Mukhyamantri Jankalyan (Sambal 2.0) Yojana
Madhya Pradesh state government scheme
Mukhyamantri Jankalyan (Sambal 2.0) Yojana is the Madhya Pradesh Labour Department's social security scheme for unorganised workers, paying Rs 5,000 funeral assistance, Rs 2 lakh on natural death, Rs 4 lakh on accidental death, Rs 2 lakh for permanent disability and Rs 1 lakh for partial disability. Registration is free online at sambal.mp.gov.in using a Samagra ID.
What is Mukhyamantri Jankalyan (Sambal 2.0) Yojana?
Mukhyamantri Jankalyan (Sambal) Yojana is the flagship social security scheme of the Labour Department, Government of Madhya Pradesh. According to the official Sambal portal, the state government launched the scheme in 2018 to give social security to the state's crores of unorganised workers, and later relaunched it as Sambal 2.0 with a simplified process, a new portal and greater transparency in verification.
Sambal 2.0 rests on two state and central laws that the portal itself cites, the Madhya Pradesh Unorganised Workers Welfare Act, 2003 and the Unorganised Workers' Social Security Act, 2008. A registered worker receives a Sambal card, which is the single identity used for every benefit under the umbrella.
The scale is large. The Sambal portal's live counters show more than 1.88 crore registrations, over 2.57 lakh funeral assistance cases and over 2.89 lakh ex-gratia (anugrah sahayata) cases settled to date.
The scheme is often written locally as Sambal Card Yojana or Sambal 2.0, and the Hindi name मुख्यमंत्री जन कल्याण (संबल 2.0) योजना is what appears on the portal and on the card itself.
How much does Sambal 2.0 pay?
The Sambal portal lists the following standing benefit amounts:
| Benefit | Amount |
|---|---|
| Funeral assistance (Antyeshti Sahayata) | Rs 5,000 |
| General (natural) death assistance | Rs 2,00,000 |
| Accidental death assistance | Rs 4,00,000 |
| Partial disability assistance | Rs 1,00,000 |
| Permanent disability assistance | Rs 2,00,000 |
Funeral assistance of Rs 5,000 is designed to be paid in cash immediately by an authorised panchayat secretary or ward in-charge, and the portal publishes the list of officers authorised to distribute it, along with the reimbursement (e-payment) process by which that officer is paid back. The larger death and disability amounts are paid to the nominee's bank account through an electronic payment order.
Sambal 2.0 also acts as a gateway to benefits delivered by other departments. The portal names two of these directly: Prasuti Sahayata Yojana (maternity assistance) and Mahavidyalayeen Shiksha Protsahan Yojana (college education incentive).
Who is eligible for Sambal 2.0?
You can register if:
- You are an unorganised sector worker in Madhya Pradesh, that is, a worker who is not covered by the formal social security architecture of organised employment.
- You hold a valid Samagra member ID and a Samagra family ID. The registration form on sambal.mp.gov.in will not proceed without both.
- You can complete e-KYC and give a bank account for direct payment.
- You were earlier rejected under Sambal 1.0 to Sambal 2.0 specifically reopened applications for workers who had been marked ineligible.
- You are a priest or attendant (pujari/sevak) of a government temple. The portal carries a dedicated provision for this group.
You are not eligible if:
- You are not a resident of Madhya Pradesh or do not appear in the state's Samagra database.
- Your household already holds organised-sector social security cover such as Provident Fund, Employees' State Insurance or gratuity through formal employment, since Sambal is meant for workers outside that net.
- You are a serving government employee, or your family is otherwise outside the unorganised-worker definition used by the Labour Department.
- Verification by the panchayat secretary or ward in-charge finds that the declared occupation or household details are not genuine. Such applications are rejected and can only be revived through the appeal route.
Because the eligibility filters are applied against the Samagra record and then against physical verification, a household whose Samagra data is stale is the single most common case that fails. Correct the Samagra record first.

There is no application fee. Users who need help can follow the official user
manual Sambal_1Registration.pdf published on the portal.
How to apply offline or with help
Sambal 2.0 is an online-first scheme, but no worker has to do it alone.
- Visit your gram panchayat office (rural) or nagar palika / nagar nigam ward office (urban) and ask the panchayat secretary or ward in-charge to file the Sambal registration on your behalf.
- Carry your Samagra ID slip, Aadhaar card and bank passbook.
- If your Samagra record is missing or wrong, get it corrected or created first, the Sambal form cannot be opened without a valid Samagra member ID.
- For funeral assistance, contact the same officer immediately after a death: the portal lists the officers authorised to hand over the Rs 5,000 in cash.
How to claim ex-gratia assistance under Sambal
Ex-gratia (anugrah sahayata) claims have their own forms on the portal:
- अनुग्रह सहायता (मृत्यु) हेतु आवेदन करें, for death assistance, filed by the nominee.
- अनुग्रह सहायता (आंशिक अपंगता) — for partial disability.
- अनुग्रह सहायता (स्थायी अपंगता), for permanent disability.
- अनुग्रह सहायता (सर्टिफिकेट के आधार पर). A certificate-based route where the supporting certificate is the basis of the claim.
- अनुग्रह अपील, the appeal form, used when a claim has been rejected.
The nominee will need the death certificate or the disability certificate, the Sambal card, and the bank details of the person receiving payment.
How to check your Sambal status
- Open sambal.mp.gov.in.
- For registration, use संबल आवेदन की स्थिति; for a benefit claim, use अनुग्रह आवेदन की स्थिति.
- To see your own record at any time, enter your Sambal or Samagra member ID in the "हितग्राही विवरण" (beneficiary details) box on the home page.
- Village-level and ward-level MIS reports on the portal also list workers whose e-KYC is pending and applications pending verification, so you can check whether your case is stuck at the verification stage.
Why Sambal applications get stuck or rejected
- e-KYC not completed, the portal publishes ward-wise lists of workers with pending e-KYC precisely because this is the biggest blocker.
- Samagra mismatch, the name, date of birth or gender in Samagra does not match Aadhaar.
- Physical verification pending. The panchayat secretary or ward in-charge has not yet visited or has not uploaded the verification.
- Bank account problems, a wrong IFSC, a closed account, or an account not in the applicant's own name.
- Found ineligible, the worker is assessed as belonging to the organised sector or already covered by statutory social security.
A rejected registration is not the end. Sambal 2.0 provides a specific
registration appeal form (RejectShramikRegApplication.aspx) and a published
appeal user manual, and a rejected ex-gratia case has its own anugrah appeal.

Frequently asked questions
How much money does Sambal 2.0 pay on the death of a registered worker?
Sambal 2.0 pays Rs 2 lakh as general (natural) death assistance and Rs 4 lakh as accidental death assistance to the nominee, in addition to Rs 5,000 funeral assistance. The Madhya Pradesh Labour Department's Sambal portal lists these as the standing ex-gratia rates under the scheme.
Who can register under Mukhyamantri Jankalyan (Sambal 2.0) Yojana?
Unorganised sector workers of Madhya Pradesh who hold a Samagra ID can register. Sambal 2.0 also opened a re-application route for workers who were rejected as ineligible under Sambal 1.0, and the portal separately provides for registration of priests and attendants of government temples.
Is there any fee to register for a Sambal card?
No. Registration on sambal.mp.gov.in is free. No panchayat secretary, ward in-charge or agent may charge money for making a Sambal card or for processing an ex-gratia claim.
How do I check my Sambal application status?
Use the "संबल आवेदन की स्थिति" (Sambal application status) link on sambal.mp.gov.in for registration, and "अनुग्रह आवेदन की स्थिति" for ex-gratia claims. The portal also shows a beneficiary lookup where you can enter your Sambal or Samagra member ID and see your record.
What is the Sambal helpline number?
The Sambal portal helpline is 0755-2700800. For the linked higher-education fee benefit the Directorate of Technical Education lists 0755-2660063 and the email mmjkyhelpline.dte@mp.gov.in.
Does a Sambal card cover college fees for a worker's children?
Yes, through the linked Mukhyamantri Jankalyan (Shiksha Protsahan) Yojana, under which the state government meets the tuition fee of children of registered unorganised workers in listed engineering, medical, law, polytechnic, ITI and government-college courses.
Why do Sambal applications get rejected?
The commonest causes are a failed or pending e-KYC, a Samagra record whose name or date of birth does not match Aadhaar, physical verification not completed by the panchayat secretary or ward in-charge, and the worker being found to hold organised-sector social security cover. An appeal route is available on the portal.
