What is the Student Welfare Scheme for ST students?

Student Welfare Scheme for Scheduled Tribe Students, described on Madhya Pradesh district portals as the Tribal Student Welfare Scheme (Chhatra Kalyan Yojana), is a contingency assistance scheme of the Tribal Affairs Department (Janjatiya Karya Vibhag), Government of Madhya Pradesh. The scheme has run since 1984 and is revised from time to time.

The scheme exists to solve one specific problem. A Scheduled Tribe student from a poor household can be studying steadily on a scholarship and still be forced out of school by a single event, a parent's hospitalisation, the student's own serious illness, a house fire, or a death in the family. None of the regular scholarship schemes cover that. Student Welfare Scheme money is designed to be released quickly, on the recommendation of the person who knows the student best: the head of the institution.

According to the scheme description published by districts of the Madhya Pradesh government, assistance ranges from Rs 1,000 to Rs 10,000 for ordinary contingencies, and can go up to Rs 25,000 sanctioned by the Collector where a student dies while residing in a hostel, ashram or educational institution.

Key features

  • Contingency-based, not annual. There is no fixed cycle and no yearly renewal.
  • No self-application portal. The route runs through the head of the institution.
  • The head of institution may initiate the case himself, a student who is too ill to file does not lose the benefit.
  • Covers students from Class 1 to Class 12 and college, so it reaches ages that most scholarship schemes do not.
  • Paid by Direct Benefit Transfer into an Aadhaar-seeded account.

Who is eligible for the Student Welfare Scheme?

You can claim if:

  • You belong to a Scheduled Tribe notified for Madhya Pradesh and hold a valid caste certificate from a competent revenue authority.
  • You are a permanent resident of Madhya Pradesh, verifiable through your Samagra ID.
  • You are currently studying in Class 1 to Class 12 or in a college, and you are on the rolls of a government or recognised institution.
  • You are facing a genuine contingency, serious illness, a disability needing an assistive aid, a family calamity, or the cost of attending an approved event.
  • The head of your institution recommends the case.

You cannot apply; or you are not eligible — if:

  • You are not a Scheduled Tribe student. Scheduled Caste students must go to the parallel Scheduled Caste Student Welfare Scheme run by the SC Welfare wing; OBC and minority students should approach the Backward Classes and Minorities Welfare Department.
  • You are not currently enrolled. A student who has dropped out, or who has finished a course and not joined another, has no institution head to recommend the case.
  • Your institution is not government or recognised.
  • The expense is a routine one: tuition fees, books, uniform, hostel mess charges or travel to college are handled by the scholarship, hostel and accommodation-assistance schemes, not by contingency assistance.
  • You are claiming for a relative who is not a student. The benefit follows the student, not the household in general.
  • You have no supporting evidence of the emergency. A medical claim without a diagnosis or hospital estimate will not clear the district office.

What documents are required?

Document Mandatory Notes
Scheduled Tribe caste certificate Yes From a competent revenue authority in Madhya Pradesh
Written application stating the emergency Yes Addressed to the head of institution
Recommendation of head of institution Yes The step that makes the case actionable
Bonafide / enrolment certificate Yes Proves current study in a government or recognised institution

Death certificate For death cases Needed for the higher Collector-sanctioned amount
Disability certificate For aid cases Needed for a tricycle or similar assistive device
Samagra ID and Aadhaar Yes Residence check and DBT seeding

How to apply for the Student Welfare Scheme

  1. Write the application on the prescribed form or on plain paper, addressed to the head of your school or college. State plainly what the emergency is, what it will cost, and how much assistance you are asking for.
  2. Attach the evidence, the ST caste certificate, the bonafide certificate, and the papers that prove the emergency: hospital diagnosis and estimate, the death certificate, the disability certificate, or the event invitation.
  3. Submit it to the head of the institution and ask for the recommendation to be recorded. Madhya Pradesh district pages state that the student submits the application to the head of institution or departmental officer, and that the head of institution can also take the initiative himself.
  4. Let the institution forward it to the Assistant Commissioner, Tribal Affairs at the district headquarters. For a death case the file goes on to the Collector, who alone can sanction up to Rs 25,000.
  5. Give your Aadhaar-seeded bank details so the sanctioned amount can be paid by Direct Benefit Transfer.
  6. Keep the acknowledgement and follow up with the school office and then the district office.

How to apply directly at the district office

  1. Go to the office of the Assistant Commissioner, Tribal Affairs at your district headquarters, or your block Tribal Welfare office.
  2. Carry the same document set, plus the institution's bonafide certificate.
  3. Ask for the application to be entered in the receipt register and obtain a dated acknowledgement.

This route matters when a student is hospitalised outside the district, or when a school office is slow. It does not remove the need for the institution head's recommendation, which the district office will still call for.

How much assistance is given?

  • Rs 1,000 to Rs 10,000 for the general run of contingencies, according to the district scheme descriptions published by the Madhya Pradesh government.
  • Up to Rs 25,000, sanctioned by the Collector, where a student dies while residing in a hostel, ashram or educational institution.

Amounts within the range are decided case by case on the strength of the recommendation and the documented cost. The department publishes a range rather than a fixed slab because the scheme is deliberately discretionary, an Rs 8,000 hospital bill and an Rs 1,500 travel cost for a state-level sports meet are both valid claims of very different size.

A related but distinct benefit exists alongside this one. Districts also run a Relief Scheme, in force since 1979 and revised in 2015, under which the Assistant Commissioner can sanction up to Rs 5,000 and the Collector up to Rs 10,000 for a family financial crisis, illness or marriage expenses. If your situation is a household crisis rather than a student-specific one, ask the district office which of the two applies.

How to check the status of your application

  1. Ask the head of your institution for the date the file was forwarded and the outward number.
  2. Call or visit the Assistant Commissioner, Tribal Affairs office with that number.
  3. Check your Aadhaar-seeded bank account for the DBT credit once sanction is communicated.
  4. Call the MPTAAS helpdesk on 1800-2333-951 if you need help locating your department profile, though the sanction itself is tracked at the district office rather than on the portal.

Common reasons a claim is rejected

  • No recommendation from the head of institution. This is the single most common failure. The district office treats the recommendation as the gate.
  • Caste certificate missing or expired. Get the Scheduled Tribe certificate issued through your Lok Seva Kendra before you need it.
  • Evidence of the emergency is thin. A one-line note saying "father is ill" will not clear; a hospital diagnosis, estimate and prescription will.
  • Student is not currently enrolled, or the institution is not recognised.
  • Claim is for a routine educational expense already covered by scholarship, hostel or accommodation assistance.
  • Bank account not Aadhaar-seeded, so the DBT credit fails.
  • Application filed long after the event. Nothing in the rules bars a late claim, but district offices sanction promptly-filed cases far more readily.

Where to take a grievance

  • Head of institution, first, for a file that has not moved.
  • Assistant Commissioner, Tribal Affairs, district headquarters. The sanctioning authority for ordinary cases.
  • District Collector, both as the sanctioning authority in death cases and through the weekly public grievance hearing (Jan Sunwai) at the collectorate.
  • CM Helpline 181, the Madhya Pradesh government's general grievance line.
  • MPTAAS helpdesk: 1800-2333-951, for portal and profile problems.

No fee is charged at any stage of this scheme. Assistance is a welfare payment made directly into the student's account, and no agent, teacher or official is entitled to a share of it.

Frequently asked questions

How much money does the Student Welfare Scheme for ST students give?

The scheme gives assistance of Rs 1,000 to Rs 10,000 for ordinary contingencies, and up to Rs 25,000 sanctioned by the Collector where a student dies while residing in a hostel, ashram or educational institution. The exact amount depends on the nature of the emergency and the recommendation of the institution head.

Who can claim under the Student Welfare Scheme?

Scheduled Tribe students of Madhya Pradesh studying in Class 1 to Class 12 or in college, enrolled in a government or recognised institution, can claim. The scheme is meant for students from economically weak tribal families facing an unforeseen crisis.

Is there an online application for this scheme?

No. The Madhya Pradesh government's district pages state that the student submits an application to the head of the institution or the departmental officer — the head of the institution can also initiate the case on his own. There is no self-service online form.

What kinds of emergencies are covered?

Serious illness needing treatment, purchase of assistive aids such as a tricycle for a disabled student, participation in art, cultural, intellectual, scientific or sports events, and unforeseen family calamities including the death of a student are the categories described on district scheme pages.

Can a Scheduled Caste student use this scheme?

No, not this one. Scheduled Caste students are covered by a separate but near-identical Scheduled Caste Student Welfare Scheme, started in 1984, which also pays Rs 1,000 to Rs 10,000 through the SC Welfare wing of the same department.

Who sanctions the money?

The Assistant Commissioner, Tribal Affairs sanctions ordinary cases at the district level, and the Collector sanctions the higher amount of up to Rs 25,000 in a death case.

Is there a deadline to apply?

No fixed deadline is published. The scheme is contingency-based, so the application is made when the emergency happens — but apply promptly, since medical claims are far easier to sanction while treatment is ongoing than months afterwards.

Does receiving this assistance affect my scholarship?

No. Student welfare assistance is a separate contingency payment and does not reduce or replace the post-matric scholarship, hostel stipend or any other Tribal Affairs Department benefit you already receive.
