What is MSP procurement in Madhya Pradesh?

Procurement of Food Grains from Farmers at Support Price is the programme under which the Madhya Pradesh Food, Civil Supplies and Consumer Protection Department buys notified crops directly from farmers at the Minimum Support Price announced by the Government of India. The whole operation is run on a computerised platform called e-Uparjan, hosted at mpeuparjan.nic.in.

The purpose is simple. A farmer who has no assured buyer at harvest is forced into a distress sale at whatever the local trader offers. MSP procurement puts a government purchase counter in every procurement area at a price fixed in advance, so the farmer has a floor under the market. In Madhya Pradesh the same system also feeds the state's public distribution supply chain.

According to the e-Uparjan portal, the platform covers all districts of Madhya Pradesh and over the last five years recorded about 1.18 crore farmer registrations, resulting in the purchase of roughly 24.15 crore metric tonnes of grain valued at about Rs 69,111 crore. The system has been recognised with the state's Best IT Initiative award and the CSI-Nihilent eGovernance award.

How does the e-Uparjan process work?

e-Uparjan runs in six defined stages, and knowing them tells a farmer exactly where their case stands:

  1. Farmer registration. The farmer's identity, land record and bank account are captured on the portal before the season opens.
  2. Slot booking. The farmer chooses a procurement centre and a date, so the centre is not swamped and the farmer does not queue for days.
  3. Purchase at the procurement centre. The produce is weighed, graded against the notified fair average quality standard, and a purchase receipt is generated.
  4. Transport, the purchased grain is lifted from the centre by the appointed transporter.
  5. Warehouse storage, the grain is deposited at a linked warehouse and the receipt is entered in the system.
  6. Direct bank payment. The value is credited to the farmer's Aadhaar-linked bank account, within 7 working days of purchase according to the portal.

Because each stage is recorded digitally, a farmer can see on the portal whether their consignment is at the purchase, transport or payment stage, instead of guessing.

Who is eligible for MSP procurement in Madhya Pradesh?

You can register and sell if:

  • You are a farmer cultivating land in Madhya Pradesh, with the land recorded in the state's revenue records.
  • You are growing a crop notified for procurement in that season: wheat in Rabi, paddy and the notified pulses and oilseeds in Kharif.
  • You hold a bank account seeded with your Aadhaar number, since payment is made only by Direct Benefit Transfer.
  • You register within the registration window announced for the season and book a slot at a procurement centre.
  • Your produce meets the Fair Average Quality standard notified for the crop, covering moisture, foreign matter, damaged and shrivelled grain.

You cannot sell, or are not eligible, if:

  • You did not register before the window closed. The centres do not accept walk-in sales from unregistered farmers.
  • Your crop is not on the notified list for that season.
  • Your bank account is not Aadhaar-seeded, or the account is dormant or closed. The sale may be recorded but the payment will fail.
  • The produce fails the quality check at the centre. Grain above the permitted moisture level is refused or accepted only after the notified deduction.
  • You attempt to sell more than your eligible quantity, which is capped by your registered sown area and the notified per-hectare yield limit.
  • You are a trader rather than a cultivator. MSP procurement is for producers; routing traded grain through a farmer's registration is treated as a fraud and invites recovery and criminal action.

Bank passbook Yes Must be an Aadhaar-seeded account

How to register and sell at MSP in Madhya Pradesh online

  1. Open mpeuparjan.nic.in during the announced registration window for the season and choose the farmer registration link for Rabi or Kharif.
  2. Enter your Aadhaar number and mobile number and verify the OTP.
  3. Fill in the land details — district, tehsil, village, khasra number and sown area for the crop you want to sell. The portal calculates your eligible quantity from this.
  4. Enter your bank account number and IFSC code, and confirm that the account is Aadhaar-seeded.
  5. Submit the registration and save the registration number shown on screen.
  6. When the procurement season opens, log in again and use slot booking to pick a procurement centre and a date. Note the slot reference.
  7. Take the produce to the centre on the booked date with your registration number and Aadhaar. Get the purchase receipt before leaving.
  8. Track the payment in your login; it should be credited within 7 working days.

How to register offline

Farmers without a smartphone or internet access can complete the same registration at a designated registration centre. These are notified before each season and typically operate at the primary agricultural cooperative society, the gram panchayat, the mandi premises or a common service centre in the procurement area.

  1. Carry your Aadhaar card, land record, bank passbook and mobile phone to the designated centre.
  2. Ask the operator to complete the e-Uparjan registration in your name and verify the details read back to you, especially the bank account number and the sown area.
  3. Collect the printed registration acknowledgement with your registration number.
  4. Return to the centre or use a helper to book your slot when procurement opens.

Registration at a designated centre is free. Nobody is authorised to charge a farmer for registering or for booking a slot.

How to check your registration, slot and payment status

  1. Log in at mpeuparjan.nic.in with your registration number or registered mobile number.
  2. Open the registration status view to confirm your details and eligible quantity are correct before the season starts.
  3. Use the slot booking view to see or reprint your booked date and centre.
  4. Use the payment status view after the sale to see whether the amount has been generated, transferred or returned by the bank.

If the portal shows the payment as transferred but the money has not reached you, the problem lies with the bank branch, not the procurement centre. Take the purchase receipt and the payment reference to the branch.

Common problems and how to fix them

  • Payment failed at bank; almost always an account that is not Aadhaar seeded, or a name mismatch. Get the account seeded at the branch and update the account in your e-Uparjan profile.
  • Eligible quantity too low, the sown area in the land record is wrong or the girdawari entry for the crop is missing. Correct it with the patwari before the registration window closes.
  • Quality deduction at the centre; moisture above the notified limit is the usual cause. Dry the grain properly and clean out foreign matter before bringing it.
  • Slot not available, book early. Slots at large centres fill first during the peak fortnight of a season.
  • Land in a family member's name. The registration must match the recorded holder, or the season's notified sharecropper rules must be followed.

Key dates in the MP procurement calendar

Madhya Pradesh runs two procurement seasons a year. Rabi procurement, dominated by wheat, opens after the spring harvest, with registration beginning weeks before the centres start buying. Kharif procurement, dominated by paddy along with notified pulses and oilseeds, follows the autumn harvest. The exact registration window, purchase start date and closing date are notified before each season on mpeuparjan.nic.in. Farmers should treat the portal notice, not local rumour, as the authority on dates.

Help and grievance redressal

  • Kisan Call Centre: 1800-180-1551, the agriculture helpline published by the MP Farmer Welfare and Agriculture Development Department.
  • District Food and Civil Supplies Officer. The departmental authority for complaints about a procurement centre, weighment, quality grading or payment.
  • Procurement centre in-charge: first point of contact for a purchase receipt not generated or an incorrect weight entry.

Registration, slot booking and sale under MSP procurement are free. No fee, commission or "centre charge" is payable to anybody at any stage.

Frequently asked questions

How do farmers sell crops at MSP in Madhya Pradesh?

Farmers register on the e-Uparjan portal at mpeuparjan.nic.in, book a slot at a procurement centre, take the produce there on the booked date, and are paid the Minimum Support Price directly into the Aadhaar-linked bank account. The process runs in six stages — registration, slot booking, purchase, transport, warehousing and payment.

How long does MSP payment take in Madhya Pradesh?

Payment is deposited into the Aadhaar-linked bank account within 7 working days of the purchase, according to the e-Uparjan portal. Delays beyond that usually mean the account is not Aadhaar-seeded or the account details on the registration do not match the bank record.

Is registration on e-Uparjan free?

Yes, registration on mpeuparjan.nic.in is free. Self-registration from a computer or mobile costs nothing, and no procurement centre staff member or agent may charge for adding your name or booking your slot.

Which crops does Madhya Pradesh procure at support price?

Madhya Pradesh procures wheat in the Rabi season and paddy, along with notified pulses and oilseeds, in the Kharif season through the e-Uparjan system. The exact list of crops and the support price for each are notified before every season on mpeuparjan.nic.in.

Can I sell any quantity at MSP?

No. The quantity you may sell is capped by your registered sown area and the per-hectare productivity limit notified for the crop that season. The portal calculates your eligible quantity from the land record attached to your registration.

What do I do if I miss my booked slot?

Rebook a fresh slot through your e-Uparjan login. A missed slot does not cancel your registration, but during the peak weeks of a season the next available date at a busy centre may be several days later, so rebook the same day you miss.

Why has my MSP payment not arrived?

The most common causes are a bank account that is not Aadhaar-seeded, a name mismatch between Aadhaar and the bank record, a closed or dormant account, or a quality deduction recorded at the procurement centre. Check the payment status in your e-Uparjan login before approaching the centre.

How large is MSP procurement in Madhya Pradesh?

According to the e-Uparjan portal, over the past five years about 1.18 crore farmer registrations were recorded and roughly 24.15 crore metric tonnes of grain worth about Rs 69,111 crore were purchased through the system across all districts of the state.
