Application saved as a draft and never locked. A draft is not an application.
- Samagra details not matching the mark sheet, a spelling or date-of-birth mismatch stops verification.
- Institution not recognised, so the fee cannot be sanctioned.
- Fee receipt missing or for a previous year.
- Entrance rank outside the notified condition for engineering, medical or law seats.
- e-KYC incomplete, usually because the Aadhaar-linked mobile number is inactive.
A student rejected on a Sambal-validity ground should first fix the parent's registration and then reapply in the next available window rather than appealing the scholarship decision.
What are the key dates?
The application window for Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana opens once undergraduate and diploma admissions are complete for the session, and closes on a date the department notifies each year on the state scholarship portal. Reported windows in recent cycles have opened around August with a closing date late in the calendar year, but the notified date changes annually and the portal notice is the only reliable source. Late applications are not entertained as a matter of routine.
Where do I complain?
Escalate in this order: the scholarship cell of your own institution, then the District Labour Officer for Sambal registration problems, then the Directorate of the Labour Department, Government of Madhya Pradesh. A complaint that gets no response can be lodged on the Madhya Pradesh CM Helpline, 181, which issues a tracking number and routes the case to the department for a time-bound reply.
Applying is free. Neither the Sambal registration nor the Shiksha Protsahan application carries a government fee, and no agent can charge for "getting the fee sanctioned".

Frequently asked questions
What does Mukhyamantri Jan Kalyan (Shiksha Protsahan) Yojana pay for?
The scheme pays the tuition fee for higher education of children of registered unorganised workers. It covers graduation, postgraduation, polytechnic diploma, ITI, paramedical and professional courses, and it excludes mess charges, hostel dues, caution money and security deposits.
Is a Sambal card compulsory?
Yes. A valid Sambal card — the unorganised worker registration under Mukhyamantri Jan Kalyan Yojana — in the parent's name is the core qualifying condition, and no application is admitted without it.
Is there an income limit?
No income ceiling is applied. Eligibility runs off the parent's Sambal registration as an unorganised worker rather than off an income certificate, which is what makes this scheme different from most scholarships.
Which professional courses are covered?
Engineering admitted through JEE Main, medical and dental courses admitted through NEET, and law courses admitted through CLAT are covered, along with general graduation and postgraduation, polytechnic diploma, ITI and paramedical courses.
Who cannot apply?
A student whose parent has no valid Sambal registration is not eligible. Students without Madhya Pradesh domicile, students not admitted to a recognised institution, and students seeking reimbursement of hostel, mess or caution-money charges rather than tuition are also not eligible.
Where is the application filed?
The application is filed on the Madhya Pradesh State Scholarship Portal using the student's Samagra ID, after which a printed copy is verified by the institution.
Does the money come to the student or to the college?
The tuition fee is settled for the course through the department's disbursal process against the verified fee record, so the benefit reaches the institution's account rather than functioning as free cash for the student.
Does the benefit continue for all years of the course?
The benefit is claimed year by year. A fresh application with the current year's fee receipt and enrolment proof has to be filed for each academic year of the course.
