Madhya Pradesh state government scheme
Primary Education Scholarship for De-Notified Communities pays Rs 150 a year; Rs 15 a month for 10 months: to children of Madhya Pradesh's de-notified, nomadic and semi-nomadic communities studying in Classes 1 to 5. No income certificate is required and no renewal application is needed while the rate band stays the same; the school forwards the case.
What is the Primary Education Scholarship for De-Notified Communities?
Primary Education Scholarship for De-Notified Communities is a small annual stipend paid by the Government of Madhya Pradesh to children of the state's de-notified, nomadic and semi-nomadic communities studying in Classes 1 to 5. According to the compilation of Madhya Pradesh state schemes published by the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNC) under the union Ministry of Social Justice and Empowerment, the scholarship is Rs 150 for the year, paid at Rs 15 per month for 10 months.
Two features of the scheme matter far more than the amount. First, no income certificate is required. Second, no renewal application is needed while the child remains in the same rate band. Both are deliberate: households in these communities frequently lack a fixed address, a tehsil-issued income certificate or continuous documentation, and a scheme that demanded them annually would reach almost nobody.
In departmental Hindi papers these communities appear as vimukt, ghumakkad and ardh-ghumakkad jatiyan. Policy and budget sit with the Backward Classes and Minorities Welfare Department, whose portal is bcwelfare.mp.nic.in; the money is distributed through the Directorate of Public Instruction's consolidated stipend arrangement in schools.
Why does Madhya Pradesh pay a scholarship this small?
Being direct about it: Rs 150 a year does not cover a school year's costs. It covers a set of notebooks, or a pair of shoes, or a few months of a slate and chalk. What the scheme actually does is different from what the number suggests.
De-notified communities are the groups listed under the colonial Criminal Tribes Act of 1871 and de-notified in 1952. Nomadic and semi-nomadic communities are groups whose traditional livelihoods involved seasonal or continuous movement. The practical consequence in 2026 is documentary invisibility: no land record, no permanent address, often no birth registration. A child who is entered on the de-notified community stipend list in Class 1 acquires the thing the family most lacks: an official record connecting a name, a caste certificate, a Samagra ID and a school roll.
That record is what later, much larger benefits are built on. The free hostel with its monthly stipend of over Rs 1,200, the Rs 3,000 girls' literacy incentive at Class 11, the post-matric scholarship covering tuition and examination fees, and examination fee reimbursement for board and professional examinations. Read that way, the primary scholarship is an enrolment mechanism as much as a cash benefit, and the honest advice to a family is to claim it for the entry rather than for the money.
Who is eligible for this scholarship?
A child qualifies when:
- The child belongs to a de-notified, nomadic or semi-nomadic community notified in Madhya Pradesh, evidenced by a caste certificate.
- The child is an original resident of Madhya Pradesh.
- The child is studying in Classes 1 to 5 in a recognised school.
- The child is on the school roll and attending.
The following are not eligible:
- Children of communities not on the state's notified de-notified, nomadic and semi-nomadic list. The caste certificate must name a listed community.
- Scheduled Caste and Scheduled Tribe children, who are covered by their own separate primary-stage state scholarships rather than this one. A child claims under one scheme, not two.
- Children who are not original residents of Madhya Pradesh, even if studying in the state.
- Children above Class 5, who move to the higher rate bands rather than this one.
- Children not enrolled in a recognised school.
There is no income ceiling and no income certificate requirement at this stage. That distinguishes the primary scholarship from the post-matric scholarship for the same communities, which does carry an income test.
How much is paid and how the rates rise with class
| Stage | Boys | Girls | Duration |
|---|---|---|---|
| Classes 1 to 5 | Rs 150 per year | Rs 150 per year | Rs 15 a month for 10 months |
| Classes 6 to 8 | Rs 200 per year | Rs 600 per year | Paid over 10 months |
| Classes 9 to 10 | Rs 600 per year | Rs 1,200 per year | Paid over 10 months |
The rates above for Classes 6 to 10 are recorded in the DWBDNC compilation of Madhya Pradesh's schemes for these communities and are listed here so a family knows what follows the primary stage. Note the pattern: from Class 6 onwards the girls' rate is deliberately set at two to three times the boys' rate, because girls' drop-out in these communities rises sharply after the primary stage.
Payment is made over a 10-month academic year rather than 12, and in practice arrives as a consolidated credit rather than as ten separate Rs 15 transfers.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Caste certificate | Yes | Attested photocopy naming a notified de-notified, nomadic or semi-nomadic community |
| School enrolment record | Yes | Certified by the school; child must be on the roll in Classes 1 to 5 |
| Samagra ID | Yes | Links the child to state benefit records |
| Bank passbook | Yes | Child's account or a guardian-operated minor account for DBT |
| Madhya Pradesh residence proof | Yes | Original residence in the state |
| Aadhaar card | No | Used where available; many primary-age children do not yet have one |
| Income certificate | No | Explicitly not required for this scholarship |
How to apply for the primary education scholarship
- Get the caste certificate first. This is the single gateway document. A caste certificate for a notified de-notified, nomadic or semi-nomadic community is issued by the Sub-Divisional Officer (Revenue); the department's own scheme list includes caste certificate issuance through SDOs as a supporting measure precisely because so many families lack one.
- Enrol the child in a recognised school in Classes 1 to 5 and make sure the caste category is entered correctly in the school register and in the child's Samagra record. A category entered as "OBC" or left blank is the usual reason a child never appears on the stipend list.
- Submit the caste certificate copy to the head teacher and ask specifically for the de-notified, nomadic and semi-nomadic community primary stipend. Provide the Samagra ID and the bank account details.
- Confirm the school has forwarded the list. The school's category-wise list goes to the Block Education Officer and on to the district Backward Classes and Minorities Welfare office for sanction.
- Do not re-apply the next year. No fresh application is needed while the child stays within Classes 1 to 5. A fresh entry is needed only when the child enters Class 6, where the rate changes.
How to check whether the scholarship has been paid
- Ask the head teacher whether the child's name appears on the forwarded category-wise list for the session. Most missing payments are missing entries, not rejected claims.
- Check the student's record on scholarshipportal.mp.nic.in, the State Scholarship Portal on which Madhya Pradesh records student scholarship and stipend payments.
- If the record shows the amount as paid but nothing has arrived, check the bank account's status and Aadhaar seeding at the branch. Minor accounts that go dormant are a frequent cause.
- If nothing moves for a session, take the acknowledgement to the district Backward Classes and Minorities Welfare office.
Why a child's scholarship goes missing
- Caste category wrongly recorded in the school register: the most common cause by a wide margin.
- No caste certificate, or a certificate naming a community not on the state's notified list.
- Samagra ID mismatch in name or date of birth against the school record.
- No bank account, or an account the family cannot operate.
- Child migrated mid-session with the family and was struck off the roll, which for nomadic households is a structural problem rather than an error.
- School did not send the list for the session.
Where to get help
- Backward Classes and Minorities Welfare Department: bcwelfare.mp.nic.in; scheme lists, forms and district office contacts.
- The child's school: the working point of contact, since entry and forwarding both happen there.
- District Backward Classes and Minorities Welfare office: for sanction disputes and caste-category corrections.
- State Scholarship Portal: scholarshipportal.mp.nic.in; payment records.
- CM Helpline 181: Madhya Pradesh's general grievance line, which issues a tracking number and routes the complaint to the department.
- DWBDNC, Ministry of Social Justice and Empowerment: dwbdnc.dosje.gov.in publishes the consolidated list of Madhya Pradesh schemes for these communities.
No fee is payable at any stage, and no agent can charge for adding a child's name to the stipend list.

Frequently asked questions
How much is the primary education scholarship for de-notified communities in Madhya Pradesh?
The scholarship is Rs 150 for the year, paid at the rate of Rs 15 per month for 10 months, to a child of a de-notified, nomadic or semi-nomadic community studying in Classes 1 to 5.
Is an income certificate needed?
No. The scheme carries no income test at the primary stage and an income certificate is not required. This is a deliberate design choice, because households in these communities often cannot obtain one.
Do I have to re-apply every year?
No. Once sanctioned, no fresh renewal application is needed while the child stays in the same rate band. That is, within Classes 1 to 5. A fresh entry is made when the child moves to Class 6, where the rates change.
What does a child get after Class 5?
Rates rise with the class. For Classes 6 to 8 the annual amounts recorded for these communities are Rs 200 for boys and Rs 600 for girls, and for Classes 9 to 10 they are Rs 600 for boys and Rs 1,200 for girls, each paid over 10 months.
Who cannot claim this scholarship?
Children who do not belong to a notified de-notified, nomadic or semi-nomadic community are not eligible, nor are children who are not original residents of Madhya Pradesh, nor children outside Classes 1 to 5. Scheduled Caste and Scheduled Tribe children have their own separate primary-stage scholarships.
Where do I apply?
At the child's school. The class teacher or head teacher records the caste category and forwards the case; sanction and payment run through the Directorate of Public Instruction's consolidated stipend arrangement rather than a separate online portal.
Is Rs 150 a year worth applying for?
The cash amount is small, but the entry matters. Being recorded in the de-notified community stipend list at the primary stage builds the paper trail (caste certificate, Samagra ID, school roll) that the far larger hostel, Class 11 and post-matric benefits later depend on.
