What is the Nationwide Artificial Insemination Programme in Madhya Pradesh?

Nationwide Artificial Insemination Programme (NAIP) is the free, doorstep artificial insemination service run by the Department of Animal Husbandry and Dairying, Government of India, as a component of the Rashtriya Gokul Mission, and delivered on the ground in Madhya Pradesh by the state's Animal Husbandry and Dairy Department. The programme's purpose is the genetic upgradation of cattle and buffaloes, replacing low-yielding local breeding with semen from bulls of proven high genetic merit, so that the next generation of animals gives more milk on the same feed.

The design of NAIP answers a specific gap. Artificial insemination coverage in India was concentrated in a handful of dairy-intensive districts, while large parts of the country, including much of Madhya Pradesh, relied on whatever bull was available in the village. According to the Department of Animal Husbandry and Dairying, NAIP therefore targets 605 districts where baseline AI coverage was below 50 per cent, and delivers AI free of cost at the farmer's doorstep in those districts.

The scale reported by the department is substantial: over 8.39 crore animals covered and 5.21 crore farmers benefited, delivered largely through 38,736 MAITRIs, Multi Purpose Artificial Insemination Technicians in Rural India, trained and equipped across the country.

Madhya Pradesh is not only a recipient state. It is one of five states with an operational government semen station producing sex-sorted semen, along with Uttar Pradesh, Uttarakhand, Gujarat and Tamil Nadu; in 2023-24 those five stations together contributed 4.95 million of India's more than 10 million sex-sorted doses.

What does Rashtriya Gokul Mission cover beyond AI?

Rashtriya Gokul Mission has been implemented since December 2014 and its revised version was approved by the Cabinet in March 2025 with a total outlay of Rs 3,400 crore for 2021-22 to 2025-26, comprising Rs 2,400 crore plus an additional Rs 1,000 crore. Its components, as described by the department, are:

  • High genetic merit germplasm, support to semen stations and bull production through progeny testing, genomic selection, embryo production and the National Milk Recording Programme.
  • Support to the AI network; MAITRIs as community resource persons and the strengthening of AI centres.
  • Extension of AI coverage. The Nationwide AI Programme itself, and the promotion of sex-sorted semen.
  • Additional support, skill development, the Bharat Pashudhan digital livestock tracking system, heifer rearing centres, and interest subvention on farmer loans.

Most components run on a 100 per cent grant-in-aid basis, with targeted subsidies of 50 per cent on sex-sorted semen and 35 per cent on heifer housing.

Who is eligible for free artificial insemination under NAIP?

You can get the service if:

  • You own cows or buffaloes in Madhya Pradesh; there is no landholding, income or category condition.
  • Your district is covered under the Nationwide AI Programme, that is, one of the 605 districts where baseline AI coverage was below 50 per cent.
  • Your animal is ear-tagged and registered in the Bharat Pashudhan / INAPH livestock database, so the insemination can be recorded against it.
  • The animal is in heat at the time the AI worker attends, is of breeding age and is healthy.

You cannot get the free doorstep component if:

  • Your district is outside the NAIP coverage list. AI is still available at government veterinary institutions in such districts, but on the normal state rates rather than free at the door. Farmers in these districts are not eligible for the free doorstep service.
  • Your animal is not tagged and registered — untagged animals cannot be entered in the database and are often refused until tagging is done, which the AI worker can usually arrange.
  • The animal is diseased, pregnant, or not in heat, in which case insemination is postponed on veterinary advice.
  • You want sex-sorted semen, that is a separate subsidised component at 50 per cent of dose cost, not part of the free service.

What documents are required for NAIP?

Requirement Mandatory Notes
Ear tag / Bharat Pashudhan registration Yes The insemination, bull used and calving are recorded against the tag
Owner's mobile number No For registration in the livestock database and follow-up alerts
Previous AI or calving record No Helps judge the service and detect repeat breeding

NAIP is a service programme, not a cash benefit, so there is no bank account, no income certificate and no caste certificate involved.

How to apply for artificial insemination under NAIP

  1. Watch the animal for heat signs; restlessness, bellowing, clear mucus discharge, standing to be mounted. Timing is the whole game in artificial insemination, and the useful window is short.
  2. Call the village MAITRI or AI worker immediately, or ring the 1962 veterinary helpline, which the Madhya Pradesh Animal Husbandry Department operates for doorstep veterinary services across the state's districts.
  3. Give the animal's ear tag number and your village and address. If the animal is not yet tagged, say so, and ask for tagging to be done at the same visit.
  4. Have the animal restrained and ready when the technician arrives, in a clean, shaded place, and hold it still during the procedure.
  5. Collect the AI record, the date, the bull or semen straw code, and the entry made in Bharat Pashudhan. This record is what lets a veterinarian diagnose repeat breeding later, and it is also the basis for pedigree of the calf.
  6. Return the animal to normal feeding, watch for a repeat heat at about 21 days, and get pregnancy diagnosis done at 60 to 90 days.

How to get AI at a veterinary institution instead

  1. Take the animal to the nearest government veterinary hospital or dispensary of the Animal Husbandry and Dairy Department.
  2. Give the ear tag number at the counter and ask for artificial insemination.
  3. Ask which bull or breed the semen is from, since the point of the programme is genetic upgradation and the choice of bull is what delivers it.
  4. Keep the receipt and record card issued.

How to check the record of an insemination

Madhya Pradesh's AI records are entered in Bharat Pashudhan, the national digital livestock database that the revised Rashtriya Gokul Mission funds. To verify an insemination:

  • Ask the AI worker for the animal's tag number and the AI entry made at the time of service.
  • Ask at the veterinary institution for the animal's history against the tag.
  • Keep the animal health card issued for the animal, on which inseminations, vaccinations and calvings are recorded.

A tag number that has no entries against it is the clearest sign the service was not recorded, and that should be raised with the veterinary officer.

Why do inseminations fail, and what to do about it

  • Wrong timing, the animal was inseminated too early or too late in the heat cycle. This is the most common reason and the easiest to fix by calling the technician as soon as heat is noticed.
  • Silent or missed heat, particularly in buffaloes, where signs are weaker.
  • Poor body condition and nutrition, an underfed animal conceives poorly no matter how good the semen is.
  • Reproductive disorders: repeat breeding, infection or anoestrus, which need veterinary examination rather than another insemination.
  • Semen handling; straws must stay in liquid nitrogen until use, which is why the AI kit and its container matter.

If an animal fails to conceive after three inseminations, ask for a veterinary examination rather than booking a fourth.

Key features and timing

NAIP is a continuous service, not an application-window scheme. There is no last date, no seasonal registration and no form. The only deadline that matters is biological: the animal must be inseminated within its heat period, which is why the doorstep design and the 1962 helpline exist. Pregnancy diagnosis follows at 60 to 90 days, and the calving is recorded against the same tag.

Where to complain about AI services in Madhya Pradesh

  • 1962. The Madhya Pradesh veterinary and Pashudhan Sanjeevani helpline, used both to request doorstep service and to report non-attendance.
  • The Deputy Director, Veterinary Services at the district headquarters, for complaints about an AI worker, unavailability of semen straws, or a demand for money for a free service.
  • Directorate of Animal Husbandry and Dairying, Madhya Pradesh, listed at mp.gov.in, for state-level escalation.
  • CM Helpline 181, the state's general public grievance line, which issues a trackable complaint number.

The doorstep insemination under NAIP is free in covered districts. If any technician demands a payment for the covered service, that is a matter for the district veterinary office or the 1962 helpline.
