Non-Government Institution Grant Scheme (Cultural)
Madhya Pradesh state government scheme
Non-Government Institution Grant Scheme (Cultural) is a Madhya Pradesh Culture Department grant-in-aid line under which registered non-government cultural societies receive a share of the approved cost of a cultural activity, listed at up to 90 per cent. Applications go to the Culture Department in Bhopal with the society's registration, audited accounts and an event proposal.
What is the Non-Government Institution Grant Scheme (Cultural)?
Non-Government Institution Grant Scheme (Cultural) is a grant-in-aid line of the Culture Department, Government of Madhya Pradesh, under which registered non-government cultural institutions receive financial support for cultural activities. The department's listing describes the support as meeting up to 90 per cent of the approved cost of the sanctioned activity, with the institution contributing the balance.
Madhya Pradesh's Culture Department supports a wide cultural ecosystem: classical and folk music, dance, theatre, tribal and folk arts, literature, manuscript and heritage work; much of it carried out by small societies and academies rather than by government institutions directly. Grant-in-aid to non-government institutions is the mechanism by which the department funds that work: a society proposes a festival, a training camp, a documentation project or a performance series, the department appraises the budget, and it sanctions a share of the approved cost.
Two features define this scheme and are worth stating plainly at the outset.
It is institutional, not individual. The applicant is a registered society, trust or academy. An individual artist cannot apply for a personal benefit under this line. Madhya Pradesh runs separate artist-facing schemes: pensions for aged artists, fellowships and state cultural awards, and an individual should approach those instead.
It is proposal-based, not entitlement-based. There is no fixed rupee amount that an eligible institution automatically receives. The department sanctions against the specific activity and budget placed before it, and the sanctioned share is calculated on the approved cost, which may be lower than the cost the institution proposed.
Who is eligible for the cultural grant scheme?
An institution can be considered if:
- It is a registered society, trust or academy, registered under the Madhya Pradesh Society Registration Act or the applicable trust law.
- Its constitution names cultural work: music, dance, drama, folk and tribal arts, literature or allied fields — among its objects.
- It works in Madhya Pradesh and the proposed activity is to be held in the state.
- It maintains audited accounts and can produce statements for the preceding financial years.
- It has its own PAN and bank account in the institution's name.
- It has submitted utilisation certificates for any grant received earlier.
- It can meet the balance share of the activity cost from its own or other resources.
An applicant is not eligible if:
- It is an unregistered group, informal collective or newly formed body without registration.
- It is an individual artist or performer applying for a personal benefit. This is the most frequent misunderstanding about the scheme.
- It is a government or government-aided institution, since the scheme is specifically for non-government institutions.
- It has an outstanding utilisation certificate for a previous grant.
- The proposed activity is commercial. A ticketed, profit-making event rather than a cultural activity in the public interest.
- The activity is to be held outside Madhya Pradesh without the department's specific approval.
What documents are required?

| PAN of the institution | Yes | Required for the grant release |
| Bank account of the institution | Yes | Paid to the institution, never to an individual |
| Utilisation certificate for earlier grant | No | Mandatory only if a previous grant was taken |
How to apply for the Non-Government Institution Grant Scheme (Cultural)
No dedicated online application portal for this grant line could be verified on Madhya Pradesh government websites. The route below is the standard grant-in-aid process used by the Culture Department.
- Prepare the activity proposal. Set out the cultural activity, its objective, the dates and venue, the artists and participants involved, the expected audience, and an itemised budget showing every head of expenditure.
- Assemble the institutional papers, registration certificate, constitution, audited accounts for the preceding years, PAN, bank details, and the utilisation certificate for any earlier grant.
- Submit the proposal to the Culture Department, Government of Madhya Pradesh, Bhopal, routing it through the District Collector or District Culture Officer of the district where the activity will be held, and take a receipt at the inward counter.
- Respond to the department's queries. Grant-in-aid proposals are usually returned once for clarification on the budget or on the institution's accounts; answering quickly keeps the file inside the same financial year.
- Receive the sanction order, which states the approved cost and the share sanctioned, and complete any conditions it lays down before the money is released to the institution's bank account.
- Hold the activity and submit the utilisation certificate with accounts and vouchers. This is a condition for any future grant.
How much grant is given?
The department's listing puts the support at up to 90 per cent of the approved cost of the sanctioned activity. Two qualifications matter in practice.
First, "approved cost" is the department's figure, not the applicant's. A budget of Rs 5 lakh that the department approves at Rs 3 lakh yields a grant computed on Rs 3 lakh.
Second, "up to" means the sanctioned share can be lower. The share actually sanctioned depends on the nature of the activity, the institution's track record and the funds available in the department's budget head for that financial year.
No fixed rupee ceiling per institution could be verified from an official Madhya Pradesh source, so any specific maximum quoted elsewhere should be checked directly with the Culture Department before it is relied on.
Why proposals get rejected
- The institution is not registered, or its registration has lapsed and not been renewed.
- Audited accounts are missing or are older than the department accepts.
- A previous utilisation certificate is outstanding.
- The budget is not itemised, so the department cannot compute an approved cost.
- The activity is commercial rather than a public-interest cultural activity.
- The proposal reaches the department too late in the financial year for the sanction and release to be completed.
- The institution cannot show its own contribution towards the balance share.
Where to get help
- District Collector or District Culture Officer of the district where the activity is to be held, the routing point for the proposal.
- Culture Department, Government of Madhya Pradesh, Bhopal, for scheme guidelines, current-year timelines and the sanctioned rates in force.
- CM Helpline 181, for a tracked written grievance where a proposal is not acted on.
Applying costs nothing. No fee is payable to any person for having a grant proposal accepted or sanctioned, and the grant itself is released only to the institution's own bank account.
A note on verification. Madhya Pradesh does not publish a consolidated online guideline for this grant line at a stable, reachable address, and several Culture Department web addresses do not resolve for automated access. The 90 per cent figure and the institutional nature of the scheme are stated here as the department's listing describes them; the exact current-year ceiling, sanctioning authority and last date should be confirmed in writing with the Culture Department in Bhopal before an institution commits its own funds to an activity.

Frequently asked questions
Who can apply for the Non-Government Institution Grant Scheme (Cultural)?
Registered non-government cultural institutions — societies, trusts and academies working in music, dance, drama, folk arts, literature or allied cultural fields in Madhya Pradesh — can apply. The scheme is institutional grant-in-aid; an individual artist cannot apply for a personal benefit under it.
How much grant does the scheme give?
The scheme is listed as meeting up to 90 per cent of the approved cost of the sanctioned cultural activity, with the institution bearing the rest. The actual sanctioned amount is decided case by case by the Culture Department against the budget in the proposal, and no fixed rupee ceiling is published for general reference.
Can an individual artist apply for this grant?
No. This is an institutional grant-in-aid line, not a personal award or fellowship. An individual artist is not eligible to apply for a personal benefit and should look at the Culture Department's separate artist pension, fellowship and award schemes instead.
Is there an online application portal for this scheme?
No dedicated online application portal for this grant line could be verified on Madhya Pradesh government sites. Proposals are submitted in writing to the Culture Department in Bhopal, usually routed through the District Collector or District Culture Officer.
What is the last date to apply?
No fixed statewide last date could be verified. Grant-in-aid proposals are normally invited against the financial year, so a proposal filed early in the financial year has the best chance of being sanctioned within it. Confirm the current year's timeline with the Culture Department.
Does an unregistered cultural group qualify?
No. An unregistered group is not eligible. Grant-in-aid can only be released to a legally registered society, trust or institution with its own PAN and bank account, because the money is accounted for against the institution and requires a utilisation certificate.
What happens after the grant is used?
The institution must submit a utilisation certificate together with accounts and supporting vouchers for the sanctioned activity. Failure to do so normally blocks any further grant to that institution.
