Mukhya Mantri Yuva Swarozgar Yojana (Madhya Pradesh)
Madhya Pradesh state government scheme
Mukhya Mantri Yuva Swarozgar Yojana was the Madhya Pradesh MSME department's self-employment scheme that gave young entrepreneurs a bank guarantee and loan subsidy for a new venture. Madhya Pradesh consolidated its self-employment schemes into Mukhyamantri Udyam Kranti Yojana on 29 November 2021, which now offers a 3 per cent interest subsidy for up to 7 years at samast.mponline.gov.in.
What is Mukhya Mantri Yuva Swarozgar Yojana?
Mukhya Mantri Yuva Swarozgar Yojana. The Chief Minister's Youth Self-Employment Scheme, written in Hindi as मुख्यमंत्री युवा स्वरोजगार योजना, was a Madhya Pradesh government scheme under which the state government gave a bank guarantee and loan subsidy to promote entrepreneurship among young people who wanted to start their own small venture rather than look for a job.
The scheme sat in a family of Madhya Pradesh MSME department self-employment programmes that grew up alongside each other over the 2010s: Mukhyamantri Yuva Udyami Yojana for larger projects, Mukhyamantri Swarozgar Yojana for small ones, and Mukhyamantri Krishak Udyami Yojana for farmers' children setting up agri-linked units. Each had its own loan band, its own margin money percentage and its own application counter, and applicants were routinely confused about which door to knock on.
Madhya Pradesh resolved that confusion by consolidating the schemes into Mukhyamantri Udyam Kranti Yojana, launched on 29 November 2021 by the Department of Micro, Small and Medium Enterprises. That is the scheme actually taking applications today, and it is what a reader searching for "Yuva Swarozgar Yojana" now needs.
This guide therefore does two things: it records what Mukhya Mantri Yuva Swarozgar Yojana was, and it sets out in full the successor scheme you should apply under.
What does the successor scheme offer?
Mukhyamantri Udyam Kranti Yojana is a credit-linked scheme. The state does not give a grant; it makes a bank loan cheaper and easier to get. According to the Madhya Pradesh CM Helpline entitlement page for the scheme, the package is:
| Element | What the state provides |
|---|---|
| Loan for manufacturing units | Rs 1 lakh to Rs 50 lakh |
| Loan for service-sector units | Rs 1 lakh to Rs 25 lakh |
| Interest subsidy | 3 per cent a year on the outstanding loan |
| Period of interest subsidy | Up to 7 years, including the moratorium |
| Bank loan guarantee fee | Met by the state at prevailing rates, up to 7 years |
| Collateral | Loans offered collateral-free through participating banks |
The interest subsidy reaches the beneficiary by Direct Benefit Transfer after disbursement, so it reduces the effective cost of borrowing rather than arriving as a lump sum at the start. On a Rs 10 lakh loan, a 3 per cent subsidy is worth roughly Rs 30,000 in the first year and tapers as the principal is repaid.
Who is eligible for the youth self-employment scheme?
According to the Madhya Pradesh CM Helpline entitlement page, you can apply if:
- You are aged 18 to 45 years.
- You have passed at least Class 8.
- Your family's annual income does not exceed Rs 12 lakh.
- You are a resident of Madhya Pradesh.
- You are setting up a new enterprise, manufacturing, service or trade as covered by the guidelines.
- You are not a defaulter of any bank or financial institution.
You are not eligible and cannot apply if:
- You are already a beneficiary of another state or central self-employment scheme. Double-dipping across schemes is expressly barred.
- You are a defaulter of any bank or financial institution.
- Your family income exceeds Rs 12 lakh a year.
- You want finance for an existing, already-running business. The scheme targets new enterprises only.
- You are outside the age band or below the minimum education level.
- You are not a resident of Madhya Pradesh.
One caution on the criteria. Published summaries of the scheme differ: some state the age band as 18 to 40 and the minimum education as Class 12 pass, while the state's own CM Helpline entitlement page states 18 to 45 and Class 8 pass. The parameters have been relaxed over time. Confirm the current numbers with your District Trade and Industry Centre (Jila Vyapar Evam Udyog Kendra) before you build a plan around them.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identity and the basis of the online application |
| MP domicile / residence certificate | Yes | Permanent resident of the state |
| Education certificate | Yes | Proves the minimum education condition |
| Age proof | Yes | Class 10 marksheet or birth certificate |
| Project report | Yes | The plan the bank appraises |
| Family income proof or declaration | Yes | Ceiling of Rs 12 lakh a year |
| Bank passbook | Yes | For the DBT of the interest subsidy |
| Machinery or equipment quotation | Optional | Supports the project cost |
| Caste certificate | Optional | Only where a category benefit is claimed |
The project report is the document that decides your case. A one-page sheet of figures will not survive bank appraisal. Set out the machinery you will buy with quoted prices, the working capital you need, where the raw material comes from, who the customers are, the monthly turnover you expect and how the loan will be repaid from that turnover.
How to apply for the Madhya Pradesh youth self-employment scheme
- Prepare the project report first. Decide the activity, get quotations for machinery, and work out the project cost, the loan you need and the repayment you can service. Everything downstream depends on this.
- Collect the documents; Aadhaar, domicile, education and age proof, income proof, bank passbook and the quotations.
- Open samast.mponline.gov.in, the MSME department's consolidated portal, and register with your Aadhaar and mobile number.
- Fill the online application under Mukhyamantri Udyam Kranti Yojana, entering the project details, the loan amount and the bank branch you want the file sent to. Choose a branch where you already hold an account if you can.
- Upload the documents and the project report, submit, and save the application number shown on the screen.
- Wait for departmental verification. The application is checked by the department and then forwarded to the bank branch you selected.
- Attend the bank appraisal. The branch may call you to discuss the project. The bank must take a decision within 6 weeks of receiving the application.
- On sanction, complete the loan documentation. Disbursement is required within one month of approval.
- Set up the unit and start operations. The interest subsidy and the guarantee fee support are credited afterwards by DBT against the disbursed loan.
How do I check my application status?
Log in to samast.mponline.gov.in with the credentials you registered with and open the application status screen using your application number. The status moves through departmental verification, forwarded to bank, bank decision, sanction and disbursement.
If the file is stuck at any of those stages, the District Trade and Industry Centre in your district headquarters is the working office to visit. Take a printout of the status page and the application number. For a bank sitting on a file past the 6-week limit, raise it with the branch manager in writing and then with the lead district manager for your district.
Why do self-employment loan applications get rejected?
- Weak project report. The most frequent cause. A bank rejects a project it cannot see repaying itself, and no state subsidy compensates for that.
- Existing CIBIL default by the applicant or a co-applicant. Being a defaulter is an express disqualification, not merely a bank preference.
- Already benefiting from another self-employment scheme, detected on cross-verification.
- Family income above Rs 12 lakh, which puts the applicant outside the target group.
- Business already running, which fails the new-enterprise condition.
- Incomplete documents: missing quotations, no domicile certificate, or an education certificate that does not meet the stated minimum.
- Applicant unreachable when the branch calls for appraisal, after which the file is simply closed.
A rejection at bank level is not the end. Ask for the reason in writing, fix it — usually the project report, and reapply, or ask the District Trade and Industry Centre to route the file to a different bank.
Where do I get help?
- District Trade and Industry Centre (Jila Vyapar Evam Udyog Kendra) in your district headquarters. The working office for the whole scheme, from filling the form to chasing the bank.
- MSME Department, Government of Madhya Pradesh, msme.mp.gov.in. The department that owns the scheme and publishes its guidelines.
- samast.mponline.gov.in. The application portal and status tracker.
- CM Helpline 181, the state grievance line, which issues a tracked complaint number for a stalled file.
- Lead District Manager of your district, for a bank branch that misses the 6-week decision timeline.
Applying is free. No consultant is needed and no one can guarantee a sanction. If a person offers to "get your loan passed" in exchange for a commission, that is a fraud and the District Trade and Industry Centre should be told about it.

Frequently asked questions
Is Mukhya Mantri Yuva Swarozgar Yojana still running in Madhya Pradesh?
No, not as a standalone scheme. Madhya Pradesh consolidated its MSME self-employment schemes into Mukhyamantri Udyam Kranti Yojana, launched on 29 November 2021, and that is the scheme now taking applications at samast.mponline.gov.in. Anyone looking for youth self-employment finance in the state should apply there.
How much loan can I get under the successor scheme?
Mukhyamantri Udyam Kranti Yojana covers bank loans of Rs 1 lakh to Rs 50 lakh for manufacturing units and Rs 1 lakh to Rs 25 lakh for service-sector units. The loans are collateral-free through participating banks, with the state supporting the bank guarantee fee.
What subsidy does the state actually pay?
The state pays an interest subsidy of 3 per cent a year on the outstanding bank loan for up to 7 years including the moratorium, and meets the bank loan guarantee fee at prevailing rates for the same period. The subsidy is credited by Direct Benefit Transfer, not handed to the applicant as cash.
Who is eligible to apply?
Applicants aged 18 to 45 who have passed at least Class 8, whose family annual income does not exceed Rs 12 lakh, who are not defaulters of any bank or financial institution and who are not already benefiting from another government self-employment scheme, according to the Madhya Pradesh CM Helpline entitlement page.
Where do I apply?
Apply online at samast.mponline.gov.in, the MSME department's consolidated portal. The application is verified by the department, forwarded to the bank branch you select, and the bank must take a decision within 6 weeks.
How long does sanction and disbursement take?
The bank must decide within 6 weeks of receiving the verified application, and on approval the loan is disbursed within one month, with the subsidy transferred by DBT afterwards. The District Trade and Industry Centre is the office to follow up with if these timelines slip.
Can I apply for an existing business?
No. The scheme targets new enterprises only, so an already-running unit cannot be financed under it. An existing entrepreneur has to look at other MSME credit routes instead.
Is the loan collateral-free?
Yes, loans under the successor scheme are offered collateral-free through participating banks, with the state meeting the guarantee fee for up to 7 years. The bank still appraises the project on its commercial merits, so a weak project report can be rejected even though no security is demanded.
