Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana
Madhya Pradesh state government scheme
Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana is a Madhya Pradesh budget support scheme approved by the state cabinet on 4 January 2022 that covers the operational losses of state procurement agencies so farmers are paid within 10 days of selling at MSP. It carried Rs 2,000 crore in 2021-22. Farmers do not apply; they register on e-Uparjan.
What is Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana?
Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana is a budget support scheme of the Government of Madhya Pradesh that funds the state's crop procurement machinery so that farmers selling at the Minimum Support Price are paid in full and on time. Readers will find it in Hindi as Mukhyamantri Krishak Fasal Upaarjan Sahayata Yojana. The Madhya Pradesh Cabinet approved it on 4 January 2022, with an allocation of Rs 2,000 crore for 2021-22; reported allocations in later years include about Rs 1,000 crore for 2025-26.
This is the single most important thing to understand about the scheme, and the thing readers most often get wrong: it is not a cash transfer to farmers and there is no application form for it. The money goes to the state procurement agencies: principally the Madhya Pradesh State Civil Supplies Corporation and Markfed: to absorb the operational losses they incur while buying grain at MSP. What the farmer gets is not a payment under the scheme's name but a payment under MSP that arrives within 10 days because the agency handling the purchase has not run out of money.
Why the scheme exists
Madhya Pradesh buys a very large volume of wheat, paddy, gram, lentil and mustard at support prices every year, and often buys beyond the quantities the central government picks up under its own limits. The gap between what the state pays farmers plus handling and storage costs, and what the centre reimburses, lands on the state agencies as an operating loss.
According to reporting on the cabinet decision, Madhya Pradesh had accumulated losses of approximately Rs 6,000 crore in grain procurement operations by January 2022. An agency carrying losses at that scale cannot fund the next season's purchases, and the visible consequence for a farmer is a payment that arrives weeks late, or a procurement centre that stops buying mid-season. Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana was created to break that cycle by putting state budget money behind the losses.
What the scheme covers
- Operational losses of state procurement agencies on MSP purchases.
- Handling, transport and storage costs not met by central reimbursement.
- Procurement carried out beyond central government limits, which Madhya Pradesh regularly undertakes to protect farmers in a surplus year.
- The working capital position that makes payment within 10 days possible.
Who is eligible to benefit from the scheme?
You benefit if:
- You are a farmer in Madhya Pradesh selling a notified crop at MSP to a state procurement agency.
- You have registered on the e-Uparjan portal for the season and sold at a government procurement centre.
- Your bank account is Aadhaar-seeded, so the payment the scheme protects can actually reach you.
You cannot apply, and are not eligible for a direct payment, in these cases:
- No farmer can apply individually. There is no form, no beneficiary list and no separate sanction under this scheme's name for an individual. The scheme's beneficiaries on paper are the procurement agencies.
- Farmers who sell in the open mandi or to a private trader are outside the scheme entirely, because the payment guarantee attaches to government procurement centres.
- Farmers who did not register on e-Uparjan for the season cannot sell at a procurement centre in the first place, and so never reach the payment the scheme protects.
- Crops outside the notified procurement list for the season are not covered.
- Anyone expecting a separate cash grant under this scheme's name is looking for something that does not exist, and should be wary of any agent offering to arrange it.
How to apply. The real route
Because there is no individual application, the practical steps for a farmer are the steps that put them inside government procurement, where the scheme's protection applies.
- Register on the e-Uparjan portal at mpeuparjan.nic.in during the registration window notified for the season, using your Aadhaar number, land records and a registered mobile number. Registration is free.
- Ensure your bank account is Aadhaar-seeded before the crop is sold, since the entire point of the scheme is timely DBT payment into that account.
- Book a slot on the portal or the MP Kisan app, choosing the procurement centre and the date on which you will bring the crop.
- Deliver the crop at the booked centre with your registration receipt and slot confirmation, and have it weighed and accepted against Fair Average Quality norms.
- Collect the purchase slip issued at the centre, this is the document that evidences your sale and the amount due.
- Track payment status on mpeuparjan.nic.in and confirm the credit within the stated timeline.
For the institutional side, the route is entirely internal to government. The Food, Civil Supplies and Consumer Protection Department sanctions the support against the audited operational losses of the procurement agencies, on the strength of the cabinet approval and the annual budget provision. Cooperative societies and warehouse operators engage with procurement as service providers under the department's own procurement policy for the season, not by applying under this scheme.
How much is a farmer actually paid?
The scheme does not change the rate. A farmer is paid the support price notified for that crop and season, which for wheat in Rabi Marketing Season 2026-27 in Madhya Pradesh is Rs 2,600 per quintal, the central MSP of Rs 2,585 plus a Rs 15 state bonus. What the scheme changes is whether that money arrives on time.
The e-Uparjan portal states that payment is deposited into the farmer's Aadhaar-linked bank account within seven working days of purchase, and the cabinet decision on this scheme framed the commitment as payment within 10 days. Either way, the operational promise is the same: a farmer should not wait a month for money already earned at a government centre.
How to check whether your payment has come through
- Open mpeuparjan.nic.in and select the payment or purchase status option for the current season.
- Enter your registration number or registered mobile number.
- Read the quantity purchased, rate applied, amount payable and payment release status.
- If the status shows released but the money has not arrived, check with your bank branch on the Aadhaar seeding and account status.
- If the status has not moved past purchase, take the purchase slip and registration receipt to the district food and civil supplies office.
Why payments still get delayed
- Bank account not Aadhaar-seeded, the single most common cause and the one no amount of state funding can fix for an individual farmer.
- Name mismatch between the Aadhaar record, the land record and the bank account.
- Account dormant or frozen, so the DBT credit bounces.
- Purchase entry not uploaded by the centre operator, which leaves the sale invisible to the payment system.
- Quantity dispute where the weighed quantity does not match what was entered against the registration.
Key dates
- 4 January 2022 — Madhya Pradesh Cabinet approves Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana.
- 2021-22: Rs 2,000 crore allocated.
- 2025-26, approximately Rs 1,000 crore reported.
- Each season, the operative dates for farmers are the e-Uparjan registration windows notified by the department, not any date under this scheme's own name.
Help and grievance redressal
- District Food, Civil Supplies and Consumer Protection office, the first stop for a delayed or short MSP payment.
- Tehsil procurement officer for the centre where the crop was sold, for purchase entry and weighing disputes.
- Patwari and tehsil office for land record and girdawari corrections that block registration.
- e-Uparjan portal: mpeuparjan.nic.in for registration, slot booking and payment status.
A farmer needs no intermediary at any stage. Registration is free, the scheme pays no individual cash grant, and anyone offering to "get your Fasal Uparjan Sahayata sanctioned" for a fee is describing a benefit that does not exist in that form.

Frequently asked questions
Can a farmer apply directly for Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana?
No. Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana has no individual application form and pays no cash grant to a farmer's account. It funds the state procurement agencies, and a farmer reaches its benefit simply by registering to sell at MSP on the e-Uparjan portal.
What does this scheme actually do for farmers?
The scheme guarantees that farmers are paid within 10 days of selling their crop at a procurement centre, by covering the operational losses that would otherwise leave state agencies short of funds and delay payments.
When was the scheme approved and how much was allocated?
The Madhya Pradesh Cabinet approved the scheme on 4 January 2022, with an allocation of Rs 2,000 crore for 2021-22. A figure of about Rs 1,000 crore has been reported for 2025-26.
Which agencies does the scheme fund?
The scheme supports the Madhya Pradesh State Civil Supplies Corporation and Markfed, the state agencies that carry out MSP procurement of grain in Madhya Pradesh on behalf of the government.
Why did Madhya Pradesh need this scheme?
Madhya Pradesh reported accumulated losses of roughly Rs 6,000 crore in grain procurement operations as of January 2022, largely from procurement done beyond central limits and from storage and handling costs that the central subsidy did not fully cover.
Does the scheme increase the price a farmer receives?
No. The scheme does not raise the support price. It protects the timeliness and certainty of the payment at the announced support price, which for wheat in Rabi 2026-27 is Rs 2,600 per quintal in Madhya Pradesh.
What should a farmer do if payment is delayed beyond 10 days?
Check the payment status on mpeuparjan.nic.in first, then take the registration receipt and purchase slip to the district food and civil supplies office. Most delays past the stated timeline are bank-side issues such as an account that is not Aadhaar-seeded.
