Applicants aged 18 to 55 apply online through the MP Online self-employment portal.
What is Mukhyamantri Aarthik Kalyan Yojana?
Mukhyamantri Aarthik Kalyan Yojana, written in Hindi as "मुख्यमंत्री आर्थिक कल्याण योजना", is a Madhya Pradesh self-employment scheme that helps a poor family from the Scheduled Caste, backward class or minority communities set up a small business of its own. The scheme arranges a bank loan of up to Rs 50,000 and adds state margin money of up to Rs 15,000, which covers up to 50 per cent of the project cost.
Mukhyamantri Aarthik Kalyan Yojana is delivered through Madhya Pradesh's welfare finance corporations rather than a single line department. District portals record that Scheduled Caste cases are processed by the Madhya Pradesh Antyavasayi Cooperative Development Corporation, while the Backward Classes and Minorities Finance and Development Corporation handles cases from those communities. The District Jhabua portal dates its operation of the scheme to August 2014. In both routes the district welfare office is the working point of contact and the application itself is filed on the state's MP Online self-employment platform.
The scheme's purpose is narrow and practical: to convert a very small, achievable business idea. A grocery counter, a tailoring unit, a dairy animal, a seed and pesticide counter; into a bankable file, with a grant component that a poor household could never have contributed as its own margin.
Key features
- Maximum project loan: Rs 50,000 from a bank.
- Margin money grant: 50 per cent of project cost, capped at Rs 15,000.
- Ventures across industry, service and trade sectors are covered.
- The enterprise must be established within Madhya Pradesh.
- Benefit is available once only per applicant.
Who is eligible for Mukhyamantri Aarthik Kalyan Yojana?
You can apply if:
- You are a native and resident of Madhya Pradesh.
- You belong to the Scheduled Caste, backward class or a minority community, as certified by the competent authority.
- You are between 18 and 55 years of age.
- Your family is below the poverty line or within the low-income limit that the district office applies for the year.
- You are at least literate, district portals record a minimum literacy requirement rather than a formal qualification.
- You propose to set up the enterprise inside Madhya Pradesh.
You are not eligible if:
- You are a defaulter with any nationalised bank, cooperative bank or financial institution.
- You have already received assistance under this scheme, or under another government self-employment or subsidy scheme.
- You are below 18 or above 55 years of age.
- You do not hold a valid caste or community certificate placing you in one of the target groups.
- You are not domiciled in Madhya Pradesh, or the proposed unit is outside the state.
Because the scheme carries an annual district target and a limited budget, meeting the eligibility conditions does not by itself guarantee sanction. Cases are selected within the target by the district welfare office and then sanctioned by the bank on its own credit assessment.
How much assistance does the scheme provide?
| Component | Amount |
|---|---|
| Maximum project loan through a bank | Rs 50,000 |
| Margin money grant | 50 per cent of project cost |
| Maximum margin money | Rs 15,000 |
| Number of times the benefit can be taken | Once |
The margin money is a grant, not a loan. It is released by the corporation to the lending bank and adjusted against the borrower's account, which reduces the amount the borrower has to repay. The borrower repays only the balance of the bank loan, on the schedule fixed by the branch.
District pages list typical eligible ventures. A grocery shop, a furniture or wood-working business, a seed and pesticide sales counter, dairy, stationery and garment retail, but the list is illustrative. Any lawful small industry, service or trading unit can be proposed if the applicant can show a workable cost estimate.

How to check your application status
- Sign in to the MP Online self-employment portal with the credentials created at application time.
- Open the application tracking option and enter your application number.
- The status shows the stage: submitted, under district verification, recommended to bank, sanctioned, or disbursed.
- If the case is pending with the bank, visit the branch with the application number and the district office's recommendation letter.
The district welfare office also maintains a register of applications and can tell you where a file is sitting, which is usually faster than waiting for a portal update.
Why applications get rejected
- Caste or community certificate missing or issued by an authority that is not competent. The most common documentary failure.
- Age outside the 18 to 55 band.
- Applicant is an existing bank defaulter, which stops the case at the branch regardless of district approval.
- Benefit already taken under this or another government self-employment scheme.
- Family income above the limit applied for the year.
- Weak or unrealistic project proposal, with no supplier quotation or no workable cost estimate, so the bank declines to sanction.
- District annual target exhausted, in which case the case is carried to the next year rather than rejected on merit.
Where to get help
- District office of the Madhya Pradesh Antyavasayi Cooperative Development Corporation, for Scheduled Caste applicants.
- District office of the Backward Classes and Minorities Finance and Development Corporation, for backward class and minority applicants.
- Collectorate / district welfare wing, for escalation when a file has been pending beyond a reasonable period.
- MP Online kiosk, for portal and upload problems.
Applying under Mukhyamantri Aarthik Kalyan Yojana is free apart from the notified MP Online service charge. No corporation employee, bank agent or middleman is authorised to charge a commission for sanctioning a loan or releasing margin money.
