Madhya Pradesh state government scheme
Cycle Distribution Scheme for Tribal Girls gives a free bicycle to every Scheduled Tribe girl in Madhya Pradesh who joins Class 11 in a government higher secondary school more than 2 kilometres from her village. The Tribal Affairs Department funds it, and the school files the claim through the MPTAAS portal at tribal.mp.gov.in; no fee is charged.
What is the Cycle Distribution Scheme for Tribal Girls?
Cycle Distribution Scheme for Tribal Girls, known locally as the Saikil Pradaya Yojana, is a welfare scheme of the Tribal Affairs Department (Janjatiya Karya Vibhag), Government of Madhya Pradesh. The scheme gives a free bicycle to Scheduled Tribe girls who have passed Class 10 and taken admission in Class 11 at a government higher secondary school that is more than 2 kilometres from their home village.
According to the Tribal Affairs Department's scheme pages on tribal.mp.gov.in, the purpose is narrow and practical: in large parts of tribal Madhya Pradesh a village has a middle school or a high school but no higher secondary section, so a girl who clears Class 10 must travel to another village or a block town to continue. That daily journey; often 3 to 8 kilometres each way on foot, is one of the biggest single causes of girls dropping out at exactly the point where they have already cleared a board exam. A bicycle removes the walk.
Key features
- Benefit is in kind. A bicycle; or, where the district follows the cash route, the equivalent amount at the rate notified by the School Education Department for that year.
- Covers Scheduled Tribe girls only, and only at the Class 11 entry point.
- Administered through MPTAAS, the Madhya Pradesh Tribal Affairs Automation System, at tribal.mp.gov.in/MPTAAS.
- The school files the claim; the student does not queue at a government office.
- There is no income limit published for this benefit. The qualifying conditions are caste, class, school type and distance.
The scheme runs alongside two other Class 11 benefits for the same group, which is why families often confuse them. Kanya Saksharta Protsahan Yojana pays a one-time Rs 3,000 cash incentive to Scheduled Tribe girls admitted to Class 11. The post-matric scholarship pays a monthly maintenance allowance: Rs 380 a month for hostellers and Rs 230 a month for day scholars in Classes 11 and 12, per the department's published rate table. The cycle scheme is a third, separate benefit, and receiving one does not disqualify you from the others.
Who is eligible for the tribal girls' cycle scheme?
You can get a cycle if all of the following are true:
- You are a girl belonging to a Scheduled Tribe notified for Madhya Pradesh, with a valid caste certificate from a competent revenue authority.
- You are a permanent resident of Madhya Pradesh, verifiable through your Samagra ID.
- You have passed Class 10 and taken admission in Class 11 for the current academic session.
- Your higher secondary school is a government institution and is more than 2 kilometres from your home village.
- You did not receive a bicycle in Class 9 under the School Education Department's cycle programme.
You cannot apply; or you are not eligible, if:
- You are a boy. Boys are covered by the general School Education Department cycle scheme in Class 6 and Class 9, not by this Tribal Affairs Department benefit.
- You already received a cycle in Class 9. Duplicate distribution is the single condition the department checks hardest, and the Samagra ID makes the earlier record traceable.
- You do not hold a Scheduled Tribe certificate. A Scheduled Caste or OBC girl is not covered by this particular scheme; the SC Welfare wing runs its own parallel free cycle supply scheme for Class 11 SC girls, started in 2017-18.
- You are repeating Class 11 and were already counted in an earlier year.
- Your school is within 2 kilometres of home, or you are studying in a private unaided institution outside the department's covered list.
- You are a hostel resident whose hostel is on the school campus, since the travel problem the scheme addresses does not arise. Where a hostel-resident girl is given a cycle, districts commonly require it to be surrendered to the hostel when she finishes school.
What documents are required for the cycle scheme?
| Document | Mandatory | Notes |
|---|---|---|
| Scheduled Tribe caste certificate | Yes | From a competent revenue authority in Madhya Pradesh |
| Class 10 marksheet | Yes | Board or open-school marksheet both accepted |
| Class 11 admission proof | Yes | Admission slip or bonafide certificate for the running session |
| Samagra ID (family and member) | Yes | Used for residence check and duplicate detection |
| Aadhaar card | Yes | For MPTAAS e-KYC |
| Bank passbook in the girl's own name | No | Needed only where the cycle value is paid by DBT |
| School distance declaration | Yes | Head of institution certifies the village-to-school distance exceeds 2 km |
| No-cycle-in-Class-9 declaration | Yes | Confirms you did not already receive one |
Keep the caste certificate current. A certificate that has been applied for but not issued is the commonest cause of a girl's name being struck off the school list, because MPTAAS will not accept an unverified caste entry.
How to apply for the cycle distribution scheme
- Take admission in Class 11 at your government higher secondary school and collect the admission slip or bonafide certificate.
- Register or update your MPTAAS beneficiary profile at tribal.mp.gov.in/MPTAAS with your Samagra ID, Aadhaar number and Scheduled Tribe caste certificate details, and complete e-KYC.
- Submit the document set to the head of your institution: caste certificate, Class 10 marksheet, Samagra ID, Aadhaar, and the declaration that no cycle was received in Class 9.
- Ask the school to record the distance from your village to the school. The head of institution's certification that it exceeds 2 kilometres is what makes you eligible.
- Let the school file the consolidated list on MPTAAS. District pages of the Madhya Pradesh government describe the route as submitting the prescribed papers with the application to the head of the institution, who then puts the claim forward.
- Collect the acknowledgement or note the MPTAAS application number, and follow up with the school office if you hear nothing by the middle of the session.
How to apply offline through the district office
- Visit the Assistant Commissioner, Tribal Affairs office at your district headquarters, or the block-level Tribal Welfare office.
- Carry the same document set plus a copy of your school admission proof.
- Ask for your case to be added to the district's cycle distribution list, and get a written acknowledgement with a date.
The offline route matters where a school has missed the online window or where a girl's caste certificate was issued late. It does not replace the MPTAAS entry. The district office will still have your profile registered before the benefit is released.
How much is the benefit worth?
The benefit is one bicycle per eligible girl, once. Where a district issues money instead of a cycle, the amount is fixed at the rate notified by the School Education Department for cycles in that year rather than at a rate set separately by the Tribal Affairs Department. Because that notified rate is revised from time to time, confirm the current figure with your district office rather than relying on a number quoted for an earlier session.
The cycle is a one-time benefit. There is no annual repeat, no maintenance grant and no replacement if the bicycle is lost or damaged.
How to check the status of your cycle claim
- Sign in to your MPTAAS beneficiary profile at tribal.mp.gov.in/MPTAAS and open the application status screen.
- Ask the head of your institution to show the school's submitted list and the sanction status against your name.
- Where the cash route applies, check your Aadhaar-seeded bank account and the DBT credit entry.
- Call the MPTAAS helpdesk on 1800-2333-951 with your application number if the portal shows nothing for several weeks.
Why cycle claims get rejected, and how to fix them
- Caste certificate not issued or not verified on MPTAAS. Apply for the Scheduled Tribe certificate through the Lok Seva Kendra before the Class 11 admission season, not after.
- Duplicate record from the Class 9 cycle scheme. If the flag is wrong, for example a namesake in the same Samagra family; ask the school to raise a correction with the district office, with your Class 9 school record attached.
- Distance not certified. Nothing moves until the head of institution records that the school is more than 2 kilometres away.
- Samagra ID mismatch. A name or date of birth that differs between Samagra, Aadhaar and the school register stops verification. Correct Samagra first, then Aadhaar, then ask the school to re-submit.
- Bank account not Aadhaar-seeded, where the district pays cash. A DBT credit will fail silently on an unseeded account.
- Admission taken in a private institution not covered by the department's list.
Key dates to watch
The claim window follows the Class 11 admission season, which in Madhya Pradesh opens after the Class 10 board results are declared. There is no single statewide last date published for the cycle scheme, so the practical deadline is the one your school announces for submitting caste certificates and admission proof. The Tribal Affairs Department has in past sessions extended its MPTAAS windows for post-matric benefits, the last date for post-matric scholarship and accommodation assistance was extended to February 2026 in the current cycle, so a late caste certificate is worth pursuing rather than abandoning.
Where to complain if the cycle does not arrive
- MPTAAS helpdesk: 1800-2333-951
- Assistant Commissioner, Tribal Affairs at your district headquarters, the first authority for a rejected or stalled claim.
- District Collector's public grievance day (Jan Sunwai), held weekly at the collectorate, for cases the department office has not resolved.
- CM Helpline 181, the Madhya Pradesh government's general grievance line, where you can lodge a complaint against a district office that has not acted.
No fee is payable at any stage. The bicycle, the school's filing and the MPTAAS registration are all free, and no official or agent is entitled to charge for adding a name to the beneficiary list.

Frequently asked questions
Who gets a free cycle under the Cycle Distribution Scheme for Tribal Girls?
Scheduled Tribe girls of Madhya Pradesh who have passed Class 10 and taken admission to Class 11 in a government higher secondary school located more than 2 kilometres from their village get a free cycle. The Tribal Affairs Department funds the benefit, and the school files the claim on MPTAAS.
Do I have to fill an application form myself?
No. The head of the institution prepares the list of eligible girls and files it through the MPTAAS portal: you only submit your documents to the school. District pages of the Madhya Pradesh government describe the route as submitting the prescribed papers to the head of the institution.
I got a cycle in Class 9 from the School Education Department. Can I get one again in Class 11?
No, you are not eligible. The Tribal Affairs Department scheme covers only those Scheduled Tribe girls who were not given a bicycle under the School Education Department's Class 9 programme, so nobody receives two cycles.
What if my school is less than 2 kilometres away?
Girls whose higher secondary school is within 2 kilometres of home are normally not covered, because the scheme exists to solve the travel problem created when Class 11 is only available in another village or town.
Is a cash amount given instead of a cycle?
In some districts and years the value of the cycle is transferred to the student's Aadhaar-seeded bank account at the rate notified by the School Education Department, instead of a bicycle being handed over. Ask your district Assistant Commissioner, Tribal Affairs which route applies to your session.
Do boys get a cycle under this scheme?
No. The Tribal Affairs Department cycle scheme described here is for Scheduled Tribe girls entering Class 11. Boys and girls in Class 6 and Class 9 are covered by the separate School Education Department cycle programme, which has no caste condition.
How do I check whether my name is in the list?
Ask the head of your school to show you the MPTAAS entry, and check the beneficiary list published by your district. The MPTAAS helpdesk on 1800-2333-951 can also confirm whether your profile is registered.
Does the scheme cost anything?
No. The cycle is free and no fee is payable to any school, agent or middleman. Any demand for money to "add your name" should be reported to the district Assistant Commissioner, Tribal Affairs.
