Student Housing Scheme (Chhatra Grah Yojana) for Students with Disabilities, Madhya Pradesh
Madhya Pradesh state government scheme
Student Housing Scheme, called Chhatra Grah Yojana in Madhya Pradesh, lets 2 or more students with disabilities in Class 11 or above rent a house together, with the Social Justice Department meeting the cost. Introduced in 2008 under the Persons with Disabilities Act, 1995, it is applied for at the district Social Justice office.
What is the Student Housing Scheme for students with disabilities?
Student Housing Scheme, called Chhatra Grah Yojana in Madhya Pradesh, is a scheme of the Social Justice and Divyangjan Empowerment Department, Government of Madhya Pradesh that pays for rented group accommodation for students with disabilities studying away from home. Madhya Pradesh introduced it in 2008, under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, and it continues under the framework of the Rights of Persons with Disabilities Act, 2016 and the Madhya Pradesh Disability Rights Rules, 2017.
The design is unusual and worth understanding, because it explains who the scheme helps. Instead of building a hostel in every district, the department allows two or more students with disabilities to take a rented house together and meets the cost. A blind student admitted to a college in a tehsil town where no accessible hostel exists does not have to wait for a building to be constructed; three such students can rent a ground-floor house near the college and have the department pay for it.
Eligibility begins at Class 11, with separate arrangements for male and female students. That threshold is not arbitrary. Up to Class 10 most children can study in or near their own village; higher secondary and college study is the stage at which a disabled student from a rural block either moves to a town or drops out.
Who is eligible for the Chhatra Grah Yojana?
A student can apply if:
- The student has a disability certificate or UDID card issued by the district medical board.
- The student is a permanent resident of Madhya Pradesh.
- The student is enrolled in Class 11 or above: higher secondary, undergraduate or postgraduate study, for the current session.
- The student is studying away from the home town or village, so that daily travel is not practical.
- The student is joining with at least one other eligible student to take shared accommodation.
Who is not eligible:
- Students without a disability certificate or UDID. A school record noting a disability is not a substitute for the medical board certificate.
- Students below Class 11.
- Students already occupying a free place in a government hostel, since the same student cannot hold two residential benefits.
- Students domiciled outside Madhya Pradesh.
- A single student applying alone, where the district insists on the group condition. A student in that position should still apply and ask the district office in writing whether a single-student sanction is possible.

How to apply for the Chhatra Grah Yojana
- Get the disability certificate or UDID in order first. If the certificate has lapsed or the UDID is still pending, complete that at the district medical board before anything else β every later step depends on it.
- Form the group. Identify at least one other eligible student with a disability studying in the same town, and agree on the house you intend to take.
- Ask the district Social Justice office for the current sanctioned rate in writing before signing a rent agreement, so the rent you commit to is within what will be sanctioned.
- Prepare the rent agreement or the landlord's consent letter, naming the students and the monthly rent.
- Submit the application to the Deputy Director or Joint Director of Social Justice at the district collectorate, with the full document set. An assisted application can also be made through a Lok Seva Kendra, Common Service Centre or MPOnline kiosk, which are the department's notified service channels.
- Take a dated acknowledgement and keep the reference number.
- Follow the sanction. Once approved, the assistance is released by bank transfer to the students' Aadhaar-seeded accounts or to the landlord, as the district sanction specifies.
Why applications get rejected
- Disability certificate expired or in an old format, the commonest single cause. Temporary certificates lapse, and districts will not act on a lapsed one.
- No rent agreement, only a verbal arrangement with a landlord.
- Student already in a government hostel, which makes the claim a duplicate benefit.
- Samagra ID mismatch with Aadhaar or the college record.
- Application filed mid-session after the district's budget for the year is committed.
- Bank account not Aadhaar-seeded, which stops the transfer after sanction.

A note on what could not be verified. Madhya Pradesh has not published a consolidated, current scheme booklet for Chhatra Grah Yojana giving a statewide per-student rate, a seat quota or a notified application window. What can be confirmed is the scheme's 2008 origin under the Persons with Disabilities Act 1995, its group-housing design of two or more students sharing rented accommodation, the Class 11 and above eligibility with separate arrangements for male and female students, the department that runs it, and the service channels through which applications are accepted. Any rupee figure quoted for this scheme on non-government websites is frequently a figure belonging to a different scheme: such as the Delhi Chhatra Grah Yojana or a caste-category hostel scheme, and should not be relied on. Ask the district Social Justice office for the current sanction order.

Frequently asked questions
What is the Chhatra Grah Yojana for students with disabilities in Madhya Pradesh?
Chhatra Grah Yojana lets two or more students with disabilities take a rented house together while studying away from home, with the Social Justice and Divyangjan Empowerment Department bearing the cost. Madhya Pradesh introduced it in 2008 under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.
Which students are covered?
Students with disabilities studying in Class 11 and above are covered, both male and female, with separate accommodation arranged for boys and girls. The scheme is aimed at the point where a disabled student has to leave the home village for higher secondary or college study.
How many students share one house?
Two or more. The scheme is deliberately written around a group rather than an individual, because sharing a rented house is cheaper, safer and gives disabled students mutual support in a town where no accessible hostel exists.
Who cannot apply?
Students without a disability certificate or UDID are not eligible, nor are students below Class 11, students domiciled outside Madhya Pradesh, or students already occupying a free place in a government hostel.
Where does a student apply?
At the office of the Deputy Director or Joint Director of Social Justice in the district. Madhya Pradesh also delivers the department's services through e-KYC, Lok Seva Kendra, Common Service Centre and MPOnline kiosks, so an assisted application can be made there.
How much money does each student get?
Madhya Pradesh has not published a single statewide per-student rate for this scheme, and the sanction is tied to the actual rent of the house taken by the group. Ask the district Social Justice office for the current sanctioned rate in writing before signing a rent agreement.
Is any fee charged for the application?
No. The application at the district Social Justice office is free. A Lok Seva Kendra or MPOnline kiosk may charge only the small government-notified service charge for assisted filing.
