Subsistence and Transport Allowance to Disabled Students (Madhya Pradesh)
Madhya Pradesh state government scheme
Subsistence and Transport Allowance to Disabled Students is a Madhya Pradesh Social Justice Department scheme covering course fees plus a subsistence and a transport allowance for divyang students in professional courses such as computer applications and management. Applicants need Sparsh registration and 40 per cent disability, and apply at the district office or an MP e-District kiosk.
What is the Subsistence and Transport Allowance to Disabled Students?
Subsistence and Transport Allowance to Disabled Students is a benefit run by the Social Justice and Divyangjan Welfare Department of the Government of Madhya Pradesh for divyang students who are studying a professional higher-education course: computer applications, management and comparable programmes. The department describes it in Hindi as part of the "दिव्यांग छात्र/छात्राओं के लिए उच्च शिक्षा में दी जाने वाली फीस, निर्वाह भत्ता, परिवहन भत्ता योजना", that is, the fees, subsistence allowance and transport allowance scheme for disabled students in higher education.
The scheme exists because the cost of a professional course falls unevenly on a divyang student. Tuition is only part of it. A student with a locomotor or visual disability often cannot use ordinary shared transport to reach a city campus and has to pay for a fixed daily arrangement, and a student who has to live away from home during a two- or three-year professional programme carries a subsistence cost that a day scholar does not. Madhya Pradesh answers those three costs with three components rather than a single lump sum:
- Course fee support, tied to the fees the institution actually charges.
- A subsistence allowance (निर्वाह भत्ता) towards living costs during the course.
- A transport allowance (परिवहन भत्ता) towards travel between home and the institution.
The Social Justice Department lists the scheme under Divyang Empowerment on socialjustice.mp.gov.in, and the National Government Services Portal records it as a Madhya Pradesh Social Justice Department service delivered through the state's e-KYC, Lok Seva Kendra, CSC and MPOnline kiosk channels. Sanction and payment sit with the District Social Justice Office, which is where a student should go first.
A note on rates. The department notifies the fee ceiling and the allowance rates in its sanction circulars rather than publishing one permanent figure on the scheme page, and no consolidated, currently verifiable rate table is on the public portal. Ask your District Social Justice Office for the rates in force for your session, and treat any number quoted by a private website as unconfirmed.
Who is eligible for this allowance?
A student is eligible if:
- The student is a person with disability holding a certificate from the competent medical board or a UDID card. Madhya Pradesh divyang schemes work to a benchmark of 40 per cent disability or more.
- The student's name is registered on the Sparsh portal of the Government of Madhya Pradesh, which is the state's register for divyang welfare benefits.
- The student is a permanent resident of Madhya Pradesh.
- The student is enrolled in a professional higher-education course, a computer applications, management or similar programme — at a recognised institution.
- The student has a bank account in their own name, Aadhaar-seeded, for direct benefit transfer.
Who cannot apply or is not eligible:
- Students without a disability certificate from the competent medical board. A private doctor's letter is not accepted; the certificate must come from the board, or the UDID card must be produced.
- Students below the benchmark disability threshold used by the department.
- Students whose name is not on the Sparsh portal. Registration is a precondition, not a formality that can be completed after sanction.
- Students domiciled outside Madhya Pradesh, since the scheme is a state benefit.
- Students not currently enrolled, including those who have dropped out mid-course or whose admission has lapsed.
- Students claiming the same fee and allowance twice, for example alongside another state benefit that already covers the identical fee component for the same year.
Where a district office applies an income condition, a family income certificate is asked for at the counter, so a student should carry a current one even though it is not always demanded.

How to apply for the Subsistence and Transport Allowance
- Get your disability certificate or UDID card from the competent medical board if you do not already hold one. Nothing else in this scheme can move until the certificate exists.
- Register your name on the Sparsh portal of the Madhya Pradesh Social Justice and Divyangjan Welfare Department, or check that an existing registration is active and matches your certificate.
- Collect the application form for the fees, subsistence allowance and transport allowance scheme from your District Social Justice Office, or ask your institution's scholarship section, which usually holds the current form.
- Fill in the form with your course name, year of study, institution details, disability details, Sparsh registration and bank account particulars.
- Attach self-attested copies of the disability certificate or UDID card, admission letter or bonafide certificate, fee receipt, domicile certificate, Aadhaar card and bank passbook page, plus an income certificate if your district asks for one.
- Submit the file at the District Social Justice Office, or through an MP e-District counter, Lok Seva Kendra, Common Service Centre or MPOnline kiosk, which are the assisted channels the state has enabled for Social Justice Department services.
- Take the receipt or acknowledgement and keep the reference number. That number is what any status enquiry will be based on.
- Apply again for the next year of the course with a fresh fee receipt and the previous year's marksheet, because the benefit follows the academic year rather than continuing automatically.
How to check the status of your application
- Quote your acknowledgement or application reference number at the District Social Justice Office, which holds the sanction file.
- If you applied through a Lok Seva Kendra or MP e-District counter, use the application number on the receipt to track the service request at the same counter.
- Ask your institution's scholarship section whether the district office has sought any verification from the college, which is a common intermediate step.
- Once a sanction is issued, check your bank passbook or statement. If the sanction is recorded but no credit appears, the account is usually inactive or not Aadhaar-seeded.
Why applications get rejected, and how to fix them
- Sparsh registration missing or mismatched. The name, disability type and percentage on Sparsh must agree with the certificate. Get the record corrected before reapplying.
- Disability certificate not from the competent medical board. Replace it with a board certificate or a UDID card.
- Fee receipt missing. The fee component is reimbursement-shaped, so a receipt in the student's name is essential.
- Bank account not in the student's own name, or not Aadhaar-seeded. A parent's account is not accepted for a student benefit paid by DBT.
- Course not treated as a professional course by the district office. Ask which scheme covers your programme instead, rather than resubmitting the same form.
- Application filed after the session's internal cut-off. There is no published statewide last date, but districts work to a cut-off for each academic year's sanctions.
- Incomplete self-attestation, which sends a file back at scrutiny.
Help and grievance redressal
- District Social Justice Office in your district. The sanctioning authority and the right first stop for forms, rates and status.
- Directorate of Social Justice and Divyangjan Welfare, Bhopal; phone 0755-2556916, email dir.socialjustice@mp.gov.in, as published on socialjustice.mp.gov.in.
- Sparsh portal, linked from socialjustice.mp.gov.in, for registration and correction of divyang records.
- Madhya Pradesh CM Helpline: 181, for a grievance the district office has not resolved.
No fee is payable to the department for this allowance. A Lok Seva Kendra, CSC or MPOnline kiosk may collect the small government-notified service charge for assisted submission, and nobody else may charge a student for a sanction.

Frequently asked questions
Who can get the Subsistence and Transport Allowance for disabled students in Madhya Pradesh?
Divyang students enrolled in professional higher-education courses in Madhya Pradesh — computer applications, management and similar programmes — can get the allowance, provided they hold a disability certificate from the competent medical board and their name is registered on the state Sparsh portal. The Social Justice and Divyangjan Welfare Department runs the scheme through District Social Justice Offices.
What does the scheme actually pay for?
The scheme has three components — the course fee, a subsistence allowance towards living costs during the course, and a transport allowance towards travel to the institution. Madhya Pradesh lists the benefit as a combined "fees, subsistence allowance and transport allowance" scheme for divyang students in higher education.
How much disability is needed to qualify?
Madhya Pradesh divyang welfare schemes work to a benchmark of 40 per cent disability or more, certified by the competent medical board, with a UDID card or medical board certificate as proof. Confirm the exact threshold for the current session with your District Social Justice Office, since the certificate condition is restated in each sanction circular.
Where do I submit the application?
Submit it at your District Social Justice Office, or through an MP e-District counter, Lok Seva Kendra, Common Service Centre or MPOnline kiosk, which are the delivery channels the state has enabled for Social Justice Department services. The institution's scholarship section can also forward a set of applications together.
Is registration on the Sparsh portal compulsory?
Yes. The Madhya Pradesh Social Justice and Divyangjan Welfare Department requires a divyang applicant's name to be on the Sparsh portal before a benefit is sanctioned, and the district office verifies the Sparsh record against the disability certificate.
Can a student in an ordinary BA or BSc course claim this allowance?
This particular track is framed around professional education courses such as computer and management programmes. A divyang student in a general degree course should ask the District Social Justice Office about the department's wider fees and transport allowance scheme for higher education, and about the central post-matric scholarship for students with disabilities.
How is the money paid?
Payment is by direct benefit transfer into the student's own Aadhaar-seeded bank account after the district office sanctions the case. Keep the account active, because a dormant or unseeded account is the commonest reason a sanctioned payment does not land.
Is there any fee to apply?
No fee is payable to the department. A Lok Seva Kendra, CSC or MPOnline kiosk may charge the small government-notified service charge for assisted submission, and no agent can charge for "getting the allowance sanctioned".
Do I need to apply again every year of the course?
Yes. The benefit follows the academic year rather than continuing automatically, so a student must apply again for the next year with a fresh fee receipt and the previous year's marksheet.
How do I check my application status?
Quote your acknowledgement or application reference number at the District Social Justice Office, or at the Lok Seva Kendra or MP e-District counter where you applied. Once a sanction is issued, check your bank passbook — if the sanction is recorded but no credit appears, the account is usually inactive or not Aadhaar-seeded.
