What is the PM Krishi Mitra Surya Yojana solar pump scheme?

PM Krishi Mitra Surya Yojana is the solar irrigation pump programme of the Madhya Pradesh Energy Department, delivered by Madhya Pradesh Urja Vikas Nigam Limited (MPUVN) through the dedicated portal cmsolarpump.mp.gov.in. The scheme is widely referred to by farmers as the PM Krishak Mitra solar pump scheme or simply the CM solar pump scheme, because the application portal carries that address.

The scheme installs off-grid solar photovoltaic pumping systems on farm land so that a farmer can irrigate without a grid electricity connection and without diesel. The farmer does not pay the full price of the system. According to the cmsolarpump.mp.gov.in portal, the farmer deposits only a fixed contribution fixed by pump capacity, and the balance of the system cost is met from central and state subsidy support for solar pumping.

Why the scheme exists

  • Large parts of Madhya Pradesh have farm land far from an existing electricity distribution line, where extending a grid connection for a single pump is slow and expensive.
  • Diesel pump sets carry a recurring fuel cost that rises every year.
  • A solar pump has effectively zero running cost once installed, so the farmer's irrigation cost falls to maintenance only.
  • Solar pumping reduces the subsidised power load that the state distribution companies carry for agricultural connections.

How much does a farmer pay under the MP solar pump scheme?

The portal publishes a farmer-contribution table by pump capacity and type. The figures listed are:

Pump capacity and type Farmer contribution (as listed on the portal)
1 HP DC About Rs 12,427 to Rs 13,713
5 HP DC About Rs 30,289 to Rs 57,914
7.5 HP About Rs 41,537 to Rs 78,331

Two points explain the ranges. First, within the same horsepower there are different pump configurations, submersible against surface, and DC against AC. Second, the required water head differs, and a deeper bore needs a costlier pump. The portal shows the exact amount for your chosen configuration once you select the pump in the application form, and that displayed amount is the figure you pay online.

Madhya Pradesh Urja Vikas Nigam bears the remaining project cost from central and state solar pumping support. There is no loan and no monthly instalment involved in the standard route, the farmer contribution is a one-time online deposit made during the application.

Who is eligible for the MP solar pump subsidy?

You can apply if:

  • You are a farmer holding agricultural land in Madhya Pradesh, with the khasra number recorded in the land records.
  • No electric irrigation pump is currently operating on that khasra. The portal requires you to self-certify this, and it is checked at field verification.
  • You have a water source at the site. A borewell, open well, tube well, farm pond or canal, that can sustain the pump you select.
  • You accept the condition that if an electric pump is installed in future on the same khasra or a sub-divided part of it, no electricity supply subsidy will be payable on that connection.
  • You can deposit the prescribed farmer contribution online at the application stage.

You cannot apply, or you are not eligible, if:

  • An electric pump connection is already running on the land parcel you have listed. This is the leading disqualification.
  • The khasra you name is not recorded in your name and you have no supporting authorisation from the recorded holder.
  • The site has no assured water source, so the sanctioned pump cannot function.
  • You want the pump for a non-agricultural purpose, such as a commercial water supply business.
  • You have already received a solar pump under the scheme on the same khasra.

The scheme is a benefit against a land parcel, not against a person. That is why the khasra number, and not merely the applicant's name, drives approval.

How to apply for the MP solar pump subsidy online

  1. Open cmsolarpump.mp.gov.in and check whether a demand round is currently open. When a round is closed, the new-application link is disabled.
  2. Complete Registration: enter your name, mobile number and district, and verify the OTP sent to your mobile. This creates your beneficiary login.
  3. Complete the Application: enter your Aadhaar details, the district, tehsil, village and khasra number where the pump will be installed, the water source, and the pump capacity and type you want. Give the self-declaration that no electric pump runs on that khasra.
  4. Deposit the farmer contribution online through the payment link shown for your selected pump. Save the payment receipt; the application does not move forward without it.
  5. Wait for departmental approval. MPUVN verifies the land record, the no-electric-pump declaration and the site's water source, usually through a field visit or the empanelled vendor's survey.
  6. After approval, the installation stage is scheduled. The empanelled vendor supplies, installs and commissions the system, and you sign the commissioning report.

How to apply offline or with help

Madhya Pradesh runs this scheme as an online-first programme, so there is no separate paper application form. Farmers who cannot apply themselves have two practical routes:

  1. Visit the district MPUVN office. Contact details for every district office are published in the district office section of cmsolarpump.mp.gov.in. Staff there enter the application on the portal on the farmer's behalf.
  2. Use a nearby common service centre or MPOnline kiosk to complete the online registration, application and payment. Insist that the acknowledgement and login credentials are handed to you.

Carry the Aadhaar card, the khasra or B-1 land record, the bank passbook and the mobile number you want registered.

How to check the status of your solar pump application

  1. Open cmsolarpump.mp.gov.in and choose the beneficiary login.
  2. Sign in with your registered mobile number and the OTP.
  3. The dashboard shows which of the four stages your case has reached; registration, application, departmental approval, or installation.
  4. If your case is stuck at approval for a long time, note the application number and take it to the district MPUVN office.

Why solar pump applications get rejected in Madhya Pradesh

  • An electric pump already exists on the khasra. The self-declaration is checked on the ground, and a false declaration ends the application.
  • Khasra mismatch, the number entered on the portal does not match the revenue record, or the land is recorded in a relative's name.
  • No viable water source at the site, so the sanctioned capacity cannot be commissioned.
  • Farmer contribution not deposited, leaving the application incomplete at the payment stage.
  • Duplicate application for the same khasra from two family members.
  • Wrong pump capacity chosen for the water head, which forces a revision and a fresh payment difference.

Most of these are fixable. A khasra mismatch is corrected by editing the application through the beneficiary login before approval; a payment gap is closed by paying the difference shown on the portal.

What conditions apply after the pump is installed?

Two conditions matter in the long run. First, the loss of future electricity subsidy on that khasra, stated plainly on the portal, is permanent. A farmer who later wants a grid pump on the same land will pay the unsubsidised tariff. Second, the solar system remains subject to the maintenance terms agreed with the empanelled vendor at commissioning. Keep the commissioning report and the vendor's contact details; they are what you need if a panel, controller or pump fails during the maintenance period.

Farmers should also record the pump's serial numbers at handover. Solar panels in remote fields are a theft target, and the serial numbers are what allow a replacement claim or a police complaint to be processed quickly.

Help and grievance redressal

  • District MPUVN offices: full contact list published on cmsolarpump.mp.gov.in. This is the correct first stop for approval delays, refunds and installation complaints.
  • IT support for portal problems, the state IT support service at itsupport.mp.gov.in, linked from the portal, handles login, OTP and payment gateway failures.

No agent can guarantee a sanction, and no MPUVN official will ask for your OTP. The only money you should ever pay is the farmer contribution, deposited through the official payment link inside your own portal login.

Frequently asked questions

Who runs the solar pump subsidy scheme in Madhya Pradesh?

Madhya Pradesh Urja Vikas Nigam Limited (MPUVN), under the state Energy Department's new and renewable energy wing, runs the solar pump scheme and operates the cmsolarpump.mp.gov.in portal. District MPUVN offices listed on the portal handle field verification and installation coordination.

How much does a farmer pay for a solar pump in Madhya Pradesh?

The farmer pays only a fixed contribution, which the portal lists by pump capacity: roughly Rs 12,427 to Rs 13,713 for a 1 HP DC pump, Rs 30,289 to Rs 57,914 for a 5 HP DC pump, and Rs 41,537 to Rs 78,331 for a 7.5 HP pump. The exact figure depends on pump type and water head. Central and state subsidy covers the remaining cost.

Can I get a solar pump if I already have an electric pump connection?

No. The scheme requires the farmer to self-certify that no electric pump is operating on the khasra where the solar pump will be installed. This is the single most important eligibility condition and the most common reason applications are rejected at verification.

What happens to my electricity subsidy if I take a solar pump?

You give it up for that land parcel. The portal states that a farmer taking a solar pump accepts that if an electric pump is installed in future on the same khasra or sub-divided khasra, no subsidy will be payable on the power supply to it.

How do I apply for the MP solar pump scheme?

Apply online at cmsolarpump.mp.gov.in in four stages: registration, application, departmental approval, and installation. You register with a mobile number, fill in land and pump details, deposit the farmer contribution online, and wait for MPUVN approval before installation is scheduled.

Is the solar pump scheme open all year?

No. MPUVN opens the scheme in demand rounds and publishes the current window on cmsolarpump.mp.gov.in. When a round is closed, the "new application" link on the portal is disabled, so check the portal before arranging documents.

What happens if my application is rejected after I have paid?

Rejected applications are processed for refund of the deposited farmer contribution through the beneficiary login on the portal. Raise the refund request with your district MPUVN office, whose contact details are listed under the district office section of cmsolarpump.mp.gov.in.
