Mukhyamantri Medhavi Vidyarthi Yojana (MMVY)
Madhya Pradesh state government scheme
Mukhyamantri Medhavi Vidyarthi Yojana is a Madhya Pradesh Higher Education Department scheme that pays the college fee of students who score 70 percent or more in the MP Board Class 12 examination, or 85 percent or more in CBSE or ICSE. Engineering students get up to Rs 1.5 lakh a year and medical, law and other approved courses are covered in full. Apply at medhavikalyan.mp.gov.in.
What is Mukhyamantri Medhavi Vidyarthi Yojana?
Mukhyamantri Medhavi Vidyarthi Yojana (MMVY), the Chief Minister's Meritorious Student Scheme, is a Government of Madhya Pradesh scheme that pays the college fee of students from the state who have done well in the Class 12 board examination and whose family income is within the scheme's ceiling. The scheme sits with the Higher Education Department and is administered operationally through the Directorate of Technical Education, Bhopal, which runs the MMVY portal and the helpline.
MMVY was launched to solve one specific problem. A student from an ordinary Madhya Pradesh family who scores 85 percent in Class 12 and gets into an engineering or medical college often cannot take the seat, because the annual fee is more than the household earns in several months. MMVY removes the fee barrier at the point of admission rather than reimbursing it years later.
The scheme has grown into the flagship higher-education benefit in the state, and it is the one MP scholarship most students have heard of by name. Applications are made online at medhavikalyan.mp.gov.in, and there is no offline route.
Key features
- Pays tuition and admission fee, not a stipend.
- Engineering is capped at the actual fee or Rs 1,50,000 a year, whichever is lower; medical, law and other approved undergraduate courses are covered in full.
- Hostel seat rent and utility charges are covered where applicable, but not mess charges or caution money.
- Renewable each year of the course, on a fresh renewal application.
- Fully online, with the college verifying the claim.
Who is eligible for Mukhyamantri Medhavi Vidyarthi Yojana?
A student can apply if:
- The student is a permanent resident (domicile) of Madhya Pradesh.
- The student scored at least 70 percent in the Class 12 examination of the Madhya Pradesh Board of Secondary Education, or at least 85 percent in the Class 12 examination of CBSE or ICSE.
- The annual income of the father or guardian is within the scheme's ceiling, the base limit being Rs 6 lakh.
- The student has taken admission in an approved undergraduate course at a recognised institution; engineering, medicine, dentistry, law, or a traditional degree programme covered by the scheme.
- Where the course requires it, the student cleared the relevant entrance route. A JEE Main rank within the specified range for engineering, NEET merit admission for MBBS or BDS, and CLAT or an equivalent entrance examination for law.
An amendment notified with effect from the 2023-24 academic session widened the income eligibility so that Scheduled Caste and Scheduled Tribe students whose father's or guardian's annual income is up to Rs 8 lakh can be brought within the scheme, subject to the conditions set out in that order. The amendment also provides that a student already admitted to the scheme continues to receive the benefit for the remainder of the course even if family income later rises above the ceiling.
The following cannot apply:
- Students who are not domiciles of Madhya Pradesh, even if they studied at a school in the state.
- Students below the marks threshold: under 70 percent from the MP Board, or under 85 percent from CBSE or ICSE. There is no relaxation of the percentage requirement.
- Students whose guardian's annual income exceeds the ceiling applicable to their category.
- Students in courses or institutions outside the approved list. A course at an unrecognised institution is not eligible however good the student's marks.
- Postgraduate students. MMVY is an undergraduate-entry scheme; a student entering a master's programme should look at the other Higher Education Department schemes on hescholarship.mp.gov.in.
- Students who have discontinued or failed to progress in the course for which the benefit was sanctioned, for the purposes of renewal.
What does MMVY pay?
| Course | Coverage |
|---|---|
| MBBS and BDS (NEET merit admission) | Full tuition and admission fee |
| Engineering (JEE Main route) | Actual fee or Rs 1,50,000 a year, whichever is lower |
| Law (CLAT or equivalent) | Full tuition fee |
| Other approved undergraduate degree courses | Full tuition and admission fee |
| Hostel | Seat rent and utility charges; mess charges and caution money are excluded |
The fee is settled against the institution's actual charge as shown in the fee receipt, so a student cannot receive more than the fee actually paid. The scheme pays the fee component only, it is not a maintenance allowance and does not cover books, laptops or travel.

How to apply for MMVY online
- Open the official portal at medhavikalyan.mp.gov.in and choose the option for the current academic session.
- Register as a new applicant using your Samagra ID, Aadhaar number and mobile number, and verify with the OTP sent to that number.
- Fill the application form with your Class 12 board, roll number and percentage, your domicile details, and your father's or guardian's annual income. The portal validates the Class 12 result against the board record for MP Board students.
- Enter the admission details โ the institution, the course, the year and the fee charged, and the entrance examination details if your course requires them.
- Upload the documents: domicile certificate, income certificate, Class 10 and Class 12 marksheets, Aadhaar, bank passbook, admission and fee receipt, and the entrance scorecard where applicable.
- Submit the application and note the application number shown on screen. Print or save the acknowledgement.
- Get the institution to verify. Take the printout and the originals to your college's scholarship cell, which verifies the claim on the portal and forwards it. An application that the college has not verified never reaches sanction.
- File the renewal application in each subsequent year of the course, on the same portal, before the closing date announced for that session.
How to check your MMVY application status
- Log in to medhavikalyan.mp.gov.in with your registered credentials.
- Open the application status option and enter your application number or Samagra ID.
- Read the stage shown; pending at institution, pending at department, sanctioned, or paid.
- If the status reads pending at institution, the fix is at your college's scholarship cell, not with the department.
- For a case stuck after institutional verification, call the MMVY helpline on 0755-2660063 or write to mmvyhelpline.dte@mp.gov.in, quoting the application number.
Why MMVY applications get rejected
- Percentage below the threshold, most often a CBSE student assuming the 70 percent MP Board figure applies to them when the CBSE and ICSE threshold is 85 percent.
- Income certificate above the ceiling, or an income certificate that has expired or was issued by an authority the portal does not accept.
- Domicile certificate missing. Studying in Madhya Pradesh is not the same as being domiciled there, and the portal checks the certificate.
- Course or institution not on the approved list.
- Entrance route not met, for example an engineering admission through a management quota rather than the JEE Main route the scheme recognises.
- College did not verify the application before the closing date.
- Bank account not Aadhaar-seeded, or an account in a parent's name.
- Mismatch between names on the Class 12 marksheet, Aadhaar and Samagra records.
Key dates, renewal and grievance route
MMVY runs on the academic session. The portal announces a window for fresh and renewal applications each year, and applications filed after the closing date are not entertained for that session. For the 2026 session the window for fresh and renewal applications ran until 20 August 2026; students should always confirm the current year's date on medhavikalyan.mp.gov.in, since the department has extended the date in past years.
Renewal is not automatic. A student must file a renewal application each year of the course and must continue to satisfy the enrolment and progression conditions. Students who let a year lapse frequently find they cannot pick the benefit up again mid-course.
For grievances, the order is: the college scholarship cell, then the MMVY helpline at the Directorate of Technical Education, Bhopal to 0755-2660063 or mmvyhelpline.dte@mp.gov.in, and then the Higher Education Department. The CM Helpline on 181 can be used to register a formal complaint with a tracking number if the departmental route does not produce a written answer. Keep the application number, the fee receipt and the college's verification acknowledgement with you when you make contact.

What is the income limit for MMVY?

The state amended the scheme with effect from the 2023-24 session to extend eligibility to Scheduled Caste and Scheduled Tribe students whose guardian's income is up to Rs 8 lakh, subject to the conditions in the amendment order.
Who is not eligible for MMVY?
Students who are not domiciles of Madhya Pradesh cannot apply, nor can students who fall below the 70 percent MP Board or 85 percent CBSE or ICSE threshold, or whose guardian's income is above the scheme's ceiling. Courses and institutions outside the approved list are not covered.
