Post Matric Scholarship for Backward Class (OBC) Students in Madhya Pradesh
Madhya Pradesh state government scheme
Post Matric Scholarship for Backward Class Students in Madhya Pradesh reimburses course and tuition fees for OBC students studying Class 11 and above, with full fee support where annual family income is up to Rs 3 lakh and partial support between Rs 3 lakh and Rs 6 lakh. Applications are free online on the MP Scholarship Portal 2.0.
What is the Post Matric Scholarship for Backward Class students?
Post Matric Scholarship for Backward Class Students is the main scholarship for Other Backward Classes students in Madhya Pradesh who continue their education after Class 10. The scheme is run by the Department of Backward Classes and Minorities Welfare, Government of Madhya Pradesh, and is delivered on the MP Scholarship Portal 2.0 at hescholarship.mp.gov.in alongside the parallel post-matric schemes for SC and ST students.
According to the scheme page on the MP Scholarship Portal itself, students whose family annual income is up to Rs 3,00,000 are eligible for a 100% scholarship, and the amount released "depends on family annual income, institution, course, course fees, fee capping etc." Reporting on the scheme adds that students with family income between Rs 3 lakh and Rs 6 lakh receive partial support rather than full fee cover. This is therefore a fee-reimbursement scheme, not a flat stipend: two OBC students in the same college but different courses will receive different amounts.
The scheme covers Class 11 upwards: Class 11 and 12, graduation, postgraduation, and professional and technical courses. District administrations in Madhya Pradesh specifically list engineering, pharmacy, nursing, polytechnic and ITI among the covered streams, which matters because those are exactly the courses where fees are high enough to force students out.
Key features
- OBC students only, and only those on the Madhya Pradesh OBC list.
- Fee reimbursement, calculated against a notified fee cap for the course.
- 100% support up to Rs 3 lakh family income; partial between Rs 3 lakh and Rs 6 lakh.
- Applied for online and free on the MP Scholarship Portal 2.0.
- Paid by Direct Benefit Transfer into the student's own account.
Who is eligible for the OBC post-matric scholarship in Madhya Pradesh?
A student qualifies if all of these are true:
- The student belongs to a caste on the Madhya Pradesh Other Backward Classes list and holds a valid OBC certificate.
- The student is a permanent resident of Madhya Pradesh.
- The student is studying a post-matric course, that is Class 11 or above.
- The annual family income is within the notified ceiling; full support up to Rs 3 lakh, partial between Rs 3 lakh and Rs 6 lakh.
- The student has a Samagra ID, an Aadhaar number and a bank account in their own name.
- The institution is registered on the MP Scholarship Portal with a valid college and branch code.
Who is not eligible and cannot apply:
- Students of SC, ST or general category, SC and ST students have their own post-matric schemes on the same portal, and general-category students should look at Vikramaditya Yojana.
- Students holding an OBC certificate from another state; the Madhya Pradesh list is what governs.
- Students in pre-matric classes, Class 10 and below, who fall under a separate scheme.
- Students whose family income is above the upper ceiling.
- Students already drawing another scholarship in the same year. The MP Scholarship Portal states that only one scheme benefit is allowed.
- Students at an institution not registered on the portal, which cannot verify the application at all.
- Students repeating a year after failing it.
What documents are required?
| Document | Mandatory | Notes |

| Aadhaar card | Yes | e-KYC and DBT seeding |
| OBC caste certificate | Yes | Madhya Pradesh OBC certificate, currently valid |
| Income certificate | Yes | Decides full versus partial fee support |
| Previous year marksheet | Yes | Proves the qualifying exam was passed |
| College code and branch code | Yes | Named on the portal's own scheme page as a required input |
| Bank passbook first page | Yes | Student's own Aadhaar-seeded account |

How to apply for the OBC post matric scholarship
- Open the MP Scholarship Portal 2.0 at hescholarship.mp.gov.in and choose Student Registration.
- Enter your Samagra ID and let the portal pull your name, father's name, mother's name, date of birth, category, gender and mobile number from the Samagra database. Check every field, a category recorded wrongly in Samagra will hide the OBC scheme from your list.
- Complete e-KYC with your Aadhaar number and the OTP sent to your Aadhaar-linked mobile, then save the applicant ID and password the portal issues.
- Log in and select Post Matric Scholarship for OBC Students from the schemes shown for your profile.
- Fill in the academic section β college code, branch code, course, year of study, previous examination board or university, roll number and marks.
- Enter your bank account number and IFSC. The account must be in your own name and Aadhaar-seeded, since DBT into a parent's account will fail.
- Upload the scanned documents: OBC certificate, income certificate, previous marksheet, passbook page, fee receipt and photograph.
- Submit the form and print the acknowledgement with your application number.
- Give the printout and photocopies to your college scholarship cell so the institution can verify and forward the claim before the institute verification deadline.
Is there an offline route?
There is no paper application form for the OBC post-matric scholarship. Everything runs through hescholarship.mp.gov.in. In practice students get help from:
- The college scholarship cell, free, and the office that must verify the form anyway.
- An MPOnline kiosk or Common Service Centre, which may charge only its own notified typing and scanning fee.
- The district Backward Classes and Minorities Welfare office, for problems the college cannot resolve.
How much does the OBC post matric scholarship pay?
The MP Scholarship Portal states that the amount "depends on family annual income, institution, course, course fees, fee capping etc." That is the honest answer: the scheme reimburses the fee your institution charges, up to the fee cap the state has notified for that course, and scaled by your income band.
- Family income up to Rs 3 lakh: 100% of the covered fee within the cap.
- Family income between Rs 3 lakh and Rs 6 lakh: partial support.
An engineering student at a private college and a BA student at a government college will therefore receive very different sums even with identical income certificates. Because a fee cap applies, a high-fee private course is not reimbursed in full, the cap, not the invoice, is the limit.
Money reaches the student by DBT after the college has verified the claim and the department has sanctioned it, usually as a consolidated credit rather than monthly instalments.
When can OBC students apply?
The MP Scholarship Portal opens the post-matric window once per academic session, generally after admissions settle in the autumn, with a student submission last date and a later institute verification and application-lock date. The portal's notice board carries the operative dates and also carries extensions, which are common. Treat any date on a private website as unofficial.
Two deadlines matter. The student submission date is the one everyone watches; the institute verification / lock date is the one that actually kills applications, because a form the college has not touched is simply not sanctioned when the portal locks.
How to check your OBC scholarship status
- Log in at hescholarship.mp.gov.in with your applicant ID and password.
- Open the application status page and read the stage: submitted, pending at institute, verified, sanctioned, or paid.
- Pending at institute means the file is with your college: go there in person.
- Sanctioned but not paid points at your bank: an unseeded Aadhaar, a wrong IFSC, a dormant account. Fix it at the branch.
- For payment failures the portal cannot explain, use the OBC helpline 0755-2553329.
Why OBC post-matric applications get rejected
- Category recorded wrongly in Samagra, so the OBC scheme never appears.
- OBC certificate expired, or issued by another state.
- Income certificate above the ceiling or from an earlier financial year.
- Wrong college or branch code.
- Bank account not in the student's own name or not Aadhaar-seeded.
- Duplicate scholarship, a second scheme claimed in the same academic year.
- Institute verification not done before the portal locked.
Correct the field and resubmit through your college while the window is open. Once the portal locks, only the district Backward Classes and Minorities Welfare office can help, and only where the mistake was clerical.
Where to raise a grievance
- College scholarship cell or nodal officer; first stop, always.
- PMS OBC helpline: 0755-2553329, published on the MP Scholarship Portal.
- Email: nodalofficerobc@mp.gov.in, the OBC scheme email listed on the portal.
- District Backward Classes and Minorities Welfare office for sanction and eligibility disputes.
- CM Helpline 181 for a formal state grievance if nothing else moves.
Applying is free. No official will ask for your portal password or your Aadhaar OTP, and no agent may take a share of a scholarship credited to your account.

Frequently asked questions
What is the income limit for the OBC post-matric scholarship in MP?
Students with annual family income up to Rs 3 lakh get 100 percent fee support, and students with income between Rs 3 lakh and Rs 6 lakh get partial support. The MP Scholarship Portal states the Rs 3 lakh figure for full scholarship on its own OBC post-matric scheme page.
How much money will I actually receive?
The amount depends on your family's annual income, your institution, your course, the course fee and the fee cap the state has notified for that course, as the MP Scholarship Portal itself states. It is a fee reimbursement rather than a flat stipend, so two students in different courses receive different amounts.
Where do OBC students in Madhya Pradesh apply?
Apply on the MP Scholarship Portal 2.0 at hescholarship.mp.gov.in, which is the state portal for post-matric scholarships for SC, ST and OBC students. The scheme is administered by the Department of Backward Classes and Minorities Welfare, Government of Madhya Pradesh.
Which courses are covered?
Post-matric means Class 11 and everything above it, including Class 12, graduation, postgraduation, and professional and technical courses such as engineering, pharmacy, nursing, polytechnic and ITI. Pre-matric classes are covered by a separate scheme.
Can I claim this alongside another scholarship?
No. The MP Scholarship Portal states plainly that only one scheme benefit is allowed. A student who claims the OBC post-matric scholarship cannot also claim Vikramaditya Yojana, Gaon Ki Beti, Pratibha Kiran or an SC or ST post-matric scholarship in the same year.
Do I need to apply every year?
Yes, a fresh application is required for each academic year of your course during the announced window. Renewal is not automatic, and a student who fails and repeats a year generally cannot claim for the repeated year.
Whom do I call if my OBC scholarship is stuck?
The MP Scholarship Portal publishes 0755-2553329 as the helpline for PMS OBC issues, and nodalofficerobc@mp.gov.in as the email. Before calling, log in and read the exact stage your application is showing so you can describe the problem accurately.
Why does the portal say my application is pending at institute?
Pending at institute means your college has not yet verified and forwarded your form, and no sanction can be passed until it does. Visit the college scholarship cell in person with your printed acknowledgement; waiting does not move the file, and the institute verification deadline is a hard cut-off.
