What is a domicile certificate in Madhya Pradesh?

In Madhya Pradesh the domicile certificate is issued as the Sthayi Niwas Praman Patra, often written simply as Niwas Praman Patra, the residence certificate. The Revenue Department owns the service and the Tehsildar signs it. Delivery runs through the state's combined e-District and Lok Seva Guarantee platform at mpedistrict.gov.in and through the Lok Seva Kendras attached to district and tehsil headquarters.

District administrations list the service and point to the same portal. The Indore district page for the Domicile Certificate names the Lok Seva Kendra at the Satellite Building behind the Collector Office as the counter and sets out the online route: access the e-District portal, register using the Aadhaar number to receive an OTP, complete verification, submit the application, and pay the service fee by net banking, card or e-wallet. The Sidhi district page for the Residence / Domicile Certificate says the same in one line: citizens get the service through the online mpedistrict portal, with the Lok Sewa Kendra as the local office.

The Madhya Pradesh system is worth understanding at the level of the platform, because it explains why the process is faster here than in many states. The MP Lok Seva Guarantee portal has handled over 12.51 crore registered applications and resolved over 12.45 crore of them, and it publishes a category called "Samadhan Ek Din", a set of 32 services notified for same-day resolution, which includes residence certificates alongside income certificates and several land and licensing services.

Residents need the certificate for:

  • Madhya Pradesh government recruitment through MPPSC, the Employees Selection Board and police and subordinate services, where residence is a condition.
  • State-quota admissions in medical, engineering and other professional courses.
  • State scholarships from the Tribal Affairs, Scheduled Caste Welfare, OBC and Higher Education departments.
  • Scheme eligibility across the large number of MP welfare schemes restricted to residents.

Who is eligible for an MP domicile certificate?

You can apply if:

  • You are an Indian citizen and a permanent resident of Madhya Pradesh, living at a settled address in the state.
  • You were born in Madhya Pradesh and continue to live there: your birth certificate and class 10 certificate then carry most of the proof.
  • You have settled in the state long-term and can show a continuous residence trail; ration card, electricity bills, property tax receipts, voter roll entry, that the Patwari can verify on the ground.
  • You are a minor or a student whose parent already holds an MP residence certificate, which is accepted in place of an independent residence record.
  • You are a woman who married a resident of Madhya Pradesh and now lives in the state, applying with the marriage certificate and the husband's residence proof.

You cannot apply if:

  • You are a short-term resident. A posting, a contract or a college term does not create domicile in Madhya Pradesh.
  • You already hold a domicile or residence certificate of another state. Domicile is single, and holding two is a ground for cancellation.
  • You are not an Indian citizen.
  • You have no verifiable address for the Patwari to check. The MP workflow is verification-led, and a file with no verifiable address does not move.

A residence certificate is not a caste certificate and not an income certificate. Those are separate MP e-District services with their own document lists and their own verification chains, even though the same Tehsildar signs several of them.

What documents are required?

Document Mandatory Notes
Aadhaar number Yes Registration and OTP authentication on the portal
Samagra ID (family and member) Yes MP's citizen identity number, used across state services
Residence proof (ration card, electricity or water bill, tax receipt, voter roll) Yes For the MP address claimed
Age proof (birth certificate, class 10 certificate, transfer certificate) Yes Establishes date of birth
Self-declaration / affidavit Yes Citizenship, address and residence period
Passport-size photograph Yes Scanned upload
Land record (khasra / khatauni) or property document Sometimes Strengthens a thin residence trail
Parent's residence certificate For minors Replaces an independent record
Patwari verification report Departmental Prepared by the revenue field officer

Scan every document flat and legible within the size limit each upload box shows. An unreadable upload is treated as a missing one, and the file returns to you.

How to apply for a domicile certificate in Madhya Pradesh online

  1. Open the MP e-District portal at mpedistrict.gov.in and choose citizen registration.
  2. Register using your Aadhaar number and complete the OTP verification, as the Indore district administration instructs. Keep the mobile number linked to Aadhaar with you, the OTP goes there.
  3. Complete your profile with your Samagra ID, name, father's name, date of birth and the complete Madhya Pradesh address with district, tehsil and village or ward. Type the name exactly as it appears on Aadhaar, because the certificate is generated from this profile.
  4. Select the Revenue Department service: Sthayi Niwas / Niwas Praman Patra (residence or domicile certificate), from the services list.
  5. Fill the application form with the address, the period of residence and the purpose for which the certificate is required.
  6. Upload the documents: residence proof, age proof, the self-declaration and the photograph, plus the land record or parent's certificate where they apply.
  7. Pay the service fee on the payment screen by net banking, card or e-wallet, and save the receipt.
  8. Submit and note the application number on the acknowledgement. This is the only reference that traces the file later.
  9. Cooperate with the Patwari's field verification where the application is routed for one, keep the originals ready and your phone reachable.
  10. Download the digitally signed certificate from your e-District account once the status shows it has been issued by the Tehsildar.

How to apply offline at a Lok Seva Kendra

  1. Visit the Lok Seva Kendra for your district or tehsil — in Indore, for example, the Lok Seva Kendra at the Satellite Building behind the Collector Office; in Sidhi, the Lok Sewa Kendra at the district headquarters.
  2. Hand the operator your document set, Aadhaar, Samagra ID, residence proof, age proof and the declaration. The operator files the same e-District application on your behalf.
  3. Ask whether your case qualifies under "Samadhan Ek Din", the same-day category the Lok Seva Guarantee portal publishes for residence certificates. A complete file at the designated counter is what makes same-day delivery possible.
  4. Pay the notified fee and take a printed receipt.
  5. Collect the acknowledgement with the application number, and use it to track the file or to collect the certificate.

How do I check the status of my application?

  • Online: track the application on mpedistrict.gov.in with the application number from your acknowledgement.
  • On mobile: the MP Lok Seva mobile app, published for both Android on Google Play and iOS on the App Store, carries application submission and status tracking.
  • On WhatsApp: the Lok Seva Guarantee portal publishes a WhatsApp channel on +91 755 277 5227 for citizen queries.
  • In person: at the Lok Seva Kendra where you filed, or at the Tehsil office, which can say whether the file is with the Patwari or the Tehsildar.

The portal is available in Hindi and English and supports screen readers, so you can follow the whole workflow in Hindi if that is easier.

How long does it take, and how long is it valid?

Madhya Pradesh notifies the residence certificate within its "Samadhan Ek Din" same-day service category, one of 32 services the Lok Seva Guarantee portal lists for one-day resolution. That is the state's own commitment, and it is genuinely faster than the norm elsewhere. In practice, same-day delivery depends on filing a complete application at the designated counter; a file routed for Patwari field verification, common where the residence trail is thin or the family has moved, takes longer.

On validity, an MP residence certificate carries no expiry date and is normally treated as valid indefinitely, because domicile does not lapse. There is no renewal cycle. Where a recruitment notification or admission rule specifically demands a recently issued certificate, apply for a fresh copy rather than risk rejection at scrutiny.

Why do applications get rejected in Madhya Pradesh?

  • Aadhaar OTP failure, the mobile number is not linked to Aadhaar, so registration never completes.
  • Samagra ID missing or mismatched with the name and family record on the portal.
  • Name or date-of-birth mismatch between Aadhaar, the class 10 certificate and the application form.
  • Residence proof that does not cover the period claimed, a single recent electricity bill does not establish long residence.
  • Patwari could not verify the address; house locked, no phone response, or the applicant no longer lives there.
  • Affidavit unsigned or missing.
  • Blurred or oversized uploads.
  • A residence certificate of another state already on record in the applicant's name.

What it costs, and what you should refuse to pay

An MP residence certificate costs only the service fee shown on the e-District payment screen, plus the notified counter charge if you file through a Lok Seva Kendra. Both are small and both are printed. Ask for a receipt every time. The Indore district page itself states that the service fee is paid online by banking, card or e-wallet, which means there is a recorded transaction for it.

There is no paid fast track beyond the state's own Samadhan Ek Din category, which is free of any extra charge and open to everyone with a complete file. Agents who offer a "guaranteed niwas praman patra in a day" for a few thousand rupees are charging for something the state already provides at the counter rate. Apply yourself on the portal, or use a Lok Seva Kendra and take the receipt. Never share your Aadhaar OTP, your Samagra ID login or your e-District password with an agent; no revenue officer needs any of them to issue your certificate.

Frequently asked questions

What is the domicile certificate called in Madhya Pradesh?

Madhya Pradesh calls it the Sthayi Niwas Praman Patra, or simply Niwas Praman Patra — the residence certificate. District administrations such as Indore and Sidhi list it as the Domicile / Residence Certificate and route applicants to the MP e-District portal.

Where do I apply for an MP domicile certificate?

Apply on the MP e-District and Lok Seva Guarantee portal at mpedistrict.gov.in, or at a Lok Seva Kendra. The Indore district page instructs applicants to access mpedistrict.gov.in, register using the Aadhaar number to receive an OTP, complete verification, submit the application and pay the service fee online.

How fast is the MP residence certificate?

The MP Lok Seva Guarantee portal lists the residence certificate among its "Samadhan Ek Din" services — a set of 32 services notified for same-day resolution — provided the application is complete and filed through the designated counter. Files needing Patwari field verification take longer.

Who signs the certificate?

The Tehsildar signs it under the Revenue Department, after the Patwari's field verification of the address. Lok Seva Kendras are the delivery counters, not the issuing authority.

Do I need a Samagra ID?

Yes, in practice. The Samagra ID is Madhya Pradesh's family and member identity number and it is used across the state's citizen services, including the e-District certificate workflow, so keep both the family and member IDs at hand.

What does it cost?

Only the service fee shown on the MP e-District payment screen, which the Indore district page says can be paid by net banking, card or e-wallet. A Lok Seva Kendra may add its notified counter charge; take a printed receipt for whatever you pay.

Is the certificate valid for life?

A residence certificate carries no expiry date and is generally treated as valid indefinitely, because domicile does not lapse. Some recruitment notifications and admission rules still require a recently issued copy, so read the notification you are applying under.

How do I check the status or complain about a delay?

Track the application on mpedistrict.gov.in with the application number, or use the MP Lok Seva mobile app available on Google Play and the App Store. The Lok Seva Guarantee framework also gives you an appeal route against a delayed or refused notified service.
