Mukhyamantri Yuva Annadoot Yojana, Madhya Pradesh
Madhya Pradesh state government scheme
Mukhyamantri Yuva Annadoot Yojana helps unemployed youth and women in Madhya Pradesh buy a goods vehicle costing up to Rs 25 lakh to carry food grain from Civil Supplies Corporation warehouses to fair price shops, with a 3 per cent interest subsidy for 7 years and a CGTMSE fee refund of up to Rs 1,25,000. Applications are filed online through the Samagra portal or an MP Online kiosk.
What is Mukhyamantri Yuva Annadoot Yojana?
Mukhyamantri Yuva Annadoot Yojana is a Madhya Pradesh scheme of the Food, Civil Supplies and Consumer Protection Department, implemented by the Madhya Pradesh State Civil Supplies Corporation. The scheme, written in Hindi as "मुख्यमंत्री युवा अन्नदूत योजना", turns the state's own food grain transport requirement into a self-employment opportunity for young people.
The public distribution system in Madhya Pradesh needs grain moved every month from Civil Supplies Corporation warehouses to thousands of fair price shops. Mukhyamantri Yuva Annadoot Yojana hands that transport work, sector by sector, to young men and women who buy a goods vehicle with bank finance. The state supports the purchase with an interest subsidy and a guarantee-fee refund, and then pays the transporter at notified rates for every consignment carried.
The word "Annadoot": messenger of food grain, is the state's own name for the transporter engaged under the scheme.
What the scheme provides
- Vehicle cost support of up to Rs 25,00,000 through bank finance.
- 3 per cent interest subsidy on the loan, for 7 years.
- Refund of the CGTMSE guarantee fee up to Rs 1,25,000.
- Assured monthly transport payment at the rates notified for the sector.
- Engagement designed to keep the beneficiary self-reliant for 7 years.
Who is eligible for Mukhyamantri Yuva Annadoot Yojana?
You can apply if:
- You are an unemployed young man or woman resident in Madhya Pradesh.
- You are willing to own and operate a goods vehicle for lifting and delivering food grain in an allotted sector.
- You can service a bank loan for the vehicle, and can produce a quotation from an authorised dealer listed by the corporation.
- You are applying against a district and sector that the corporation has notified as vacant in the current round.
The scheme is open to applicants of all categories, and the corporation has explicitly designed it to bring women into the transport role alongside men.
You are not eligible if:
- You are not a resident of Madhya Pradesh, or you are applying for a sector outside the state.
- You are already in regular salaried employment, since the scheme is meant for unemployed applicants seeking self-employment.
- You are a defaulter with a bank, which will stop the vehicle finance irrespective of selection.
- The district or sector you want has not been notified in the current round: applications outside the published list are not considered.
- You want the vehicle for general commercial transport rather than the corporation's grain movement work.
Selection is competitive and target-bound. Meeting the conditions does not guarantee allotment, because the number of Annadoots per district is fixed by the number of sectors the corporation notifies.
How much benefit does the scheme give?
| Component | Value |
|---|---|
| Vehicle cost supported | Up to Rs 25,00,000 |
| Interest subsidy | 3 per cent per year |
| Subsidy period | 7 years |
| CGTMSE guarantee fee refund | Up to Rs 1,25,000 |
| Transport payment | At the rates notified for the sector |
Two points are worth being clear about. First, the vehicle is not free — the beneficiary buys it with a bank loan and repays that loan. The state's help is the 3 per cent interest subsidy, the guarantee-fee refund and, most importantly, the guaranteed work that makes the repayment viable. Second, the transport rate varies by sector, because distances and the number of fair price shops differ. The corporation publishes sector-wise transportation rates on its portal, and any applicant should read the rate for the specific sector before committing to a loan.

How to apply for Mukhyamantri Yuva Annadoot Yojana
- Open the scheme page of the Madhya Pradesh State Civil Supplies Corporation at csmsmpscsc.mp.gov.in/csmsnew/cmyay/ and read the current district and sector list and the transportation rates for the sector you want.
- Download and read the application form and FAQ published on the same page, so you know the vehicle capacity and documentation the round requires.
- File the application online through the Samagra portal, or at an MP Online kiosk, selecting the district and sector you are applying for.
- Upload your Samagra ID, Aadhaar, domicile proof, bank passbook and the dealer's vehicle quotation.
- Submit and keep the application number on the acknowledgement.
- Attend the district selection process conducted by the Civil Supplies Corporation for the notified sector.
- On selection, complete the bank loan documentation, buy the vehicle from an authorised dealer, and register it for goods carriage.
- Report to the corporation's district office to be attached to the allotted sector and begin lifting grain.
How to check your application status
- Sign in to the Samagra portal with the credentials used for the application, or return to the corporation's CM Yuva Annadoot page.
- Track the application number shown on your acknowledgement.
- Follow the district and sector round result published by the corporation for the selection outcome.
- For payment questions after you start work, contact the district manager of the Madhya Pradesh State Civil Supplies Corporation, who authorises transport bills.
Why applications get rejected
- Sector or district not notified in the round applied for.
- Samagra or Aadhaar details mismatch, which fails the identity check.
- No dealer quotation attached, so the bank cannot assess the loan.
- Applicant is an existing bank defaulter, which blocks vehicle finance.
- Vehicle proposed does not match the capacity specified for that sector's grain volume.
- More applicants than sectors, in which case a valid application is simply not selected in that round and can be filed again when the next round opens.
Where to get help
- Madhya Pradesh State Civil Supplies Corporation head office: Block-1, 3rd Floor, Paryavas Bhavan, Jail Road, Bhopal 462011

The corporation publishes the list of authorised vehicle dealers and service centres, the sector-wise transportation rates, an application form and an FAQ on the scheme page. Reading the sector rate and the FAQ before signing a vehicle loan is the single most useful thing an applicant can do, because the loan repayment runs for years against the transport income of one specific sector.

Frequently asked questions
What does Mukhyamantri Yuva Annadoot Yojana give?
The scheme finances a goods vehicle costing up to Rs 25 lakh for carrying food grain, gives a 3 per cent interest subsidy on the bank loan for 7 years, refunds the CGTMSE guarantee fee up to Rs 1,25,000, and provides assured monthly payment at notified rates for the grain transported.
What work does an Annadoot actually do?
An Annadoot lifts food grain from a Madhya Pradesh State Civil Supplies Corporation warehouse and delivers it to the fair price shops in an allotted sector. Payment is made per quintal or per trip at the transportation rates notified for that sector.
Who can apply for Mukhyamantri Yuva Annadoot Yojana?
Unemployed young men and women who are residents of Madhya Pradesh and are willing to own and operate a food grain transport vehicle for an allotted sector can apply. Selection is against notified district and sector vacancies.
How long is the engagement?
The scheme is designed to make the beneficiary self-reliant for 7 years, which is also the period over which the 3 per cent interest subsidy runs.
Where do I apply?
Applications are submitted online through the Samagra portal or at an MP Online kiosk, against the district and sector list published by the Madhya Pradesh State Civil Supplies Corporation at csmsmpscsc.mp.gov.in.
Do I have to buy the vehicle myself?
Yes. The beneficiary owns the vehicle, financed by a bank loan against a quotation from an authorised dealer. The state's help is the interest subsidy, the CGTMSE fee refund and the assured transport work, not a free vehicle.
Is a guarantee fee payable to the bank?
The CGTMSE guarantee fee is payable on the loan, but the scheme refunds it up to a maximum of Rs 1,25,000, so the beneficiary is not left carrying that cost.
Can applications be filed at any time?
No. The Civil Supplies Corporation opens applications in rounds and publishes the district and sector list for each round. Check the corporation portal rather than assuming the window is always open.
