What was Mukhyamantri Yuva Kaushal Kamai Yojana?

Mukhyamantri Yuva Kaushal Kamai Yojana was the name under which the Madhya Pradesh government first announced its paid workplace-training programme for educated unemployed youth in early 2023. The state cabinet approved the design, and the Technical Education, Skill Development and Employment Department began preparing the portal and the government order. Before the programme opened to the public, the state renamed it Mukhya Mantri Seekho Kamao Yojana. The "learn and earn" scheme, and launched it on 15 June 2023.

Mukhyamantri Yuva Kaushal Kamai Yojana therefore has no separate existence today. Readers who searched for the older name, which is still written in Hindi as "मुख्यमंत्री युवा कौशल कमाई योजना", are looking for the same benefit, the same eligibility and the same portal. Everything below describes the live scheme as it runs under the Seekho Kamao name.

This matters practically, because several unofficial websites still publish "Yuva Kaushal Kamai Yojana registration" pages with their own forms. The Madhya Pradesh government operates exactly one portal for this scheme: mmsky.mp.gov.in, and no other registration route exists.

How the scheme works

The scheme is a cost-shared apprenticeship rather than a classroom course. A private establishment registered in Madhya Pradesh takes on a young trainee, trains them on its own equipment and processes for a defined course, and pays 25 per cent of the prescribed stipend directly to the trainee. The state government reimburses the remaining 75 per cent through Direct Benefit Transfer into the trainee's Aadhaar-seeded bank account.

Two things follow from that design. First, the training is real work in a real workplace, so trainees pick up current tools and processes rather than outdated ones. Second, the employer's cost of taking on an untrained person falls to a quarter, which is what makes establishments willing to open seats.

The Madhya Pradesh State Skill Development and Employment Generation Board administers the programme. More than 700 courses across 46-plus sectors are listed, covering IT and software, healthcare, electronics, automobile, banking, hospitality, retail, engineering and several service trades.

Who is eligible under the Yuva Kaushal Kamai / Seekho Kamao scheme?

You can join if:

  • You are aged 18 to 29 years on the date of registration.
  • You are a resident of Madhya Pradesh, confirmed through your Samagra ID.
  • You have passed Class 12, or completed an ITI trade, or hold a diploma, degree or postgraduate degree.
  • You hold a bank account in your own name that is seeded with Aadhaar.
  • You are unemployed at the time of joining.

No caste category, gender or family income condition applies to candidate registration. Women and men register on identical terms.

You are not eligible if:

  • You are younger than 18 or older than 29.
  • You are domiciled outside Madhya Pradesh — the Samagra check will block registration.
  • Your highest qualification is below Class 12 with no ITI certificate.
  • You are already in regular salaried employment, or drawing a stipend under another government apprenticeship scheme for the same period.

Establishments face a separate set of conditions and cannot participate without a valid GST registration and operations inside Madhya Pradesh. An establishment also cannot take trainees beyond 15 per cent of its total workforce, counting regular and contractual staff together.

How much does the scheme pay?

Highest qualification Monthly stipend Employer share (25%) State share (75%)
Class 12 pass Rs 8,000 Rs 2,000 Rs 6,000
ITI pass Rs 8,500 Rs 2,125 Rs 6,375
Diploma Rs 9,000 Rs 2,250 Rs 6,750
Graduate or above Rs 10,000 Rs 2,500 Rs 7,500

Training normally runs for up to one year, and the stipend is paid every month of that period against verified attendance. Candidates must mark a minimum of seven hours of daily attendance through the scheme's mobile application; where attendance falls short, that month's stipend release is withheld until the record is corrected.

Trainees are engaged as trainees, not employees. The government order records that EPF, statutory bonus and the Industrial Disputes Act do not apply to the training engagement, which is why the money is a stipend rather than a wage.

  3. Complete your profile; education, district, bank details, and upload your highest qualification certificate.
  4. Note down the user ID and password generated by the portal and sign in.
  5. Search the course catalogue by sector, district and establishment, and record your course preferences.

  7. Accept an offer and complete the tripartite contract between yourself, the establishment and the state government.
  8. Join on the notified date and mark daily attendance in the MMSKY mobile app to keep the stipend flowing.

Candidates without internet access can complete every step at an MPOnline kiosk, paying only the notified service charge for assistance.

How to track your application

  1. Sign in at mmsky.mp.gov.in with your registration user ID.
  2. Open the candidate dashboard for course preferences, shortlisting status and any offer received.
  3. Use the payment or stipend tab to see month-wise DBT entries once training has started.
  4. If a month is missing, check that month's attendance record in the app before raising a complaint.

Common reasons an application fails

  • Age outside the 18 to 29 band on the registration date.
  • Name or date of birth mismatch between the Samagra record and Aadhaar.
  • Bank account not Aadhaar-seeded, which blocks the state's DBT share.
  • Wrong certificate uploaded for the stipend slab claimed.
  • Attendance below seven hours a day, which holds the stipend for that month.
  • Applying through a non-official website believing it is a Yuva Kaushal Kamai portal: such applications reach no government office at all.
