What is the M.P. Super 5000 Scheme?

The M.P. Super 5000 Scheme is a merit award run by the Madhya Pradesh Building and Other Construction Workers Welfare Board, which sits under the state Labour Department. It rewards the children of registered construction workers who do best in the state board examinations. The scheme is commonly written as Super 5000 Yojana in Hindi material issued by district administrations.

According to the scheme entry published on Madhya Pradesh district government portals, the Board pays Rs 25,000 to each of the top 5,000 sons and daughters of registered construction workers in the Madhya Pradesh Board of Secondary Education Class 10 and Class 12 examinations. The scheme has been in operation since 1 June 2006.

Key features

  • One-time award of Rs 25,000, not a recurring monthly scholarship.
  • Open at two stages: after Class 10 and again after Class 12.
  • Limited to 5,000 students per cycle, selected strictly on board merit.
  • Restricted to children of workers registered with the BOCW Welfare Board.
  • Money is transferred to the student's own bank account by Direct Benefit Transfer.

The Board funds all of this from the construction cess collected on building projects in the state, which is why eligibility is tied so tightly to a live worker registration rather than to income or caste.

The logic of the scheme is straightforward. A construction worker's household income is irregular, and the year after Class 10 or Class 12 is exactly when families are asked for admission fees, coaching fees, hostel deposits and equipment costs all at once. A single lump sum of Rs 25,000 released at that moment does more than a small monthly stipend spread over a year.

Who is eligible for the Super 5000 award?

Your child can be considered if:

  • The parent is a construction worker registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board.
  • That registration is current, the annual contribution has been paid and the card has not lapsed.
  • The registered worker is between 18 and 60 years of age.
  • The student sat the Class 10 or Class 12 examination of the Madhya Pradesh Board of Secondary Education.
  • The student's marks place them among the top 5,000 in the state for that examination and that year.
  • The family is resident in Madhya Pradesh.

Your child is not eligible if:

  • The parent is not registered with the BOCW Welfare Board, or the registration has lapsed for non-payment of the annual contribution.
  • The parent's registration is with a different welfare board or only under the general unorganised-worker register.
  • The student sat CBSE, ICSE or any board other than the MP Board.
  • The student's marks do not place them in the top 5,000 for the year. There is no waiting list beyond the sanctioned number.
  • The registered worker has crossed 60 years and moved out of active registration.

There is no separate income test and no caste condition. The registration of the parent as a construction worker is itself the means test, because BOCW registration requires proof of at least 90 days of construction work in the preceding twelve months.

What documents are required for Super 5000?

Document Mandatory Notes
BOCW worker registration card Yes Must be live, with the annual contribution paid
Class 10 or Class 12 marksheet Yes MP Board only; roll number is matched to board records
Relationship proof (student to worker) Yes Samagra family record or the family entry on the worker card
Samagra ID Yes Identifies the family across MP welfare portals
Student's Aadhaar card Yes For e-KYC and bank seeding
Student's bank passbook Yes Must be Aadhaar-seeded for DBT
Residence proof No Asked for when worker address and school district differ

How to apply for the Super 5000 scholarship

  1. Confirm the parent's BOCW registration is live. Log in on labour.mp.gov.in with the worker registration number, or ask at the District Labour Office. If the annual contribution is unpaid, pay it and revive the registration before the claim is filed. A lapsed card is the single most common cause of rejection.
  2. Wait for the MP Board result. Selection is done from the board's own merit data, so nothing can be filed until the Class 10 or Class 12 result is declared.
  3. Collect the papers. Worker registration card, the student's marksheet, Samagra ID, the student's Aadhaar and a bank passbook in the student's name.
  4. Submit through the school principal. District administrations in Madhya Pradesh instruct principals to identify eligible students from their own result lists and forward the applications. Ask the principal for the Super 5000 form and hand over the document set.
  5. Or apply directly to the District Labour Officer. The District Labour Officer is the designated implementing authority for Super 5000 in each district. Submit the same document set at that office and take an acknowledgement.
  6. Track the claim online. Benefit claims under the Board are processed on labour.mp.gov.in. Use the worker registration number to see whether the claim has been forwarded, sanctioned or returned.
  7. Check the bank account. Once sanctioned, the Rs 25,000 is credited by Direct Benefit Transfer to the student's Aadhaar-seeded account.

How to register as a construction worker first

Families often discover the scheme only after a good board result, when there is no registration to claim against. Registration with the Board is a separate, year-round process:

  1. Establish 90 days of construction work in the last twelve months: employer certificate, site records or a certificate from the local body.
  2. Apply online through labour.mp.gov.in or at a Lok Seva Kendra or MPOnline kiosk, with Aadhaar, Samagra ID, bank details and age proof.
  3. Pay the annual contribution and keep paying it every year. A registration is only useful while it is current.

Registration is what unlocks the Board's whole benefit set โ€” maternity assistance, marriage assistance, accident and death benefits, and the education awards including Super 5000.

Common reasons a Super 5000 claim fails

  • Registration lapsed because the annual contribution was not paid.
  • Student not in the top 5,000 for that year's board examination.
  • Wrong board, a CBSE or ICSE marksheet cannot be ranked in the MP Board merit list.
  • Relationship not established between the registered worker and the student, usually because the child is missing from the Samagra family record.
  • Bank account not in the student's name or not Aadhaar-seeded, so the DBT transfer fails even after sanction.
  • Claim filed after the district's cut-off for forwarding files to the Board. Districts issue their own instructions each year; ask the District Labour Office for the current year's date.

Where to get help and raise a grievance

  • District Labour Officer of your district. The implementing authority for Super 5000 and the first place to raise a rejected or delayed claim.
  • Labour Department portal, labour.mp.gov.in, for worker registration, contribution payment and claim status.
  • Shramik Seva / Sambal portal, sambal.mponline.gov.in, for unorganised worker registration questions that sit outside the construction workers' board.
  • CM Helpline 181 for complaints about delay at the district level.

No dedicated statewide Super 5000 helpline number is published, so route queries through the District Labour Office rather than through unofficial numbers circulated on social media. The award is free to claim, and no agent can charge a fee for getting a name onto the merit list. The list comes from the board result itself.

Frequently asked questions

How much does the Super 5000 scheme pay?

Rs 25,000 as a single one-time award, according to the Madhya Pradesh district portals that publish the Building and Other Construction Workers Welfare Board schemes. It is not a monthly scholarship and it is not renewed the following year; a student who wins it after Class 10 can win it again after Class 12 if they place in that year's top 5,000.

Who can get the Super 5000 award?

Sons and daughters of construction workers registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board who rank among the top 5,000 in the state in the MP Board Class 10 or Class 12 examination. The parent's registration must be current with the annual contribution paid.

Who cannot apply for Super 5000?

Children of workers who are not registered with the Board, children of workers whose registration has lapsed for non-payment of the annual contribution, students who sat a board other than the Madhya Pradesh Board of Secondary Education, and students who did not place in the state's top 5,000 for their year are not eligible.

Is Super 5000 the same as the Sambal Yojana education benefit?

No. Super 5000 is a Building and Other Construction Workers Welfare Board scheme for children of registered construction workers. The Mukhyamantri Jan Kalyan (Sambal) Yojana is a separate Labour Department programme for unorganised-sector workers generally, with its own education incentives. The two are administered by the same department but have different registers and different benefits.

Where do I submit the Super 5000 application?

Through the school principal or directly to the District Labour Officer, who is the designated implementing authority for the scheme in each district. Worker registration and benefit claims are filed online on the Labour Department portal at labour.mp.gov.in.

What is the age condition for the parent?

The registered construction worker must be between 18 and 60 years of age, which is the general age band for registration with the Madhya Pradesh Building and Other Construction Workers Welfare Board. A worker who has crossed 60 moves out of active registration, and the family loses access to Board benefits including Super 5000.

When was the scheme started?

1 June 2006, according to the scheme entry published on Madhya Pradesh district government portals. It is one of the older welfare board schemes and has run alongside the Board's other education, maternity, marriage and accident benefits.

Is there any fee to apply?

No. Registration with the Building and Other Construction Workers Welfare Board and the Super 5000 claim are both free. A Lok Seva Kendra or MPOnline kiosk may charge a small notified service fee for assisted data entry, but no agent can charge for "getting the award sanctioned".
