What is the Education Development Scholarship for Single Girl Child?

Education Development Scholarship for Single Girl Child, known in Hindi as Iklauti Beti ko Shiksha Vikas Chhatravritti, is a scholarship of the School Education Department, Government of Madhya Pradesh that pays Rs 5,000 a year to a girl student who is the only child of her parents and is studying in Class 11 or Class 12. According to the Madhya Pradesh CM Helpline entitlement record, the scheme has been running since the 2012-13 academic year.

The scheme has a social purpose beyond money. Madhya Pradesh, like much of north India, has carried a poor child sex ratio, and a family that stops at one daughter has historically faced pressure to under-invest in her schooling. Education Development Scholarship for Single Girl Child pays a family that made that choice, at exactly the point, the Class 10 to Class 11 transition; where a girl's education is most often quietly abandoned. The Rs 5,000 is a meaningful sum against higher-secondary costs: books, a science practical kit, coaching material or bus fare.

The scheme also carries a merit condition: a qualifying girl must have scored 60 per cent or more in her Class 10 board examination conducted by the Madhya Pradesh Board of Secondary Education. It is therefore a merit-plus-status scholarship, not a pure welfare transfer, and it is not income-tested in the way the department's poverty scholarships are.

Key features

  • Rs 5,000 per year, paid by Direct Benefit Transfer into the girl's own bank account.
  • Available in Class 11 and Class 12, so up to Rs 10,000 across two years.
  • Requires 60 per cent or more in Class 10.
  • Requires proof that the student is her parents' only child.
  • Filed by the school on the Shiksha Portal: there is no citizen application form.
  • Running since 2012-13 under the School Education Department.

Who is eligible for the Single Girl Child scholarship?

A student qualifies if all of the following hold:

  • The student is a girl.
  • She is the only child of her parents, the department's test is a single child, not simply a single daughter.
  • She scored 60 per cent or above in the Class 10 board examination.
  • She is enrolled in Class 11 or Class 12 in Madhya Pradesh for the current academic year.
  • She holds a Samagra member ID and a bank account in her own name.
  • For a student in a recognised private school, the school's monthly fee must be within the department's ceiling, the CM Helpline entitlement record puts that ceiling at a monthly fee below Rs 1,500.

A student is not eligible if:

  • She has any sibling, brother or sister, living or recorded in the family record. This is the criterion most claims fail on, and it is checked against the ration card or the parents' office certificate.
  • She scored below 60 per cent in Class 10.
  • She is in Class 10 or below, or has left school after Class 12, the scheme does not extend to college.
  • The only-child proof cannot be produced in any of the accepted forms.
  • The Samagra profile is missing or mismatched, or the bank account stands in a parent's name rather than her own.
  • Aadhaar e-KYC on the Shiksha Portal is pending, in which case a sanction may exist but no money moves.

Caste, category and family income are not the gatekeepers here. A general-category family, an SC or ST family and an OBC family are treated alike, provided the girl is an only child and cleared the 60 per cent bar.

What documents are required?

Document Mandatory Notes
Only-child proof Yes Office certificate for government-employed parents, ration card showing family composition, or parental self-declaration
Class 10 marksheet Yes Must show 60 per cent or above
Class 11 marksheet For renewal Needed when the claim is carried into Class 12
Proof of enrolment in Class 11 or 12 Yes Current-year school record
Samagra ID Yes Links the student to the scholarship record
Bank passbook, student's own account Yes DBT credit; parent accounts are rejected
Aadhaar number Yes For portal e-KYC

How to apply for the Single Girl Child scholarship

  1. Collect the only-child proof before the session starts. If either parent is a government employee, ask the office to issue a certificate stating the number of children. Otherwise use the ration card, or the self-declaration format the school provides.
  2. Keep the Class 10 marksheet ready and check that it shows 60 per cent or more on aggregate.
  3. Verify the Samagra ID so that the name, date of birth and gender match the school register and Aadhaar exactly.
  4. Open a bank account in the girl's own name and get it Aadhaar-seeded, because the payment is a Direct Benefit Transfer.
  5. Submit everything to the class teacher or the school office and ask for the student's profile to be registered against this scheme on shikshaportal.mp.gov.in for the current academic year.
  6. Complete Aadhaar e-KYC on the Shiksha Portal, by OTP on the Aadhaar-linked mobile number or biometrically where no mobile is linked.
  7. Track the claim on the portal using the Samagra ID and academic year, and repeat the profile update in Class 12 so the second year is not lost.

How to follow up offline

There is no offline application, because the sanction is generated only from the Shiksha Portal, but the follow-up chain is offline and it works:

  1. Give the documents physically to the class teacher and keep a copy for yourself.
  2. If nothing appears on the portal after a few weeks, write to the school principal, then to the cluster principal, the designated officer for School Education Department scholarships.
  3. Escalate to the Block Education Officer (BEO) and then the District Education Officer (DEO), who are the appellate officers named in the entitlement record.

How to check payment status

  1. Open shikshaportal.mp.gov.in.
  2. Select the option to view a student's scholarship information.
  3. Enter the Samagra ID and the academic year, then the captcha.
  4. The result lists each scheme mapped to that student with the sanctioned amount and payment stage.

A blank result means the school never mapped the student to the scheme. A sanction without a credit means the failure is in e-KYC or the bank account.

Why claims get rejected, and how to fix them

  • Sibling found in the ration card or office record. This is a hard disqualification; the scheme has no discretion on it.
  • Class 10 aggregate below 60 per cent. No relaxation is published, so a student narrowly below the line should look instead at the department's income-based scholarships.
  • Only-child proof not in an accepted form. A plain affidavit from a lawyer is weaker than a ration card or an employer certificate; use the strongest document available.
  • Bank account in the mother's or father's name. Student DBT payments will not settle into a parent's account. Open a fresh account in the girl's name.
  • Aadhaar and Samagra name mismatch. Correct the Samagra record first, then run e-KYC again.
  • Class 12 renewal not filed. The second year is not automatic; the school must re-map the profile for the new academic year.

Key dates and how the money arrives

The scheme has no published last date for applications. Schools build and verify student profiles through the academic session, and the department sanctions in batches, so families who submit documents in the first term are paid earliest. The Rs 5,000 is an annual payment, credited as a single Direct Benefit Transfer, not in monthly instalments.

Where to complain

  • CM Helpline 181, the Madhya Pradesh government's grievance number, which carries this scheme in its entitlement grid.
  • Designated and appellate officers: cluster principal, then Block Education Officer, then District Education Officer.
  • District Jansunwai at the collectorate, for cases stuck at the block level.

There is no application fee and no legitimate charge at any stage. Nobody; teacher, clerk, cyber cafe or agent: may take money to add a student's name to the scholarship list.

Frequently asked questions

How much is the Single Girl Child scholarship in Madhya Pradesh?

Education Development Scholarship for Single Girl Child pays Rs 5,000 per year, credited by Direct Benefit Transfer into the student's own bank account. The Madhya Pradesh CM Helpline entitlement record lists it as an annual amount for Class 11 and Class 12.

What marks are needed to qualify?

A girl must have scored at least 60 per cent in her Class 10 board examination. The scheme is aimed at only-daughter students who have already shown strong results, and the Class 10 result is the entry test.

Who counts as a single girl child under this scheme?

A girl who is the only child of her parents, not merely the only daughter among several children. Proof is required, and the department accepts an office certificate for government-employed parents, a ration card showing the family composition, or a parental self-declaration.

Who is not eligible for this scholarship?

A girl with any sibling is not eligible, however the family describes itself. A student who scored below 60 per cent in Class 10, a student outside Classes 11 and 12, and a boy student are also not eligible. Students in private schools charging monthly fees at or above the department's ceiling fall outside the scheme.

Do I fill an application form myself?

No. The school registers eligible students' profiles with their documents on shikshaportal.mp.gov.in. The family's task is to give the school the only-child proof, the Class 10 marksheet, the Samagra ID and the bank passbook copy at the start of the session.

Is the scholarship paid again in Class 12?

Yes, the scheme covers both Class 11 and Class 12, so a qualifying student can receive it in two consecutive years. The Class 12 year is treated as a renewal and depends on the school updating the student profile for the new academic year.

How do I check whether the money has been sanctioned?

Use the scholarship status option on shikshaportal.mp.gov.in with the student's Samagra ID and the academic year. The screen shows the schemes mapped to that student, the sanctioned amount and the payment stage.
