What is the General Poor Class Scholarship (Class 6-8)?

General Poor Class Scholarship, listed in Hindi as Samanya Nirdhan Varg Chhatravritti, is a state-funded scholarship of the School Education Department, Government of Madhya Pradesh for middle-school students from poor families. The scheme fills a specific gap: separate scholarships already exist for Scheduled Caste, Scheduled Tribe, Other Backward Class and minority students in Classes 6 to 8, and this scheme covers the general-category student whose family income is low but who falls outside those categories.

According to the Madhya Pradesh CM Helpline entitlement record for the scheme, General Poor Class Scholarship pays Rs 200 per year to a boy student and Rs 300 per year to a girl student in Classes 6, 7 and 8, and applies to government schools only. The scheme is implemented across both urban and rural Madhya Pradesh, and the money is transferred straight to the student's bank account rather than handed out in cash or adjusted against fees.

The amounts are small, and it is worth being honest about that. The scholarship is not designed to fund an education on its own. It is a token retention grant meant to offset the incidental costs of the middle-school years, stationery, examination material and travel, and to keep a child from a low-income general-category household enrolled through the Class 8 transition, which is historically where dropout risk rises.

Key features

  • State-sponsored scheme run by the School Education Department, not a centrally sponsored one.
  • Covers Classes 6 to 8 in government schools across Madhya Pradesh.
  • Rs 200 a year for boys, Rs 300 a year for girls. A deliberate girl-child differential.
  • Parental annual income ceiling of Rs 1,00,000.
  • Paid by Direct Benefit Transfer into the student's own account.
  • Delivered through the Shiksha Portal, where the school, not the family, files the claim.

Who is eligible for the General Poor Class Scholarship?

A student qualifies if all of the following are true:

  • The student is enrolled in Class 6, 7 or 8.
  • The school is a government school in Madhya Pradesh.
  • Parental annual income is up to Rs 1,00,000 from all sources, declared by the parent or guardian in a self-certified statement.
  • The student passed the previous class. The scholarship follows promotion, so a repeated year breaks the claim for that year.
  • The student has a Samagra member ID and a bank account in the student's own name.

A student cannot apply, or will not be found eligible, if:

  • The student studies in a private school, including a private aided school, the entitlement record restricts the scheme to government schools.
  • Family income exceeds Rs 1,00,000 a year.
  • The student is in Class 5 or below, or Class 9 or above; Classes 9 and 10 are covered instead by the Sudama Pre-Matric Scholarship, and Classes 11 and 12 by post-matric schemes.
  • The student is already sanctioned another state scholarship for the same class and academic year under a category scheme. Madhya Pradesh scholarships are not stacked for the same head.
  • The student has no Samagra ID, or the Samagra profile is not mapped to the school in which the child actually studies.
  • Aadhaar e-KYC has not been completed, in which case the sanction may exist on paper but no payment is generated.

Caste is not a bar in the ordinary sense — the scheme exists precisely to cover general-category students, and a student who is entitled to a larger SC, ST, OBC or minority scholarship should claim that instead, because it will almost always pay more.

What documents are required?

Document Mandatory Notes
Self-certified income declaration by parent or guardian Yes Signed statement that annual family income is up to Rs 1,00,000
BPL card copy No Only where the family holds one and uses it as proof of poverty
Previous class pass certificate or marksheet Yes Establishes promotion into the current class
Samagra ID of the student Yes Links the student profile, scholarship record and bank account
Bank passbook of the student's own account Yes Payment is by DBT; joint or parent-only accounts are rejected
Aadhaar number Yes For portal e-KYC, which releases the payment

The Madhya Pradesh School Education Department deliberately keeps this list light. A self-certified declaration is accepted for income, so families are not required to obtain a tehsildar's income certificate for a scholarship of a few hundred rupees.

How to apply for the General Poor Class Scholarship

The scheme has no citizen-side application form. The school files the claim, and the family's job is to give the school clean documents early in the session.

  1. Get or verify the Samagra ID. Confirm that the student has a Samagra member ID and that the name, date of birth and gender on it match the school register. A mismatch here is the single largest cause of failed scholarship payments in Madhya Pradesh.
  2. Open a bank account in the student's own name at any bank or post office, and get it seeded with the student's Aadhaar number. A minor account with a guardian is acceptable so long as the account stands in the student's name.
  3. Submit the papers to the class teacher, the parent's self-certified income declaration, a BPL card copy if you have one, the previous class marksheet, the Samagra ID and a photocopy of the bank passbook's first page.
  4. Ask the teacher to complete the student profile on shikshaportal.mp.gov.in, mapping the student to the correct class, school and scheme for the current academic year.
  5. Complete Aadhaar e-KYC on the Shiksha Portal. The portal supports OTP against the Aadhaar-linked mobile number, and biometric verification where no mobile is linked.
  6. Check the status on the portal after a few weeks using the Samagra ID and academic year, and follow up with the class teacher if the record shows the profile as incomplete.

How to apply offline

There is no separate offline route to the money, because the sanction is generated only from the Shiksha Portal. What exists offline is the paper trail:

  1. Hand the income declaration, marksheet and passbook copy physically to the class teacher and get an acknowledgement in the school's inward register if the school maintains one.
  2. If the class teacher does not act, write to the school principal, and then to the cluster principal, who is the designated officer for this scheme.
  3. Escalate in writing to the Block Education Officer (BEO) and then the District Education Officer (DEO) if the entry is still not made.

How to check the scholarship status

  1. Open shikshaportal.mp.gov.in.
  2. Choose the option to view a student's scholarship information.
  3. Enter the student's Samagra ID and the academic year, then the captcha.
  4. Read the result: it lists each scheme the student has been mapped to, the sanctioned amount and the payment stage.

If the portal returns no record at all, the profile was never mapped to the scheme, that is a school-level fix, not a bank-level one. If it shows a sanction but no credit, the problem is downstream in e-KYC or the bank account.

Why claims get rejected, and how to fix them

  • Name or date-of-birth mismatch between Samagra, Aadhaar and the school register. Correct the Samagra record first, then re-run e-KYC.
  • Bank account not in the student's name. A parent's account will not receive a student DBT payment. Open a fresh minor account.
  • Account not Aadhaar-seeded, dormant, or closed. Visit the branch, complete seeding and re-activate.
  • Aadhaar e-KYC pending. Ask the school to run it; nothing is paid until it is done.
  • Student shown as failed or not promoted. The scholarship follows promotion in the previous class.
  • Wrong school mapping after a transfer, so the old school still holds the profile. The new school must pull the student into its own record.

Key dates and payment schedule

The scheme has no published last date. Student profiles are built and verified by schools through the academic session, and sanctions are processed by the department in batches, so a family that submits documents in the first term is far more likely to be paid within the same year than one that submits in March. Payment is annual, not monthly, and arrives as a single credit.

Where to complain

  • CM Helpline 181, the Madhya Pradesh government's grievance line, which carries this scheme in its entitlement grid and accepts complaints about non-payment.
  • Designated officer: the cluster principal (sankul principal) for the school.
  • Appellate officers: cluster principal, Block Education Officer, and District Education Officer, in that order.
  • Grievances may also be raised at the district Jansunwai held by the collectorate.

No fee is payable at any stage. If anyone asks for money to "get the scholarship sanctioned", that is a demand to report on 181, not a cost of the scheme.

Documents required

Previous class pass certificate or marksheet

Samagra ID of the student

Frequently asked questions

How much money does the General Poor Class Scholarship pay?

General Poor Class Scholarship pays Rs 200 a year to a boy student and Rs 300 a year to a girl student in Classes 6 to 8. The CM Helpline entitlement page of the Madhya Pradesh government lists these as the annual rates, and the money is credited directly to the student's own bank account.

What is the income limit for this scholarship?

Parental annual income must be up to Rs 1,00,000. The income is declared by the parent or guardian in a self-certified declaration given to the school; families holding a BPL card may attach a copy of the card instead.

Who cannot get the General Poor Class Scholarship?

Students in private schools are not eligible, because the scheme is limited to government schools. Students whose family income exceeds Rs 1,00,000 a year, students who failed the previous class, students outside Classes 6 to 8, and students already drawing a departmental scholarship for the same category and year are also not eligible.

Do I have to apply myself on the Shiksha Portal?

No. The class teacher enters the student profile and the scholarship claim on shikshaportal.mp.gov.in using the records the student submits. Your job is to hand the school a correct Samagra ID, the income declaration, the previous class marksheet and a bank passbook copy.

How do I check whether the scholarship has been paid?

Open shikshaportal.mp.gov.in, use the scholarship status option, enter the student's Samagra ID and the academic year, and the portal shows the sanctioned amount and payment stage for each scheme against that student.

Why is the scholarship showing sanctioned but the money has not arrived?

The most common cause is a bank account problem — an account not in the student's own name, a closed or dormant account, a wrong IFSC, or an account that is not Aadhaar-seeded. Pending Aadhaar e-KYC on the Shiksha Portal blocks payment in the same way.

Is there any fee to get this scholarship?

No. There is no application fee, and no agent, cyber cafe or middleman can charge you for adding a student's name to the scholarship list. The entry is made by the school free of cost.
