What is Mukhyamantri Cycle Yojana?

Mukhyamantri Cycle Yojana, known in official records as the Free Cycle Distribution Scheme (Nishulk Cycle Vitaran Yojana), is a Madhya Pradesh School Education Department programme that gives a bicycle to government school students who have to travel out of their own village to attend school. The scheme is implemented through the Rajya Shiksha Kendra in Bhopal and delivered district by district through the District Education Officers.

The problem the scheme addresses is specific and easy to state. A large number of Madhya Pradesh villages have a primary school but no middle school, and many more have a middle school but no high school. A child finishing Class 5 or Class 8 in such a village must therefore walk several kilometres each way to continue studying. Historically that walk was the single biggest reason girls dropped out between Class 5 and Class 6. Mukhyamantri Cycle Yojana removes the walk.

According to Madhya Pradesh district administration listings, the scheme covers two entry points:

  • Class 6, for students whose own village has no middle school.
  • Class 9, for students whose own village has no high school.

The bicycle is given once at each entry point, so a student who received a cycle in Class 6 can receive a second one in Class 9 if the village still has no high school. Distribution is normally organised as a school or block level event at the start of the academic session, with the cycles handed over in the presence of parents, teachers and local representatives.

The programme is one of the largest of its kind in India by volume. Press reporting on Madhya Pradesh's distribution rounds has described drives covering several lakh students in a single session, and the state has at times widened distribution beyond the classic two-class model.

Who is eligible for Mukhyamantri Cycle Yojana?

A student is covered if:

  • The student is admitted to Class 6 or Class 9 in a Madhya Pradesh government school for the current academic session.
  • The student's own village has no school of that level, so the child has to travel to a school in another village or town. A travel distance of roughly 2 kilometres or more each way is the commonly cited threshold.
  • The student is a permanent resident of Madhya Pradesh.
  • The student's record is correctly mapped on the Madhya Pradesh Education Portal with a valid Samagra ID.
  • Girl students are the primary focus of the scheme. Where the state runs a wider round, boys in government schools are included as well.

A student is not eligible if:

  • The student studies in a private unaided school. The scheme does not apply to private school students at all.
  • The student is studying in a school located inside the same village as the home, because no daily travel is involved.
  • The student is in any class other than Class 6 or Class 9 at the time the list is prepared. A Class 7 or Class 10 student cannot apply retrospectively for a cycle missed in the previous year.
  • The student has already received a cycle for the same class under this scheme or a similar state or central programme. Duplicate distribution is checked through the Samagra and Education Portal records.
  • The student's name is not on the school's enrolment record on the cut-off date used by the district for list preparation.

There is no income limit and no caste restriction in this scheme. District notes on the Free Cycle Distribution Scheme record explicitly that no income or caste condition applies, the deciding factor is enrolment in a government school plus the absence of a school of that level in the child's own village.

What documents are required for Mukhyamantri Cycle Yojana?

Document Mandatory Notes
School enrolment record Yes Admission to Class 6 or Class 9 in an MP government school
Samagra ID Yes Education Portal entries are built on Samagra family data
Aadhaar card Yes For Samagra e-KYC and duplicate checking
Previous class marksheet or TC Yes Class 5 result for Class 6, Class 8 result for Class 9
Aadhaar-linked bank passbook No Only where cash-in-lieu is paid instead of a physical cycle
Passport-size photograph No Attached to the distribution register in some districts

Parents do not submit these documents to any government office. They are held at the school and used by the principal to build the beneficiary entry.

How to apply for Mukhyamantri Cycle Yojana

Mukhyamantri Cycle Yojana has no self-application route. The benefit is generated from school records, not from a form filled by a parent. What a parent should do is make sure the school's record is correct and complete.

  1. Complete the child's admission to Class 6 or Class 9 in the government school before the district's list cut-off date, which usually falls in the first weeks of the academic session.
  2. Give the school the Samagra ID and Aadhaar number of the student and confirm that the Samagra member record shows the correct name, date of birth and village. A mismatch here is the single most common cause of a name being dropped.
  3. Ask the class teacher to confirm the "distant school" entry, that the student's home village is recorded as having no school of the class being entered. This flag is what makes the student eligible.
  4. Ask the principal to enter and submit the student in the cycle beneficiary module on shikshaportal.mp.gov.in. The principal submits the consolidated list to the Block Education Officer.
  5. Wait for the District Education Officer's approval. The DEO sanctions cycles or funds against the demand received from schools.
  6. Attend the distribution event at the school or block headquarters with the parent or guardian, and sign the distribution register when the cycle is handed over.

If your district is paying a cash grant instead of a physical cycle that year, add one more step: give the school an Aadhaar-seeded bank account passbook of the student so the amount can be credited by Direct Benefit Transfer.

How to apply offline in the school

  1. Meet the school principal with the child's Samagra ID, Aadhaar card and previous class marksheet.
  2. Submit a written request on plain paper asking for inclusion in the free cycle list, and take the school's inward stamp on your copy.
  3. Check the notice board list the school displays before distribution and raise any omission with the principal immediately, before the list goes to the block office.
  4. Escalate to the Block Education Officer if the school does not act, and then to the District Education Officer.

How much benefit does Mukhyamantri Cycle Yojana give?

The benefit is one bicycle per eligible student per entry class. Where the district distributes cycles physically, the student receives a new bicycle of the size specified in the year's tender: larger frames are procured for Class 9 students than for Class 6 students, since the age gap is three years.

Where the district instead pays cash in lieu, Madhya Pradesh district records report a grant of about Rs 2,400 transferred to the student's account for buying a cycle. Barwani district's published scheme note states this figure for Class 9 girl students. Because the per-unit rate is set afresh in each procurement cycle, treat any single figure as indicative and confirm the current year's rate with your District Education Office.

There is no second cash component: no maintenance grant, no repair allowance and no insurance is attached to the cycle. Once handed over, the bicycle belongs to the student.

How to check the status of your cycle

  1. Ask the school principal to open the student's record on shikshaportal.mp.gov.in and show the beneficiary status for the current session.
  2. Read the school notice board list published before distribution, which names every approved student.
  3. Contact the Block Education Officer if the school shows the name as submitted but no cycle arrives, since sanction happens at block and district level.
  4. Use the CM Helpline on 181 to register a written complaint if the district does not respond.

Why a student's name gets left out

  • Samagra ID not mapped or mismatched with the school record — the most common single cause.
  • Admission completed after the district cut-off date, so the student was not in the enrolment snapshot used for the list.
  • The village-has-no-school flag not set in the school record, which makes the system treat the student as a local student.
  • Duplicate entry, the same Samagra ID appearing in two schools because a transfer certificate was not processed.
  • Aadhaar and bank name mismatch where cash in lieu is being paid, which causes the DBT credit to fail even after approval.
  • Wrong class recorded, for example a student entered as Class 7 rather than Class 6.

Most of these are fixed inside the school. Ask the principal to correct the Education Portal entry and resubmit before the block list is frozen; corrections after distribution are much harder to obtain.

When is the cycle distributed?

Madhya Pradesh runs distribution around the start of the academic session, broadly June to August, once admissions to Class 6 and Class 9 are complete and the school lists have been approved. Some years the state has held a large consolidated state-level or district-level distribution event later in the session where procurement ran behind. No fixed statewide last date for inclusion is announced, so the practical deadline is your own school's list submission date.

Where to complain about Mukhyamantri Cycle Yojana

  • School principal. The first point for any list or record error.
  • Block Education Officer (BEO), for a school that does not submit the name.
  • District Education Officer (DEO), for sanction and distribution delays.
  • CM Helpline 181. The Madhya Pradesh state grievance line, which routes the complaint back to the district with a tracking number.
  • Rajya Shiksha Kendra, Bhopal to 0755-2570248, for policy-level questions.

Mukhyamantri Cycle Yojana costs a parent nothing. If any person asks for money to add a child's name to the cycle list, that is a bribe demand and can be reported directly on the CM Helpline.

Frequently asked questions

Which classes get a free cycle under Mukhyamantri Cycle Yojana?

Mukhyamantri Cycle Yojana covers students admitted to Class 6 and Class 9 in Madhya Pradesh government schools. The Class 6 benefit applies when the child's own village has no middle school, and the Class 9 benefit applies when the village has no high school, so the student has to travel to another village or town.

Do I have to fill an application form for the free cycle?

No. Mukhyamantri Cycle Yojana has no student application form. The school principal prepares the eligible list on the Madhya Pradesh Education Portal, shikshaportal.mp.gov.in, and forwards it to the District Education Officer. Parents only need to make sure the child's Samagra ID and admission record are correct in the school register.

How much money is given if a cycle is not distributed?

District administrations in Madhya Pradesh have reported a cash-in-lieu grant of about Rs 2,400 per girl student for buying a cycle. Whether a physical cycle or the cash grant is given varies by year and district, so confirm with your school before assuming either.

Are boys eligible for the free cycle in Madhya Pradesh?

Yes, in the years the scheme is run for both. The original Madhya Pradesh free cycle programme was framed around girl students travelling to distant schools, and girls remain the primary focus, but the state has also run wider distribution rounds covering boys in government schools. The school's approved list for that session is the deciding document.

Can a private school student get a cycle under this scheme?

No. Mukhyamantri Cycle Yojana is limited to students studying in Madhya Pradesh government schools. Students of private unaided schools are not eligible, even if they live far from the school and belong to a low-income family.

What is the distance rule for the free cycle?

The scheme is built around students whose own village has no school of the class they are entering, with a threshold of roughly 2 kilometres commonly cited. A child who studies in a school inside the same village is normally not covered because no daily travel is involved.

How do I check whether my child's name is on the cycle list?

Ask the school principal to open the Education Portal entry for the student and show the cycle beneficiary status, or check the notice board list the school displays before distribution. The Block Education Officer and District Education Officer also hold the approved list.

Is there any fee for the free cycle?

No. Mukhyamantri Cycle Yojana is entirely free. No school, teacher, agent or shopkeeper may charge a parent any amount for putting a child's name on the list or for handing over the cycle.
