Property Registration (Sale Deed) in Madhya Pradesh
Madhya Pradesh state government scheme
Property registration in Madhya Pradesh runs on SAMPADA 2.0, the e-registration and e-stamping portal of the Registration and Stamps wing of the Commercial Taxes Department, reachable at sampada.mpigr.gov.in. A buyer pays stamp duty and a registration fee on the higher of the sale price or the guideline rate, completes Aadhaar e-KYC and can finish a registration within about 24 hours without visiting a Sub-Registrar office.
What is property registration in Madhya Pradesh?
Property registration in Madhya Pradesh is the process by which the Registration and Stamps wing of the Commercial Taxes Department, headed by the Inspector General of Registration (IGR), records a sale deed in the public register maintained under the Registration Act, 1908. Until that entry exists, a buyer who has paid the whole price and holds possession is still not the owner on record, and cannot mortgage, resell or defend the property with a clear title.
Madhya Pradesh runs the entire process on SAMPADA 2.0, the department's e-registration and e-stamping platform at sampada.mpigr.gov.in, with the departmental website at mpigr.gov.in and a companion Sampada 2.0 mobile app. SAMPADA 2.0 was launched on 10 October 2024 and is operational in all 55 districts of the state.
SAMPADA 2.0 matters because it changed what registration actually involves in Madhya Pradesh. The system carries Aadhaar-based e-KYC for every party, OTP authentication in place of a physical signature, video verification so parties can appear remotely, GIS geo-tagging of the property so valuation is fetched automatically, e-stamping issued by the portal itself instead of physical stamp paper, online payment, and digital delivery of the registered document. It also pushes the registered deed onward for automatic mutation through Cyber Tehsil. Madhya Pradesh was recognised as the first state to implement fully paperless e-registration of documents, and SAMPADA 2.0 took a Gold Award in the 2025 National e-Governance Awards.
For a buyer, the practical result is that a transaction that used to take four to seven days and at least one queue at a Sub-Registrar office is designed to finish within about 24 hours, and often in minutes once the file is complete.
Who can and cannot register a sale deed in Madhya Pradesh?
You can register if:
- You are the lawful owner of the property, or hold a registered power of attorney from the owner, and you are selling.
- You are the buyer, aged 18 or above, an Indian citizen, or an NRI or person of Indian origin buying property permitted under FEMA. SAMPADA 2.0 explicitly supports registration by parties located outside Madhya Pradesh and outside India.
- Every party has an Aadhaar number linked to a working mobile number, which is what makes e-KYC and OTP authentication possible.
- The property lies within the jurisdiction of the Sub-Registrar office concerned, and the full duty on the higher of the consideration or the guideline rate has been paid.
You cannot apply if:
- The stamp duty or registration fee is short-paid, or duty has been computed on a value below the guideline rate. The document will not go through, and a shortfall detected later becomes a penalty on the buyer.
- The seller is a minor or a person of unsound mind without court or guardian authority.
- The land is tribal land under restricted transfer, or is otherwise under a statutory bar, a court injunction or an attachment.
- The property is government, nazul or encroached land to which the seller has no transferable right.
- A party is represented by an unregistered power of attorney, or a co-owner simply does not participate, a sale deed cannot be registered with one owner missing.
- The e-KYC fails: no Aadhaar-linked mobile, or a name mismatch between Aadhaar, PAN and the deed. This is not a permanent bar; fix the mismatch or use the offline route.
Foreign nationals who are not of Indian origin cannot buy immovable property in India without Reserve Bank of India permission, so such a deed will not clear.
What does property registration cost in Madhya Pradesh?
Two separate charges are due on a sale deed, and both are calculated on whichever is higher of the sale consideration or the guideline (collector) rate notified for that locality.
- Stamp duty on a conveyance in Madhya Pradesh is widely reported at 7.5 per cent of that value. The figure is a total: a base conveyance duty under the Indian Stamp Act as applied in Madhya Pradesh, topped up by municipal or janpad duty and upkar levies.
- Registration fee is reported at 3 per cent of the same value, which is higher than in most states: Madhya Pradesh does not cap it at a small flat amount.
Together that is commonly quoted as roughly 10.5 per cent of the property value for a straightforward sale deed. A gift deed to a family member is treated far more cheaply, at a nominal rate widely reported as 1 per cent capped at Rs 1,000, with the registration fee still payable.
Treat every one of those percentages as a starting expectation, not as your bill. Rates, women-buyer rebates, urban and rural differentials and local levies are changed by notification, and the only number that matters is the one SAMPADA 2.0's own duty calculator produces for your khasra number, area and locality. The portal fetches the guideline value automatically from its GIS layer during e-registration, so there is no reason to accept a broker's verbal estimate.
Two further costs are not the department's. Document writing or advocate fees are a private charge. And where the consideration is Rs 50 lakh or more, 1 per cent TDS under section 194-IA of the Income Tax Act must be deposited in Form 26QB before registration.
How to register a sale deed in Madhya Pradesh online on SAMPADA 2.0
- Verify the title first. Pull the property's earlier registered documents through the search facility on SAMPADA 2.0, and take the khasra and khatauni for agricultural land or the municipal or nazul record for an urban plot. Confirm the seller's name is on the record and no encumbrance is noted.
- Register as a citizen user on sampada.mpigr.gov.in or in the Sampada 2.0 mobile app, using your mobile number and Aadhaar.
- Complete Aadhaar e-KYC for every buyer, every seller and both witnesses. The OTP goes to the Aadhaar-linked mobile number and takes the place of a physical signature.
- Select the property and let the system value it. SAMPADA 2.0 geo-tags the property and fetches the guideline rate; enter your agreed consideration and the system computes duty on the higher figure.
- Prepare the deed electronically, the deed is drafted inside the system using the department's templates, with the exact property schedule, the consideration, the mode of payment and the possession date.
- Deposit TDS in Form 26QB first if the consideration is Rs 50 lakh or more, and keep the challan reference.
- Pay stamp duty and the registration fee online. SAMPADA 2.0 collects both and issues the e-stamp itself; there is no physical stamp paper and no separate franking visit.
- Authenticate the document. Every party confirms by OTP and, where the system asks for it, by video verification. This is the step that removes the office visit, and it can be done from anywhere in India or abroad.
- Book a slot only if you are taking the office route for presentation; a fully online e-registration does not need one.
- Receive the registered document digitally. SAMPADA 2.0 delivers the registered deed electronically, and the registration is pushed onward for automatic mutation through Cyber Tehsil.
How to register at a Sub-Registrar office in Madhya Pradesh
- Identify the Sub-Registrar office having jurisdiction over the property, through SAMPADA 2.0 or at the district registrar's office, and confirm jurisdiction before paying anything.
- Get the deed drafted by an advocate or a licensed document writer with the correct khasra or plot number, area and boundaries.
- Generate the e-stamp and pay duty through SAMPADA 2.0 or at an authorised service provider, and carry the payment reference.
- Attend on the appointed date with all buyers, all sellers and two witnesses, carrying Aadhaar, PAN, the title chain and the property record. Photographs and biometrics are captured at the counter.
- Admit execution before the Sub-Registrar, who checks identity, verifies the duty against the guideline value and endorses the document.
- Collect the receipt with the document number, and download the registered deed from SAMPADA 2.0 once it is uploaded.
Both routes feed the same database. The office counter is entering your transaction into SAMPADA 2.0 either way, so the record you can later download is identical.
How do I check the status of my registration?
- Log in to SAMPADA 2.0 and open your application or document reference, the portal shows the stage of e-KYC, payment, authentication and registration.
- The Sampada 2.0 mobile app carries the same status view and QR-code scanning to verify a document's authenticity.
- Registered document search on the portal retrieves indexed documents by district, year and party details, which is also how you confirm your deed is on the public record.
- Mutation status must be checked separately in the revenue or municipal record, even though Cyber Tehsil is meant to trigger it automatically.
- The Sub-Registrar office can trace a file by the receipt or document number if nothing shows online.
Does a registered sale deed in Madhya Pradesh expire?
No. A registered sale deed never expires and needs no renewal. Registration is a one-time transfer of title and the register entry is permanent.
What does need follow-up is the revenue record. Registration transfers ownership; mutation puts your name in the khasra, khatauni or municipal property register so that tax demands, electricity connections and future sales name you. Madhya Pradesh has automated this through Cyber Tehsil, and that is a genuine advance over states where mutation is a separate manual application — but verify the entry rather than assume it. For a flat, the society or builder transfer of records is a third, separate step.
Why do property registrations fail or get objected to in Madhya Pradesh?
- Under-valuation: duty computed on a consideration below the guideline (collector) rate. SAMPADA 2.0's automatic valuation makes this harder to slip through than it once was.
- Short-paid stamp duty or registration fee.
- Failed Aadhaar e-KYC, no mobile linked to Aadhaar, or a name spelling mismatch across Aadhaar, PAN and the deed.
- A defective property schedule; khasra number, area or boundaries that do not match the revenue record or the geo-tagged parcel.
- A missing co-owner, or a party appearing on an unregistered power of attorney.
- Undiverted agricultural land sold as a residential plot without the diversion order.
- Restricted or tribal land, or land under attachment, injunction or a government claim.
- An unclear title chain, where the seller's own purchase deed is missing or unregistered.
Most of these are fixable before you pay. Run the title check and the valuation on the portal before any money moves.
What is free, what is charged, and what should you refuse to pay?
The only legitimate payments are the government's own. The stamp duty and the registration fee that SAMPADA 2.0 itself calculates and collects online, plus a private advocate or document-writer fee if you use one. Registering as a user on SAMPADA 2.0, completing e-KYC, searching guideline rates, booking a slot and downloading your registered document carry no separate charge to a middleman.
Madhya Pradesh built SAMPADA 2.0 substantially to remove the intermediary from this process, and the state's own framing of the system was that registration should be simple and corruption-free. Act accordingly. No agent can lower your stamp duty, the guideline value comes from the department's own GIS and valuation data. No one can sell you a faster slot. Above all, never share your Aadhaar OTP with a broker, document writer or "helper": on SAMPADA 2.0 that OTP is your signature, and handing it over means someone else can authenticate a document in your name.
Grievance and helpline route
- Portal: raise a grievance or track a stuck registration from your logged-in account on sampada.mpigr.gov.in, quoting your document or application reference.
- Office level: the Sub-Registrar of the concerned tehsil, for a refusal to register, a valuation objection or a stuck file.
- District level: the District Registrar, who supervises the Sub-Registrars in the district and hears complaints against them. An appeal against a refusal to register lies to the Registrar under section 72 of the Registration Act, 1908.
- State level: the Inspector General of Registration, Madhya Pradesh, at mpigr.gov.in, for systemic complaints, refunds of duty and appeals beyond the district.
- Public grievance: the state's general public grievance channel (CM Helpline) accepts complaints against any department, including Registration and Stamps.
Keep your document reference number and payment transaction ID at hand. No office can trace a registration without them.

Frequently asked questions
Which department registers property in Madhya Pradesh?
The Registration and Stamps wing of the Commercial Taxes Department, headed by the Inspector General of Registration (IGR), registers property in Madhya Pradesh. The department runs the SAMPADA 2.0 portal at sampada.mpigr.gov.in and the district Sub-Registrar offices, with the departmental site at mpigr.gov.in.
What is SAMPADA 2.0?
SAMPADA 2.0 is Madhya Pradesh's e-registration and e-stamping system, launched on 10 October 2024 and operating in all 55 districts. SAMPADA 2.0 allows a document to be drafted, stamped, paid for, authenticated by Aadhaar e-KYC and registered online, including by video link, without a visit to the Sub-Registrar office.
Can I register a property in Madhya Pradesh without going to the office?
Yes — SAMPADA 2.0 was built specifically to allow registration from home, including from outside Madhya Pradesh and from abroad, using Aadhaar-based e-KYC, OTP authentication and video verification. Presentation in person at the Sub-Registrar office remains available for anyone who prefers it or cannot complete e-KYC.
How much are stamp duty and registration charges in Madhya Pradesh?
Stamp duty on a sale deed in Madhya Pradesh is widely reported at 7.5 per cent and the registration fee at 3 per cent of the property value, about 10.5 per cent in total, charged on whichever is higher of the sale consideration or the government guideline (collector) rate. Always confirm your own figure with the duty calculator inside SAMPADA 2.0 before paying, because rates, rebates and local levies are revised by notification.
How long does property registration take in Madhya Pradesh?
Registration through SAMPADA 2.0 is designed to complete within about 24 hours, and the department has reported that a large share of e-registrations finish in under 10 minutes once the file is complete. The older paper route through a Sub-Registrar office took several working days.
Is mutation automatic after registration in Madhya Pradesh?
Yes for records covered by Cyber Tehsil — SAMPADA 2.0 pushes a registered sale deed digitally for automatic name change in the revenue record, which is one of the main reasons the system was built. Follow up anyway and confirm the khasra or municipal record actually shows your name, because urban and municipal records are not always updated on the same track.
Where do I find the guideline (collector) rate for my property?
Guideline rates are published by the Registration and Stamps department and are searchable inside SAMPADA 2.0, which also geo-tags the property and fetches valuation automatically during e-registration. The guideline rate is the floor for duty — if your agreed price is lower, duty is still charged on the guideline value.
What should I refuse to pay a middleman?
Refuse everything beyond the stamp duty and registration fee that SAMPADA 2.0 itself computes and collects online. No agent can reduce your stamp duty, no one can buy a faster slot, and you should never share your Aadhaar OTP with a broker or a document writer.
