Dr Bhimrao Ambedkar Aarthik Kalyan Yojana
Madhya Pradesh state government scheme
Dr Bhimrao Ambedkar Aarthik Kalyan Yojana is a Madhya Pradesh scheme that helps Scheduled Caste men and women aged 18 to 55 obtain bank loans of Rs 10,000 to Rs 1 lakh for a small industry, trade or service unit, with a 7 percent annual interest subsidy and guarantee fee cover for 5 years. Apply online at samast.mponline.gov.in.
What is Dr Bhimrao Ambedkar Aarthik Kalyan Yojana?
Dr Bhimrao Ambedkar Aarthik Kalyan Yojana is a small-loan interest subsidy scheme of the Madhya Pradesh government for Scheduled Caste entrepreneurs. It is administered by the Scheduled Caste Welfare Department through District Antyavasayi Cooperative Development Committees, and is listed on district websites in English as the "Dr Bhimrao Ambedkar Economic Welfare Scheme". The Hindi name most people search for is "Dr Bhimrao Ambedkar Arthik Kalyan Yojana".
The scheme exists for a specific gap. A person who wants to buy a sewing machine, set up a tea stall, run a small flour mill, start a mobile repair counter or buy a hand cart needs Rs 30,000 to Rs 1 lakh, not Rs 20 lakh. Banks often price such tiny loans expensively and hesitate without collateral. Dr Bhimrao Ambedkar Aarthik Kalyan Yojana answers both problems at once: the state pays a 7 percent per annum interest subsidy for 5 years and bears the credit guarantee fee, so the bank lends without security and the borrower pays a materially lower effective rate.
Core numbers
- Loan range: Rs 10,000 to Rs 1 lakh.
- Interest subsidy: 7 percent per annum for 5 years.
- Guarantee fee: borne by the state for 5 years.
- Age band: 18 to 55 years.
- Eligible activities: industry (manufacturing), business and service units.
Who is eligible for Dr Bhimrao Ambedkar Aarthik Kalyan Yojana?
You can apply if:
- You are a permanent resident of Madhya Pradesh.
- You belong to the Scheduled Caste category and hold a permanent caste certificate.
- You are between 18 and 55 years of age. Both women and men are covered on identical terms.
- You want to set up a small industry, business or service unit with a project cost between Rs 10,000 and Rs 1 lakh.
- You have a bank account and are willing to service the loan regularly.
You cannot apply if:
- You are not of the Scheduled Caste category. Scheduled Tribe, OBC and general category applicants are not eligible under this scheme and should look at the corresponding departmental scheme for their category.
- You are a defaulter of any bank or financial institution.
- You are already drawing a benefit under another state or central government self-employment scheme.
- You are below 18 or above 55 years of age.
- You are a resident of another state.
- Your project cost is above Rs 1 lakh; in that case apply under Sant Ravidas Swarojgar Yojana instead, which starts at Rs 1 lakh.
The scheme is meant for new units. An applicant who already runs an established business and simply wants working capital top-up is usually not eligible; the district office decides these cases.
How much benefit does Dr Bhimrao Ambedkar Aarthik Kalyan Yojana provide?
The benefit is an interest subsidy, not a grant. On a Rs 1 lakh loan carrying, say, a 12 percent bank rate, a 7 percentage point subsidy reduces the effective cost to roughly 5 percent for the borrower. In rupee terms that is close to Rs 7,000 saved in the first year, tapering as the principal falls, and it runs for up to 5 years.
Two conditions govern the subsidy:
- Regular repayment. The subsidy is released against a loan account that is standard, not overdue. Missing instalments interrupts the subsidy for that period.
- Credit to the loan account. The money is adjusted against your loan; it is not paid out to you in cash.
Alongside the subsidy, the state bears the CGTMSE credit guarantee fee for eligible projects. This is the quiet but decisive benefit: it is the reason a first-time borrower with no property to mortgage can still get sanctioned.
Selected beneficiaries are also offered an entrepreneurship development training module of about 12 days, run online.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Permanent caste certificate | Yes | Scheduled Caste status from the tehsil |
| Domicile certificate | Yes | Permanent residence in Madhya Pradesh |
| Aadhaar card | Yes | Identity and account linkage |
| PAN card | Yes | Needed to open the bank loan account |
| Samagra ID | Yes | Fetches family details on the portal |
| Age proof | Yes | Must show age between 18 and 55 |
| Project outline | Yes | Activity, cost, expected monthly income |
| Bank passbook | Yes | Loan and subsidy account |
Because the loan ticket is small, the project note does not need to be an elaborate feasibility study. A one-page statement of what you will buy, what it costs and what you expect to earn each month is usually enough for a branch to appraise.

Why applications get rejected, and how to fix it
- Provisional caste certificate. Only a permanent Scheduled Caste certificate is accepted. Get it issued at the tehsil.
- Age outside 18 to 55. Applications from those above 55 are rejected at scrutiny; there is no relaxation published.
- Existing default or a poor credit record. Even a small overdue consumer loan blocks a fresh sanction. Clear it and reapply.
- Duplicate benefit. If you or the same activity has already drawn a subsidised loan under another scheme, the file is returned.
- Project cost above Rs 1 lakh. Files above the ceiling belong under Sant Ravidas Swarojgar Yojana, and are returned rather than sanctioned here.
- Mismatched names. The name on Aadhaar, caste certificate and bank passbook must be the same. Correct the odd one out before applying.
